Question to Answer #48 - – Bid Amendment 6
It's clear the expenses for routine maintenance and operations of buildings and grounds are to be included in the inspection transaction fee.
A) Where do bidders put the additional costs for the facility expenditures listed in Appendix 3.2H (FY2009 $486,877 through est. FY2018 $679,728)?
As per Bid Solicitation Section 3.21.3 A, the Vendor {Contractor} shall be solely responsible for all work and costs associated with capital maintenance, repairs, and renovations deemed necessary by the State at the CIF and SIF inspection facilities. The Vendor {Contractor} shall not list any additional costs for facility expenditures on the State Supplied Sheet. There is no price line on the State Supplied Price Sheet for additional costs for facility expenditures, and any Vendor’s {Contractor’s} attempt to edit, modify, or change the State Supplied Price Sheet by including additional costs for facility expenditures may be deemed non-responsive.
B) Are these expenditures reimbursed by the State as they are spent? Or are they non-reimbursable and to be included in the inspection transaction fee also?
Costs are not reimbursable by the State. As such, these costs should be a factor when formulating the prices to be entered on Price Lines 10 and 11 of the T1628 Revised Price Sheet 03/01/2021.
3
Question to Answer #61 - – Bid Amendment 6
There still may be a formula error with the Revised Price Sheet 03/18/2020. Specifically, what cell are bidders to use to quote the per unit prices for PIF equipment? Column K has formulas and columns E through J are blacked out. Inserting the prices in Column K would overwrite the formulas.
The State Supplied Price Sheet has been updated with corrected formulas on price lines 3, 4, and 5. Please see T1628 Revised Price Sheet 03/01/2021.

CIF Operations during Pandemic
What level of contingency planning will the State require of all bidders related to pandemic-related issues (i.e. station closures, contact tracing, etc.)?
Vendors {Bidders} may formulate contingency plans with its internal health and safety units to address pandemic-related issues. The State is not requiring this as part of this Bid Solicitation.
7
CIF Operations during Pandemic
What service level relief will the State provide if a CIF must close for temporary, pandemic-related reasons?
Since there is ample capacity, service levels relief, if any, from CIF closures due to pandemic-related reasons may be handled on a case by case basis.
8
CIF Operations during Pandemic
In the event of a pandemic-related facility closure, what planning should all bidders include in their proposal regarding the redistribution of test volume?
Without knowing the size or scope of a pandemic-related facility closure, it would be difficult and speculative to make any plans regarding the re-distribution of test volume, even if there would be any.
9
CIF Operations during Pandemic
Due to the pandemic shutdown of CIF operations and facility testing, a large number of vehicles have been granted due date extensions in calendar year 2020. Given the likely shift of testing volumes into late 2020 and early 2021, please provide revised volume estimates resulting from this temporary increase in testing volumes.
The CIF’s re-opened on 6/29/20. It is expected that there will be a temporary increase in volume for a limited time. Due to the excess capacity of the CIF’s, this increase in volume should be accommodated and as such, would not impact this solicitation, it is anticipated that volumes should return to anticipated volumes later this year.
10
CIF Operations during Pandemic
Given the anticipated temporary increase in testing volumes, will the State forego wait times penalties until inspection volumes return to pre-pandemic levels?
The State does not anticipate any increase in inspection volumes that would affect this Bid Solicitation, therefore wait time liquidated damages will remain as stated.
11
CIF Operations during Pandemic
Will the State require or mandate expanded testing hours of operation at CIFs on a temporary basis to accommodate the increase in testing volumes?
The method for determining the hours of operation are detailed in Bid Solicitation Section 3.20. Vendors {Bidders} should be guided accordingly.
12
CIF Operations during Pandemic
Currently if someone tests positive for the virus while working in one of the centralized facilities, the employees who came in contact with that person must self-quarantine for 14 days, which may require the station to close for 2 weeks. What staffing-related and throughput requirement accommodations will the State provide if the bidder must close a facility several times due to positive testing results by employees?
Staffing is the responsibility of the Vendor {Bidder}, as such, Vendors {Bidders} should follow the requirements specified in Bid Solicitation Section 3.14 to insure they have appropriate staffing levels to meet those requirements and minimize facility closures.
13
CIF Operations during Pandemic
What wait time relief will the State provide given anticipated longer test durations due to employees wearing PPE and conducting proper cleaning during and between inspections?
The State does not anticipate any reason that test duration would take any longer due to employees wearing PPE. Additionally, the State is not requiring any additional function or activity other that what is required by this solicitation as such the wait time requirements remain as stipulated.
14
CIF Operations during Pandemic
What level of participation or engagement will the State require regarding contact tracing related to positive test results by employees and, potentially, motorists and customers?
Vendors {Bidders} should consult with their internal health and safety units regarding contact tracing. The State has posted on its COVID website www.covid19.nj.gov all pertinent information regarding its official guidance, resources, and support regarding the disease.
15
CIF Operations during Pandemic
In the event of a facility closure due to pandemic, what alternative technologies deployed outside of the facility would the State consider to achieve emissions compliance?
The State is not pursuing any alternative technologies other than what is stipulated in this Bid Solicitation.
