Bid Solicitation Section 3.13, Inspection Facilities
A. The RFP States that the CIF network has "more inspection lanes than necessary to inspect approximately 1.9 million vehicles." Given this, are Vendors permitted to propose an alternative network of centralized facilities?
A Vendor {Contractor} may operate as many lanes and configurations as it deems necessary to meet customer service requirements. It may also propose alternative solutions utilizing the current facilities. However, all current facilities must be utilized.
B. More specifically, are Vendors permitted to propose the closure of facilities necessary to reduce the overall CIF network size and associated costs?
No. All current facilities must be utilized; however, the Vendor {Bidder} may propose the number of lanes at each station and how those lanes will be configured.
17
Bid Solicitation Section 3.13.2.1, CIF Network and Lane Configuration
Under "B" appointment system, there are 3 -one (1) lane stations that accept appointments, can a Vendor show an alternative approach, to level the inspection volumes at the beginning of the month and end of the month by allowing appointments in the middle of the month at the other stations?
No, the current appointment system has had mixed results. Appointment stations have limited on-site or street queuing. There is no conclusive proof that the appointment stations leveled the monthly day to day volume any differently than the other stations. In addition, they have generated complaints either by customers unaware there are appointment stations, or by customers with appointments not taken at their appointed time and waiting for inspection.

Will the state please provide a current properties report that describes the present condition of each CIF so that bidders can estimate exterior site work, structural, landscaping, asphalt, etc.?
Because the Vendors {Bidders} have been given an opportunity to visit and inspect all of the CIFs, it is expected that they can arrive at an estimated cost of such services for each location, and include this amount in their quoted per-vehicle inspection cost. Please refer to Appendix 3.2H for historical data on capital maintenance and repairs since 2009. This will provide a benchmark for these expenses.
20
Bid Solicitation Section 3.13.5, Removal of Old Equipment, B
Will the state please describe the age and reliability of the integrated video monitoring system that the (current) contractor provided? Is this system capable of storing video viewing post 90 days as required in the new RFP?
