About this file
This is a Subcontractor Listing form for Phase 2 of a Construction Manager at Risk (CMAR) project with Guaranteed Maximum Price for the City of Pasadena's Transit Operations Maintenance Facility located at 2180 East Foothill Boulevard. The form template requires bidders to list all subcontractors performing work exceeding 0.5% of the total base bid or $10,000, whichever is greater. The project is a two-phase delivery process with Phase 1 (preconstruction and design-assist services) estimated to commence in July 2026 and conclude by January 2027, and Phase 2 (construction) estimated to commence in March 2027 with substantial completion required by June 2028 and final completion by July 2028. The mandatory pre-proposal meeting was held on April 28, 2026, with a question submission deadline of May 22, 2026, and proposal submission deadline of June 8, 2026 at 2:00 PM. Interviews were tentatively scheduled for June 22-25, 2026.
All contractors and subcontractors must be registered with the California Department of Industrial Relations (DIR) and certified to bid on public works contracts prior to submission. Subcontractor information must include the contractor's license number, DIR registration number, subcontract amount, and Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) certification status with corresponding certification numbers. The project is partially funded by the Measure R Mobility Improvement Grant administered by the Metropolitan Transportation Authority. The estimated direct construction cost is $60 million, exclusive of preconstruction services, general conditions, contingency, bonds, and insurance. The City grants evaluation preference points for local Pasadena business status and small or micro-business certifications, with DBE and SBE certifications evaluated for Phase 2 subcontractor listings. Liquidated delay damages are assessed at $19,000 per day if Phase 2 substantial completion is not achieved by the required date.
