This is a Statement of Qualifications (SOQ) response submitted by SPS+ Architects, LLP to the Arizona Department of Administration General Services Division for Solicitation No. BPM006827, seeking on-call architectural and landscape architectural services. The solicitation is open to qualified architectural and landscape architectural firms to provide comprehensive design services on an as-needed basis for state projects. The response deadline was March 14, 2025. SPS+ Architects, established in 1960 and based in Scottsdale, Arizona, proposes to deliver a full range of architectural services including building design, site master planning, construction administration, interior design, cost estimating, and specifications writing. The firm emphasizes its 65 years of experience and demonstrates capacity through its team of 44 architects, interior designers, BIM modelers, and construction professionals. Key personnel proposed include Mark Davenport as Managing Partner and Partner-in-Charge, with dedicated support from Studio Directors Jeremy Bloomer, Brent Heaton, and Ricky Enriquez, along with specialists in construction administration, interior design, and K-12 education projects. The contract is structured as an indefinite-delivery, indefinite-quantity (IDIQ) arrangement where selected firms will be pre-qualified to respond to specific project requests as they arise.
SPS+ Architects provided detailed documentation of relevant past performance, including seven recent projects ranging from $1.7 million to $10.1 million, with clients including Agua Fria USD, Pinnacle High School, Chandler USD, and Glendale ESD. The firm affirmed compliance with all solicitation requirements, including certifications regarding non-participation in boycotts of Israel, non-use of forced Uyghur labor, non-collusion, non-discrimination, and no improper gifts or gratuities to public servants. The firm confirmed it does not contain proprietary or trade secret information requiring confidentiality protection. No pricing information is disclosed in this qualifications-based selection document, as compensation terms are typically established through individual task orders issued after qualification. The proposal demonstrates the firm's extensive experience with public sector clients throughout Arizona, particularly in K-12 education, higher education, municipal facilities, and Native American community projects, positioning it as a qualified provider for the state's on-call architectural services needs.

2. DESCRIBE HOW YOUR FIRM DETERMINES PROJECT
DELIVERABLES AND YOUR GENERAL APPROACH TO MANAGING
ON-CALL PROJECTS OF VARIOUS SIZES AND COMPLEXITY.
CUSTOM DELIVERABLES FOR CLIENTS
SPS+ Architects offers a wide variety of services via our in house work force as well as consultants and specialists. Based on our decades of experience providing design solutions, we can assemble a team and then provide a proposal to execute. Deliverables are typically focused on providing the service to achieve the goal. Our collaborative process allows us to be flexible with our deliverables based on what our clients need. For example, when working with Chandler Unified School District we are asked to supply renderings as part of our final deliverables to their Governing Board. We are able to accommodate client needs to make sure the end goal is realized.
As a service-oriented design firm, SPS+ Architects is uniquely positioned to meet all your ADOA project needs. Our extensive experience serving public institutions across the state ensures we put clients’ long-term interests first. Whether tackling a small maintenance task or a large-scale project, we bring the same level of dedication, recognizing the importance of every detail in relation to the whole.
EXPERIENCE THAT DELIVERS
Our team leverages extensive on-call and master planning expertise to work efficiently, streamline processes, and save valuable time and money. In our initial project scope meeting, we identify solutions with preliminary cost estimates, helping you make informed decisions from the start. We are well-versed in managing projects with multiple funding sources and procurement methods.
A TAILORED, COLLABORATIVE APPROACH
Collaboration is at the core of our process. We propose a larger-than-required team to ensure the most qualified staff is assigned to each project. Your primary point of contact, Mark Davenport, will oversee all ADOA projects, working closely with a team selected based on individual strengths and project needs.
INTERIOR DESIGN EXPERTISE
Interior design plays a key role in ADOA’s on-call projects. Lorelei Pearson, your dedicated Interior Design expert, will help identify the most efficient and aesthetically pleasing FF&E solutions for each project phase.
Yes, our team is familiar with Job Order Contractor’s for projects. We practice this method by working with the JOC ahead of time to provide detailed drawings to help generate accurate pricing for the project.
INDUSTRY LEADING TECHNOLOGY
We utilize Means Cost Data and independent cost estimators with project-specific expertise. SPS+ Architects is a national leader in REVIT BIM360, enabling real-time contractor pricing. Autodesk, the creator of BIM360, has tracked our work to understand how industry leaders optimize live model pricing. A prime example of our efficiency: SPS+ collaborated with a contractor to assess three Glendale sites, develop construction documents, and ensure accurate pricing—ultimately leading to a purchase order from the district.
3. ARE YOU FAMILIAR WITH JOB ORDER CONTRACTING
PROJECTS? HOW CAN YOUR FIRM SUPPORT A PROJECT
MANAGER WITH DEFINING QUANTITIES AND UNITS OF
MEASURE?
4. MANAGING AND MAINTAINING SCHEDULE DATES
Having the right staff and engaging stakeholders in project strategy development is essential to success. While unforeseen challenges may arise, additional workforce support ensures projects stay on track. The SPS+ staffing model allows our team to assist one another when extra resources are needed, maintaining seamless progress.
Scheduling is a critical challenge for most projects. We collaborate with contractors to establish realistic timelines based on our experience.
Strategies such as phased construction and early procurement of long-lead items—like mechanical equipment and electrical gear—help us meet project deadlines efficiently.
Another key focus is flexibility. Organizations such as ADOA must evolve to accommodate changing needs and budgets. SPS+ integrates adaptable structures, equipment, and furnishings, ensuring spaces are both functional today and easily modified for the future.
5. STANDARD TURNAROUND TIME FOR DESIGN
REQUESTS/CHANGES, RFI ’S, SUBMITTALS AND
DIFFERING SITUATIONS THAT MAY IMPACT TIME
CONSTRAINTS
SPS+ practices a simple process when it comes to our turnaround time for RFI’s and Submittals. Officially, we inform the Contractor to allow for at least two weeks to turn around any project’s communications, RFI’s, submittals, etc.
Our CA team receives the submittal from the General Contractor, or from our in-house Project Managers and then provides meeting minutes 7-10 business days from that point. If anything is submitted after 4:00pm, it is reviewed the following business day and stamped to then return to the General Contractor.
We encourage contractors to discuss the situation before submitting and RFI so that conceptual solutions can be found quickly and then documented officially.
WEST-MEC NORTHWEST
CAMPUS LIGHTBOX
When helping West-MEC design their Northwest Campus we went to 5 separate community events at their different campuses and we found the community was always looking to be more involved. This prompted us to develop the Light Box that was designed to host community events.
6. FIRM’S QC PROCESS RELATED TO SPECIFIC PLANS,
SPECIFICATIONS AND CONSTRUCTION DOCUMENTS.
After many years of following the redline technique of adjusting drawing and specification edits, SPS+ utilizes a “Lean” process where decisions are made early on via open stakeholder input (owner, contractor, consultants, and SPS+) and then the documents are progressed by daily or twice daily over-the-shoulder mentoring by experienced Architects; including partners.
This technique avoids spending time making corrections, and instead delivers projects faster and more accurately. REVIT BIM360 is a primary source throughout this process.
COST, SCHEDULE, & BUDGET
The traditional way of quality control is to review final drawings, redline them, and then make drawing corrections. This method takes time and results in redundant work. In the same respect as our inclusive process, the SPS+ method is to review progress as the design and documentation is taking place via over the shoulder reviews by the architectural leadership, owners, their representatives and the construction team. Review and implementation of ADOA standards is an integral and critical part of quality control and not an afterthought. By getting it done right the first time, time is saved and mistakes are avoided.
Many of our clients comment that our ability to exceed quality expectations while meeting budget is among our best attributes.
We challenge ourselves on every project to use the most durable, cost-effective and aesthetically pleasing materials and construction techniques. Our commitment towards this end led us to originate the extended warranty in building construction that has become a state industry standard.
TARGET VALUE DESIGN
The meaning of “value engineering” is sometimes misunderstood as a compromise in program needs, cutting square footage, or the use of “cheap and inferior” materials in order to cut the cost of a project. It is just the opposite! The word “value” gives way to the idea of reviewing systems, materials, energy saving devices, sustainability, and life cycle cost in order to determine the “best value” the project budget can support.
We are proposing a team that, along with future selected contractors, can aid in the value engineering process to help determine the selection of materials and systems. It is a process that gives the client choices to pick and choose where they want to spend their dollars. Time is money. Part of this process is to provide information to the client in a timely and comprehensive manner so accurate decisions can be made.
The other area that relates to value engineering and cost control as a whole is the ability of SPS+ to help the client find dollars and stretch budgets.

7. DEMONSTRATE HOW YOUR FIRM’S PLANS TO
IMPLEMENT PROCORE ON THIS ON-CALL CONTRACT.
OTHER SOFTWARE USES
Our firm collaborates with multiple different contractors throughout Arizona and we often use different types of software and hardware to communicate. Below is a list of other tools we use:
| • | Adobe PDF |
| • | Bluebeam |
| • | REVIT |
| • | AutoCAD |
| • | BIM 360 |
| • | 3D Scanner |
| • | Microsoft Team |
| • | Procore |
SPS+ is currently utilizing Procore on 50% of our projects.
Typically used for larger projects, Procore is our one-top-shop for everything from emails/messages to RFI’s and Specs. This strategy involves both the client and the contractor as intended as the exclusive communications and record-keeping conduit. Instead of handling in only emails and calendars this program keeps all parties accountable for communicating due dates and keeping schedules in sync. We look forward to using the same reliable and efficient program for the ADOA On Call projects.
8. DOES YOUR FIRM USE DIMENSION ON CD’S?EXPLAIN YOUR
FIRM’S DESIGN PLANS BETWEENSCALING AND DIMENSIONING
ON DESIGN DRAWINGS.
Yes, our firm does use dimension on our construction documents. The SPS+ team views dimension as second nature while displaying this technique in all plans for the Contractor and plan reviews. This ensures all of our drawings are to scale, which in turn results in a smooth design and construction process. Our team recognizes the importance of dimensions to point out crucial features in all of our drawings which represent specific size and location information.
We also provide the 3D REVIT model and AutoCad drawings on an “as requested” basis which Contractors often use for assistance. We have also found that Contractors and Owners want to refer to our color images as well, which we are always happy to provide.
9. ABILITY TO USE PICTURES ON DRAWINGS WITH NOTES.
Yes, we provide pictures on our drawings. Our in-house 3D scans (FARO) as-built scans are all linkable and available to share as well.
10. ABILITY OF FIRM TO DELIVER TYPE OF RESPONSE
DELIVERABLE PICTURED BELOW.
Yes, we are able to deliver this type of response deliverable.
