About this file
This is a Statement of Qualifications (SOQ) response submitted by Cuningham, an integrated design firm, to the Arizona Department of Administration (ADOA) General Services Division (GSD) in response to Request for Qualifications Solicitation No. BPM006827 for On-Call Architectural and Landscape Architectural Services. The solicitation seeks to establish a pool of qualified architectural and landscape architectural firms to provide design services on an as-needed basis for state projects. Cuningham submitted its response on March 14, 2025, the stated proposal deadline. The on-call contract will establish a pre-qualified provider relationship allowing the state to request architectural and landscape architectural services for projects of varying sizes and complexity without requiring competitive rebidding for each individual project. The contract scope includes comprehensive design services from pre-design through construction administration, encompassing schematic design, design development, construction documentation, and project closeout phases. Cuningham demonstrated its qualifications through recent Arizona experience, including work on the Arizona Veterans Memorial Cemetery expansions at Camp Navajo (Phase 1 and 2, $1.7 million, completed 2024) and Marana ($2.9 million, completed 2024), as well as the ongoing Sadie Kniffin Long-Term Care and Skilled Nursing Building in Bylas ($105 million estimated, completion 2025).
Cuningham's response identifies key personnel including Amy Cheever (AIA, NCARB, LEED AP) as Project Executive with 19 years of experience at the firm, Ellen Rath as Senior Project Manager with 10 years tenure and 9 years of relevant project management experience, Amanda Hutt as Technical Lead (registered architect in California with 17 years of experience), and supporting team members including Jeremiah Johnson (Senior Project Designer), Daniel Godziszewski (Architectural Designer), and Kristi Harris (Interior Designer). The firm indicated current workload commitments ranging from 10 to 50 percent for key personnel, allowing availability for ADOA projects as they are awarded. Cuningham confirmed familiarity with Job Order Contracting processes, Procore project management software, and adherence to state requirements including AIA B101 standard agreements, rigorous quality control procedures with multi-layered review processes, precise dimensioning standards, and compliance with Arizona's boycott of Israel and forced labor prohibitions. The firm, established in 1968 with over 230 employees across seven locations, emphasizes regenerative design, human-centered experience, and technical excellence, positioning itself as capable of managing on-call projects of various sizes while maintaining schedule adherence and design quality through pull planning methodologies and proactive project management.

| On-Call Architectural and Landscape Architectural Services |
Dear Selection Committee, Cuningham is pleased to submit our qualifications for On-Call Architectural Services with the Arizona Department of Administration General Services Division. As an innovative and integrated design firm, we are committed to delivering quality, forward-thinking solutions that foster healthy environments and promote community well-being. With our expertise in both traditional and alternative construction methodologies, we bring a unique and flexible approach to meeting the evolving needs of Arizona’s public sector projects.
With a deep understanding of Arizona’s built environment and regulatory landscape, our team is well-equipped to support the state’s diverse project portfolio. Our experience ranges from civic and educational facilities to commercial and mixed-use developments, all designed with a focus on resilience, sustainability, and user well-being. Additionally, our firm has a strong track record in designing environments that serve our nation’s veterans, including past work with Veterans Services, where we have created spaces that honor their sacrifices, recognize their service, and help to ensure they have the resources and support they deserve. Our extensive expertise in senior living further demonstrates our ability to design for comfort, accessibility, and dignity, providing for spaces that are both functional and uplifting for aging populations.
At Cuningham, we pride ourselves on our capacity to deliver exceptional design while adapting to the ever-changing challenges of the construction industry. Our expertise in modular construction, panelized building systems, and Mass Timber/Cross Laminated Timber (CLT) enables us to increase efficiency, reduce waste, and accelerate project timelines—critical factors in alleviating pressures on traditional construction methods.
By integrating these innovative strategies into our architectural practice, we provide cost-effective and sustainable solutions without compromising design integrity or functionality.
Cuningham’s collaborative design process consistently creates spaces that exceed stakeholder expectations, enhancing productivity and accessibility while ensuring lasting value. The vision, mission, values, and goals of the ADOA in support of the state government inspire us.
We look forward to the opportunity to bring our expertise, innovation, and dedication to excellence to the Arizona Department of Administration. Thank you for your time and consideration. We welcome the opportunity to discuss how Cuningham can support the state’s architectural needs through this on-call contract.

The Sadie Kniffin Longterm Care and Skilled Nursing Building is a 100-bed longterm and supportive care community. We designed the building into four neighborhoods around centralized dining, community gathering, and resident amenity spaces.
This project encompassed multiple care levels for the residents including skilled nursing, hospice, memory care, long-term care and restorative care with physical and occupational therapy suites. The Federal VA Small House Model design guide was used as a reference for our design team on this continuum of care project. Our team applied their previous experience working on multiple Department of Veterans projects, including the Kentucky Radcliff State Veteran Home and the Tucson Veteran Home.
This residence will provide support and care for community elders on the San Carlos Apache reservation. There are 60 long-term care units, 20 memory care units, and 20 skilled nursing units including 4 hospice rooms, all organized into neighborhoods.
Resident units are studio style with full, private bathrooms. Long-term care units include small kitchenettes for residents’ convenience. Amenities include shared dining areas, private dining/meeting rooms, shared residential kitchens, activity rooms, family/living rooms, shared laundry rooms, and assisted bathing suites. Staff support areas include nursing stations, med rooms, service kitchens, soiled and clean linen, storage, and exam rooms as needed. Each neighborhood also has its own dedicated outdoor courtyard and covered patio space, allowing for outdoor gathering areas and connection to nature.

Attachment 3-A Method Proposal
1. Substantiate how your team can most effectively undertake the requirements and responsibilities associated with on-call architectural services for the state of Arizona and your proposed understanding of this scope of services by:
a) Providing an organizational chart clearly identifying the lines of authority. See page 13
b) Describing your current workload and availability of designated team staff. Indicate the relationship of the work in this RFQ to the firm’s other current projects. See page 15
2. Describe how your firm determines project deliverables.
Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.
Project Deliverables Our approach is to start each design phase by understanding and reviewing the ‘End Game’ – the specific, approved project deliverables list for that phase.
We then pull back from that list to create a detailed work plan and defined tasks, creating a streamlined and efficient design process. At Cuningham, we follow the typical phase deliverables as outlined in the standard AIA B101 Owner/Architect Agreement, while also working closely with our clients to incorporate their specific deliverable requests and provide for full alignment.
Having worked on multiple projects with Veterans Services, we are familiar with the Submission Requirements Post Master Plan and Project Close-Out Document, which details the deliverables list for 35% Schematic Submission, 50-65% Design Submission (Desing Development, 90-95% Construction Document Submission, Bid Set, and As-Built Drawings. That familiarity helps us to begin the project in alignment with what will be expected of us, reducing potential delays and ensuring a smooth approval process.
Managing on-call projects of various sizes and complexity As Cuningham is a large firm, with over 230 people, we have the capacity for project delivery on current and upcoming projects. Our broad expertise combined with our commitment to design excellence, provides project continuity throughout the design process.
When a project opportunity arises, we quickly access who of our talented team would be the best fit for that project based on experience, skill set, availability, and location.
We strive to apply a proactive and efficient approach to project staffing.
Our intent is to become a trusted resource for our clients.
From pre-design thru construction, we have an accessible, knowledgeable team ready, and are invested in making sure the right expert is there at the right time.
3. Are you familiar with Job Order Contracting projects?
How can your firm support a project manager with defining quantities and units of measure?
Job Order Contracting Project Experience Cuningham is familiar with Job Order Contracting (JOC) projects. Our experience across multiple sectors, especially with complex projects and government entities, has given us a strong understanding of the JOC process.
We are also experienced in providing on-call architectural services and responding to diverse service requests. We frequently conduct early feasibility studies to help clients evaluate the viability of potential projects.
Supporting Client Project Managers Our team includes professionals with extensive experience in coordinating with a variety of Project Managers and Owners Representatives.
We work closely with project managers to provide clear communication and alignment on all aspects of the project. This collaborative approach reduces errors and provides that all parties are working with the same information.
When cost estimating and procurement are involved, as a design firm, we work closely with cost estimating consultants, general contractors, and procurement agencies.
4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.
One of the key aspects of our team’s success on complicated projects has been our approach to creating and managing the project schedule.
We use a strategy called pull planning, which is starting at your desired outcome and pulling back from that to define the tasks that need to happen along the way.
This exercise is completed by all the project stakeholders together, so that as a team we can uncover the most effective path for the project, defining critical decision points for both you as the client and the design team.
Cuningham’s experience working on Veterans projects has provided us an understanding of not only the VA guidelines and standards, but also the desired approach to overall schedule items including federal VA project reviews, quality assurance protocols, and phase deliverable revision expectations.
Throughout each project we engage in both web-hosted meetings to offer the combination of online efficiency, 10ARIZONA DEPARTMENT OF ADMINISTRATION | On-call Architectural Services Cuningham availability, and accessibility, as well as in person meetings allowing us to connect, building a great team dynamic and fostering trust and alignment, ultimately creating efficiency.
5. List standard turn-around time for design requests/ changes, RFI’s, submittals, and differing situations that may impact time constraints.
At Cuningham, we understand the importance of timely responses and efficient project workflows especially during the construction phase. While standard turnaround times can vary based on project complexity and specific client requirements, we strive to maintain the general guidelines captured in the “Standard Turn-Around Times” chart below.
We approach our projects with a team mentality and do our best to support what is needed for overall project success. If a response is urgently needed in order to maintain a schedule, particularly a construction schedule, it is prioritized.
We emphasize clear communication and proactive project management to mitigate potential delays. We work closely with our clients and contractor partners to establish realistic timelines and provide regular updates. We believe that open communication about any changing conditions is the best way to maintain schedule alignment.
6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.
At Cuningham, we understand that accuracy and completeness are paramount in the development of plans, specifications, and construction documents. Our quality control process is a multi-layered approach designed to minimize errors, provide consistency, and deliver quality deliverables.
It is critical to project success to understand and plan for quality reviews, regularly checking for alignment with our original project goals.
Quality Reviews may include but are not limited to:
• Technical reviews
• Consultant coordination reviews
• Design reviews
• Licensure reviews (with Arizona Department of Health Services if required)
• Owner Reviews
• Federal VA Reviews
• 3rd Party and/or AHJ Review Meetings (prior to submittal)
• Cost reviews
Quality Assurance Cuningham uses in-house guidelines to structure the firm’s quality assurance practices and to provide that the quality of communication and coordination are consistent.
Our intranet has “prompts,” “checklists,” and “resources”
11ARIZONA DEPARTMENT OF ADMINISTRATION | On-call Architectural Services Cuningham to help the design team improve its practice, efficiency, communication, and coordination, both internally and externally.
We have specific design phase checklists that are used for quality assurance, assessing that the project requirements are being met and that coordination between architecture and engineering disciplines is occurring as the design is developed.
Cuningham is proactive in establishing a quality assurance process for each project that aims to prevent errors throughout the design and documentation process proactively rather than depending upon a system that detects errors at the end. We use periodic reviews to detect and correct any outstanding issues. These are conducted by a secondary review or a “second pair of eyes” rather than having the embedded team oversee the reviews.
Quality Control The level of accuracy required in the preparation of design and construction documents requires a multi-faceted quality control system operational throughout the course of the project development.
In-house technical review meetings are a major component in our Quality Control program. Building system and key building component reviews and discussions are regularly conducted. Outside vendors are consulted for conformance of detailing strategies with industry standards. Building code interpretations are analyzed and discussed on a regular basis. In-house plan check and consultant coordination formal reviews take place one week prior to milestone drawing packages being issued to confirm coordinated documentation at each phase.
Cuningham has found no tool more successful than the face-to-face meeting over a set of design documents to confirm all parties are in alignment. Of course, Cuningham also relies upon more technologically advanced methods.
Quality Assurance establishes the processes and standards that Quality Control then verifies are being followed.
Certain resources, such as the design team checklists, do serve as both quality assurance and quality control documents. The checklists are reviewed prior to starting a particular phase of services to ascertain the important tasks that must be performed during that phase to reach the desired deliverable. They are then used to plan when these tasks are performed and by whom. When the phase is approaching completion, the team uses the checklist again to assess that the appropriate tasks have been completed.
7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?
Cuningham staff are very familiar with Procore as it relates to our contribution to the construction management platform in the roles of architects and designers. We have used Procore in collaboration with multiple owners and contractors, including Arizona Department of Administration – GSD, Project Management Portfolio account.
We are most familiar with the Procore Project Management tools including Meetings (Agendas and Summaries), RFIs, Submittals, Transmittals, Inspection Reports, Observation Reports, Punch Lists, Project Schedules, Daily Logs, Photos, Drawings, Specifications, Forms, and Action Plans. We have used these tools in collaboration with ADOA on multiple projects.
8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.
As accurate dimensions are critical to indicate size, relationship, and to determine conformance with codes and standards, Cuningham uses strict standards for placing and drawing dimensions in our construction documents. If a drawing is to be scaled, we will use digital tools that can scale accurately, such as Bluebeam Revu, to maintain appropriate scale in the components indicated in our drawing sets. Bluebeam provides advanced measurement tools for accurately calculating dimensions and areas.
Cuningham Drawing Standards for Location of Dimensions
• Dimension from grids or structural elements rather than from finish items.
• Do not dimension items such as partitions that are centered or otherwise located on a grid, module, or mullion.
• Do not dimension items that are located by schedule or by typical detail condition.
• Assess whether all dimensions required for bidding and construction are provided.
• Dimension each item only once, in one place, unless otherwise noted.
• When setting dimension start points, confirm dimensions can be tied back to some fixed point of reference, such as property line, existing building, benchmark, etc.
• Maintain same dimension reference points on all
12ARIZONA DEPARTMENT OF ADMINISTRATION | On-call Architectural Services Cuningham documents. If a dimension is taken from one face of a wall, use that same face throughout set.
• Dimension isolated building components, such as canopy columns, from a grid line or other fixed item.
• Establish lay-out points for modular materials, such as ceramic tile, or accept possibly uneven cut products.
• Dimension rough openings to accommodate standard materials and components, such as hollow metal frames.
• Define critical dimensions for code clearances, equipment installation, etc. Label such dimensions “hold” or “clear”.
• Do not dimension angled elements by degrees.
Dimension each angle point from two directions from the primary dimension axis.
Occasionally a drawing will be of such scale and/or complexity that it is difficult to provide all the required dimensions on a single plan clearly. In these cases, multiple plans will be considered for each category of dimensions, i.e. an Overall Dimension Plan might locate all of the major exterior wall dimensions necessary to lay the building footprint out, while a series of larger scale Partial Plans might show exterior wall sub-dimensions (window/ door locations, etc.) and/or interior dimensions. Complex Site Plans often require multiple plans to clearly convey the necessary information as well.
9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?
Cuningham as a design firm embraces the latest advances in BIM and drafting software. Our design teams will incorporate pictures as supplements to our drawings when desired. As tie-in points are often established by the engineer (potentially our consultant) or the contractor, we are often not the ones to indicate a tie-in location on our drawings but can assist in the creation of sketches and supplemental information as needed.
10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?
Cuningham can deliver this type of a response. We would typically use Bluebeam Revu which has advanced PDF markup and annotation capabilities. There are also a variety of components we keep in mind to create effective markups:
• Clarity and Legibility: Providing your markups are clear, legible, and easily understood.
• Color Coding (if applicable): Using a color-coding system with a legend to further clarify the intent of the information shown.
• Consistency: Using a consistent notation system for markups (e.g., clouding, highlighting, notes with leader lines).
• Scale and Accuracy: Providing markups are drawn to scale and accurately reflect the intended changes.
