About this file

This is a Request for Qualifications (RFQ) submission document for ABLA, LLC in response to Solicitation No. BPM006827 issued by the Arizona Department of Administration General Services Division for on-call architectural and landscape architectural services. The solicitation seeks to establish multiple on-call contracts with up to 10 awards available for each of two architectural disciplines: architectural services and landscape architectural services. ABLA submitted its qualifications as a landscape architectural services provider, with the firm identifying its key personnel as Andy Baron (President), Brian Rogers (Vice President), and Tom Durant (Vice President). The submission deadline was March 14, 2025. ABLA demonstrated its experience through five major master-planned community projects completed between 2009 and the current period, including Floreo at Teravalis (3,000 acres, $4.6 million contract), Festival Ranch (10,105 acres, $3.0 million), Vistancia (7,100 acres, $2.0 million), Radiance at Superstition Vistas (1,348 acres, $2.5 million), and Eastmark (3,200 acres, $3.0 million). The firm indicated its capacity to provide responsive, flexible on-call services with services spanning site analysis, master planning, design development, construction documentation, plant procurement, and construction administration.

The RFQ does not establish specific pricing terms, as this is a qualifications-based procurement rather than a price-based award process. ABLA certified that it is not a small business (with more than 100 employees and gross revenues exceeding $4 million), complied with Arizona's boycott of Israel certification requirement by selecting the standard compliance option, and certified compliance with the forced labor of ethnic Uyghurs ban by selecting the exempt contractor status. The firm submitted conformance statements indicating full compliance with all instructions to offerors, scope of work documents, pricing documents, and contract terms and conditions without exceptions. No incumbent contractor was identified in the documentation. The contract will function on an on-call basis, meaning specific project scopes, budgets, and timelines will be determined upon individual project requests following contract award, allowing the state flexibility in task ordering and the contractor flexibility in resource allocation as projects are assigned.

PAST PROJECTS

FLOREO AT TERAVALIS – Buckeye, Arizona – 3,000 Ac. - 2016 – Current Design Contract: $4.6 Million (Direct contract with Developer) Key Personnel

• Andy Baron – President

• Brian Rogers– Vice President

Best Practices and Lessons Learned:

Sustainability Focus & Budget Management:

From the outset, ABLA placed a strong emphasis on sustainability in the design for Floreo at Teravalis. By incorporating energy-efficient landscaping, native plantings, and water-saving irrigation systems, we ensured that the project was environmentally responsible while also delivering on aesthetic goals. To keep the project within budget, ABLA implemented value engineering techniques, continuously providing cost updates and making adjustments as needed. This approach allowed us to meet sustainability goals without compromising quality, while maintaining financial transparency throughout the design and construction phases.

Flexibility and Responsiveness On-call services require flexibility and the ability to respond quickly to changing project needs. ABLA is structured to offer prompt, effective responses through streamlined communication and decision-making. We utilize an integrated project management system to coordinate schedules and resources, ensuring that any changes to project scope or deadlines are managed effectively. Our project managers are trained to prioritize tasks, handle urgent requests, and collaborate with stakeholders to achieve timely results.

Familiarity with Arizona Context As landscape architects based in Arizona, we have an in-depth understanding of the local environment, climate, and regulatory environment. Our designs prioritize the preservation of Arizona’s unique desert landscape, with a focus on sustainable practices like xeriscaping, efficient irrigation, and stormwater management. Additionally, we are well-versed in state and local regulations governing landscape architecture, including zoning laws, water usage policies, and environmental protection standards. Through this combination of experience, flexibility, and local expertise, we are well-prepared to meet the diverse and evolving needs of Arizona’s landscape architecture projects.

2. Describing your current workload and availability of designated team staff (including Sub-Consultants). Indicate the relationship of the work in this RFQu to the firm’s other current projects.

While the specific scope, size, and nature of the project outlined in this RFQ are currently unknown, our firm is prepared to offer responsive and flexible on-call landscape architectural services. We understand that on-call work often involves varying levels of effort and may require rapid responses depending on the needs of the project at the time of consideration and RFP submittal.

Given that we do not have specific details regarding the project timeline, scope, or size at this stage, we can assure you that our team has the experience and capacity to effectively manage on-call services once the project parameters are defined. Our staff is structured to remain adaptable, and we can mobilize the necessary resources to meet any requirements that arise, ensuring the high quality and efficiency of our work, regardless of the project's final scope.

We are committed to delivering timely and professional services in response to on-call project requests, with the flexibility to scale resources and adjust our team as needed once more information is available.

3. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.

Our firm develops an integrated project schedule in coordination with all consultants and the client to clearly define design milestones and final deliverables. For each project, we ensure a well-organized process by breaking down larger projects into manageable sections, which allows us to provide clear, defined scopes and ensure that all stakeholders understand the deliverable timeline. Our approach is adaptable, making it suitable for projects of various sizes and complexities. By adhering to this process, we ensure smooth communication, manage expectations, and maintain high levels of efficiency.

4. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?

Yes, our firm has experience working on Job Order Contracting (JOC) projects, although it is less common in design service contracting. For JOC construction projects, we are fully capable of defining material quantities and units of measure based on industry-standard metrics. This enables us to support construction project managers in accurately estimating costs and ensuring the right quantities are accounted for during the planning and execution phase.

5. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.

To manage and maintain design schedule dates, we typically use an Excel-based schedule. This allows us the flexibility to accommodate input from all consultants involved in the project, providing visibility into their needs and ensuring alignment. We continually update the schedule to reflect the status of various tasks and milestones, ensuring that all parties are informed, and any schedule adjustments are promptly addressed.

6. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.

Our firm strives to respond to all design requests, RFIs, and submittals as quickly as possible. In many cases, we are able to provide same-day responses, depending on the complexity of the request. For more intricate issues that may require coordination with other consultants, we ensure that responses are delivered within a timeframe that supports the overall project schedule. Effective communication is key to maintaining these timeframes, and we prioritize keeping all stakeholders informed.

7. Detail your firm’s quality control process related to specific plans, specifications and construction documents.

Quality control begins with strong communication among the project team, ensuring everyone is aligned on the project's goals. We conduct periodic redline reviews throughout the design process, often involving the client or additional consultants depending on the scope and complexity of the project. This ensures that any issues are identified early, and corrections are made before progressing further.

8. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?

Our firm is experienced in using Procore on many of our projects, typically hosted by the general contractor or developer. We find Procore to be an invaluable tool for managing projects with multiple consultants, as it provides a centralized platform for sharing information, drawings, and managing submittals, RFIs, and responses. For on-call contracts, we would highly suggest to utilize Procore to streamline communication, document sharing, and project tracking, ensuring that all parties are aligned and the project runs smoothly.

9. Does your firm use dimensions on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.

Yes, we use both dimensioning and scaling in our construction drawings. For larger-scale site control, we create layout drawings that provide a clear visual representation of the site. Where more precise control is necessary, such as with material specifications or specific construction areas, we include detailed dimensions in the construction drawings.

This approach ensures clarity and accuracy in the final plans, meeting all technical and regulatory requirements.

10. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?

Yes, this is very common within our plan development.

11. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner.

Can your firm deliver this type of response deliverable?

Yes, this is very common within our plan development.
