About this file
This is a Request for Qualifications (RFQ) submission document from FM Solutions Management LLC in response to Solicitation No. BPM006827 issued by the Arizona Department of Administration, General Services Division, for on-call architectural and landscape architectural services. The solicitation seeks to establish a qualified pool of architectural and landscape architectural service providers to support the State of Arizona with design services on an as-needed basis. The RFQ does not specify individual project scopes or quantities, as it is designed to pre-qualify firms for future task orders. Proposals were due by March 14, 2025. The contract term is not specified in the submission, though typical on-call arrangements establish multi-year agreements with renewal options. No specific site visits or mandatory bidder conferences are mentioned in the available documentation.
FM Solutions Management LLC submitted qualifications demonstrating 23 years of Arizona-based experience in architectural design, facility assessments, master planning, and construction management services. The firm's proposed team includes Curtis Slife (President, Architect of Record with 40+ years of experience), Emily Kutzler (Senior Interior Designer), Jeffrey Chambers (Senior Facility Manager with 40+ years in facility condition assessments), Doug Michel (Senior Construction Project Manager with 48 years of experience), and Heather Unger (VP Business Operations). The submission includes three reference projects: City of Tempe facility condition assessments and ADA compliance work, City of Phoenix facility assessments and arc flash analysis, and Coconino County master planning and facility assessment services. The firm certified compliance with all solicitation requirements, including boycott of Israel disclosures and forced labor prohibitions, indicated no exceptions to the stated terms and conditions, and confirmed that the response does not contain trade secret or proprietary information.

2. Describe how your firm determines project deliverables.
FMS manages the project deliverables and project construction based on the type of project delivery, complexity of the project, and how we will attain the short- and long-term goals of the project. In a Design-Build, DBB, CMAR, JOC or other type of project delivery the necessary Architects, Interior Designers, Engineers, and other subconsultants and contractors are contracted and managed by FMS as the single point of contact. We understand the importance of working closely with all stakeholders to communicate and provide a successful strategic plan. FMS will develop a comprehensive scope as quickly as possible to assist in decision making and communication with the project team. A formal CD review meeting occurs at 30 percent, 60 percent and 90 percent completion points of our design work so everyone is up to date as we progress.
Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.
We have considerable experience in low bid construction. We know there are several individuals that will be affected by our design including, the clients occupying/using the space we design, our customers who are concerned about the long-term life cycle of the facility, security and infrastructure personnel with operations and maintenance concerns, and politicians and bosses that all are needing to have some level of understanding of government agency projects. This approach requires a higher degree of Construction Document and management quality and communication that we provide to facilitate a smoother project.
3. Are you familiar with Job Order Contracting projects?
Yes, we have experience with the City of Tempe with this type of project delivery.
How can your firm support a project manager with defining quantities and units of measure?
We can perform a construction services cost analysis and review the JOC’s proposal compared to the Construction Documents for the estimated materials, then provide feedback on any discrepancies and omissions, or need for clarifications we itentify.
4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.
Phased Scheduling Plans keep the assigned task orders on track, show the sequence and duration of major activities. and identify major milestones, key interfaces, the critical path, and contingency periods. We provide the standard Gantt chart of course, but also a detailed project plan that is updated weekly to keep the project team informed of the project progress in a timely manner. We also know managing the design process requires an aspect of confidentiality and will collaborate with the states facilities team to communicate accordingly.
5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints. We have a commitment to the contractor in writing on our Construction Documents that we will respond to RFI’s within 24 hours. We also commit to a turn around on submittals within five days.
6. Detail your firm’s quality control process related to specific plans, specifications, and construction documents. FMS has a small, dedicated team of designers and architects with 10+ years of experience in architecture. Each project is assigned to one of these leads who review the plans, specifications, and construction documents against our checklists, professional experience, and the specific project requirements at every step of the process. We also strongly welcome and encourage that the client’s representative review and comment on all project deliverables at development milestones to ensure the project is continually meeting or exceeding client expectations.
7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?
We have used Procore to obtain project information from a GC. Photos, Submittals, RFI’s, etc. FMS has used Procore as a guest user on a GC’s account, primarily for exchange of CA and closeout information.
FMS does not have its own subscription to Procore but is willing and able to work within that system to meet client needs.
8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.
Yes, FMS uses dimensioning on construction drawings. We also draw all plans to-scale and provide a visual scale on drawings. FMS prefers that the GC take all dimensions for construction from the given dimensions vs scaling off the drawings. Our standard dimensioning is provided in a continuous string across the project area from surface of existing wall, centerline of column, and either north or west face of stud on new construction for ease of layout. Additional smaller dimensional strings are provided where needed.
9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?
Yes, FMS is able to include pictures or hand sketches to increase clarity, both as informal documents and if needed as a part of the construction documents. Because FMS uses Revit for all drafting we can also provide rough 3D views with basic shading/color blocks.
10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?
Yes. We regularly use PDF markups as part of the client review and CA process.

Emily Kutzler, NCIDQ, AIT Senior Project Designer Emily is a talented Interior Designer. She has a keen ability to look at the big picture without losing sight of those small, vital details of a project. She has master planned an 80+ acre site and detailed the connection point between a window and wall with equal levels of dedication and attention to detail. Emily strongly believes that listening and critical thinking paired with the basic principles of design is a solid foundation for any project. However, one should never stop learning or striving for a better solution. The spaces where people work, live or play have a life cycle just like the people that use them, and it’s just as important to design for five years from now as it is for the present.
PROJECT EXPERIENCE
City of Tempe, AZ | Ongoing Contract | Architectural Services FM Solutions has an ongoing contract with the City of Tempe to provide Architectural Design, Project Management and Assessment services ranging from tenant improvements to site feasibility studies. Emily has worked with the city since 2014.
Emily and the FMS team collaborated with the city to create their design criteria manual and other architectural resources for the city’s facility management operations. She leads the FMS design team to provide architectural design, construction documents, construction administration, and various other architectural services on behalf of the city to ensure project success on behalf of the city thorough our ongoing on-call contract. Role: Lead Interior Designer
Coconino County, AZ | Ongoing Contract | Facilities Master Plan, Design In 2007 FMS began working with the County as we provided Facilities Master Plan services followed by 2 updates in 2009 and 2014. The latter of these resulted in FMS providing additional Assessment Services for the complete portfolio of their space. All Deficiencies were estimated with a cost for repair, prioritized then categorized with a Facility Condition Index (FCI) per Facility. Design remodel projects were defined in the master plan to create the 10-year CIP budget plan. Emily provided design services for the space assessments, and project definitions and projected costs based on the projected growth of the County. Role: Lead Interior Designer
City of Phoenix, AZ | Facility Assessments | Architectural Services FMS conducted an ASTM E2018-15 Standard Facility Condition Assessment of 11 City of Phoenix Facilities and performed a technical analysis of the physical condition of the facilities at multiple locations around the city of Phoenix.
Under Emily’s leadership the FMS team developed as-built drawings, architectural site plans, floor plans, finish schedules, and provided parcel numbers for each facility.
Items assessed were building shell, building interior, HVAC, electrical and electrical distribution, plumbing, fire protection, and special construction. Also identified were code compliance issues, fire/life-safety issues, and readily achievable ADA requirements. FMS services included assessments, benchmarking, architectural/interior design, and similar services. Role: Lead Interior Designer

Jeffrey W Chambers Senior Facility Manager, Certified FCI Assessor Jeffrey has 40 years of Facilities Condition Assessment and Facility Management experience providing these services to a wide range of clientele. He has extensive experience in application, analysis, field installation and maintenance for Mechanical, Plumbing and Electrical systems. During his career, Jeffrey worked as a Service Facility Manager for one of the premier companies in the Valley for 19 years where he managed facilities as well as provided performance contracting, BAS and test and balance services. Jeffrey rounds out his experience as a General Contractor, and Plant Manager for the State of Arizona.
PROJECT EXPERIENCE
City of Tempe | Facility Condition Assessments-14 Various Facilities FMS has worked with the city since 2014 on facility condition assessments and architecture services for their facilities portfolio of 3,163,280 GSF. This project involved a subjective and technical analysis of the physical condition of the facilities. The ASTM E2018-15 facility condition assessment identified the deficiencies and cost required to bring each facility to a standard condition based on the FCI (Facility Condition Index).
