City of Buckeye For On - Call Architectural Services Consulting Contract
Selection Committee, Over a period of several years, I personnaly participated with the Buckeye Main Street Organization and helped in the review of existing development in the city center. During that tenure, we helped create an inventory of existing Main Street development and proposed several development schemes for enhancing the existing city core. Also, during that period, I facilitated community brainstorming sessions, trying togather concensus of goals and ideas for downtown enhancement. Because of that involvement, I gained a significa t amount of understanding and sense of relationship with the entire community. In addition to that experience, I had the opportunity to be the architect for educational facili-ties for both the elementary and high school district. These efforts have fostered a sense of relationship with Buckeye.
This past experience with Buckeye, has given us the perspective on city’s role and impact on the entire Phoenix Met-ropolitan Area. From that perspective, we would be excited to be able to assist in the city’s growth and development.
We believe that our focus on “how our world is changing” will be of great value to Buckeye in the development of any project we have the opportunity to be involved with.
Our past architectural and planning experience includes a wide range of governmental and other relavent projects.
They range from historic presevation and service facilities to office and support facilities. A key element in every project is the need to anticipate changes in function and systems. Focusing on the users, whether the general public or staff, and acknowledgement of the different user perspectives, is critical in every project.
To us, the environment, whether specific or global, is of great concern. Specific conerns for the City, such as employee retention, are as important as universal global environmental issues. The quality of each space supports the produc-tivity and participation of its staff members. At the other end of the spectrum are the concerns for minimizing energy and resource usage. Designing systems that minimize energy consumption and using materials that are recyclable are goals that we embrace.
We look forward to developing a positive working relationship with Bucckeye and its staff members to achieve their goals and exceed their expectations.
Respectfully, Paul D. Winslow, FAIA Managing Partner

Arizona Department of Administration General Services Division For On - Call Architectural and Landscape Architectural Services
Selection Committee, We at winslow + partners are excited to be considered for providing architectural services for the State of Arizona and the Department of Administration. We believe that our unique approach to projects lends itself to the long-term commitment to quality of life and excellence to which the State of Arizona has become synonymous.
We believe our concern for human values is directly in line with the State’s goals and aspirations. Many of the tools we use are directed toward achieving this goal. Our enhanced, user centric program development process is used to uncover the essential elements of the user’s goals, needs and concerns, in order to create successful creative and innovative projects.
Our Innovation Think Tank, which we used during our programming process, can be used to explore new ideas or con-cepts, or to solve very complex problems, in a very efficient and quick facilitated process. It has helped many clients create unique solutions that function well and support the user’s needs. Tools such as User Experience Mapping, Building Context Analysis, User Profile and Needs Analysis and many others, support this goal. In addition, our experience and expertise in utilizing 3D modeling since 1985, has proven to be a significant enhancement of the design process. It allows the Client to direct their own walk through of the project during the design phase. It allows for direct feedback on utilization of individual spaces or where to make changes, before any construction begins.
Our range of experience and expertise is also significant, as the history and experience of the partners extends over a pe-riod of more than 50 years. The range, scope, and complexity of projects, successfully accomplished, can be of great value to your goals for each project. It is a collaborative effort in a very interactive design and project development process. The partners are very hands-on, so you get the experience and expertise on every project.
We believe that each project has significance and that it is the team effort that makes it happen. We look forward to the opportunity to present our capabilities in a more direct fashion as specific projects are considered. We believe that our firm s approach is beyond that provided by most traditional firms and would hope for an opportunity to demonstrate the difference and the added value.
Respectfully, Paul D. Winslow, FAIA Managing Partner

2. General Approach: Virtual Project & Overall Management of Construction Phase our platform stores everything related to the project for the District, contractor and our consultants architect project manager contractor’s project manager contractor’s superintendent in-house cloud based project management system answers virtual project management questions answers questions owner’s representative
DEPOSITORY OF ALL THE INFORMATION
winslow + partners uses a cloud based project management system developed by Paul’s previous firm, Orcutt | Winslow. It serves as a depository of all project information (meeting minutes, photos, progress drawings, etc.) so that it can be shared and tracked by the Owner and by the project team remotely at any time.
CLOUD BASED PROJECT MANAGEMENT SYSTEM
HANDS-ON PARTNERS & DEDICATED STAFF
Our firm approach to quality assurance entails collaboration and regular team meetings to discuss items.
This system allows for cost savings discussions and brainstorming as a group from the early stages of the design process.
Our software provides the added benefit of no file size constraints. This means we are able to exchange our progress drawings, which tend to be very large in size, with our Consultants and the Contractor as they become available.
In order for the partners to be hands-on and have a dedicated staff to each project, the firm only takes on a limited number of major projects. This ensures we are able to deliver a quality design that meets each client’s goals and needs.
3. Are you familiar with Job Order Contracting projects? How can your firm support a projec manager with defining quantities and units of measure Yes, this is where the contractor is selected from a list of prequalified contractors and provides a cost for and then completes the construction work based on a proposed estimate. Because of the software used, we can provide quantity take offs of the various elements and materials of at least the larger building elements.
4. Design Schedule
How work will be done within given Timeframe & Proposed Budget
Managing design timelines and budgets involves planning, allocating resources, and monitoring progress.
To do this clear communication from the design team is key.
Once the scope of the project and budget have been defined & agreed upon all the stakeholders, the design team will create a schedule that identifies major milestones and deliverables from our architectural team and consultants (engineers), to ensure schedule adherence.
Ideally, the contractor will start working with the design team from schematic design to provide feedback on the material availabiltiy and building systems. Having weekly meetings with the District and contractor as the design gets developed allows for value engineering discussions and cost analysis feedback.

MONITORING TOOLS FOR DESIGN PROGRESS
With over 50 years of experience working on educational and municipal projects, Winslow + Partners understands the need to meet on a weekly basis to track design progress and identify critical tasks to be completed. This regular check-in, often held Monday mornings, serves as a key strategy in our approach to manpower loading. It allows us to assess the resources required for the upcoming week, ensure that teams are aligned, and optimize our workforce allocation to maintain project momentum and meet deadlines.
Firm’s ability to monitor Progress of Design Activities
» At the early stages most of our design meetings with our design consultants are in person to have effective discussions and make adjustments as needed.
» We also use Bluebeam as a tool to communicate and collaborate on project with our engineers and contractor.
This tools allows for more effective collaboration, automation of workflows, and clear communication
» To monitor and track the progress we use effective project managements tools like our Virtual Project system, which is a cloud-based system.
» It allows the entire design team, District and contractor to access all the project information in real time.
5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.
We attempt to respond as quickly as possible to submittals and requests. If the request involves a question or issue we can resolve, we aim to respond within 1-3 business days, and, where possible, on the same day. However, the complexity of the submittal or if it requires a response from our consultants may require additional time, typically within 1-5 business days.
6. Quality Control Process
DESIGN TEAM TO BE INVOLVED IN ALL
PHASES OF DESIGN TO ENSURE QA & QC
Our firm inherited the project management system from Orcutt|Winslow, since Paul helped develop it during his tenure there. This cloud based sys-tem serves as a depository and exchange platform for all project related information. It has no limit for file sizes & it generates automatic emails notifying the related parties when a document has been uploaded or re-viewed. It provides additional efficienty during the design process and the Construction Administration phase because everything project related lives there and is available to view or download.

QA & QC OF DESIGN DOCUMENTS
Our Quality Control process is overseen by our Senior Project Manager, who has 35 years of experience. He works with the entire project design team, to track the development of the design and construction documents and provides continuing review of code, systems and materials. Because we work in 3D it becomes easier to review design elements with the entire design team.
QUALITY ASSURANCE & CONTROL
7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?
We understand that Procore is a specialized, cloud-based construction management software designed specifically for the construction sector. It provides an integrated platform that streamlines project management tasks such as budgeting, scheduling, document control, and safety reporting. We have been using our cloud based project management system in the office Virtual project , which is similar to the procore Project Management Software. It allows us to virtually manage the project, digital collaboration and cloud based-project execution.
8. Does your firm use dimension on the construction drawings? Explain your fir s design plans between scaling and dimensioning on Design drawings.
Yes, we use dimension in our construction drawings. Prefer dimensioning over scaling on design drawings. Dimensioning on design drawings ensures clarity, precision, and accuracy by providing clear, standardized measurements. It eliminates ambiguity, reduces errors, and ensures all parties involved, designers, manufacturers, and contractor, can accurately interpret specifi ations. Dimensioning helps maintain compatibility between parts, aids quality control, and facilitates efficient communication. It also ensures compliance with regulatory standards and allows for consistent revisions or modifications, ultimately improving the overall reliability and functionality of the final Design.
9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?
Yes, we can certainly include pictures or drawings with notes on the design drawings. These visual aids can help clarify the specific areas and connections, ensuring a more comprehensive understanding of the project scope. We use archicad which remains an effective tool for illustrating these connections.
10. Below is an example of the State’s response to a design drawing and the design profes-sional’s response to the owner. Can your firm deliver this type of response deliverable Yes, we can deliver this type of response as part of the State’s response drawing. We utilize ArchiCAD software for our drawings, which enables us to produce and deliver such drawings efficientl . In addition to the comments and responses, ArchiCAD allows us to export our models into 3D through the BIMx app. This free app is compatible with phones, iPads, and computers, and provides an excellent tool for visualizing spaces in 3D from the very beginning, helping to minimize design changes. The app is user-friendly and serves as a valuable resource for owners, states, and all stakeholders involved in the process.
