About this file

This Statement of Qualifications (SOQ) is a response submitted by Paradigm Design, PC to the Arizona Department of Administration General Services Division for Solicitation No. BPM006827, seeking on-call architectural and landscape architectural services. The submission was made on March 14, 2025, by Paradigm Design, a full-service architecture and engineering firm based in Scottsdale, Arizona, with nearly 50 years of experience in civil engineering, architectural design, interior design, and construction. The firm proposes to provide comprehensive architectural and landscape architectural design services on an as-needed basis for State of Arizona projects. The solicitation follows a competitive procurement process, with Paradigm Design demonstrating its qualifications through presentation of relevant past projects, organizational capacity, and key personnel capabilities. The firm's response indicates readiness to manage projects of various sizes and complexity, with specific examples including ASU facilities work (sewer service replacement, building demolition, renovations), Sedona park-and-ride facilities, and commercial projects in the Scottsdale and Phoenix areas ranging from $250,000 to $3.7 million in value.

Paradigm Design's proposed team includes Joe Greco (Principal and Architect of Record with 30+ years of experience), Nick Sherman (Senior Project Manager with five years' experience), Mark Wolter (Project Coordinator with over 30 years in the architectural field), and Andy Dominguez (Architectural Technician with five years' experience). The firm certified compliance with all procurement requirements, including non-discrimination policies, anti-collusion provisions, and Arizona-specific mandates regarding boycotts of Israel and forced labor. Paradigm Design indicated familiarity with Job Order Contracting, Procore project management software, and standard design documentation practices required for state projects. The firm does not participate in boycotts of Israel and does not use forced labor or related products. No pricing information or specific contract value is included in this SOQ response document, as the procurement is structured as a qualifications-based on-call contract where pricing and project scope would be determined on a case-by-case basis upon task orders.
