About this file

This is a Request for Qualifications (RFQ) submission document for on-call architectural and landscape architectural services issued by the Arizona Department of Administration General Services Division under Solicitation No. BPM006827. Breckenridge Group Architects/Planners, a Tucson-based firm established in 1985, submitted their qualifications in response to this procurement seeking to establish pre-qualified professional service providers for state architectural projects on an as-needed basis. The solicitation allows offerors to submit proposals for either architectural or landscape architectural disciplines, with up to 10 contracts available for award in each discipline. The submission deadline was March 14, 2025. The on-call contract structure is designed to enable the State of Arizona to access qualified design professionals for multiple projects of varying sizes and scopes throughout the contract term, with selected firms expected to provide design services, construction administration, project management, and related professional services as work orders are issued.

Breckenridge Group's submission demonstrates extensive experience managing on-call contracts for Arizona public sector clients, including 38 years of operations and current work with the University of Arizona, Town of Oro Valley, and Amphi Public Schools. The firm proposes a core team led by President Klindt Breckenridge (Principal in Charge with 44 years of experience), Senior Project Manager Carlos De Alva (32 years of experience), and Project Manager Edgar Parra (10 years of experience), with support from 10 architectural designers. The firm emphasizes its client-centered approach, specialized experience with public sector projects, familiarity with job order contracting and on-call delivery methods, and proficiency with required tools including Revit BIM software, Procore project management software, and Bluebeam REVU for collaboration. The submission includes compliance certifications regarding boycotts of Israel and forced labor of ethnic Uyghurs, with no exceptions taken to the solicitation's instructions, scope of work, pricing, or contract terms and conditions.

Breckenridge Group President, Klindt Breckenridge has over 38 years of experience in design, construction administration, and project management across Arizona. A former Arizona AIA President, he specializes in master planning, renovations, ADA compliance, and more. He has experience with cities all over Arizona such as City of Mesa, City of Scottsdale, and City of Phoenix just to name a few.

Senior Project Manager, Carlos De Alva and Klindt Breckenridge will work together as an interchangeable team, saving the State of Arizona time and money. Carlos is a Project Coordinator, Designer, and Specifier and brings 30 years of professional and technical expertise with the design, planning, and administration of small to large scale commercial, educational and governmental projects. We have a small, focused team dedicated to your project. Team members won’t change over the course of the contract. Fewer hand-offs mean fewer fumbles.

The Breckenridge Group understands that the scope of this type of On-Call contract by the State of Arizona potentially may be made up of numerous projects, each varying in size and type. We have the experience and have developed strategies to provide the owner with the most significant value for their funds and tight schedules. 2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity

At the begining of a project, a project schedule and scope is created which guides our team members to determine the deliverables for each phase of the project. Our current workload is such that this contract fits in nicely. Our proposed key staff of four is available immediately as needed, and support design staff is available as needed. Our equally experienced consultants would be also available and committed to serving this project; all have previous work experience with the State of Arizona with projects of various sizes for this

On-Call Contract.

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?

Breckenridge Group has completed over 100 projects for Arizona through on-call/job ordering contracts. We have performed small tenant improvements through large renovation projects. We have also done studies and evaluations, as well as design and construction administration services. The Breckenridge Group understands that this type of on-call contract will be made up of numerous projects, each varying in size and type. Our team works closely with project managers and will assist them in every phase of the project to ensure a timely, high quality project delivery.

4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.

Principal in Charge, Klindt Breckenridge in conjunction with the Project Manager, coordinates with the team to set and monitor the

Project Schedule. We regularly review the progress, adjust deadlines, and ensure on-time delivery through ongoing design and documentation checks. Many projects under this type of contract are a collection of smaller parts that add up to a larger project. We will track each of these individual parts as part of the overall project. We can then allocate our team resources to these individual tasks as opposed to them being dispersed and inefficiently controlled as if it were just one project.

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.

We focus on providing prompt and comprehensive RFI responses to prevent project delays. Our document reviews improve constructibility and coordination, reducing field issues. By conducting thorough shop drawing reviews, we minimize errors, enhance fabrication quality, and keep schedules on track. Our designs are practical, buildable, and cost-effective, considering real-world fabrication and erection tolerances. As a result, we achieve a turnaround time of 48 to 78 hours for RFI responses.

6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.

For each project, Project Manager Carlos De Alva holds ultimate responsibility for ensuring the completeness and accuracy of design and construction documents. He actively involves each project team member in the Quality Assurance (QA) process and incorporates Quality Control (QC) procedures throughout the project structure.

7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?

Our firm is familar with Procore and understands how it is used for Construction Management, Project Management, and Design.

This software streamlines document management from project initiation to completion, ensuring efficient organization and accessibility.

This tool ensures communication among all stakeholders during the project, and ensures everyone is on the same page.

8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.

Our firm utilizes Revit which is a BIM software. This software can be used from the schematic phase all the way to Construction Documents. Revit technology allows us to scale drawings within the click of a button with accuracy.

Dimensioning is just as easy in Revit, and is available in a variety of styles that can be customized as needed.

On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and location

Yes, our firm uses REVU Bluebeam to collaborate with consultants and clients. This software allows us to share documents, add photos, and collaborate from beginning to end. Below is an example of how we would use an attached photo to collaborate with clients on a shared document in Bluebeam.

8. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?

Our firm uses REVU Bluebeam to collaborate with consultants, contractors and clients. This software allows us to share documents and collaborate with markups. In the photo to the rght, you can see an example of how we annotate documents.

The example below shows how we annotate in Revu Bluebeam, similar to the example you have provided.

This example shows a specific condition that was discovered during the construction phase. The photo references the specific spot on the demo plan.

2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.

During the beginning of a project, the scope and schedule are created. This is used to guide our team in determining the deliverables for each phase.

We have a small, focused team dedicated to your contract. Team members won’t change over the course of the contract. At the beginning of a project, a schedule is created which guides our team members to determine the deliverables for each phase of the project. Our architectural practice is, and always has been, centered on the design of public sector work.

Breckenridge Group has a tremendous amount of experience with smaller projects through the many open-end or as-needed type contracts for governmental agencies, universities and school districts:

•University of Arizona28 years - current
•Tucson Unified School District21 years - current
•City of Tucson13 years
•Pima Community College11 years
•Amphi Public Schools10 years - current
•City of Phoenix6 years
•Flowing Wells Unified SD5 years - current
•Banner University Medical5 years - current
•Yuma Union High School5 years
•City of Tempe5 years
•Yuma Union High School District4 years
•Pima County4 years
•Catalina Foothills School District4 years - current

Breckenridge Group’s specialized experience with open-end contracts has shown us that there are three key areas for open-end project success:

• Recognizing that the projects are potentially smaller and often innovative methods are necessary to execute these projects in a timely and cost effective manner

•The projects involve renovations of existing occupied facilities
•It takes key personnel with many strengths to deliver these projects

successfully

The Breckenridge Group understands that this type of on-call contract will be made up of numerous projects, each varying in size and type. We have the experience and have developed strategies to provide the owner with the greatest value for their limited funds and tight schedules. One strategy has been to group several small projects into one bid document creating a project that becomes more efficient to bidders. Other strategies have been to group projects which are in close proximity together as a single bid package or to have multiple bids to allow the user to maximize their specific purchasing constraints.

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?

4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.

Breckenridge Group is familiar with Job Order Contracting. This project delivery method enables owners to award a single contract to a general contractor (GC) that encompasses multiple projects over a specified time frame and within a set budget limit. The contract’s scope is not fully defined during the bidding stage. These contracts require a continuous working relationship between the construction company and the owner agency.

Our firm provides comprehensive support for project managers handling job order contracting projects. We assist in every phase of the process, from initial planning and scope definition to managing multiple work orders over an extended period. Our team works closely with project managers to ensure clear communication, accurate cost estimation, and adherence to budgetary constraints. By offering access to efficient project management tools, standardized procedures, and expert guidance, we streamline workflows and ensure timely, high-quality project delivery. We are committed to fostering long-term relationships with both project managers and owner agencies, delivering reliable solutions and consistent results throughout the duration of the job order contract.

Many projects under this type of contract are a collection of smaller parts that add up to a larger project. We will track each of these individual parts as part of the overall project. We can then allocate our team resources to these individual tasks as opposed to them being dispersed and inefficiently controlled as if it were just one project. For example, a proposed entrance structure may involve more design resources and public meetings, whereas bringing restrooms into ADA compliance or systems oriented tasks may be much simpler. On each project, our Project Manager, Carlos De Alva, in coordination with the City of Tucson Project Manager, will establish a Project Schedule that sets completion dates per task and project milestones. We constantly check the design and documentation process against the schedule to assure on-time delivery of the final product. We will review the detailed Design Schedule at regular Team meetings to monitor performance, adjust interim deadlines, and maintain focus on the overall Project Schedule deadlines.

Ours is a tried and tested group of strong, practical architects who have proven time and again their ability to provide professional management to get the job done on time and within budget. The same commitment to our business is delivered to each and every one of our projects. Through our rigorous attention to detail, from project start-up through completion, the Breckenridge Group has proven to public sector clients that their concerns are always responded to in a timely and professional manner.

5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.

6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.

We understand the critical nature of timely and complete responses to a contractor’s Request for Information required to minimize delays. We review our documents for constructibility and interdisciplinary coordination to reduce field coordination issues. The turnaround time for any RFIS’s or Change Orders are between 48-72 hours. Thorough reviews of shop drawings help to reduce errors, improve fabrication times and maintain the schedule. We understand the realities of the constructed world and respect the need for fabrication and erection tolerances, and our designs are build-able and cost-effective.

We strive through our contract documents to eliminate change orders.

However, we realize that sometimes things are added to a project during construction. The Design Team will monitor the process to identify and track changes on a project. Before implementation of any changes which will affect budget, schedule, or quality, the Project Manager and the Project Team will identify the nature of the change, the source, and the implications of the change. No changes will be implemented until authorized by the Owner. Once authorized, the appropriate adjustments will be made to the Project Plan, and the team will implement the change.

On each project, the ultimate responsibility for the completeness and accuracy of design and construction documents resides with Project Manager Carlso De Alva. He is responsible for engaging each project team member in the Quality Assurance (QA) process and integrating Quality Control (QC) procedures into the project structure. Our QA/QC Program includes the following measures:

• Use of office standard completion checklists to ensure consistent and complete project documentation.

• Assignment of a designated senior project team member as the document coordinator to review and coordinate in-house and consultant drawings and specifications

• Regularly scheduled interdisciplinary coordination meetings and checking set reviews.

• Individual accountability for a defined scope of work with regular review by the Project Manager.

• Periodic technical review of documents by the Principal-in-Charge.

7. Procore Project Management Software usage is a requirement.

Demonstrate how your firm plans to implement Procore on this On-Call contract?

8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.

Our firm is familiar with Procore and understands how it used for construction management, project management, and design. This essential tool helps measure and optimize document management, enhance collaboration, and manage construction projects from pre-construction to closeout. This tool ensures smooth connectivity among all stakeholders throughout the project. As designers, we can leverage it for design documentation, communication, and collaboration across all project phases, from pre-construction to completion.

Using Procore, our team can upload, manage, and share drawings and submittals with secure access controls, ensuring clear communication and organized document management. The platform also helps us identify and track coordination issues, ensuring they are resolved efficiently. Additionally, we can store and manage contact information for project teams and vendors, making collaboration throughout the project more streamlined.

Our firm uses Revit which is a BIM software for designers. This software can be used from the schematic phase all the way to construction documents.

Revit technology allows us to scale drawings within the click of a button with accuracy. Breckenridge Group utilizes Revit technology to ensure we have to most accurate drawings.

Scaling drawings is essential in architecture as it ensures precise representation, clear communication, and successful execution of designs.

This practice allows architects, engineers, and builders to collaborate efficiently, ensuring the completed structure matches the intended vision.

Precise dimensioning in architectural drawings is vital for effective communication, ensuring accurate construction, and preventing costly mistakes by specifying essential measurements for building components and their placement.

Our firm uses REVU Bluebeam to collaborate effectively with consultants and clients. This software enables us to share documents, incorporate photos, and maintain collaboration throughout the entire project process.

REVU Bluebeam has several markup tools, which is a way to annotate your document without altering the original content. Since they are independent of the underlying PDF, markups can be easily moved and edited. This markups can be shared on a central/shared file. By providing centralized access to important documents, drawings, and data, shared files ensure that all stakeholders are working with the most up-to-date information. This reduces the risk of errors, streamlines decision-making, and improves overall project coordination. Additionally, shared files enhance transparency, allowing team members to track changes, provide feedback, and maintain accountability throughout the project’s different phases.

Our firm uses REVU Bluebeam to collaborate with consultants and clients.

This platform enables real-time, online collaboration on PDFs, allowing multiple users to add markups to the same document simultaneously. All markup activity is tracked in a detailed record linked to the session PDFs, ensuring clear documentation of changes. All of these markups are saved within the software and can be shared and accessed at anytime. This tool is a great for referencing old documents and keeping an up to date record of our recent progress with construction documents.
