About this file
This document is a Request for Qualifications (RFQ) issued by the Arizona Department of Administration General Services Division for on-call architectural and landscape architectural services. The procurement seeks to establish multiple on-call contracts with qualified architectural and landscape architectural firms to provide comprehensive design and construction administration services for state projects on an as-needed basis. Offerors may submit separate proposals for either architectural or landscape architectural disciplines, with up to ten contracts available for award in each discipline. The solicitation number is BPM006827, and proposals were due by March 14, 2025. Prospective vendors must submit qualifications including an Offer and Acceptance Form, Offeror Information Questionnaire, Experience and Organizational Profile, Method Proposal, Key Personnel Proposal with resumes, and various compliance certifications through the Arizona Procurement Portal (APP). The on-call nature of the contract indicates that selected firms will be pre-qualified to respond to specific project requests as they arise, with flexibility to support diverse state infrastructure and design needs across multiple project types and budget ranges.
The solicitation requires key personnel to demonstrate relevant experience with projects of similar scope and size completed within the past seven years, with particular emphasis on the proposed lead architect's and team's background in public works and state-level projects. Evaluation criteria emphasize understanding of Job Order Contracting methodologies, familiarity with Procore project management software, quality control processes for construction documents, schedule management capabilities, and coordination experience with state agencies. Mandatory compliance requirements include certifications regarding boycott of Israel, prohibition on forced labor of ethnic Uyghurs, and submission of confidential information designations as applicable. The file does not specify pricing or compensation terms, set-asides for disadvantaged business enterprises, or funding amounts, as this is a qualifications-based procurement focused on pre-qualification of service providers rather than a competitive bid with established pricing.

3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?
4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.
Industrial Design LLC has extensive experience with Job Order Contracting (JOC) projects, including work with a large confidential client that utilizes a similar selection process for all projects, ensuring efficiency, cost control, and consistency across multiple project types. Our structured approach supports project managers in accurately defining quantities and units of measure by conducting 3D scanning of existing conditions, 3D modeled existing conditions, and detailed BIM modeling of new work which links to quantitative spreadsheets. Utilizing Revit to complete digital estimation and industry-standard databases, we break down project elements into standardized units, such as square footage for flooring, linear feet for piping, or tonnage for HVAC systems, ensuring pricing accuracy and scope clarity. Our expertise allows us to streamline project initiation, minimize cost overruns, and integrate real-time quality control through tools such as Navisworks. This allows us to also validate contractor estimates and optimize budget allocation. By leveraging our JOC project execution experience and structured quantity estimation process, we ensure projects are delivered efficiently, within budget, and in full compliance with Arizona procurement requirements.
Once the State has accepted the design schedule, Industrial Design LLC (ID) will implement a proactive schedule management approach to ensure all milestones are met efficiently and without delays. Utilizing industry-leading scheduling tools such as Microsoft Project and Procore, ID establishes a detailed, milestone-driven timeline that aligns with ADOA’s expectations. Each phase, from programming and design through permitting, construction documentation, and administration, is carefully sequenced with clearly defined deadlines. Our centralized project management team conducts weekly progress reviews, tracking deliverables and identifying potential bottlenecks before they impact the timeline. To maintain schedule compliance, ID prioritizes tasks based on complexity and urgency, ensuring dedicated resources are allocated appropriately. Risk management strategies are integrated to proactively identify schedule risks, such as permitting delays or unforeseen design modifications, with contingency plans developed to mitigate disruptions. Regular progress meetings with ADOA representatives, consultants, and contractors ensure all parties remain aligned, and any necessary schedule adjustments are addressed promptly. Additionally, automated progress tracking and reporting tools provide real-time updates, variance analyses, and corrective action plans. By leveraging technology-driven tracking, proactive coordination, and structured risk management, ID ensures that all project milestones are met on time, within budget, and in full compliance with ADOA’s project requirements.
Industrial Design LLC is structured to efficiently manage projects of varying sizes, drawing from extensive experience with large semiconductor clients that require a range of services—from small-scale equipment replacements to medium-scale renovations and large-scale facility expansions. Our firm operates with three specialized design teams, each dedicated to handling small, medium, and large projects.
Upon project initiation, the scope and complexity are assessed, and the project is assigned to the team with the most relevant expertise. This structured approach enhances efficiency, reduces project timelines, improves quality, and ensures consistency across deliverables.
Each design group operates with independent project timelines, while central management oversees scheduling, cost control, and client expectations. This ensures that all projects, regardless of size, are delivered on time, within budget, and to the highest quality standards.
5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.
6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.
7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?
Industrial Design LLC (ID) implements a comprehensive quality control (QC) process to ensure the accuracy, clarity, and compliance of all plans, specifications, and construction documents. Our approach focuses on preventing errors, improving coordination between disciplines, and ensuring constructability before issuance.
Our QC process begins with multi-phase document reviews, where plans undergo internal peer checks, interdisciplinary coordination, and compliance verification against project requirements and regulatory standards.
During the design phase, our team conducts progressive plan reviews at key milestones (30%, 60%, 90%, and 100%), ensuring that specifications align with Arizona state codes, NFPA, IBC, ADA, and other jurisdictional regulations.
A critical component of our QC process is interdisciplinary coordination. Before finalizing construction documents, we facilitate clash detection reviews using Building Information Modeling (BIM) to identify and resolve conflicts between architectural, structural, mechanical, electrical, and civil elements. This ensures seamless integration of all building systems and reduces costly changes during construction.
In addition, constructability reviews are conducted in collaboration with contractors and project stakeholders to assess feasibility and optimize efficiency. Our team also integrates automated quality assurance tools, checklists, and Procore tracking software to streamline documentation and track QC compliance.
Before issuance, all final construction documents undergo a principal-level review by our senior architects and engineers to validate completeness, clarity, and bid-readiness. By implementing layered quality control measures, ID ensures that project documentation is comprehensive, coordinated, and aligned with ADOA’s expectations, reducing RFIs, minimizing change orders, and supporting smooth project execution.
Here’s a standard turnaround time table for design requests, RFIs, submittals, and other project-related situations that may impact time constraints:
Our flexible project management approach allows us to prioritize urgent requests while maintaining efficiency and accuracy across all project deliverables. Let me know if you'd like any modifications!
Our firm is well-versed in utilizing Procore Project Management Software to enhance collaboration, document control, and real-time communication throughout the project lifecycle. For the ADOA On-Call Architectural and Landscape Architectural Services Contract, we will implement Procore as a centralized platform to manage project documents, RFIs, submittals, and compliance tracking, ensuring all stakeholders have access to up-to-date information and approvals. Procore’s scheduling tools will integrate with Microsoft Project or Primavera P6 to maintain project timelines, while its budget management features will allow real-time cost tracking and forecasting.
We will leverage Procore’s Inspection and Punch List tools for quality assurance, ensuring compliance with ADOA standards through field documentation and issue tracking. By leveraging Procore’s cloud-based capabilities, we will ensure efficient project execution, enhanced transparency, and seamless coordination, ultimately delivering well-managed, on-time, and on-budget projects for ADOA.
9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?
10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?
ID can incorporate pictures and notes within design drawings to enhance clarity; however, our preferred approach is to 3D scan spaces and model new content with a high level of accuracy. By leveraging detailed 3D scans, we create precise Revit models that capture existing conditions, allowing for seamless integration of new designs.
These highly accurate models are then provided to contractors, enabling them to further refine their construction models with even greater detail. This minimizes RFIs, reduces field conflicts, and streamlines the construction process, ensuring a smoother and more efficient project execution.
ID is fully equipped to deliver owner comment responses using Bluebeam as part of our standardized review process. We have integrated Bluebeam into our workflow, allowing us to conduct collaborative design reviews, track comments, and respond efficiently within the platform.
By leveraging Bluebeam Sessions, we provide stakeholders access to the design documents, enabling them to add comments, markups, and questions in real-time. Our design team then reviews and responds directly within Bluebeam, ensuring all comments are addressed clearly, efficiently, and within context. During design review meetings, we systematically go through these comments to provide feedback, clarify concerns, and eliminate any potential misinterpretations.
Additionally, our Bluebeam workflows integrate seamlessly with Procore and other project management systems, allowing for efficient documentation, tracking, and resolution of design comments. This structured approach enhances collaboration, transparency, and accuracy, streamlining the review process and ensuring a cohesive, well-documented response deliverable for owners and stakeholders.
8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.
Our firm takes a modern, highly precise approach to design by leveraging detailed 3D scans of facilities to capture exact existing conditions, eliminating traditional measuring and drafting errors. Using these scans, we create accurate 3D Revit models, allowing us to dimension all systems with precision, including wall penetrations and pipe locations. By providing contractors with these highly detailed Revit models, they can further refine their construction models, ensuring seamless coordination and reducing field conflicts. This eliminates the outdated practice of contractors scaling drawings with tape measures, as all critical dimensions are explicitly provided. Our approach enhances accuracy, improves constructability, and streamlines the entire design-to-construction workflow by ensuring contractors have exact, verified dimensions instead of relying on manual scaling.
