ON-CALL ARCHITECTURAL SERVICES
HDR is an integrated Architecture and Engineering firm that is able to provide all services required by the On-Call Services contract. HDR has an extensive history working with municipalities, agencies, and state offices. Our team brings the necessary knowledge of process, facility types, and agency needs for architectural on call projects.
Key Staff Members – Integrated Architecture and Engineering Our integrated Architecture services bring an impressive breadth of knowledge to every project with an optimistic approach to finding innovative solutions defined from our past and drives our future. We put a high value on creating processes that integrate architecture; building systems and civil engineering;
sustainability, and stakeholder and public engagement. HDR balances the art and science required for a strong vision and feasible implementation of on-call projects that bring people together and contribute to healthy environments.
Local Delivery Our Principal-in-Charge, Michelle Acosta, Project Manager, Patrick Glowacki, and Senior Design Architect, Katherine Dudzik Smith are located in our Phoenix architecture studio.
The local studio will lead the project from the beginning, and for its duration, to verify an appropriate and comprehensive design service. As a single group with a lean team just “down the hall” from each other, we can bring efficient, expedient, and expert solutions throughout the project. Experience has taught us that this seamless approach can be invaluable during complex projects with tight deadlines.
Subject Matter Expertise As demonstrated in the organization chart, our team of subject matter experts and thought leaders are broad and available to support projects as needed. These experts have designed respective projects across the country. They keep up with best practices and research that will provide Arizona with a depth and breadth of expertise no matter the project. The role of the design team is to understand various viewpoints of the community, contextual conditions, “speak” multiple design languages, and guide the process to an outcome that is greater than the sum of its parts.

2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned on-call projects of various sizes and complexity.
HDR works with the client to determine the project scope and schedule of deliverables based on project size and complexity. Our design philosophy is to listen first, meaning that every project team and deliverable packages are tailored to the client needs for each project. Our goal is to deliver a well-designed, right-sized project on time and on budget.
Project teams are selected based on the best fit for expertise, experience, and dedicated availability.
The Project Manager (PM) is the main point of contact for our clients, and is responsible for meeting schedules, notes, and team correspondence. Th PMs in the HDR Phoenix studio have experience on a range of project sizes, scopes, and complexities ranging from transitional housing to hospitals to transportation facilities to masterplans, and beyond.
We utilize many collaboration tools that aid in keeping the team connected and on track, from cloud-based BIM to collaborative information keeping tools, to correspondence.
All of our tools allow the teams to stay connected and flexible.
3. Are you familiar with Job Order Contracting projects? How can your firm support a project manager with defining quantities and units of measure?
Yes, we have worked on many Work/Task/Job Order projects. We are adept at defining project scope for adjacent, ongoing projects, and at providing excellent work with the same team by staggering project delverables. We work with our clients and their General Contractors to prioritize Jobs that are critical path to maintain schedules for completion and deliver a cohesive whole.
4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates.
Once the Project schedule has been established, the Project Manager and the Project Architect will manage the team to ensure deadlines are met with high quality deliverables. All dates are scheduled, and team members are coordinated, for project success. HDR establishes internal QAQC dates before project deadlines to ensure that deliverables stay on schedule while maintaining quality. Project teams have several tools to make certain that teams stay current on schedule and deliverables for each phase or task.
5. List standard turn-around time for design requests/changes, RFI’s, submittals, and differing situations that may impact time constraints.
Design changes or requests lead times depend on effort and scope of the change. HDR works with the client and project team to meet client schedule goals for minimum total impact. Typical RFI turn around is 72 hours, however the HDR team prioritizes critical path items and keeps in constant communication with construction teams to understand priorities for schedule.
6. Detail your firm’s quality control process related to specific plans, specifications and construction documents.
Our internal Quality Control process identifies a qualified QC reviewer for each discipline and area of expertise on a project at the beginning of the project schedule. This reviewer reviews the documents prior to submittals or presentations for cohesiveness and coordination typically throughout the full project scope. All project deliverables, at all stages, are reviewed prior to the submission for client or AHJ review.
Project team Reviewers are selected for their experience in similar projects or scopes. The project team is in dialog with the Reviewer throughout the QAQC process making any needed corrections. The QAQC process is completed prior to each deliverable deadline to ensure high quality deliverables for every client.
7. Procore Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract?
HDR has several ongoing projects that utilize Procore Project Management. We have many years of Procore use experience within the Project Management team. Our project team will have a Procore login and disseminate information to the project team typically through our Project Manager.
8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.
HDR submits all drawings to a typical architectural or engineering scale. All drawings indicate the scale of the drawing, as well as include dimensions per common architectural practice standards. Dimensioned plans, sections, elevations, details, and 3D drawings are common in our Construction Document sets and construction correspondence. The goal of all architectural drawings is to provide legible, constructable drawings that convey understanding to the client and their General Contractor.
9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?
Yes. HDR uses Autodesk Revit and other tools to create 2D or 3D drawings or images to best demonstrate structural tie-ins, layout points, and other information.
10. Below is an example of the State’s response to a design drawing and the design professional’s response to the owner. Can your firm deliver this type of response deliverable?
The attached image looks like the Bluebeam Revu tool. HDR uses this tool daily for project communication, and can set up shared client team sessions to disseminate comments and responses quickly.
