ADOT CAMPUS PLAN
Working directly with ADOT we have developed a comprehensive plan for the ADOT campus to reduce turf, save water and reduce maintenance. A schematic design was developed to identify existing utilities to define landscapable spaces and pinpoint plant materials and turf that can be removed to reduce maintenance. Innovative irrigation systems were presented to streamline and simplify the delivery of water to the landscaped spaces and centralize the system for ease of access and maintenance. The campus project is currently in design development.
MARICOPA STREETSCAPES
SR-238
As sub-consultant to Entellus engineering, Waibel is working to provide landscape and irrigation plants for the project that extends the roadway to the west of John Wayne Parkway. The design incorporates a series of roundabouts and large medians to enhance the drive in and out of the western boundaries of the City of Maricopa. SR238 is currently at 90% and is under internal review for the preparation of 100% Construction Documents.
JOHN WAYNE PARKWAY
Waibel is working as prime consultant to the City of Maricopa to provide landscape and irrigation design for existing medians that run from Honeycutt and Sonoran Desert Parkway. Waibel was tasked with identifying existing utilities and easements and selecting plant materials appropriate for the City’s character. The project is currently in the 60% design development phase
CITY OF AVONDALE
CRYSTAL GARDENS
Working with the City of Avondale as prime consultant, Waibel has been working in Phases to develop plans for turf removal and conversions surrounding the series of ponds and trails located throughout the community. Phase I included the development of construction documents that identified places to convert turf, inventoried trees and developed details that would be used for all future construction of access paths, pedestrian trails, turf conversions and installation of different aggregates and curbing. The first Phase was successfully completed and constructed. Phase II helped to identify areas around the ponds that were affecting construction. Waibel was tasked with identifying pond leaks that were contributing to uneven grades and depletion of aggregates around the ponds in addition to the tasks defined in Phase I. Phase II is currently closing out construction and Waibel is working with the landscape contractor to finalize the As-Builts for final documentation. Phase III start date is TBD.
WESTERN & DYSART POCKET PARK
Waibel as prime consultant is currently designing a gateway pocket park for Old Town Avondale. The park is currently in design development and is utilizing alternative design solutions for water retention as well as fencing for security to provide a safe usable public space. The park will have a western theme and will incorporate materials and furnishings currently located throughout the old town corridor.
DESSIE LORENZ PARK
As prime consultant, Waibel has identified areas for turf-removal and designed a friendly space for a variety of uses through a series of open spaces and desert adapted landscape.
The project is under Design Review and is awaiting comments from the planning department so that Construction Documents can be completed, and the project may go out for bid. Construction is estimated to begin October 2025.
CITY OF PHOENIX STREETSCAPE
35TH AVENUE
As subconsultant to Entellus Engineering, Waibel was tasked with developing a landscape and irrigation plan to beautify 35th Avenue. Underground utilities found directly under the medians limited the number of trees that could be planted. Pollinator friendly plants and solar irrigation controllers were implemented to develop an environmentally sensitive, sustainable plan. The plan is currently under internal review in preparation for final plans, specifications and estimates to be delivered to the City of Phoenix.
2. Describe how your firm determines project deliverables. Also, describe your proposed team’s general approach to managing the assigned-on call project of various sizes and complexities:
The goal for us as a firm is to hear the specific needs for a task order, define the role for each discipline, define the end goal, and present an outline to the owner which names steps in the process and a schedule for submittal reviews and project completion. Construction Phase
Waibel & Associates is experienced in providing construction administration services from the point of Notice to Proceed through Final project acceptance. Typical tasks completed during our involvement in construction administration are:
Review of Construction Schedule by Contractor.
Review and comment on project submittals.
Conducting regular on-site meetings and inspections at key times during project installation for conformance with construction documents.
Incorporating reviews by agencies pertinent to the project (historic, archaeological, environmental)
Preparing a schedule for the Owner for the construction period to include all agency inspections.

Project inspection for project punch list preparation.
Collection of maintenance manuals, confirmation for registration of warrantees.
Collection of field records to prepare as built drawings.
Final inspection for completion of punch list items.
Provide close out package for Owner.
Our team’s general approach to managing the assigned-on call project:
When a design task order is assigned, a careful review of the scope of the project is completed by our project principal and project manager with attention given to the exterior materials, site orientation and structure placement as applicable. Approaches to building for vehicular and pedestrians, site topography and its effect on the siting of the structures elements is noted as part of a preliminary site analysis.
Opportunities and constraints are identified to assist with the beginning of materials selection. Where there are interfaces between site design/architecture and landscape the transitions are considered for best design to coordinate between them in a way to complement the architecture and transition smoothly with the site.
A confirmation of the budget for landscape is obtained to help define the materials palette with sizes, types, and styles of materials early in the design process to maintain reality throughout design and identify when budgets are being exceeded if requests for scope changes are received.
General Public and Stakeholder Perspective:
Working on public sector projects encompasses a wide reach of stakeholders, each of which may have a different and vested interest in a public project. Stakeholders include interested citizens concerned with public spending, businesses operating near projects concerned with timelines and access to their business, and elected officials who want valuable improvements to enrich the community. Public projects need to convey the message that decisions being made enhance safety, livability, and the health of citizens, along with maintaining a positive business culture, and representing conservative fiscal responsibility.
For projects involving landscape architecture, project understanding can be demonstrated by creating designs for outdoor spaces, such as parks, public building exteriors, streetscapes, trails, and other outdoor areas that are in keeping with the context of the area and provide an appreciable number of amenities for user comfort without undue extravagance. Exterior improvements done well and maintained properly will increase value and aesthetics over time. Appropriate material selection and placement is priority to creating an enduring design.
In addition, the need to reduce water use is a factor in every project. Knowledge regarding appropriate plant materials and an irrigation system when needed should have capabilities to efficiently manage water use with the latest and most effective technology.
Landscape projects designed in conjunction with architectural and civil work are done with the goal of complementing architecture and softening harder surfaces and finishes of a site. Awareness of architectural priorities is gained through the design process as materials are selected, vantage points are defined, and the site is laid out as required and for ease of movement through the site. A well-placed landscape will direct views to assets and blur select elements to the background to redirect the eye as needed. There are always opportunities to use site runoff for the benefit of the landscape with collaboration between the various design disciplines to achieve sensible capture and direction of water flow on site.
Coordinating with other disciplines is typical and we are familiar with communication and points of review to maintain consistency between disciplines and drawing files. We are aware of changes in landscape and irrigation plans affect several disciplines and are effective at communicating the needs to them and also incorporating changes from other disciplines which are typical.
Cost control for our design contracts is priced in line with our estimate for the amount of time to be allocated based on the scope of work for a design project and the amount of coordination between disciplines that is typical. A change order for design services would only be proposed in the event a definite change or addition to the scope of project is requested.
Communication Procedures:
When we are the prime consultant overseeing a project, we begin setting up a communication process by creating a project contact list with names, email, and phone numbers. An email group is used for consistent delivery of applicable subject matter to the same parties.
It is important to identify the levels of communication and parties to include in regular correspondence so that correct correspondence is provided to appropriate parties for relevant topics.
We provide reports for every meeting and field review we attend to document work completed, work to be done, necessary correspondence, site conditions, attendees, and contact information with dates for tasks to be completed by and whom.
Our policy for emails is to return responses within the day and no later than 24 hours.
Project correspondence emails include:
In the subject line - Project Name and City Project Numbers
CC - to appropriate team members Action Item, Request for Information or correspondence regarding a situation Anticipated date for a reply
Confirmation for closure on an item with CC to interested parties.
In addition, calls and emails are returned to the city and customers are done within 24 hours to keep up with communication and maintain momentum.
3. Are you familiar with Job Order Contracting project? How can your firm support a project manager with defining quantities and units of measure?
We are familiar with Job Order Contracting projects and are currently involved in several JOC’s. It is our standard procedure to prepare itemized cost estimates for all public projects. We continue to update our pricing database for current materials, permitting, review fees and labor costs. An itemized bid tab provides specific units of measure typical for the materials included in the plans. Our current bid tabs include items and descriptions which align with the Maricopa Association of Governments Specifications and Standard Details with a listing of items for consistency within the construction industry.
4. Once the State has accepted the Design schedule, demonstrate how your firm will manage and maintain the schedule dates:
Waibel & Associates is accustomed to meeting both design budget and schedule deadlines for individual firms and multi discipline design and construction projects.
A design team meeting is being held to establish tasks for the initial and subsequent submittals.
The appropriate team member to a task. The variation in our skill sets enables quick start with no duplication.
The list of deliverables is defined and provided to all team members.
Time is allocated for quality control and coordination reviews for buildability and conformance with agency standards.
5. List standards turnaround time for design requests/changes, RFI’s, submittals and differing situations that may impact time constraints.
Design Requests/Changes – 5-7 working days RFI’s - 24-48 hours
Submittals – 7 days
Impacts to these standard schedules include the need for a field visit or meeting, coordination with another discipline, research into materials and proposed substitutions.
6. Detail your firm’s quality control process related to specific plans, specifications, and construction documents.
When we are the prime consultant for a project we prioritize the following steps to monitor and maintain quality control and consistency. These steps are taken for the plans, details and specifications:
Establish a primary and secondary person for project correspondence in our office and in sub consultants’ offices.
Provide a schedule for quality control submittal reviews with 10 day lead time prior to project submittal dates for the Owner.
Review multi-discipline drawings, details and specifications for coordination for the following:
- Base preparation for consistency
- Distribution of format for specifications, plan sheet set up, agency formatting.
- Utilities for Design Blue Stake and subsequent coordination for accuracy, conflicts, ways to resolve, and for adequate capability
- Placement of site elements to address conflicts between disciplines.
- Review of details and determination for appropriate discipline to finalize.
- Review of specifications for formatting and consistency between disciplines.
- Conflict resolution reviews prior to Schematic, Design Development and CD submittals.
- Distribution of comments received from the Owner and other reviewing entities.
- Provision of comment resolution matrix.
- Distribution of drawings as they are approved from one phase to another.
7. Procure Project Management Software usage is a requirement. Demonstrate how your firm plans to implement Procore on this On-Call contract.
We will be prepared with the Procore Software and are familiar with it’s use and functionality. The tasks and scheduling features align with our specific steps for a public design and construction project.
8. Does your firm use dimension on the construction drawings? Explain your firm’s design plans between scaling and dimensioning on Design drawings.
Our firm utilizes dimensions for elements and items which are absolute in the need to be precisely placed or spaced. When items are dimensioned, the written numerical dimension overrides use of a scale. Discrepancies during construction are addressed and determined by a dimension when present, and are what is held up in the event a legal issue arises. The contractor is responsible for submitting an RFI in the event that a field condition comes into question.
9. On Design Drawings, are you able to use pictures or drawings with notes regarding tie-in points and locations?
The tie in point implies utility points of connections which infers that drawings with notes, station points, and dimensions are required. If a photo were to be interpreted for a tie in point we would review the photo, contact the affected discipline, be requesting a field meeting to review and determine precisely the location of a tie in, followed up by issuance of a formal design drawing by the affected discipline. The drawing would include dimensions and notes for the specific tie in point, and become a part of the project documentation. A photo would be retained as part of the project information folder with a reference to the final formal dimensioned drawing.
10. Below is an example of the State’s response to a design drawing and design professionals’ response to the owner. Can your firm deliver this type of response deliverable?
Absolutely, yes we can deliver this type of response deliverable with all necessary documentation.
