CLIN X001 is FFP for “Services to Perform Warehousing and Distribution Operation (Unless specifically identified separately in another CLIN, this CLIN encompasses PWS Sections C-1 through C-6).

The Section L tables for CLIN X001 allow for Labor only to be included in this CLIN.

If Offerors have costs for Vendors, equipment/vehicles, PMO (project overhead), training, office supplies, etc., where should these costs be captured and presented?

Please modify the pricing template in Section L to include the costs for Other Direct Costs (ODCs) or provide direction if they are to be included in a CR CLIN.

Please see the Section B CLIN descriptions for the complete details. CLIN x003 covers non-capital equipment, CLIN x004 would covers material support costs, and CLIN x005 includes training.

If there are ODCs associated with performing labor that are not encompassed in the cost reimbursement CLIN, they should be included in CLINs X001. Please include a narrative with what is included in these ODCs.

The H-4 clause (page 32) pertains to the Contractor and does not involve the Site Manager and Alternate Site Manager. However, Page 74 states that Letters of Intent must include acknowledgement of the requirements in clause H-4. We interpret this requirement that the Offeror (Prime/Subcontractor) acknowledges H-4 and not the individual key personnel. Will the Government please review this requirement and update Section L accordingly.

The Technica CBA expires on 12/31/2022. Can the government provide pricing guidance on the labor rates offerors should use for the Job Classifications included in Schedule A? That is, for each Job Classification included in Schedule A, what rate of pay should be priced for the period of performance beyond 12/31/2022?

Please clarify the due date for the Quality Control Plan (QCP).

CDRL X007 says to “Submit a final site specific QCP not later than 30 calendar days from execution of modification that details the Contractor's process for a quality system…” but that instruction and reference to a “modification” is not clear and seems in conflict with the requirement to submit future revisions “within 10 calendar days of the change.”

Also, please confirm that the proposal requires an “approach” for a QCP, not a full QCP document.
