TECHNCIAL EXHIBIT 3.2

GOVERNMENT TRAINING

A. All training in this document and the Distribution Operations Course Catalog will be tracked in the Learning Management System (LMS).

B. CORE DISTRIBUTION OPERATIONS TRAINING – The following training in this T.E. and the Distribution Operations Course Catalog will be provided by the Government during the transition and quarterly throughout performance of the contract IAW Section 3.3 and Section 4.6; for personnel assigned and performing distribution operations in specific functional areas once scheduled and offered. This training is designed to include DSS operations in both paper and paperless environments. The separate courses addresses associated processes and procedures for distribution operations IAW the contract requirements. Distribution Operations Process Manuals will be provided to the Contractor during the training and can be accessed on the DLA Distribution SharePoint site at the conclusion of the training. Contractors have the choice to electronically pull the manuals or print them in hard copy form for use during/after the course https://dlamil.dps.mil/teams/C12/603/Pages/processes.aspx The Contractor shall be responsible for determining which courses Contractor employees shall attend to ensure the right employees are receiving the right training at the right time for Audit Sustainment and passing Independent Public Accountants (IPAs) audits. Contractors must access the annual Distribution Operations Course Catalog through the following https://resources.hr.dla.mil/downloads/trn/courses/fy19/DistributionOperationsCoursesCatalogFY19.pdf, it should be noted the catalog is updated bi-annually and should be referenced by conractor personnel for training planning purposes through the duration of the contract. The Distribution Operations Course Catalog has all the following information course descriptions, Length whether VTC, On Site or Off-Site at a Regional Training Center and the target audience. Types of DLA provided courses include for core distribution operations training courses, core distribution operations training courses for supervisors, specialized distribution operations training and the following courses introduction to dss (dss overview), production planning control (ppc), emergency mro processing, mis, mro addressing, MRO processing, small parcel prcoessing and inquiries and small parcel load and maintain (all are listed in the Distribution Operations Training Catalog). The Packaging Training, Pack-1A and Pack-1B are not part of the curriculum delivered by DLA Training, Distribution and Material Logistics Training Division (DTD). The Pack 1A course is an online course taken on the DAC’s website. Pack-1B is an 80 hour course delivered in McAlester, OK with registration being done through ATRRS.

1. Antiterrorism Level 1. The purpose of this training is to increase awareness of terrorism and to improve ability to apply personal protective measures. Completion of this training meets the annual requirement for Level I antiterrorism training prescribed by DoDI 2000.16.

2. Combating Trafficking in Persons. DoD requires Contractor employees to complete CTIP Computer Based Training (CBT) within 30 days of employment and thereafter on an annual basis. Training time for the completion of this course is approximately 20 minutes.

3. Counterintelligence. Training is provided to meet requirements of DoD 5240.6 Counter intelligence (CI) Awareness Briefing, and Reporting Programs, August 7, 2004, para 6.1.4. Source: DoDI 5240.6, Counterintelligence Awareness, Briefing, and Reporting Program

4. Cyber Awareness. This training is required for all employees with access to DLA network and Government Data Systems. This training is available via a web-based, self-taught course. This 40-minute course is part of the vital effort to ensure the confidentiality, integrity, availability, and non-repudiation of DLA information and data. An employee failure to complete this training may result in loss of his/her access to the DLA IT systems.

5. MilConnect. In order to maintain DLA system access, all DLA employees are required to update their milConnect profiles yearly to comply with the DOD CIO/USCYBERCOM mandate.

6. NWRM Awareness (Basic). The course is designed to prepare personnel should Nuclear Weapons Related Material be received or discovered in storage.

7. NWRM AWARENESS (ADVANCED). The course is designed to address the procedures required for processing Nuclear Weapons Related Material. Required for all personnel involved in receiving, warehousing, stock readiness, inventory, issue, packing, packaging, and transportation to include supervisors in these functional areas.

8. OPSEC. The purpose of this training is increased mission effectiveness. DLA has a very important mission to support the war fighter and we have a lot of critical information that our adversaries can use to disrupt those operations. Terrorists, other governments, and even private organizations are a threat to us. Every day, they are attempting to collect our government’s secure critical information in order to have an advantage over us.

9. PII-Personally Identifiable Information. The course is designed to prepare personnel to recognize the importance of PII, to identify what PII is, and why it is important to protect PII.

10. Records Management. Federal regulations require all personnel to be reminded annually of Agency recordkeeping policies (36 CFR 1222.20(9)). In this briefing you will be advised of what your responsibilities are in managing this organization's information resources as records. You will find out just what information is considered to be a record and what is not a record. This briefing will cover management of records created or received in all media, including electronic.

D. The Contract shall ensure the appropriate contractor personnel receive the following training which may or may not be provided through the Learning Management System. The Targeted Audience is a guide and the Contractor may propose and identify other labor categories to receive this training.

1. Global Weight and Cube (GWC) Program. Responsible for the dimensional data/accuracy for all NSNs loaded in DSS system. Training includes how to perform dimensional data calculations for cylinder gases, lumber board feet, multiple items in a kit or assembly, metric and fraction conversions, and instructions on calculating weight for measurable items without cutting them. Stipulates differences between local site dimensional records and the Global Weight and Cube record used in customer storage billing. Any functional area can be trained/certified in weight and cube provided they attend class and score 100% on the comprehensive exam. A SAAR requesting WEIGHTCU request is required to gain access to the R7AV screen.

Top 100 Global Weight and Cube program: Training includes how to extract workloads, reports, and update dimensional data into DSS for mandated 100 NSNs monthly. WEIGHTCU is a restricted DSS user group and GWC certification is required before access is granted.

2. Government Defense Property Accountability System (DPAS). Training provides instruction on how to track utilization, schedule maintenance, and generate utilization reports on MHE and MHS

3. Enterprise Safety Application Management System (ESAMS). Instruction will be provided to contractor safety personnel (see ESAMS training material in the Technical Library), who will train the contractor’s general workforce.

4. Information Technology (IT) Overview. Provides users with basic IT equipment familiarization, information assurance role, and help desk procedures.

5. Location Identification Program. Instruction will be provided to contractor personnel involved in planograph operations.

6. NAVSUP Weapons Systems Support (NAVSUP WSS) In-Transit Accountability (NITA). This training is required for employees responsible for researching and resolving stock in-transit (SIT) receipts and issues for Navy material. It contains training on how to navigate the system, and to research and resolve SIT transactions.

7. Quality Management Tool (QMT). QMT training covers the use of QMT to perform Quality Surveillance Activities and to respond to surveillance results provided by the Government’s Quality Assurance efforts.

8. Radiation Protection. The Government will provide 80 hours of training for two (2) Contractor personnel to become certified RPOs and 24 hours refresher training annually. The initial training is conducted at New Cumberland, PA. Annual refresher training can be accomplished on-line (https://sharepoint.distribution.dla.mil/sites/esoh/distesoh/hq_radiation.aspx?programlevel=radiation&program=Training). On-line refresher training is permitted for no more than two (2) years in a row after which the trainee must attend refresher training at New Cumberland, PA. A passing score is a minimum 70%. Training shall be documented and verification provided to the KO or designee. This training includes the following:

a. Radiation principles and fundamentals

b. Measurement and control of exposure and RAM (contamination)

c. Details of the radiation protection program

d. Medical and biological hazards of radiation exposure

e. Preparations for radiological emergencies and incidents

f. NRC license requirements

g. Use of RPO Database

9. Storage and Handling of Hazardous Materials (HAZMAT). Training associated with storage and handling of HAZMAT includes familiarization with DOT regulations, shipper’s responsibilities, carrier’s responsibilities, modal requirements and DoD and DLA storage and handling procedures including information on DSS and the DLA Storage and Handling policies. This training is in compliance with DLAI 4145.11 Storage and Handling of Hazardous Materials to meet safety, emergency response and function-specific requirements.

10. Storage Space Management Reporting (SSMR). SSMR covers the overall management and accountability of the storage space inventory. The training includes how to measure available and occupied storage space as well as the quarterly reporting requirement.
