TRANSSHIPMENTS OF HAZARDOUS ASSETS
The Contractor shall process transshipment for Hazardous Material (Other than Radioactive) IAW the following and paragraph C below:
Customer must provide the required DD Form 1348, DD Form 1149 or DD Form 1384 shipping documentation.
Validate Hazardous Materials Information Resources System (HMIRS) has a Material Safety Data Sheet (MSDS) on record for this item.
If an MSDS is not found in HMIRS, a copy of the MSDS must be obtained from the requestor in order to ship the material. A copy may be submitted to HMIRS to be recorded for future use.
If an MSDS is found in HMIRS, a copy of the MSDS is not required to ship the materiel, since it has already been recorded.
If the material is to be shipped to a Foreign Military Sales (FMS) recipient, a copy of the MSDS must accompany material when shipped.
The Contractor shall process transshipment for Radioactive Material IAW the following and paragraph C below:
| Must be accompanied by required DD Form 1348, DD Form 1149 or DD Form 1384 shipping documentation. |
| If the item is listed on the Radioactive NIIN Table (program VRS4 in DSS), the following additional information and documentation must be provided at time of shipment. |
| If the item is already package for shipment; a completed certification documented on a Radioactive Material Movement Form (RMMF) or equivalent. (Note: Air Force customers must use a Radioactive Material Offerer’s Certification Form (Attachment 1) or MSDS IAW Clarification to Handling Radioactive Commodities Memorandum dated September 20, 2012). The Contractor shall validate the following is included on the documentation: |
Identification of all radionuclides and their respective activities included in each package begin offered for shipment.
Results of all radiation surveys (dose level and removable contamination) required by 49 CFR, IATA, IMDA and/or AFMAN 24-204.
Identification of the assigned UN number and proper shipping name.
Name and title of the individual performing the certification.
If the item is to be packed and certified by DLA, the Contractor shall complete the Radioactive Material Movement Form (RMMF) or equivalent. (Note: Air Force customers must use a Radioactive Material Offeror’s Certification Form (Attachment 1) or MSDS IAW Clarification to Handling Radioactive Commodities Memorandum dated September 20, 2012). The Contractor shall include the following on the documentation:
Identification of all radionuclides and their respective activities included in each package begin offered for shipment.
Identification of any subsidiary hazards associated with the material.
Results of any radiation surveys completed prior to offering the material to DLA. The Contractor shall perform the surveys required by 49 CFR, IATA, IMDG and/or ARMAN 24-204.
Name and title of individual providing the information.
For an item know to contain a radioactive component listed on the Radioactive NIIN Table in DSS when the offering activity is claiming that the radioactive material has been removed, the customer shall provide a certification document verifying the radiological status of the item to be shipped. The Contractor shall validate the certification document includes the printed name and signature of the individual certifying the radioactive material has been removed. If the item is packed by DLA, the Contractor shall perform a cursory inspection to validate that the source has been removed using non-invasive techniques, such as a visual inspections and/or survey with a radiation detection instrument.
Ensure shipping documentation is properly annotated with all required information defining compliance with applicable hazardous material regulations (i.e. IATA, IMDG, 49 CFR or AFMAN 24-204) for the selected mode of shipment. This includes:
| Any applicable Competent Authority Approval (CAA), Certificate of Equivalency (COE), Department of Transportation Special Provision (DOT- SP) or Classification of Explosives Letter (EX Letter) and/or Special Form Certification for Radioactive Materials. |
| Identification Number (UN Number), Proper Shipping Name (PSN), Hazard Class or Division, Subsidiary Risk, Packing Group in Roman Numerals and the amount of hazardous material contained in the shipment. |
hipping documentation must include the Transportation Control Number (TCN), number of pieces, weight, cube, and valid Transportation Account Code (TAC).
