Response
Q1) Did the Government intend to include two full-time Warehouse Specialist Supervisors in Table 1? If so, please confirm only one is a key personnel position as indicated in Q&A #25 released in Amendment 0001. Or, should the hours in Table 1 be reduced in half?
Sections C-M (Amendment 0001)
Pg. 62
Section L, Evaluation Factor 2: Staffing Approach, Subfactor (b) Staffing and Organizational Approach, Table 1 – Government Estimated Labor Hours
A1) There are two (2) Warehouse Specialist Supervisor positions required, and both are considered Key Personnel. One (1) is for J.1 DSS activities and one (1) is for J.2 SSA activities. Both are required to meet the requirements of PWS Section C-1.3.1. PWS Section C-1.3.1 B.2 revised and the answer to Question #25 released in Amendment 0001 is rescinded by way of Amendment 0002.
Q2) On the first round of Q&A, #15 indicates that Total number of FTEs shall be provided for functional areas on the organization chart. TE 5.2 does not provide any project workload for 5.7 Site Specific and 5.8 Special Projects. Please advise.
Q15) Evaluation Factor 2, Subfactors B, Paragraph B2. Can the Government please define the functional areas for this requirement?
A15) Functional areas are defined in Sections C-5.2 through C-5.10 of Attachment J.1, Section C, PWS. The areas are 5.2, Receiving; 5.3, Warehousing; 5.4, Physical Inventory; 5.5, Transportation; 5.6, Packaging; 5.7, Site Specific; 5.8,Special Projects/Surge and Sustainment; 5.9, Material Processing Center; and 5.10, Theater Consolidation Shipping Point

First round of Q&A, #15
A2) Section 5.7, Site Specific does not have a projected workload TE; the Offeror is to rely on the historical workload information in TE 5.1 to develop its staffing assumptions. Offerors shall identify the number of FTE’s for each functional area for the site specific (SSA) work (CLIN X002).
The Government incorrectly identified section 5.8, Special Projects/Surge and Sustainment as a functional area. It is not. Projections are not provided for Special Projects as the requirements are unknown at this point.
Q3) TE 5.2. Please confirm that the data shown in Table C 5.1 Overall Projected Receipts and Issues reflects a roll-up of all the tables that follow in the technical exhibit.
TE 5.2
TE 5.2
A3) Yes. C-5.1 is a total of the Receipts. Table C-5.2 is a break-out of the types of Receipts.
Q4) TE 5.2. The last row of Table C 5.3.8 NLC ISSUE WORKLOAD shows "TOTAL NCL ISSUES". The numbers shown in that row seem to be the same as total issues from Table C.5.1. However, no combination of the data in Table C.5.3.8 seems to total the "NCL ISSUES" quantity shown. Please clarify or otherwise resolve this discrepancy.
TE 5.2
TE 5.2
A4) Yes, the totals are the same. C-5.1 is the total of Issues and C-5.3.8 is a break-out of the types of Issues.
Q5) TE 5.2. Near the bottom of Table C 5.3.8 NLC ISSUE WORKLOAD are two rows for "Transshipments On Base" and "MPC Trans On-Base". The other Transshipment workload data is segregated by weight bands but these two categories are not. Are there weight bands associated with these categories of work?
TE 5.2
TE 5.2
A5) Transshipments On-Base and MPC Trans On-Base workload do not have Data Elements breaking out the work by weight bands.
Q6) TE 5.2. Tables C.5.2.5 and C-5.3.9 contain percentages of additional receipts and issues, respectively, for specific categories of items. It is not clear what quantities these percentages are to be applied against to calculate the actual quantities of additional receipts and issues, and the attendant labor for this additional work. Please clarify how we are to apply these percentages.
TE 5.2
TE 5.2
A6) C-5.2.5 workload means that 54% of additional receipt workload will be returns. Those percentages are based on the total FY20 Issues at the time of the Technical Exhibit and then applying the workload stats for those processes for that timeframe to the total Issues number at that time.
Please Note: This C-5.3.9 depicts an identified breakout of the average percentage of additional Issue lines each year which do roll up into the total Issues reflected in C-5.1.
