c. Reports: To produce the required daily, weekly, monthly, and annual reports can be obtained from the following sources:
GCSS-A (Global Combat Support Systems-Army).
LIW (Logistic Intelligence Warehouse).
The following reports will be utilized to obtain the required information for the required report:
ATF ZERO BALANCE REPORT:
Create this report by entering ATF on the action line enter plant 2001 and Storage Location WYX1.
b. Causative Research: Causative research is a part of the inventory process. It will be conducted and documented on the Inventory Adjustment Report (IAR) for inventory discrepancies of sensitive items, coded with a CIIC of 7 or 4, and adjustments over $1.000 in extended line item value.
(1) Background: After all Count Control Documents have been input back into GCSS-A, the system changes the Freeze Flag to 0 and posts the quantity to the ABF. It also creates an IAR when the computed value of the overage or shortage is equal to or greater than the system IAR parameter value. This report is used to explain why there were adjustments to the ABF/Stock Record Account. GCSS-A produces IAR’s for all adjustments because it cannot determine if they are justifiable or not. IAR’s will be prepared and forwarded to the approval authority within 30 days.
(2) Sources for Causative Research:
Inventory Adjustment Report (IAR).
GCSS-A Document History Utility.
ILAP (Integrated Logistics Analysis Program).
GCSS-A (Bin ticket review).
Stock Control File (Receipts, Issues).
NOTE: There are no instructions for causative research in any manual and the following procedures are only ideas how and what can be done to research adjustments.
9.2. Procedures for research:
(a) Write down the discrepancy, location, NSN and nomenclature and go back to the storage location and check against NSN, UI, QTY, Bin label and the item itself. If there are open boxes with smaller packages in it, take the items out and count them again. If UI is BX, PG, DZ use FEDLOG to determine the correct UMQ (Unit Measurement Quantity). It happens very often that one BX consists of two boxes or more. Be careful if there are discrepancies with UI “SET”. If FEDLOG doesn’t show a unit pack quantity get with RX, MAV or customer to determine if the set consist of the correct quantity.
(b) Check also the bins next to the location – maybe some items got misplaced or if the location is full there might be a sign telling you: ”Rest on Floor”? If location bin tickets attached to the items, they have to get the data Doc Number, Quantity, Date on it.
(c) At any GCSS-A workstation request the history by NSN in ZMB59.
(d) Check for the date and on-hand quantity of last inventory which can be found by searching for the an inventory posting.
(e) Check first if there was an adjustment in the past for the same quantity and try to find the reason for this adjustment – if there was none do the adjustment – (Sample:
EA 1 gain and EA 1 loss cancel each other for no discrepancy).
(f) If there was no adjustment, which could get reversed, go to the files at Stock Control and pick all documents marked on the doc history listing. Check the document number, suffix code, quantity, condition code and NSN against the history data.
(i) Shortages: Search for issues with the exact same amount and possibility of duplicate issues (MROs).
(j) Overages: Use ZMB59 (Material Document List) to find out if there are unconfirmed MRO’s with the same quantity. Check the files and get with the warehouse to find out if the MRO got lost or if it just didn’t get confirmed.
(k) Another important thing to check for both losses and gains are FEDLOG. In some cases caused by either the operator or a wrong entry in Supersession Chain (PIC03). If there are valid substitute NSN’s or Part numbers do the same checks on the substitutes.
Final Documentation of the findings: After finishing causative research write down the final findings into the CLDJ SSA internal inventory research list. Last step is to add IAR values to the CLDJ SSA IAR LOG, which will be used as data source for weekly and monthly inventory report’s to higher. See sample and explanation below:
Perpetuate the document number and the Julian date from IAR.
Losses are the total amount of losses from IAR.
Adjusted losses are the total amount of losses minus the losses explained during causative research.
Gains are the total amount of gains from IAR.
Adjusted gains are the total amount of gains minus the gains explained during causative research.
See the Accountable Officer taking with you the IAR's, the IAR LOG and the results from causative research.
After approvals and signatures from the Accountable Officer and the LRC-B, keep all related files to the IAR on file for 2 years.

Hold for 30 days to see if the part will be received at a later date.
(5) ATF Review: The supervisor is responsible for the planning, coordination and execution the ATF Review Board actions. The following references will be used: AR 710-2, (Supply Policy Below the National Level), DA Pam 710-2-2, (Supply Support Activity Supply System - manual procedures).
General Requirements: The ATF review board will follow the procedures as outlined in AR710-2. There are several Departments of the Army endorsed automated and manual methods available. These are Days of Supply (DOS) and Economic Order Quantity (EOQ) computations. GCSS-A, at present does not generate ATF reviews based on EOQ computations. Alternative processes are developed for in ILAP for EOQ computation and Dollar Cost Banding computation. It is the option of each command to use the process that best meets the command’s philosophy.
(a) ATF Review Board results will be generated into GCSS-A at least annually.
More frequent reviews are encouraged.
(b) ATF review Board results and higher-level approval constitutes immediate authority to decrease or delete ATF lines. It does not constitute authority to expend dollars for the increase or additional lines of ATF. The budget comptroller has reserved this level of authority do to budgetary considerations.
(c) The ATF Review Board will include the following documentation:
Board minutes specifically addressing the requirements of AR 710-2.
Statement of the method used to derive ATF stockage levels.
Justification for deviations (Letter signed by 0-6 and above).
Current ATF.
Marked up ATF recommended Adds.
Marked up ATF recommended Increases.
Marked up ATF recommended Deletes.
Marked up ATF recommended Decreases.
Any other related documentation.
(d) Preparations: Submit ASL Review Request to Army Material Command Stock Determination Branch
Notify 21st TSC at Kaiserslautern at least 8 days in advance.
The review board candidate transactions will be in text-(.txt) format and sent to the CLDJ SSA via e-mail.
(e) Files:
The package should contain the following candidate files:
o ATF increases.
o ATF decreases.
o ATF additions.
o ATF deletions.
o ATF unchanged.
Import each of these files into an Excel spreadsheet and calculate number of lines and total $ value. This provides you an overview how balances would change and how much money would be needed in case all changes would be accepted. Add empty view columns into the spreadsheets.
Stock control should fill these empty columns with in-house data like:
o How many weeks were the NSN at zero balance?
o Essentiality code.
o Remarks column.
(f) Execution: Prepare a memorandum for the CLDJ SSA customers asking them to review the files, and make any recommendations for changes they would like to see.
After return setup a meeting at the CLDJ SSA to review the candidates and customer comments.
Decisions should be made based on the following items:
o Is the item mission essential tied to equipment readiness.
o How long has the item been zero balance.
o Is it one of the preferred classes of supply.
o Is it a seasonal item.
o Do we agree or disagree with the customer recommendation.
After all decisions are made finalize the files, get the $ values and prepare the letter of approval for the 405th Commander and the AMC Resource Management. The memorandum should list as a minimum the current configuration, the proposed changes and the proposed configuration with dollar values.
Upon approval print the current ILAP ATF values and keep the printout on file.
Call 21st TSC and AMC to schedule an appointment for final implementation of the changes.
To avoid excess shipments, recommend establishing Retention Levels on all lines that are candidates for deletion or decrease. RL’s entered on the 2A box should equal the current RO’s.
Make sure that all retention level is posted at the CLDJ GCSS-A.
Input deletions and decreases, run the process at the 21st TSC and verify again with the CLDJ SSA that all changes worked.
(f) Documentation: Print another ILAP ATF value report and keep it on file together with the first one, the memorandum, the approval and all posted changes for two years.
