II. BACKGROUND
There have been two completed phases of renovation for the building. The first phase of renovation was known as Phase 1A. Phase 1A consisted of 8 floors of renovation including systems, tenant fit-out and structural upgrades. Phase 1B was the initial phase renovation of the building. The building systems and standards developed for Phase 1B set the standard and serve as a precedent for the subsequent phases of renovation including Phase 1C (construction completion 2018) and Phase 2.
In particular, this project will address the renovation and modernization of the elevators located in the Phase 2 area of the building. Phase 2 and 2A renovations of the building are proposed.
III. CURRENT CONDITIONS
The modernization of the elevators during Phase 2 is critical to providing safe and reliable elevator service to the building occupants. These elevators are nearing the end of their useful life and most components will need to be replaced, refurbished or otherwise rehabilitated. The elevators were originally manufactured and installed approximately 50 years ago and partially modernized in 1991.
These elevators are in average condition for this vintage of equipment and type of motor control system.
However, changes in equipment design and technology have made many of the individual components obsolete. Planning should include replacement of the components to provide system reliability, increase performance, and to maximize the energy efficiency available with current technology.
The existing passenger elevator cabs and elevator lobby signaling systems are in average to poor condition and are not properly located for accessibility by the disabled. The systems will need to be replaced to meet ADA accessibility guidelines and code requirements. Retained equipment not replaced will be reconditioned.
The modernization of the elevators will also include upgrades and renovations to the elevator power systems located in the Elevator Machine Rooms. The Elevator Machine Rooms and the Elevator Pits will need to be surveyed for code conformance in accessibility, lighting, mechanical, and fire protection systems.
IV. PROJECT SCOPE
The elevators identified in Table 1 are in need of major renovations. See Appendix A for the Elevator Location Diagrams. The Design/Build Contractor shall prepare designs for and upon approval complete contract documents for the rehabilitation of said elevators which shall include the following items (see Table 1):

B. Recommendations for the replacement items at the Passenger Elevators and Service Elevators include the following:
a. Microprocessor based group or single car motion control system. Non -proprietary controller to operate cars as a group capable of balancing service. Provide solid state, alternating current, variable voltage, variable frequency I.G.B.T. converter/inverter drives.
b. Gearless traction hoist machine. AC induction traction type motor with brake, drive sheave, and deflector sheave mounted in proper alignment on a common, isolated bedplate.
c. High speed, heavy duty door operator capable of opening doors at no less than 2-1/2 feet per second. Accomplish reversal in no more than 2 ½ inches of door movement. Provide solid state door control with closed loop circuitry to constantly monitor and automatically adjust door operation based on velocity, position, and motor current.
d. LED illumination custom designed signal fixtures in selected metal finish. Provide dual hall risers, dual cab operating panels, and hall position indicators. Provide proper locations and heights.
e. Cab and lobby door panels constructed of 16 gauge steel, sandwich construction, without binder angles. Construct door panels with interlocking, stiffing ribs. Provide a minimum of two gibs per panel.
f. Cab interior finishes: See Architectural section.
g. Type “B” car safety device, buffers and centrifugal type, car driven governor mounted in the machine room. Provide bracketing and supports for attachments to building structure.
h. Service elevator car enclosure with 14 gauge steel shell formed panels with baked enamel finish, 12 gauge canopy, and emergency exit. Stainless steel front returns, transoms, and car door panels. Two rows of hardwood bumper rails. Recessed LED lighting with protective panels. Aluminum plate flooring.
In addition, coordinate building (FMS) computer system compatibility with new elevator computer system to communicate critical data required for testing, diagnostic, and maintenance activities.

Additional Scope:
Provide all engineering, equipment, labor, and permits required to satisfactorily complete elevator modernization required. Include applicable conditions of General, Special, and Supplemental
Conditions, Division 1, and all sections applicable. Cartage and Hoisting: All required staging, hoisting, and movement to, on, and from the site including new equipment, reused equipment, or dismantling and removal of existing equipment. Unless specifically identified as “Reuse”, “Retain” or
“Refurbish”, provide new equipment. Provide protective barriers(s) between cars(s) in normal operation and adjacent cars(s) in the modernization process. Provide hoistway, pit, and machine room barricades as required.
Reference to a device or part of the equipment applies to the number of devices and parts required to complete the installation. Provisions of this document are applicable to all elevators unless identified otherwise.
The approved contractors for the Geared and Gearless elevators are all GSA schedule referred vendors, MCE, CEC, Hollister Whitney, and GAL. Provide non-proprietary equipment design. The
Approved contractors for the car enclosures and entrances are Tyler, EMCO, and National Elevator
Cab and Door Corporation. The approved contractors for the controllers are GAL Galaxy, MCE iControl, and Swift Futura.
Comply with the most stringent applicable provisions including revisions and changes in effect of the
Safety Code for Elevators and Escalator, ASME A17.1, 2013 and the Americans with Disabilities Act, ADA.
Correct defective material or workmanship which develops within one year from date of final acceptance of all work to satisfaction of purchaser and owner at no additional cost, unless due to ordinary wear and tear or improper use by Owner. Defective is defined to include, but not be limited to operational or control system failures, car performance below required minimum, excessive wear, unusual deterioration, or aging of materials or finishes, unsafe conditions, the need for excessive maintenance, abnormal noise, or vibration, and similar unsatisfactory conditions. All retained components, parts, and materials shall be cleaned, checked, modified, repaired, or replaced so each component and its parts are in like new operating condition. Retained equipment must be compatible for integration with new systems. Department of State will maintain ownership of selected discarded elevator equipment.
Furnish preventative maintenance service on elevators indicated herein for a period from notice to proceed, verbal or written; until each unit is removed from building service for modernization. In addition, furnish interim preventative maintenance on completed units until the modernization of each group or single car is complete and one-year warranty maintenance is commenced. Costs for interim maintenance shall be paid by Purchaser separately and monthly based on the number of units in service.
Provide preventative maintenance and 24-hour emergency callback service for one year commencing on date of final acceptance by Owner. Obtain and pay for permit, license, and inspection fee necessary to complete installation. Perform test required by Governing Authority in the presence of Authorized Representative.
Retain and refurbish geared traction machines for Elevators 31, 23, and 45. Restore clean and paint to function and appear in like new condition. Drain, flush, and provide new gear lubricant. Replace worn gears and bearings. Provide supplemental rope and shave guards as required. Retrofit new direct drive digital, closed loop velocity encoder on hoist machine. Retrofit new ACVF induction drive motor to existing gear case. Completely disassemble, clean, and inspect all brake components.
Replace all worn or damaged parts. Reassemble and test for proper operation.
Retain and refurbish gearless traction machines for Elevators 29 and 30. Restore clean and paint to function and appear in like new condition. Drain, flush and provide new machine lubricant. Replace bearings. Provide supplemental rope and sheave guards ass required. Retrofit new direct drive, digital closed loop velocity encoder on hoist machine. Clean and true motor commutator. Provide new commutator brushes. Completely disassemble, clean and inspect all brake components.
Replace all worn or damaged parts. Paint, reassemble, and test for proper operation.
Elevator Doors:
Remove existing and provide new entrance doors, door hangers, door tracks, door interlocks, and door closers. Remove existing and provide new entrance frames, fascia, toe guards, and hanger covers. Remove existing and provide new struts and headers. Furnish and install No.4 satin stainless steel entrance doors and frames for Elevators 15,16,17,18,19,20,21,22,24,25,26,27,28,29, and 30 at each floor. Furnish and install baked enamel finish entrance doors and frames for Elevators 14, 23, 31, 43, and 44 at each floor.
Service Elevator Cab Interiors:
Remove existing Service Elevator cabs and provide new for Elevators 31,44,43,23, and 14. Provide the following features. Reinforced shell with 14 gauge textured finish stainless steel formed panels no more than 18 inches wide with light proof joints. Provide reinforced 12 gauge canopy furniture steel formed panels with lockable contacted hinged emergency exit. Interior finish white reflected baked enamel. Proved return panels with reinforced 14 gauge steel clad with 16 gauge satin stainless steel.
Provide entrance columns with reinforced 14 gauge steel with 16 gauge satin stainless steel. Provide car door panels with reinforced 16 gauge textured finish stainless steel. Provide three speed exhaust blower mounted with isolated rubber grommets. Provide LED lighting fixtures flush mounted in canopy with expanded metal protective diffuser and steel guard over fixtures in car top. Provide protective covers. Provide two lines of bumper rails that are 2 inch by 12 inch oak or maple mounted on both side and back. Located bottom rail at floor level and top rail at 36 inches above the car floor.
Bolt rails through car walls with countersunk bolt, backing plates and captive nuts on exterior of wall panel sections.
Building Elevator Monitoring System:
Provide the modernized elevators with the ability to be remotely monitored by incorporating into the existing Lift Net system. Proved new systems where required with new CPU and monitor. Provide all necessary communication wiring and conduit as required. Provide security floor lockout ability through the Lift Net system.
Special Operations for Elevators:
Provide these special operations for Elevator groups 18-21, and 25-28. Match existing functions and retain existing fixtures as indicated. Provide for “auto to 8” service with external time clock. Provide toggle switch with on, off, and override positions. Provide “express to 8” service for elevators 25-28 only with external time clock and toggle switch with on and off positions for each car as selected by a rotary switch in the machine room. Provide “express to 8” key switch for each elevator in a new lobby panel to indicate “express to 8” which will enable the special hall button riser. Provide new riser and lobby panel to match existing sizes, locations and finishes. Provide toggle switch located in the machine room to disable the normal hall calls. Retain the existing “reserved” and this car up signs.
Retain the existing 1 st floor informational direction signs and the hall fixtures at the 1 st and 8 th floors.
Retain the existing MEDCO key switches.
Provide homing and parking for elevators 22 and 24 to the 7 th floor.
Elevators 25, 26, 27, and 28 “EXPRESS TO 8” operations as follows: Each of the four elevators has one key switch in the 1 st floor lobby panel to initiate the “EXPRESS TO 8” floor service. Each key switch has a white jewel lens that illuminates when that elevator is on “EXPRESS TO 8” service.
When any of the key switches in the lobby panel are turned to “on”, the following occurs:
a) that elevator(s) is removed from group service as far as the regular hall cars are concerned.
b) that elevator(s) will only service the 1 st and 8 th floor, automatically, when on “EXPRESS TO 8”.
c) There are two separate up all call buttons on the first floor that are turned on when any of the elevators are put on “EXPRESS TO 8.” These hall call buttons are two separate hall call buttons that have a sign above each of them that illuminates when any of the elevators are on “EXPRESS TO 8” SERVICE. The sign reads “EXPRESS TO DIPLOMATIC ROOMS”. The other elevators that are on normal service will not respond to these two separate up hall call buttons. Any elevators that are on normal building service will still respond to the regular hall call buttons.
d) There is a digital lantern/gong fixture above each elevator on the first floor. When an elevator arrives and is on normal automatic service the fixture signals either read, ‘THIS CAR UP” OR “DOWN”. When the elevator arrives and is on “EXPRESS to 8” service the fixture signals
“DIPLOMATIC RMS”.
e) When any of the elevators are turned on to “EXPRESS TO 8” service, both regular 8 th floor down hall call buttons will disconnect from normal building service and only call elevators that are on “EXPRESS TO 8” service. There is a sign above each button that illuminates when any of the cars are on “EXPRESS to 8” service. The sign reads “EXPRESS TO LOBBY.”
f) There are two separate down hall call key-switches located on the 8 th floor that will set a normal hall call for any elevators that are on normal building service, when this key-switch is initiated there is a white jewel lengths that is illuminated until a car arrives to answer the hall call. This key switch will operate anytime there is at least one elevator on normal building service. The two 8 th floor down hall call key-switches will set a down hall call as long as one elevator is on normal building service.
g) “EXPRESS TO 8” External Mechanical time clock in MR is a 24 hour time switch with skip-a-day and reserve power. This clock will turn on “EXPRESS TO 8” for a single car and control the hall call services as outlined above. There is a rotary switch to choose which car will be selected for “EXPRESS TO 8” floor service.
h) Time clock has a toggle switch mounted in the housing. Note: Toggle switch controls the clock contacts, not the clock motor. Toggle switch in up position is “8 th floor service always on” for one elevator. (No matter what the time clock is doing.) Toggle switch in middle position is “no 8 th floor service” for the single car (No matter what the time clock is doing). Toggle switch in down position is “clock only” service. (8 th floor “EXPRESS TO *” service is controlled to one car.) The key switches in the 1 st floor lobby panel operate separate and independently from the MR time clock. Fire service overrides any of the 8 th floor special services. Note: Toggle switch controls the clock contacts, not the clock motor.
Elevators 18 – 21 and 25 – 28 “AUTO TO 8” operation as follows: Mechanical time clock in MR is timed to “OFF” position. 7 th floor up hall call will not set up call. 8 th floor hall call will set up a call and call cars that are on automatic service. 8 th floor mechanical car call key-switch in elevator will initiate th floor car call on automatic, independent, attendant and “EXPRESS TO 8” service. 8 th floor car call button will not initiate 8 th floor car call. Mechanical time clock in MR is time to “ON” position.
Elevators service all floors including 8 th floor. 7 th floor up hall call will set up a hall call. 8 th floor hall calls will call all cars that are on automatic service. 8 th floor mechanical car call key switch in elevator will initiate 8 th floor car call on automatic, independent, attendant and “EXPRESS TO 8” service. 8 floor car call button will initial 8 floor car call on automatic, independent, attendant and “EXPRESS
TO 8” service. “AUTO TO 8” External Mechanical time clock in MR is a 24 hour time switch with skip-a-day and reserve power. Time clock has a toggle switch mounted in the housing. Toggle switch in up position is “8 th floor service always on.” (No matter what the time clock is doing) Toggle switch in middle position is “no 8 th floor service” (No matter what the time clock is doing). Toggle switch in down position is “clock only” service. (8 th floor service is controlled by the time clock only.)
Fire service overrides any of the 8 th floor special services. Note: Toggle switch controls the clock contacts not the clock motor.
Provide sequential step scan car calls. This allows compliance with the ICC/ANSI A117.1-2003 requirements to accommodate passengers who are short or are using a wheelchair in buildings where the car control buttons are more than 48 inches above the floor. Scan Up and Scan Down buttons are used. When “Scan Up” is pressed, the car call buttons above the current floor are scanned. When “Scan Down” is pressed, the car call buttons below the current floor are scanned.
When the button is released for more than 2 seconds, a call is registered for the last floor selected.
This option is enabled when the Sequential Step Scan inputs are programmed.
Provide “call cancel” pushbuttons and operation in each car station.
Key switches for fire service to be FEO-K1 and Emergency Power to be FEO-K1.
Provide the following “Northeast” brand keyswitches:

D. ELEVATOR POWER
Each renovated elevator bank shall be supported by generator power to comply with applicable codes, including NEC and A17.1, NFPA 101, and HST building standards. Each renovated elevator motor shall be connected to both utility and NEC 700 compliant generator power unless noted otherwise.
If a panelboard is used for emergency power, the panelboard and all upstream components in the electrical distribution system shall be made code compliant.
Feeder sizing shall limit voltage drop to 2% from the source to the last distribution panel and 3% from the last distribution panel to the motor for a maximum of 5% total.

Infrastructure-utility power:
The existing elevator banks in the building are typically fed in groups of two, three or four elevators via 400 amp utility feeders from draw-out circuit breakers located in the Vault 5 switchboard. Many of the existing elevator banks are not supported by generator power. (See the elevator power matrix above.) As each elevator bank is renovated, the new elevator bank shall be re-fed from the Vault 5 switchboard, with new conductors pulled in new conduits as required. Existing Vault 5 utility power feeders do not always align with elevator bank configurations.
Remove existing utility power feeders.
Infrastructure-generator power:
The existing generators and associated distribution system are sized to support one elevator out of each elevator bank as indicated in the power matrix above. The associated elevator bank group controller shall obtain a control signal from each of the new elevator automatic transfer switches provided at each elevator feeder, such that when the elevators are operating on generator power, the elevator controllers will allow any elevator in the bank to run on generator, but will only allow one elevator within each elevator bank to operate at any one time.
New distribution panelboards, new automatic transfer switches, as well as new emergency feeders from the existing/new elevator generator distribution panel/switchboards, shall be provided for each elevator feeder. Each new Automatic Transfer Switch shall be located as close as possible to the associated elevator machine room, but shall be located outside the machine room.
Remove existing emergency feeders.
Emergency Power Generation-Phase 1C and 2 Elevator Emergency Power Upgrade Associated Power Distribution
Note that Generator E-42-17(1C) is provided as part of the 1C construction project. All work identified as future in the Phase 1C and 2 Emergency Power Generator Capacity and Associated Power Distribution contract shall be provided as part of this project. Work shall be performed in compliance with the Phase 1C and 2 Elevator Emergency Power Upgrade contract documents.
Elevators renovated as part of this scope which are fed from Generator E-42-17(1C) shall be connected to new switchboard EGSWBD2, which shall be provided as part of this project.
EGSWBD2 is noted as Future in the Emergency Power Generation Capacity and Associated Power Distribution drawings. EGSWBD2 shall support elevators 14,15,16,17,18,19, 20, 21, 24, 25, 26, 27, 28, 29, 30, and 43 as part of this project and shall be provided with additional capacity and spare breakers to support future elevators 46, 47, 48, 49, 50,and 51 (assumed to be 50hp each and grouped into two elevator banks) as well as future stair pressurization fans,(estimated at 150kva). Overcurrent Protective devices and feeders for elevator equipment provided as part of this project shall be sized as required by NEC for equipment sizes provided as part of this project. The new Switchboard shall be located in the penthouse in a code compliant fashion in a location approved by the owner. Provide at minimum, the quantity of feeder circuit breakers indicated in EGSWBD2 but provide additional feeder breakers as required to support the needs of this project.
Provide the feeder from generator E-42-17(1C) output breaker to new switchboard EGSWBD2.
Feeder routing shall be submitted to and approved by the owner and shall be concealed in the courtyard per the requirements of Phase 1C and 2 Elevator Emergency Power Upgrade contract documents.
Provide generator start signal from each ATS provided as part of this project and make provisions for incorporating start signal from future transfer switches serving future elevators as well as transfer switches serving future stair pressurization fans and atrium smoke control fans, to start appropriate generator upon sensing loss of power.
Elevator pit power:
Provide new GFI receptacle in individual elevator pit, 48”AFF, adjacent to pit door, as well as in the common elevator pit at 48”AFF. Circuit pit receptacles to NEC 700 compliant emergency power.
Remove existing pit receptacles and branch circuits back to source.
Provide new dedicated sump pump receptacle located adjacent to each elevator pit sump pump. Circuit the sump pump pit receptacles to NEC 700 compliant emergency power.
Remove existing sump pump pit receptacles and branch circuits back to source.
Elevator Machine Room Power:
Provide 480v, 3 phase power connection to each elevator motor. Provide code compliant elevator disconnect switch for each elevator machine adjacent to machine room door in code compliant location. Provide identification labels as required by code.
Remove existing elevator feeders back to source.
Provide a minimum of four ground fault interrupter receptacles on a code compliant emergency power dedicated circuit in each elevator machine room per NEC 620.85.
Remove existing machine room receptacles and branch circuits back to source.
Provide 120v, 20A single phase circuit to each elevator machine room for fire alarm control power. Circuit to NEC 700 code compliant emergency power.
Provide emergency power to new elevator machine room indoor and outdoor hvac equipment as required by code.
Remove existing HVAC circuits back to source.
Provide code compliant 120v, emergency power circuit to each elevator group controller.
Provide control circuit from each new ATS to associated elevator group controller such that only one elevator of each elevator bank is allowed to run at any time when powered by generator power.
Remove existing circuit back to source.
Provide control signal from each ATS to start associated generator upon loss of normal utility source.
Elevator Disconnect Circuit breakers shall shunt trip and disconnect power to elevator upon associated signal from fire alarm system. Provide interlock wiring as required.
Provide new 480-208/120V transformer and new 208/120V panelboard for each elevator machine room as required to serve elevator machine room loads.
Elevator Machine Room General:
The renovated elevator machine room shall be code compliant. All equipment, feeders, branch circuits, conduit and piping, both active and abandoned, shall be reworked and relocated such that only equipment, feeders, branch circuits, conduits and piping serving the elevator machine room enter the elevator machine room.
-Pneumatic tubing and power feeders are routed through elevator 43 machine room. Remove all abandoned pneumatic tubing and rework all active pneumatic tubing and feeders in a code compliant fashion such that it is routed through the renovated Machine Room.
Elevator shaft lighting:
Provide vertically mounted 4–foot fluorescent low profile strip light with wireguard fixtures in elevator shaft with centerline of light fixture at each floor level. Maintain minimum code required light levels in shaft. Fixtures shall be wired vertically, controlled by 3-way switches at top and bottom of each shaft. Lighting shall be fed by a lighting circuit fed from NEC 700 compliant emergency power panel.
Remove existing elevator shaft lighting, switches, and branch circuits back to source.
Elevator pit lighting:
Provide 4–foot fluorescent low profile strip light with wireguard fixtures in elevator pit.
Maintain minimum code required 10fc minimum light levels at all points on the pit floor. Each elevator pit shall have lights controlled by switch adjacent to pit door. Common pit lobby lighting shall be controlled by 3 way switches located in pit and at pit access door location. Pit lights and common pit lobby lights shall be fed by a common lighting circuit fed from NEC 700 compliant emergency power panel.

Rework lighting controls/circuitry to lighting in each elevator lobby to maintain minimum code required 10fc light levels on emergency power in each elevator lobby at the elevator landing sills per A17.1 Rule 2.11.10.2.
Elevator lobby emergency lighting shall be fed by a dedicated lighting circuit fed from NEC 700 compliant emergency power panel.
Elevator cab lighting:
Provide 120v elevator cab lighting to meet code required light levels. See Architectural section for lighting type and design within elevator cab. Provide code compliant disconnect in elevator machine room located adjacent to elevator machine room door. Provide identification labels as required by code Elevator cab lighting shall be fed by a dedicated lighting circuit fed from NEC 700 compliant emergency power panel.
Remove existing elevator cab lighting disconnect and branch circuit back to source.
Elevator Machine Room lighting:
Provide new 4–foot industrial fluorescent lighting with symmetric reflectors in elevator machine room such that minimum light level at the floor level meets requirements of A17.1. Locate manual switch adjacent to elevator machine room door. Elevator Machine Room lighting shall be fed by a dedicated lighting circuit fed from NEC 700 compliant emergency power panel.
Remove existing elevator machine room lighting, switches, and branch circuits back to source.
Provide new 4–foot industrial fluorescent lighting with symmetric reflectors circuited to normal utility power in renovated spaces outside dedicated elevator machine room. Provide Lutron ecosystem ballasts for future tie in to building standard Lutron control system. Provide local manual control of lighting. Connect selected lighting circuits to NEC 700 compliant emergency power panel or extend existing NEC 700 compliant emergency lighting circuit in the vicinity to maintain code required egress lighting in renovated area.
Remove existing lighting, switches in affected renovation area as well as branch circuits back to source.
F. MECHANICAL/PLUMBING SYSTEMS
The scope of work for each elevator machine room is described in Table 4. At each Elevator Pit, remove existing sump pumps. Provide new submersible sump pump, sized in accordance with current code requirements, and pipe to indirect connection to storm drain system.

H. FIRE PROTECTION
Sprinkler:
The elevator machine rooms within the scope of work are currently not provided with automatic suppression systems. Sprinklers will be installed in elevator machine rooms and at the top of shaft for service elevators as part of the Phase 2 upgrades. Sprinklers will also be installed, if required by NFPA 13 Section 8.15.5.5, at the top of passenger elevator shafts such that the building will be considered fully sprinklered upon completion of Phase 2 construction. Each elevator machine room shall be provided with a control valve and flow switch located outside of the machine room which shall be connected to the building’s main fire alarm system. All work shall be performed in accordance with NFPA 13, 2010 edition.
Fire Alarm:
Each elevator bank is provided with a separate Notifier NFS-320 fire alarm panel for elevator control that was reportedly installed within the past several years. The fire alarm panel monitors smoke detectors located in the elevator lobbies on each level and in the elevator machine room. Localized notification is provided from fire alarm panel for the elevator machine room at the control panel but visual coverage is not provided throughout the room. Each elevator panel monitors the main building fire alarm system for alarm conditions and is monitored by the building’s main fire alarm control panel for alarm/supervisory and trouble conditions. Where more than one panel is located in an elevator machine room (passenger and service elevators served from the same machine room), each panel also monitors the smoke detection of the other local panel. The existing elevators cars and machine rooms are not provided with speakers or firefighter phones.
The existing elevator fire alarm control units are in good condition and relatively new. These panels will be maintained and existing devices used for the new elevators unless otherwise noted. Heat detectors shall be provided throughout the elevator machine rooms and shafts as required for the addition of sprinklers. Locations of heat detectors shall be coordinated with the sprinkler work, such that the heat detectors are provided with 24 inches of the new sprinklers.
Additional smoke detectors shall be added in each machine room as required to provide area coverage of the machine room space. Smoke detectors shall also be provided in all sprinklered elevator shafts. All existing modules for elevator recall and building monitoring shall be maintained. Additional modules shall be provided for shunt trip, monitoring of shunt trip and elevator hat as required for each elevator. The elevator fire alarm panels shall be reprogrammed as required for the new devices.
The building’s main fire alarm system shall be expanded to include firefighter emergency phones in each elevator lobby, elevator car and elevator machine room. Additionally, speakers shall be provided in each elevator car for the broadcasting of live voice messages only
(automatic voice messages will broadcast on appropriate floors but not the elevator cars). The building’s main fire alarm system shall be reprogrammed as required for the new notification zone and firefighter phones. All work shall be performed in accordance with NFPA 72, 2010 edition.
Table 5 indicates the fire protection scope for each elevator machine room and fire alarm panel. Each elevator fire alarm panel is shown on a separate line. Panels that are shown grouped together are located in the same elevator machine room.

J. HAZARDOUS ABATEMENT
Review existing asbestos and lead test results provided by the Government. A previous survey for the modernization work in Phase 1B and Phase 1C construction, “Summary of Asbestos- Containing Materials to be Removed”, was performed. Asbestos-containing materials to be removed included the elevator break shoes in the Elevator Machine Room, and elevator switch insulation and cement board in the Elevator switch gear room. Incorporate regulatory requirements for asbestos/lead abatement, monitoring, and disposal procedures into the design documents to reflect project conditions. Provide hazardous material identification/condition and extent drawings with associated schedules identifying areas requiring abatement or containment.
Contractor must include as an attachment the referenced Per-alteration survey for lead paint and asbestos containing material and state that they believe it is inclusive of their design and covered all materials they anticipate impacting in the scope of this project and all known ACM and LBP will be removed prior other trades being allowed to start their work.
Statement to be used on cover sheet concerning additional suspect Hazardous materials uncovered during demolition/renovation:
“NOTE: ABATEMENT OF HAZARDOUS MATERIALS WAS PERFORMED

K. ARCHITECTURAL
Identify critical building systems and features which should be targeted for an upgrade to meet current code requirements and ADA accessibility guidelines. The areas to include in the scope of work are the Elevator Lobby, the Elevator Machine Room and access to the Machine Room and the Elevator Pit.
Elevator Pit:
At the Elevator Pits provide buffer access ladders as required. Verify access and provide self-closing, self-locking pit access door with vision panel. Provide a barrier/guardrail if sill is more than 12 inches above the pit floor.
Passenger Elevator Cab Interiors:
For the Elevator Cab interiors, finishes selection will match the Phase 1B and Phase 1C renovation work. Building elevator cabs will be modernized with new porcelain ceramic tile flooring. Side and back panels will be solid walnut slats on satin stainless steel panel.
Operating panels, doors and jambs shall be stainless steel finish. Ceilings shall be six-panel satin stainless steel island design with six LED down light fixtures. Handrails shall be custom-formed stainless steel back plate with 1-1/2 inch diameter steel tubular handrail with flat ends and integral standoffs.
