To: All prospective offerors
Subject: Request for Proposal Solicitation No. 47PM0220R0027-Truman Elevators Phase 2, located at the Harry S. Truman building, 2201 C. Street, NW Washington, DC
The General Services Administration requests a proposal to perform the design-build services for the subject project. Please note the following items that apply to this solicitation:
1. Work will be performed in accordance with the attached statement of work
“Phase 2 Elevator Upgrade at HST Building 2201 C, Washington, DC” dated January 25, 2017.
Wage Rate Requirement (Construction), formerly known as the Davis-Bacon Wage Decision, Number DC20200002, dated January 01, 2021 (or its update, if any, at the time of award), will be incorporated and made a part of any resultant contract (see attached).
2. The contractor shall begin performance within 10 calendar days and complete it within 1095 calendar days after receipt of the full Notice to Proceed.
3. Performance and payment bonds will be required no later than 10 calendar days after contract award.
4. A bid bond will be required with submission of proposal.
5. A site visit will be conducted starting on January 26, 2021 at 11:00 AM EST.
All disciplines necessary for the complete generation of the proposal package is encouraged to be present at this site visit. In order to gain access to the site, interested vendors shall submit their attendee’s names on the Tradesman Information sheet enclosed in the RFP to keneh.leonard@gsa.gov and Charles.Berry@gsa.gov no later than Friday January 15, 2021 at 3:00PM EST.
6. Questions as a result of site visit shall be submitted in writing via email to
Keneh.Leonard@gsa.gov and Tamara.Brown@gsa.gov , NO LATER THAN Friday, Tuesday February 5, 2021, 2:00 PM. EST. Answers to all questions received will be included in an amendment to the solicitation.
7. Offer acceptance is 120 calendar days after the date offers are due.
8. Liquidated damages for this project will be $907.00 per calendar day.
9. Offeror shall submit both a price proposal and a technical proposal according to the requirements in the solicitation.

Your proposed costs shall cover all work associated with performing the requested services.
Your proposal (technical and price) must be received by this office no later than Thursday, February 25, 2021 at 2:00 PM EST in order to be considered responsive. The offeror agrees to perform the work required at their proposal price and within strict accordance with the terms of this Request for Proposal (RFP), if this offer is accepted by the Government in writing within 120 calendar days after the proposal due date.
Proposals must be sent electronically to Keneh.Leonard@gsa.gov and Tamara.Brown@gsa.gov and all attachments must not exceed 25MB in total, with no compressed files.
