Section I: Definitions and Terms
Access Control Facility: A single site entry/access processing location.
The Bureau of Administration/Operations/Real Property Management is responsible for providing a complete range of domestic real property management services including leasing, architectural, engineering and construction services, floor plan design, and furniture selection for all Department organizations.
Standard air and sea freight containers commonly used for international shipments of materials or cargo or on site storage. The terms Air Container, Sea Container, and Container are synonymous for the purposes of this plan, unless otherwise noted.
Contracting Officer's Representative
U.S. citizen possessing a current validated final security clearance (minimum SECRET) as required by the Form DD 254 contract document and authorized by the DSIFSD/DBB SSM to be at HST Elevator Renovation Project, associated support site, or the projects SSA.
In addition to the general construction contractor, these terms include all employees, consultants, and subcontractors and suppliers to the general construction contractor
The portion of the contract documents that outline the specific details and requirements of the Construction Security Plan as it relates to construction.
Construction Surveillance Technician(s) who are the on-site SSM representatives for all security activities in the TASK or project area.
Controlled is the state of being directly protected by the 24-hour presence of a cleared U.S. citizen or being under the protection of properly installed technical devices approved by the U.S. Government.
The Bureau of Diplomatic Security/Facilities Security Division consists of three (3) branches: Domestic Buildings Branch, Project Coordination Branch, and Security Standards and Compliance Branch.
The Bureau of Diplomatic Security/Facilities Security Division/Domestic Buildings Branch, based on location and scope, is responsible for ensuring that construction drawings and specifications include physical security requirements. The construction ofthe structural shell of the building, including the installation of major utilities and feeder lines, and including all materials which are component parts of structural elements. This does not include subsequent work, which attaches or places material in, on, or through structural elements.

Random selection is a process by which a percentage of materials which are common throughout the project and not unique in type, size, color, or design for specified areas are selected from materials purchased in bulk and shipped to the Secure Storage Area (SSA) or final construction site without security restrictions. Random selection will take place immediately upon receipt of each shipment and the selected materials will be immediately placed in the SSA or other areas determined by the Site Security Manager.
Unfinished materials, especially unprocessed natural products used in assembly or manufacture. Examples include water, cement, sand, and aggregate.
A specific enclosed area, or a container within a secure perimeter, in which materials are stored to protect their security integrity.
Access to this area will be controlled by the site security manager's office.
The SSM is the DS/FSDIDBB project officer, which is responsible for construction security in the project area.
The acquisition (purchase and shipment) of any material for use on this project without security control or safeguard. Use of such material in selected areas may be subject to other security controls, e.g. secure storage, random selection, DS approved inspection techniques, etc.
Personnel not in possession of a security clearance issued lAW E.O.

Armed Departmental guards possessing a valid security clearance and performing defined security duties.
Personnel seeking access to the project area or SSA who have not been issued a Building Pass Identifying Card (BPIC), but have been authorized to access the building from DS. All visitors must be escorted 100% of the time by authorized individuals while on the site.
NOTE: The acronyms, terms and definitions written in this section pertain only to this section. Other sections may have different definitions for the same word or acronym which has no bearing on this section.

Section II: General
1. This section of the contract documentation establishes the security requirements and specifications for this project and supersedes all other requirements and specifications written and oral for this project thereof.
2. The contractor agrees, on behalf of himself and all sub-contractors that these security regulations will be adhered to by contractor personnel on the property. The contractor shall make a specific provision of his subcontractors that these regulations be accepted.
3. All persons employed within the boundaries ofthe property or permitted to enter the property and areas are required to comply with the security regulations that have been established for this contract, and any security regulations present or in the future that are established for this federal facility. Any violation of, or non-compliance with, these security regulations by the contractor, sub-contractors, and any of their employees will be adjudicated by Diplomatic Security (DS) and may be grounds for immediate removal from this project, with government denial of all costs associated with removal and the replacement ofthe terminated party.
4. All areas of and work performed in the construction site may be monitored by Closed Circuit Television (CCTV), and Construction Surveillance Technicians (CSTs), or a combination of both.
5. The DSIDBB project officer will determine the clearance requirements for this project and whether supplemental security in the form of construction surveillance technicians will be needed.

7. U.S. law requires companies to employ only individuals who may legally work in the United States - either U.S. citizens, or foreign citizens who have the necessary authorization. The general contractor will be responsible to vet all employees or other personnel through the e-verify system https:llwww.uscis.gov/e-verify. Only personnel meeting the aforementioned criteria are eligible for further processing as found in Section ill below. Through submission of personnel access requests, the general contractor is affirming that each individual has been deemed to meet the appropriate criteria. Should the Government discover that individuals submitted by the general contractor do not meet the Homeland Security criteria, the individual(s) shall be removed and the general contractor will be issued a security violation. The Government reserves the right to validate all access control submissions through e-verify.
8. In the event that the scope of the project changes, additional personnel security requirements may be initiated. (See APPENDIX-A)
9. The government will remove from the project area, and elsewhere that work is in progress for this project, any employee of the contractor or subcontractor that the government deems a security risk. The government will also remove any person whose continued employment at the work site is deemed by the government to be contrary to the public interest.
10. Non-publicity. It is a specific condition of this contract that the contractor and any sub-contractor performing work on this project shall not use or allow to be used any aspect ofthis project for publicity or advertising brochures.
11. During the performance of this contract, the contractor will be required to construct temporary barriers and doors to isolate the project area as instructed by the SSM.
12. All doors associated with the project area, as required by specifications, shall be installed' through coordination with the SSM and contingent on other applicable Departmental specialists.
13. The contractor shall ensure that interior lighting system will be configured for continuous operation at a minimum of 10FC at 3' above structural floor to provide illumination. Uniformity shall be at a minimal of 4:3 (max:min).
14. All electronic devices such as cell phones, cameras, photographic equipment, laptops, tablets, smart watches/fitbits, etc. are not permitted in the project area.
15. Admittance to and exit from the project site shall be in strict accordance with these security regulations. Upon approval, contractor personnel requiring access to the facility are subject to all security rules and regulations that pertain to the facility.

16. At the discretion of the SSM, based upon the size, scope, and on-site personnel population, supplemental badging and screening may be required to enter the project area or portions of the project area.
17. Daily access to the project area may be controlled by CSTs, UPOs, or a combination of both.
18. Visitors: Requests for visitors to the project area (See APPENDIX - B) must be submitted to the SSM through the DoS representative, at a minimum, five (5) business days prior to the intended date of visit. GSA shall be responsible for building access and for the requested visitors. The SSM will define the limit/degree of access which the visitor is authorized. GSA is responsible for providing clearance verification (VARs) to the DS.
19. Escorts for areas outside of the project area will not be provided by the DS.
Scheduling of escorts must be provided by the client, GSA, or A.OPRIRPM.
20. Normal site hours will be from 0600 to 1800 hours, Monday-Friday. Off-Duty Hours are from 1801 - 0559 hours Monday -Friday, all day Saturday and Sunday, and all Federal Holidays.
a. If work is to be conducted outside the normal work hours, the contractor will give the SSM and the contracting officer or his designated representative, a minimum ofthree (3) business days' notice. This notice is required to ensure that security resources may be coordinated and that access to the area will be possible and is separate and distinct from any notices required for outages.
b. During normal workdays when additional time is needed for continuous or inherently lengthy construction operations (such as crucial concrete placement), the contractor shall notify the SSM at least four (4) hours in advance of need for extended site hours. The contractor shall pay the additional expense associated with the additional hours for security personnel.
c. The contractor shall pay for all security personnel costs associated with work requested within the required three (3) business days' notice. The SSM will determine what security personnel are required on a case by case basis if requested work is approved.
d. Should the general contractor or sub-contractor(s) schedule construction activities and unexpectedly cancel within a 24 hour period, the general contractor will incur all costs associated with the allocation of the scheduled security resources.
21. No employee recruitment or hiring interviews will be conducted within the construction site.

22. Diplomatic Security will have unfettered access to the construction site. Construction Surveillance Technicians (CSTs) report directly to the SSM and may be deployed throughout the job-site to monitor all aspects of work being conducted.
23. The construction contractors and sub-contractors will be responsible for securing their personal materials, tools, and equipment.

25. Discovery of prohibited items that are prohibited in the project area may result in confiscation of item(s), possible destruction of said item(s), permanent removal from the project area and access to any DoS facility is revoked. Additionally, the offending person(s) may have their clearance(s) revoked.
26. Emergency exit doors must only be used in the event of a fire or a life-threatening situation. At no time shall an emergency exit door be used for convenience of the contractor or to facilitate the movement of equipment or material. Violators will be deemed a security risk and will be removed from project effort.
27. The general contractor shall provide to the SSM, a weekly abbreviated work schedule no later than 12:00 pm on the last normal workday of each week that illustrates the projected work for the following week beginning on that Monday and ending that following Sunday. For each category of work, show locations, materials to be installed, and any anticipated afterhours, weekend, or holiday work. The general contractor will submit a weekly written progress report.
28. Discovered site conditions / anomalies (i.e., walker ducts, abandoned infrastructure etc.) found during demolition or construction that where not addressed in the final construction documents may require remediation. The SSM will provide guidance and remediation strategies related to security to GSA and AlOPRIRPM. Costs associated with remediation will not be borne by DS.

29. Photography via any type of device, in the project area is strictly controlled and will only be authorized by the SSM. In the event personnel are found taking photographs, any or all of the following may result: confiscation and inspection of the device, deletion of the photographs or destruction of the media (e.g. film or sim card), destruction ofthe device, and permanent removal ofthe individual(s) from the project site. A request for a photography badge (APPENDIX - C) must be submitted to the SSM at least three (3) business days prior to the event. All photographs must be reviewed by the SSM or the SSM's representative. Dissemination, publication, duplication, or other use beyond that which was requested and approved is not authorized unless written authorization is received from Diplomatic Security.
30. At the commencement of work under this contract, the following security procedures shall apply:
a. At the beginning of each workday the contractor will coordinate the work schedule with the SSM or his designee. At the end of the workday the contractor will verify that all contractor personnel have vacated the premises with the SSM or his designee. The CSTs will check all doors and access points to verify that the site is secure.
b. The contractor will provide an off-hour call list to the SSM of at least five responsible persons who will respond to the site for off-hour issues. The list will include the name and contact numbers of the responding person in order of priority.
Section III: Procedures
1. Building Access / Badge Application Process
1. Based upon the scope of the project, the projected work force, and at the discretion of the SSM, different access / badging procedures shall be utilized.
a. The general contractor and sub-contractors will be issued DoS badges for access to the building.
b. See access control for information on badging procedures for this project.
2. For safety and security reasons, persons not on the "Site Access List" may be permitted access to the construction site when escorted by "Authorized" DoS or designated representative, with sign in authority and with prior authorization from the SSM (See Section II, Paragraph 18).
3. Only a DoS badge, DoS visitor access badge, or a site specific construction badge will be used to gain access to the project, and allows the identified holder access to the construction site.

4. For projects that will have DoS badges or Building Pass Identification Cards (BPIC) issued, which allows the identified holder access to areas within a Department facility, the BPIC is in compliance with the Homeland Security Presidential Directive 12 (HSPD-I2), Policies for a Common Identification Standard for Federal Employees and contractors, signed by President George W. Bush on August 27,2004. The following security forms must be submitted for processing. Forms are available from the GSA representative.
a. Company Letter of Request on company letterhead (See para.l .c. above)
b. DS-I838 Request for Building Pass Identification Card (see APPENDIX D)

5. Individual's final BPIC information (name and badge number) must be sent to the SSM to be added to the access roster.
7. Badges will not be issued to those personnel who meet the criteria as outlined below.
2. Criteria
1. Criminal: The following criteria shall be used as a basis for determining if a construction badge/access of any type will be denied, revoked, or not renewed. The purpose of construction badge/access denial and nonrenewal is to protect employees, information, and property. The denial shall be based on background information that would indicate that the person could pose a threat to persons, information, or property.
Examples:
1. Any felony conviction may be grounds for denial of a construction badge/site access.
2. Any felony violation, or arrest, which is pending and results in confinement or internment will be subject to review and adjudication by the SSM and may be grounds for denial of a construction badge/site access.
3. Any conviction of the following criminal offenses as described in Part One of the current National Uniform Crime Reporting Handbook:
a. Criminal Homicide
b. Forcible Rape
c. Robbery * (within the past seven years)
d. Aggravated Assault * (within the past seven years)
e. Burglary-(Breaking and Entering) * (Within the past seven years)
f. Larceny-theft * (within the past seven years)

g. Motor Vehicle Theft * (within the past seven years)
h. Arson * (within the past seven years)
4. Any conviction of the following criminal offenses as described under Part Two of the National Crime Reporting Handbook:
a. Simple Assault. A conviction of simple assault within the past 7 years that indicates that the person is likely to become involved in physical altercations with his or her fellow employees or other DoS employees, or guest at the Department.
b. Stolen Property. A conviction of buying, receiving, or knowingly possessing stolen property within the past 7 years that indicates that the person may become involved in buying, receiving, or knowingly possessing stolen property while in DoS space.
c. Vandalism. A conviction of willful or malicious destruction, injury, disfigurement, or defacement of any public or private property, real or personal, within the past 7 years that indicates the person is likely to become involved in vandalism of DoS property.
d. Weapons Violations. All weapons violations within the past 7 years that indicates that the person may become involved in the same type of offense on DoS property, or by the nature of the specific offense, indicates that the person is likely to be a danger to DoS employees or guests.
e. Sex Offenses. (Other than Forcible Rape.) Any sex offense within the past 7 years that by nature of the specific offense, indicates that the person could become involved with similar offenses directed against DoS employees or guests.
f. Drug Violations. Violations of any offenses involving unlawful possession, sale, use, growing andlor manufacturing of illegal drugs (i.e., marijuana, cocaine, crack cocaine, hashish, opium, morphine, codeine, heroin, amphetamines, barbiturates, methaqualone, tranquilizers, LSD, PCP, or prescription drugs) within the past 7 years, that by the nature of the specific offense indicates that the person could become involved with similar offenses directed against DoS employees or guest.
NOTE: If an arrest has occurred within the past seven years, earlier criminal activity will be reviewed and may have an influence on unlimited site access.
5. In the absence of a conviction, or if there are multiple arrests or convictions that differ from the criteria set forth above, the applicant may be denied issuance of a DoS badge/access of any type at the discretion of the Department based upon sound and reasonable judgment.

6. Whenever it can reasonably be shown that the falsification of a material fact applicant knowingly or intentionally provided false information or omitted information, the construction badge/access shall be denied.
7. If a specialist is required to perform work on the site and has not been submitted for access, the contractor has the responsibility to follow the procedures lAW the access badging procedures outlined in Section Ill, paragraph 1.
8. An individual who does not meet the criteria for a construction badge of any type, or access list will be placed on a separate control list maintained by the SSM. Further investigation of these personnel will be conducted to determine their suitability for a badge or access. These investigations can take up to one (1) or more years to complete.
9. Personnel who are placed on a denied access list are prohibited from entering the construction site. These personnel will not be allowed access to the job site, facility, or any of its annexes under any circumstance.
10. The contractor shall be responsible for requiring employees to prominently display their badge at all times while on the work site. It is the responsibility of each individual badge bearer; to immediately surrender his or her badge upon request of authorized DS personnel.
11. Failure to properly display their badge may result in permanent removal from the project site.
12. The contractor shall deliver immediately to the SSM any construction badge when continued access to the site is no longer required, when job termination occurs, or upon demand of DS project officer or the SSM.
13. For each construction badge OR DoS badge lost, destroyed, stolen or otherwise deemed by the SSM to be unaccounted for, the following punitive measures may be taken:
a. First Offense: Minimum one (1) working day suspension from the job site/project.
b. Second Offense: Minimum (3) working day suspension from the job site/project.
c. Third Offense: Permanent suspension for the job site/project.
14. Counterfeiting, altering, or misusing an issued BPIC violates Section 499, Title 18 of the U.S. Code and may result in the responsible person(s) being fmed not more than $2,000 or imprisoned not more than five years, or both.

3. Access Control
1. Admittance to and departure from the construction site will be controlled by DoS as determined by the SSM. Daily access to the construction site will be through the primary ACF at the Joggers entrance on 21 st Street. All contractor personnel will use this entrance to access and exit the facility unless otherwise authorized by the DS. The Uniformed Protective Officer (UPO) will verify all personnel accessing the building are properly cleared and on the access roster. The loading dock on 21 st Street or the entrance on C Street may be secondary entrances which will only be used after hours.
2. Access to the project area will be granted promptly at the start of the established working hours and not before. All contractor personnel must exit the project area prior to the end of the established working hours. Personnel discovered in the project area outside the established working hours will be deemed a security risk and may be removed from access and investigated at the discretion ofDS.
3. For scheduling purposes, allow a minimum of five (5) minutes per person to clear the screening process to enter the building. Resulting delay or work stoppage costs associated with the security screening process of personnel or material will be borne entirely by the contractor. It is the responsibility of the contractor and his subcontractors to make specific schedule provisions for screening and access (e.g. staggering start times for trades, etc.).
4. Upon access to the building, construction personnel not possessing a BPIC must be met by department personnel (e.g. department escorts or personnel with escort authority).
5. Department personnel designated by the SSM in agreement with AlRPM will control access to the project areas as well as be present through the duration of any work.
6. CSTs, if assigned to the project will not act as escorts.
7. Contractors will insist that their employees use the most direct route between their entry point to the building and project area. If an individual is found in an unauthorized area, or without an appropriate escort, a security incident review shall be initiated. Personnel without an appropriate escort and the individual performing escort duties may be removed from the site at the discretion of the SSM.
8. For access to the construction site outside the normal established access hours, including weekends and holidays, the contractor shall provide an after hour's access list to the SSM of trades, number of personnel, and areas of work that will require access during those times. The after hour's access list shall be submitted to the SSM at least three (3) business days in advance of the planned commencement of work.

9. All non-departmental personnel entering the project area may be required to pass through a metal detector, be screened, and may be required to submit to a physical search prior to entry.
10. All incoming hand carried tools; equipment, personal possessions, etc., may be physically inspected and electronically screened using X-ray, metal detectors, or other devices to ensure the secure integrity of the item. In such cases, the contractor will be responsible for placing all items on or in screening systems. This is not the responsibility of the security personnel.
11. All outgoing hand carried tools; equipment, personal possessions, etc., may at the discretion of the SSM or UPO staff, be physically inspected and electronically screened using X-ray, metal detectors, or other devices to ensure the secure integrity ofthe item.
In such cases, the contractor will be responsible for placing all items on or in screening systems. This is not the responsibility of the security personnel.
12. The use of stairwells, elevators and freight elevators must be pre-approved by the SSM and the A/RPM project manager.
4. Material Procurement
1. The contractor will submit a site delivery form (APPENDIX - E) listing all materials by line item number, description of material, quantity of material, vendors name, and address to the SSM or his designee five (5) days prior to the delivery date. A site visitor request form (APPENDIX - B) for the driver and any additional delivery laborers must accompany the site delivery form.
2. The contractor will not have the DoS name, building name, address, or any other identifying characteristic on any order, invoice, purchase request, bill of materials, or any other document associated with the procurement of material that will reveal that the destination is the U.S. DoS. Material delivered with said identifying information will not be accepted or allowed on the project site.
3. It is the sole responsibility of the general contractor to establish a procedure for deliveries that meets the aforementioned requirement and submit it to the SSM for approval prior to any deliveries and/or purchases for this project.
4. Upon delivery a determination will be made by the SSM or other members ofthe site security team of the varying screening methods of material and the process of transporting the material from the screening facility or ACF to the project area.
5. Any material, equipment, or tools delivered to the project area determined by the SSM, or other members of the site security team, to not be in compliance with the security specifications, listed herein, will be rejected upon arrival at no cost to the government.

6. Drop shipments directly from manufacturers to the project area are not authorized and will be rejected by the government at no cost to the government.
7. The government has the unqualified right to inspect any work, materials, tools, or equipment used on the project area.
8. OS reserves the right to do random procurement (APPENDIX - F) of material at the contractors' suppliers' facility. The SSM or his designee(s) will be on site with a contractor's representative to direct the random procurement process as well as escort the selected material back to the job site. Prior notification of at least three (3) business days will be made by the SSM in order to allow for scheduling of resources.
DoS will work with the contractor on this issue.
9. For materials that have already been procured, the SSM will provide a CST to randomly select from the stock of materials received. This means that CST personnel will select materials as they come offthe truck or from the material holding site as to which materials can be used in each location. If neither of these methods can be applied, or if there is some question as to the integrity of the material, i.e., if material is suspect as to origin or content, at the discretion of the SSM the material will be subject to physical and electronic screening to include X-ray. It will be the contractor's sole responsibility to supply the labor to handle the material from the delivery of material through the entire inspection process to the storage area. It is not the responsibility ofDS, CSTs, UPOs, or other government personnel. When material is randomly procured or randomly selected, it will be logged and physically marked identifying it as cleared material; this marking will remain intact until the material is installed. If markings are removed or the secure integrity comes into question, DS reserves the right to deny the introduction of the material into the room where it is to be installed or to require the material to be re-inspected or removed from the construction site. The re-inspection, removal from the site, or complete possible loss of the material to the project will be at the contractor's expense.
5. Material Storage
1. Once material has cleared the inspection process it may be stored within the project site or SSA, if one is designated. DS will maintain absolute control over the area. All materials received or issued will be logged in and out of the SSA. Any material that has been stored off site or out of DS control will be inspected prior to introduction into the construction site.
6. Material Delivery/Transit
1. Prior to delivery of material to the project site a memorandum from the contractor to the SSM through the DoS representative will be submitted at least five (5) business days in advance. This memorandum will list the requested date of the delivery, trucks
Sensitive But Unclassified information, driver's information, and a specific BoM that will include description of materials being delivered, quantity of materials, and vendor's name and address. This will ensure security resources are scheduled to receive the materials. If material is randomly selected at contractor's suppliers, DS personnel will escort the material back to the site. Further onsite screening may be required. All on site material will be fully escorted from the inspection area to the project site or SSA. The delivery truck and driver's access to the building is the responsibility of the DoS representati ve.
2. Delivery Times - All deliveries will be scheduled prior to the start of work at the project site and in accordance with regulations and statutes set forth by the District of Columbia.
3. Trash chutes will not be approved in the project area. All construction waste will be transited to dumpsters via an acceptable freight elevator approved by DS and AlRPM.
7. Off Site Prefabrication
1. Offsite prefabrication will not be permitted unless authorized in writing by the DoS.
If authorized, DS reserves the right to monitor and inspect materials and the fabrication process at the fabrication site.
8. Tools
1. All tools entering the construction site may be inspected. On site storage of tools is recommended in order to reduce if not eliminate the need for daily introduction!
removal ofthese items to/from the project area. Adherence to this procedure will serve to facilitate more expeditious security searches of construction personnel as they seek entry to the project site. It is the contractor's responsibility to provide locked containers for tools. All containers will have the contractors name on them in a readily visible area on the container. The government assumes no responsibility for lost or stolen tools. The government reserves the right to inspect any work, materials, tools or equipment used at the project site or SSA at any time.

Section IV: Special Requirements
1. Security Trades
1. All technical security work for this project to include the installation of low voltage cabling illustrated on the unclassified bid documents, is required to be performed by skilled tradesmen that has at a minimum of five years of continuous experience and possess at least a final DSS SECRET* personal security clearance. The selected security contractor must possess DSS approval for the storage and electronically processing of security drawings up to the SECRET level prior to contract award. (See Section 2, Paragraph 8)
Section V: Information Security
1. Purpose
1. This section is to establish DoS's policy on the dissemination and safeguarding of Sensitive But Unclassified (SBU) information per the guidelines set forth in the DoS HST Security Classification Guide, dated April 8,2014, and the GSA's Public Building Service (PBS) policy 3940.1; "Document Security for SBU Paper and Electronic Building Information", dated March 8, 2002.
2. Any violation of the rules and regulations listed within this section will automatically result in the issuance of an OF-117 "Notice of Security Incident" to the responsible person/company and may result in removal from the project effort at no cost to the DoS.
3. This section should be treated as the minimum effort required. Please refer to the HST Classification Guide, dated April 8, 2014 for additional information.
2. Definition
1. Sensitive but Unclassified (SBU) information is information that is not classified for national security reasons, but that warrants/requires administrative control and protection from public or other unauthorized disclosure for other reasons.
2. SBU is any information that:
• Identifies this project as a Department of State project
• Identifies the client
• Identifies this project as a U.S. Government project
• References the Department of State
• References the U.S. Government
• Complete building footprint

• Contract or work order numbers that identifies it as a U.S. Government project
• Depicts or illustrates the project site location (such as maps)
• References the physical street address
• Room tags that detail actual room numbers/non-generic room types
• References equipment (generator, UPs, electrical panels, etc.) that identifies function or supporting role of the equipment for critical areas.
• Location of all utilities, such as heating, ventilation, air conditioning, information technology (IT) systems and infrastructure, location of air intake vents, water sources, gas lines, plumbing lines, building automation systems, fire alarm systems, routes, and annunciation panels.
3. Transmission, Storage, and Destruction of SBU
1. Transmission of SBU information, regardless of method should be effected through means that limit the potential for unauthorized public disclosure.
2. SBU may be sent via the U.S. Postal Service (USPS) or a commercial delivery service, e.g., Fed Ex, DHL.
3. During non-working hours ofthe site, SBU information must be secured within a locked office or suite face down, or secured in a locked container.
a. If SBU information (i.e. floor plans) is discovered unsecured, the CSTs will take possession of the information and report it to the SSM.
4. Employees and contractors in possession of SBU outside of project site (c.g.
commercial office space), must take adequate precautions that afford positive accountability of the information and to protect SBU information from unauthorized access by securing the information within a lockable container.
5. DS reserves the right, at its sole discretion, to conduct random unannounced inspections of contractor spaces, both on the project site and off the project site, that possess or are suspect to possess SBU material to ensure compliance with the requirements set forth in this section.
6. SBU shall not be left unsecure in unoccupied hotel rooms or public spaces.
7. SBU information must not be posted on any public internet website or discussed in both a human and cyber public domain.
8. All excess copies of SBU documents or information, including sketches, notes, working papers, drafts, etc., must be destroyed by a method approved for classified information, (i.e. shredding, burning, chemical treatment, etc.).

9. Access to SBU information must be restricted to only those individuals who are performing on this contract.
10. SBU documents must be reproduced and disseminated to only those firms and personnel who are performing on the contract.
11. Upon contract end or project completion the primary contractor shall notify the SSM and the GSA COR that he and his subcontractors have properly disposed of the SBU documents with the exception of the contractor's record copy.
Section VI: Construction Site Security Requirements
1. Secure Storage Area
1. The Secure Storage Area (SSA) is a specific enclosed area, or a container within a secure perimeter, in which materials are stored to protect their security integrity.
Control of the SSA is exclusively managed by the SSM.
2. The contractor may be required to build or provide a storage space within the construction site that is both convenient for the storage and transiting of material and that is complementary to the construction site's daily operations. The location of the SSA must be approved by the SSM.
3. The SSA, if initiated, must be fully operational prior to the receipt of materials that's destined for project site. Historically, a space approximately 1,000 square feet has accommodated the amount of material required for project site. The location(s) of the project site(s) will be disclosed upon contract award and all personnel clearances have been vetted by the DoS.
4. The SSA must remain in place until project completion or otherwise determined by the SSM.
5. For the SSA to be operational and activated, the following conditions shall be met:
a. Walls must extend from floor slab to ceiling slab
1. Wall construction must consist of either one layer of %" flame retardant plywood or two (2) layers of 5/8" drywall secured to metal studs 16" o/c, with %" metal drywall screws.
b. One (1) - 1 %" solid wood or metal double door with full length astragal, plumb, and level in hollow metal frame

1. (1) LCN 4041X thru-bolt heavy duty door closer located on the active leaf
2. (6) Hager 1199 NRP (heavy duty metal hinges with non-removable pins)

b. One (1) 120VAC UPS or generator power circuit must be installed within the SSA. The contractor shall coordinate the use ofUPS/generator power with the Office of Facilities Maintenance.
c. All wall, ceiling, and floor penetrations into the SSA must not exceed 96 square inches or 8" in diameter for circular measurements.
d. Interior lighting system will be configured for continuous operation at a minimum of 10 fc at 3' above structure floor to provide illumination to support the CCTV system. Uniformity shall be a minimal of 4:3 (max: min).
6. At the project site, deliveries of materials as impacted by the implementation of Section II, paragraphs 7-8 and determined by the SSM must be immediately inventoried and placed in the SSA until required for installation. Any other arrangements must be requested in advance and approved by the SSM.

APPENDIX-A
Modification of Security Requirements
GENERAL
In the event that the occupants or the scope of the project changes, subject to mission requirements additional security measures may be initiated by the Government (DS). These additional measures may include, but are not limited to: random selection and or procurement at a level to be determined by DS, additional personnel screening via walk-through metal detectors, hand wands, or X-Ray, construction badge exchange, etc. At the determination of DS, these changes may also require that contractors have personnel security clearances.
Security clearance requirements for the project/task will then be in accordance with the latest DS/SSO matrix "Clearance and CST Requirements for Construction, Renovation, General Maintenance, and Repair Projects in SCI Space" (See Below). Each contractor or sub-contractor must have an active clearance based upon their respective trade and the type of facility in which they will be working. Individuals will also require clearances if working within, above, or below the project area as well as any adjacent spaces.
The company(ies) must have the appropriate facility clearance as required by the Department of Defense Contract Security Classification Specification (DD Form 254) included in their contract(s). As noted their DD Form 254, the contractor's Facility Security Officer (FSO) must submit visitor authorizations requests (VARs) to DS/IS/IND (Industrial Security Division) for review/approval. DSIIS/IND will ensure that the individual is cleared to the appropriate level and advise the COR accordingly. Only after approval of the VAR will personnel be allowed to perform on this project/TASK.
