EVALUATION FACTOR47PM0220R0027-Truman Elevators Phase 2, located at the
Harry S. Truman building, 2201 C. Street, NW Washington, DC
EVALUATION FACTOR I: Technical Approach (5%)
This factor is concerned with the Offeror’s understanding of the project requirements and approach to schedule and change management. Offerors shall describe their approach to designing and constructing the project. Offerors should include discussions of how the schedule for the project will be met and how it will manage any changes that may occur.
The Offeror's approach will be assessed to assess whether there are any apparent gaps in the Offeror's understanding of the project, and whether there are any apparent problems with the Offeror's approach to managing the schedule and any changes.
EVALUATION FACTOR II: Past Experience on Similar Projects (35%)
This factor considers the extent of the Offeror’s past experience as a firm in providing similar projects.
The Offeror should demonstrate successful experience as a Contractor responsible for the planning and construction of two (2) “similarly complex” elevator projects that were substantially completed in the last 5 years or are currently being performed and are more than 50% complete.
Projects shall be considered “similarly complex” if they meet all three (3) of the following characteristics:
1. Project included an upgrade of five or more traction elevators and associated equipment in the elevator machine room.
2. The total elevator project cost at award was at least $4 million
3. The elevator project was performed in an occupied and functioning building.
Submission Required by Offeror:
Submit two (2) elevator projects that demonstrate past experience described above. For each project offered under this evaluation factor, the Offeror must include the information below:
I. Project Title
II. Name, email and telephone number of Reference Company/Agency
III. Contract Number Type of Contract
IV. Award Amount
V. Start date and substantial completion date
VI. Project scope demonstrating the extent of similarity to this procurement
Offeror will receive a higher score to the extent it provides evidence of having performed similarly complex projects. Any proposal which does not provide evidence of having performed two similarly complex projects within the above-referenced time frames will receive a significantly lower score than a proposal that does provide such experience.
The Government reserves the right to contact references under this evaluation factor to verify the scope of the project offered. If the Offeror materially misrepresents information relating to its experience, the Contracting Officer may reject the proposal.
EVALUATION FACTOR III: Past Performance of Offeror (40%)
This factor considers the past performance of the Offeror on the Factor II projects.
The Offeror must provide a Past Performance Questionnaire (PPQ), included in the solicitation as Attachment A, for each of the two projects presented by the Offeror under
Evaluation Factor II. Completed PPQs should be submitted with the proposal. Ensure correct phone numbers and email addresses are provided for the client point of contact.
If the Offeror is unable to obtain a completed PPQ from a client for a project before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project. If the client requests, the client may submit a questionnaire directly to the Government's point of contact tamara.brown@gsa.gov and keneh.leonard@gsa.gov prior to proposal closing date. Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.
Offeror will receive higher scores to the extent it receives positive past performance ratings on its Factor II projects. Similarity of projects will be considered in assigning scores. For example, a favorable reference for a similarly complex project will result in a higher score than the same reference for a project that is not similarly complex.
The Government reserves the right to review any other sources of information to evaluate past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval
System (PPIRS), including Contractor Performance Assessment Reporting System
(CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and
Integrity Information System (FAPIIS), Electronic Subcontract Reporting System
(eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain a database of
PPQs submitted by Offerors.
NOTE: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance. Thus the Offeror, for this factor only, shall be neutrally scored.
EVALUATION FACTOR IV: Small Business Commitment (20%)
This factor measures the extent to which the Offeror will perform contract requirements utilizing small business concerns in the NAICS Code [INSERT]. This portion of the proposal will be evaluated on the offeror’s commitment to the participation of small business concerns in terms of the value of the total acquisition. Firms will receive one percentage point of the first 13 percentage points available for each three percentage points of contract value that will be performed by small business. Offerors will further receive up to 7 additional percentage points to the extent their commitment supports vendors qualifying under one or more of the programs referenced in FAR § 19.203(a).
For example, a large firm committing to use a women-owned small business to perform
33% of the contract value will receive 11% (i.e. 33%/3), plus an additional 7% in consideration of its large commitment to one of the FAR 19.203(a) programs (i.e. a total of 18% of 20% total). Commitments will be incorporated into any resulting award and will be binding.
Notwithstanding any of the foregoing, any small business concern prime contractor (i.e.
not a JV member) will automatically receive full credit for this factor
