RFI’s GSA Solicitation No. 47PM0220R0027
Harry S. Truman Building, Elevators Phase 2.
1. In the Core #3 Mech Room which serves Passenger Elevators 24-28, there is a lot of existing ductwork with damaged Insulation. Are we required to patch all damaged Insulation in the entire Mech. Room? GSA RESPONSE: NO.
2. Reference the emergency power generation Phase 1 C (page 10 of RFP) states that all work identified as future in the phase 1 C and 2 Emergency Power generator
Capacity and Associated Power Distribution contract shall be provided as part of this project. Please provide these documents as they have not been provided to date. Also please provide us with floor plans of each referenced elevator machine room where work is described to be performed in the SOW narratives. GSA RESPONSE: SEE
REQUESTED DOCUMENTS LOCATED IN PROJNET. THE CODE TO ACCESS THIS
INFORMATION IS PROVIDED IN THE AMENDMENT THAT INCLUDES THESE RFIs.
3. Do the Computer room ac units for the elevator machine rooms need to tie into the existing DDC control system? If so who is the manufacturer of the existing control system? GSA RESPONSE: No, they do not need to tie into existing DDC control systems.
However, a temperature sensor is installed in each elevator machine room. The Eaton
Foreseer Electrical Monitoring System is required to be installed as part of the design to electrical equipment in each of the elevator machine rooms. Each temperature sensor shall be connected to and displayed on the Foreseer system.
4. SOW states that all emergency power work identified for Phase 1C and 2 emergency power generator capacity and associated infrastructure shall be provided as part of this project. Please provide the Phase 1C and 2 Emergency Power Upgrade documents to clarify the scope of the electrical work. GSA RESPONSE: ALL
ELEVATORS, EQUIPMENT AND ASSOCIATED MACHINE ROOMS IN THIS
SOLICITATION DO NOT HAVE EMERGENCY POWER. AN EMERGENCY
GENERATOR WAS INSTALLED UNDER A PREVIOUS CONTRACT, KNOWN AS THE
PHASE 1C MODERNIZATION PROJECT, AND IS OPERATIONAL. THE EMERGENCY
GENERATOR CURRENTLY ONLY SERVES ELEVATORS AND ASSOCIATED
MACHINE ROOM LOCATED IN THE NORTHWEST CORNER OF THE TRUMAN
BUILDING. SEE REQUESTED DOCUMENTS LOCATED ON PROJNET
WITH ACCESS INFORMATION (TEMPORARY PASSWORD) PROVIDED IN THE
SAME AMENDMENT THAT INCLUDES THESE RFIs.
5. SOW requires that ADA items to be addressed include “access to the
Machine Room and Elevator Pit”. Is it the intent that any existing entrance stairs to machine rooms which are not currently code compliant be modified/replaced? Existing floorplans may limit the ability to address all ADA access items at some locations. GSA
RESPONSE: DELETE ANY REFERENCES IN THE SCOPE OF WORK IN THE
SOLICITATION REGARDING RENOVATING THE STRUCTURE (INCLUDING
DOORWAY, STAIRWAYS, ETC.) TO ADDRESS ADA REQUIREMENTS IN OR
LEADING TO THE ELEVATOR MACHINE ROOMS AND ELEVATOR PITS.
6. What is the frequency of progress meetings required during the design phase of the project? Weekly/Bi-weekly/Monthly/Design Reviews? GSA RESPONSE:
PROGRESS MEETINGS SHALL BE HELD WEEKLY DURING THE ENTIRE PROJECT.
HOWEVER, THIS REQUIRMENT MAY BE RELAXED BY THE GOVERNMENT TO BI-
WEEKLY OR AS NEEDED IF THERE ARE NO ISSUES THAT CAN’T BE HANDLED
OUTSIDE THE WEEKLY PROGRESS MEETINGS, AND IF THERE IS SATIFACTORY
PROGRESS AS DEEMED BY THE GOVERNMENT.
7. In some of the machine rooms, there are significant non-elevator related systems (i.e. Core 2 machine room includes a significant kitchen exhaust fan and associated ductwork). Is the intent to ensure all of these systems are removed from the
Machine room, or will waivers be provided where it is not physically possible? An alternative approach would be for all bidders to exclude work associated with this requirement in the initial bid, identify all affected systems during the design survey, and provide the Government with the associated level of effort/costs for discussion during the design portion of the project. Please clarify. GSA RESPONSE: THE ELEVATOR
MACHINE ROOMS SHALL MEET CODE REQUIRMENTS. WORK IN OTHER MACHINE
ROOMS INCLUDEED INSTALLING WALLS AND “BOXING” AROUND EXISTING
UTILITIES AND FEATURES.
8. As the SOW is replacing most of the electrical equipment serving the existing elevators, what is the requirement for allowable elevator shut downs in the phasing of the project? Will one bank of elevators be allowed to be taken out of service while the associated work is done; are there elevators that must remain in service throughout construction, etc.? GSA RESPONSE: PHASING OF ELEVATORS TO BE
UPGRADED WHEN REMOVED FROM SERVICE SHALL BE IN ACCORDANCE WITH
THE PHASING / SEQUENCING PLAN IN THIS SOLITICITATION. ALL OTHER
ELEVATORS MUST REMAIN IN OPERATION. ANY EQUIPMENT THAT MUST BE
REPLACED OR ALTERED THAT IS NOT ASSOCIATED WITH THE ELEVATORS THAT
ARE OUT OF SERVICE, MUST BE REPLACED OR MODIFIED DURING OFF
HOURS (WEEKDAYS 6 PM TO 6 AM OR ON WEEKENDS) AND COORDINATED
WITH THE GOVERNMENT.
9. The SOW requires the replacement of existing sump pumps and associated electrical power. Are we to assume that the existing physical sump sizes/location are sufficient to meet current code requirements, or that new sump pits may have to be added to accommodate? GSA RESPONSE: IT APPEARS PUMPS ARE SUFFICIENT AS THEY
HAVE BEEN WORKING ADEQUATELY HOWEVER, PROVIDE NEW AS REQUIRED
BY CODE. ASSUME LOCATION AND SIZE OF PITS ARE ADEQUATE HOWEVER
CONFIRM DURING DESIGN THAT THEY MEET CODES AND REQUIREMENTS. SEE
THE SCOPE OF WORK FOR OTHER REQUIREMENTS RELATED TO THE PUMPS IN
THE SUMP PITS.
10. 8. It appears that both the routing of the electrical feeders within the courtyard, and modification of existing elevator lobbies, will have impact on historic materials. Is it anticipated that a 106 package be provided for review/approval of GSA
Historic Preservation professionals? GSA RESONSE: NO.
11. The SOW requires that new sprinkler systems be provided within the elevator machine rooms and hoist ways where none currently exist. Does the Government have more specific information as to existing locations nearby that have the capacity to accommodate these systems, or any additional information to clarify the extent of the fire protection work? GSA RESPONSE: SPRINKLER PIPING RISERS ARE LOCATED IN
ALL STAIRWAYS. ASSUME RISORS HAVE SUFFICENT CAPACITY HOWEVER
PROVIDE ALL CALCULATIONS DURING DESIGN TO CONFIRM THIS. MORE
INFORMATION ABOUT SPRINKLERS SYSTEMS WILL BE PROVIDED DURING THE
DESIGN PHASE FOR CALCULATION PURPOSES.
12. The Core 7 machine room walked during the site visit had a Siemens control panel, assumed to be for connection of machine room HVAC equipment to the building
BAS system. However, the existing machine rooms appear to only have local HVAC controls. Is it desired that the new HVAC equipment be locally controlled, or additionally connected into a building wide automation system? GSA RESPONSE: PROVIDE LOCAL
CONTROL AND CONTROL BY THE BUILDING WIDE AUTOMATION SYSTEM FOR
HVAC IN ELEVATOR MACHINE ROOMS.
13. Please provide a POC and contact information for the current HVAC, fire protection and fire alarm vendors supporting the existing building systems. GSA
RESPONSE: THE GOVERNMENT WILL COORDINATE WORK BY THE
CONTRACTOR AWARDED THIS PROJECT WITH VENDORS SUPPORTING THE
BUILDING SYSTEMS.
14. Please provide any additional requirements or current Government thoughts regarding the desired phasing/order of replacement of the elevators included in the SOW. GSA RESONSE: SEE PHASING / SEQUENCING PLAN IN PROJNET.

15. Please provide the number of elevators that can be taken down/worked on at a given time. GSA RESONSE: SEE PHASING / SEQUENCING PLAN IN PROJNET.

PROVIDED IN THE AMENDMENT ASSOCIATED WITH THE RESPONSE TO THIS RFI.
16. Will the crew be escorted at all times or will the contractors be able to get
State Department badges to escort their crews throughout the building? GSA
RESPONSE: THE GOVERNMENT WILL DETERMINE TYPE OF BADGING AND/OR
ESCORTS TO BE PROVIDED. CONTRACTORS WILL BE PROVIDED ACCESS TO
WORK AREAS TO PERFORM WORK.
17. Can you give specifics on the pathways from the elevator cabs to the generator that it needs to be tied into? Will we be able to anchor conduit to the surface of the building? GSA RESPONSE: THE EMERGENCY GENERATOR IS LOCATED ON
THE 2ND FLOOR ROOF NEAR THE SOUTHEAST CORNER OF THE BUILDING. ALL
WIRING AND CONDUIT MUST BE INSTALLED UNDER THE ELEVATED GRATE
FLOORING THE BELOW THE GENERATOR TO THE EXTERIOR OF THE BUILDING,
UP THE SIDE OF THE BUILDING APPROXIMATELY 8 FLOOR LEVELS AND ON THE
TOP OF THE UPPER-LEVEL ROOFS. FROM THERE THE CONTRACTOR UNDER
THIS CONTRACT SHALL DESIGN THE PATHWAY FOR THE WIRING AND CONDUIT
ACROSS THE UPPER-LEVEL ROOFS AND THROUGH MECHANICAL SPACE TO
THE ELEVATOR MACHINE ROOMS UNDER THIS CONTRACT. A COVER SHALL BE
INSTALLED OVER THE CONDUIT ON THE EXTERIOR WALLS OF THE BUILDING
AND BE OF THE SAME OF SIMILAR COLOR AS THE FAÇADE.
18. Can the substitute from the approved cab interior subcontractors be accepted and used on this project? GSA RESPONSE: PROVIDE WORK IN
ACCORDANCE WITH THE SOLICITATION SCOPE OF WORK REQUIREMENTS.
19. Will GSA be hiring the elevator consultant, or will that be on the general contractor have to retain their services? GSA RESPONSE: GSA WILL HAVE AN
ELEVATOR CONSULTANT REVIEWING DRAWINGS AN SUBMITALS AND
PROVIDING INSPECTIONS. CONTRACTOR IS REQUIRED TO PROVIDE
DOCUMENTS AND WORK THAT MEETS CONTRACT REQUIRMENTS.
CONTRACTOR TO PROVIDE ELEVATOR CONSULTING SERVICES AS NEEDED TO
PROVIDE DOCUMENTS, INSPECTIONS OF THEIR WORK, COMMISIONSING, ETC.
AND WORK AS NEEDED TO MEET CONTRACT REQUIEMENTS.
20. Can the working hours be (4) 10-hour days Monday thru Thursday? GSA
RESPONSE: YES
21. Will a staging area inside the building be provided as a part of this project?
GSA RESPONSE: SPACE IS VERY LIMITED IN THE BUILDING. A REASONBLE
AMOUNT OF SPACE WILL BE PROVIDED FOR STAGING AND SOME EQUIPMENT
AND MATERIALS PER PHASE. THE GOVERNMENT WILL DETERMONE WHAT IS A
REASONABLE AMOUNT OF SPACE. THE INTENT WOULD NOT BE SPACE FOR THE
ENTIRE PROJECT AND PRIMARILY WILL BE NEAR AND ASSOCIATED WITH THE
WORK FOR A GIVEN PHASE.
22. Do elevators run on emergency power? If so, is it automatic turnover. GSA
RESPONSE: YES, ELEVATORS SHALL OPERATE ON EMERGENCY POWER AND
TRANSFER SHALL BE AUTOMATIC.
23. How many cars can run on emergency power? GSA RESPONSE:
PROVIDE EMERGENCY POWER TO ELEVATORS TO MEET CODES. DURING
DESIGN PHASE THE POSSIBLITY OF ONLY HAVING ONE CAB EMERGENCY
POWER PER BANK CAN BE REVIEWED.
24. Do the hallway fixtures need to be flush or surface mounted? GSA
RESPONSE: CONTRACTOR WILL NEED TO DETERMINE THIS DURING DESIGN
AND TO MEET CODES, HISTORIC PRESERVATION REQUIRMENTS AND EXISTING
CONDITIONS. IN GENERAL, NEW FIXTURES IN THE ELEVATOR LOBBIES ARE
FLUSH.
25. Can a crane be used to install the machine’s for cars 29 & 30? GSA
RESPONSE: CRANES CAN BE USED FOR ANY PORTION OF THE WORK ON THE
PROJECT AND CONTRACTOR MUST OBTAIN ALL APPROVALS NECESSARY TO
USE A CRANE. USE OF CRANES MUST BE COORINATED WITH THE GOVERNMENT
WELL IN ADVANCE. SETUP, USE AND DEMOBILIZATION OF CRANES MUST BE
PERFOMED DURING OFF HOURS.
26. Will be temporary or permanent parking be provided for company vehicles near the entrance to the building so subs have access to tools and misc. equipment?
GSA RESPONSE: NO.
27. Is a third-party inspector required? If so, who will contract them the GC or
GSA? GSA RESPONSE: GSA WILL HAVE AN ELEVATOR CONSULTANT
REVIEWING DRAWINGS AN SUBMITALS AND PROVIDING INSPECTIONS.
CONTRACTOR IS REQUIRED TO PROVIDE DOCUMENTS AND WORK THAT MEETS
CONTRACT REQUIRMENTS. CONTRACTOR TO PROVIDE ELEVATOR
CONSULTING SERVICES AS NEEDED TO PROVIDE DOCUMENTS, INSPECTIONS
OF THEIR WORK, COMMISIONSING, ETC. AND WORK AS NEEDED TO MEET
CONTRACT REQUIEMENTS. CONTRACTOR TO INSPECT WORK IN PROGRESS
AND ADVISE WHEN WORK IS READY FOR FINAL INSPECTION BY THE
GOVERNMENT.
28. On pg. 3 of the SOW, it talks about the building FMS. I believe this stands for Fire Management System, but can you please clarify? GSA RESPONSE: FMS ON
PAGE 3 OF THE PHASE 2 ELEVATOR SCPE OF WORK DATED JANUARY 25, 2017
REFERS TO FACILITY MANAGEMENT SECTION OF THE DEPARTMENT OF STATE
IN THE TRUMAN BUILDING.
29. The SOW states that we are to match the interior cab from phase 1b/1c.
Can you please provide specs for the cab interior upgrades from phase 1b/1c? GSA
RESPONSE: SEE PHOTOS AND DOCUMENTS IN PROJNET FOR INFORMATION
REGARDING CABS INSTALLED FOR PHASE 1C PROJECT.
30. Will continuing maintenance of the equipment included in the facility be made part of this solicitation? GSA RESPONSE: SEE REQUIREMENTS IN THE
SOLICITAION FOR MAINTENANCE REQUIREMENTS.
31. Will OEM controls be allowed that meet the intent of the non-proprietary requirement; specifically ThyssenKrupp TAC32. Product support documents are attached. GSA RESPONSE: NO.
32. Phase 2 Elevator Upgrade Scope Document – Elevator Doors: Furnish and install steel entrance doors and frames for Elevators….at each floor. Specification Section
14220 – Traction Elevators – Several of the elevators (14, 23, 29, 30, 31, 43, 44, 45) do not include entrance replacement in the scope. Please verify which document takes precedence. Removal of the entrances will create additional noise, dust, cost, and potential damage to the historical lobby marble. Is replacing the door panels while retaining the frames acceptable? GSA RESPONSE: DELETE ALL REFERENCES TO
REMOVE FRAMES AT HOISTWAY OPENINGS. PROVIDE NEW FRAME CLADDING /
COVERING FOR ALL HOISTWAY FRAMES.
33. Phase 2 Elevator Upgrade Scope Document – Passenger Elevator Cab
Interiors – This section provides a description of the cab interior finishes. Specification
Section 14220 – Traction Elevators – The car enclosure – Please confirm if the cab shells are to be replaced or only the interiors. GSA RESPONSE: CABS SHELLS SHALL BE
REPLACED.
34. Specification Section 14220 – Traction Elevators – Please confirm if the deflector and or 2:1 sheaves are to be refurbished or replaced. GSA RESPONSE:
REPLACE DEFLECTORS AND SHEAVES.
35. Specification Section 14220 – Traction Elevators – Is it permissible to adapt the new safeties to the existing slings and platforms of elevators 15-22, 24-28, 43? GSA
RESPONSE: YES.
36. Phase 2 Elevator Upgrade Scope Document – Additional Scope – This section requires the Contractor to provide preventative maintenance service starting from the notice to proceed. Does the Government have any special maintenance requirements other than those listed in the document? GSA RESPONSE: SEE RESPONSE TO
QUESTION 30.
37. Is it permissible to renovate more than one elevator at a time in a bank of elevators? GSA RESPONSE: PERFORM WORK IN ACCORDANCE WITH THE
PHASING PLAN.
38. Regarding Evaluation Factor II Past Experience, will the experience of teaming subcontractors be permitted to meet the requirements? We have seen this with many federal solicitations, allowing for expanded Small Business competition to bring value to the government. GSA RESPONSE: NO
39. Regarding Evaluation Factor III Past Performance, will CPARS be permitted in lieu of Past Performance Questionnaires? This would alleviate the burden on contracting officers. GSA’S RESPONSE: NO CPARS ARE PERMITTED BUT NOT
PAST PERFORMANCE QUESTIONNAIRES ARE REQUIRED).
40. For the Harry Truman Elevator Modernization Project, may we use
CPARS for our Past Projects or Past Performance questionnaires that have been previously filled out for other submissions? GSA RESPONSE: NO
41. Who is the existing sprinkler company that services the building? GSA
RESPONSE: THE GOVERNMENT WILL COORDINATE WORK BY THE
CONTRACTOR AWARDED THIS PROJECT WITH VENDORS SUPPORTING THE
BUILDING SYSTEMS.
42. Who is the existing HVAC company that services the existing equipment?
GSA RESPONSE: THE GOVERNMENT WILL COORDINATE WORK BY THE
CONTRACTOR AWARDED THIS PROJECT WITH VENDORS SUPPORTING THE
BUILDING SYSTEMS.
43. Are split type HVAC systems a requirement to replace the existing split type? GSA RESPONSE: PROVIDE WORK TO MEET CODES.
44. In Machine room #32-#35, shown as an example, were the outdoor condensing units air cooled or water cooled? Outdoor units were not shown. Are they located on the adjacent roof? GSA RESPONSE: TYPE OF CONDENSING UNITS CAN
BE DETERMINED DURING SURVEY / DESIGN PAHSE. CONDENSING UNITS ARE
TYPICALLY LOCATED OUTSIDE THE MACHINE ROOMS ON THE ROOF ADJACENT
TO THE ELEVATOR MACHINE ROOMS.
45. Machine room #45 (Library) - can the new HVAC unit be self- contained as access to outdoor condensing unit is not possible as well as it being a secured area. GSA
RESPONSE: THE NEW HVAC UNIT FOR THE ELEVATOR THAT SERVES THE
LIBRARY CAN BE A SELF-CONTAINED UNIT IN THE ASSOCIATED ELEVATOR
MACHINE ROOM.
46. MR 14-17; 18-22 ; 24-28 ; 29-31: The scope addresses partitions being built to separate the machine rooms and the HVAC scope references demoing the computer room HVAC units. There is no mention to replace the computer room(s) HVAC?
Is it the intention that the computers will remain in one of the new machine rooms, therefore, the computers will be in a conditioned space as a result of the new machine room HVAC? GSA RESPONSE: ANY ACTIVE HVAC UNITS FOR COMPUTER ROOMS
SHALL REMAIN. HOWEVER, WALLS TO SEPARATE EQUIPMENT IN ORDER TO
MEET CODE FOR EQUIPMENT THAT IS NOT ALLOWED IN ELEVATOR MACHINE
ROOMS. ANY HVAC UNITS THAT HAVE BEEN ABANDONED IN PLACE CAN BE
DEMOLISHED AS NEEDED TO PROVIDE SPACE FOR NEW ELEVATOR
EQUIPMENT.
47. What is the schedule for taking elevators out of service during the project?
Will more than one elevator be taken out of service at a given time? GSA RESPONSE:
PERFORM WORK IN ACCORDANCE WITH THE PHASING / SEQUENCING PLAN IN
PROJNET.
48. Service elevators - 23, 14 and 31: What flooring will be installed in these cars? GSA RESPONSE: ALL SERVICE ELEVATORS SHALL HAVE NEW NON-
REFLECTIVE DIAMOND STEEL PLATE FLOORING.
49. Hoistways/top of the elevator shaft: Elevator 14,15-17; 18-23; 31 - If installation of a sprinkler at the top of the hoistway is not a requirement for inspection, will it still be a requirement of the project? GSA RESPONSE: PROVIDE SPRINKLERS IN
ACCRODANCES WITH CODES AND REQUIREMENTS IN THIS SOLICIATION.
50. Due to the scope of work described for the refurbishment of the four
GEARED MACHINES (Section IV, page 89) and Covid difficulties; is it possible for the gearboxes to be removed and refurbished in a repair facility? GSA RESPONSE:
PROVIDE WORK IN ACCRODANCES WITH REQUIREMENTS IN THIS SOLICIATION.
51. GSA RESPONSE: VOID - THERE IS NO QUESTION 51.
52. What material are the cab sills? GSA RESPONSE: SEE PHOTOS IN
PROJNET OF CABS WITH NEW SILLS INSTALLED BY THE PHASE 1C PROJECT.
53. Rigidized stainless is mentioned but no pattern. What pattern? GSA
RESPONSE: COORDINATE PATTERN DURING DESIGN.
54. Is anything being done with the hoist way entrances for elevator 45? It's a swing door, so probably a painted frame? GSA RESPONSE: REPLACE ENTRANCE
WITH AUTOMATIC SLIDE DOORS THAT MEET CODE.
55. The handrails for the passenger cabs has bar and tube mentioned in the spec. The drawings show bar. Which is it? GSA RESPONSE: DELETE REFERENCES
TO PROVIDING TUBE TYPE HANDRAILS AND PROVIDE ALL NEW BAR
TYPE HANDRAILS.
56. Sound deadening is not mentioned. Is it safe to assume no sound deadening? GSA RESPONSE: PROVIDE WORK IN ACCORDANCE WITH
REQUIREMENTS IN THIS SOLICIATION.
57. Car top railing. Not mentioned, but there are several shared hoist ways.
Which elevators are to get car top railings? GSA RESPONSE: ALL ELEVATORS SHALL
HAVE CAR TOP RAILINGS.
58. Passenger cab flooring is tile. Do we have to include that? GSA
RESPONSE: PROVIDE NEW CERAMIC FLOOR TILE IN ALL ELEVATOR CABS
EXCEPT FRIEGHT / SERVICE CABS. SEE DOCUMENTS IN PROJNET FOR TYPE OF
TILE USED IN THE PHASE 1C PROJECT.
59. Service cab flooring is not mentioned. What type of flooring do they get?
GSA RESPONSE: PROVIDE NEW NON-REFLECTIVE DIAMOND STEEL PLATE

If a best value subcontractor for a key trade applicable is not a small business, then offerors would be forced to select a higher price or a lower value in order to score higher or score at all in response to Factor IV. This would be to the government's detriment. This type of Factor requirement is therefore usually reserved for projects with broader scopes.

Each elevator machine room is provided with a separate elevator smoke detection control panel which monitors smoke detectors, heat detectors, and waterflow/tamper devices. Scope should include the provision of all new elevator smoke detection control panels, smoke detection, heat detection, and sprinkler monitoring as required per the latest requirements of IBC, NFPA
72, NFPA 13, and ASME A17.1. Elevator smoke detection control panels shall be
"Notifier" and shall be compatible with the existing base building fire alarm system, such that a single manufacturer is provided for all fire alarm equipment in the building. Elevator smoke detection control panels shall be monitored by the base-building fire alarm system, and not part of the system network configuration.
88. Please confirm that the existing generator configuration meets the required runtime per ASME 17.1. What is the fuel tank capacity of the existing generator? GSA

It is our interpretation that the intent is to isolate the emergency power loads to this generator E-

94. Does the government have an intended location for the new emergency switchgear? Is there flexibility for the new gear location or are there any other projects that would remove existing equipment which would allow space for the new switchgear?
Space appears to be very limited for the required equipment. GSA RESPONSE: THE
LOCATION OF EQUIPMENT FOR THE NEW EMERGENCY SWITCHGEAR HAS NOT
BEEN DETERMINED AND SHALL BE COORDINATED DURING THE DESIGN. IT

UNDER THIS PROJECT.
95. Is the contractor required to install rigid or EMT conduit for the new conduit runs? It appears that newer conduit runs in the facility are EMT with compression fittings.
GSA RESPONSE: Inside the building, Electrical Metallic Tubing (EMT) with STEEL setscrew (or compression if desired) fittings is required. Outside the building, Rigid
Metallic Conduit (RMC) is required. However, if 2-hour, fire resistive cable is installed outside from Generator 17, the electrical engineer on the design team to be provided under this contract may determine that only EMT is used to comply with the UL Listing of the fire resistive cable.

120. The scope of work for the elevator entrance frames and door panels of elevator #45 is not identified. Please confirm that the entrance frames and door panels are to be retained. GSA RESPONSE: REPLACE ENTRANCE WITH AUTOMATIC SLIDE
DOORS THAT MEET CODE. PROVIDE ANY NEEDED FRAMES AND FRAME COVER
TO MATCH NEW SLIDE DOORS.
121. Per the directive of SOW 100% (Additional Scope/Special Operations) reference a mechanical time clock to operate the express features of the specified elevators. For bidding purposes, product information for the mentioned mechanical clock will need to be provided in order to provide accurate design pricing for this RFP. GSA
RESPONSE: PROVIDE TIME CLOCK THAT WILL BE CONTROLLED LOCALLY IN THE
MACHINE ROOMS AND BY THE ELEVATOR CONTROL SYSTEM.
122. There is no mention of scope intent in the SOW regarding the existing elevator overhead, counterweight or cartop sheaves. Please provide scope intent clarification. Confirm whether these sheaves will be retained, refurbished, or replaced with new. GSA RESPONSE: PROVIDE ALL NEW SHEAVES.
123. The bid documents reference under specification 2.01.B (additional features) to remove the existing sling and platforms and provide new sling and platforms on the following elevators 15,16,17,18,19,20,21,22,24,25,26,27,28 &43, but provide no directive to the scope of work pertaining to the slings and platforms of elevators
14,23,29,3031,44 or 45. As well there is no mention of the slings and platforms work scope in the SOW 100% bid document. Confirm that the actual intention of the building owner is to replace the elevator sling and platforms on elevators
15,16,17,18,19,20,21,22,24,25,26,27,28 & 43 and to retain the sling and platforms on elevators 14,23,29,3031,44 & 45. Note that the existing sling and platform observed on the site visit appears to be in good condition. GSA RESPONSE: ALL CAR SLINGS CAN
BE REUSED. ALL PLATFORMES CAN BE REUSED EXCEPT IF DAMAGED
WHEN REMOVING FLOOR FINISHES OR PERORMING OTHER WORK UNDER

124. Please clarify the design intent for the elevator hall fixture finishes. GSA
RESPONSE: FIXTURES AND FIXTURE COVERS ASSOCIATED WITH ELEVATORS
IN ELEVATOR LOBBIES SHALL BE NEW. SEE SCOPE OF WORK FOR DESCRIPTION
OF FIXTURES AND FINISHES AND PHOTOS IN PROJNET.
125. Please clarify the delivery process/procedures for the contractor at the loading dock. GSA RESPONSE: ALL DELIVERIES MUST BE SCHEDULED IN
ADVANCE AND INCLUDE INFORMATION ON VEHICLE AND DRIVER.
126. Please confirm that all fire alarm panels serving elevators are to be left within the machine room spaces. GSA RESPONSE: Elevator fire alarm smoke detection control panels and all appurtenances for elevator interface shall be replaced. Smoke detection control panel shall be located in the elevator machine room. Elevator smoke detection control panels shall be "Notifier" and shall be compatible with the existing building fire alarm system, such that a single manufacturer is provided for all fire alarm equipment in the building. Elevator smoke detection control panels shall be monitored by the base-building fire alarm system, and not part of the system network configuration.
127. Please provide locations of the fire alarm amplifiers for bidding purposes.
GSA RESPONSE: Amplifier transponder panels are provided in closets on each floor in each quadrant of the building.
128. Please clarify the intent for elevator lobby lighting requirements. GSA
RESPONSE: PROVIDE LIGHTING TO MEET CODE.
129. Please define the scope for the elevator lobby barricading (if required). GSA
RESPONSE: PROVIDE SAFETY MEASURES AS REQUIRED BY CODE AND DESIGN.
130. Please confirm non-proprietary elevator equipment is required. GSA
RESPONSE: SEE THE SCOPE OF WORK IN THIS SOLICITION FOR ANY
REQUIREMENTS OF EQUIPMENT, MATERIALS AND SYSTEMS TO BE USED IN THE
PROJECT.
131. Please confirm if any of the hoistways are pressurized. GSA RESPONSE:
NO EXISITNG HOISTWAYS ARE PRESSURIZED.
132. Does the government have an intended phasing plan for this project? Can one (1) elevator from each group be modernized at the same time? GSA RESPONSE:

133. Please provide clarification of the scope required for CLIN 0002 on the
SF1442. The provided asbestos reports appear to contain data for areas of the building not included within this project. Will the contractor be responsible for the costs of actual abatement or only the testing, identification, and design drawings showing locations of hazardous materials within extend of affected areas? GSA RESPONSE: REMOVE, HANDLE, DISPOSE AND ABATE ANY HAZARDOUS MATERIALS IDENTIFIED IN THE
INFORMATION INCLUDED IN THIS SOLICITATION THAT MAY BE DISTURBED OR
NEEDS TO BE REMOVED IN ORDER TO PERFORM WORK UNDER THIS
CONTRACT.
