Subject: Request for Proposal: 47PM0120R0008 Design-Build Granite Façade Robert C.
Weaver HUD (Department of Housing and Urban Development), located at 451 7th Street SW, Washington DC 20410
The General Services Administration requests a proposal to perform the design-build services for the subject project. Please note the following items that apply to this solicitation:
1. Work will be performed in accordance with the attached statement of work
“Robert C. Weaver HUD (Department of Housing and Urban Development) Granite Façade” dated January 4, 2020.
Wage Rate Requirement (Construction), formerly known as the Davis-Bacon Wage Decision, Number DC20200002, dated June 26, 2020 (or its update, if any, at the time of award), will be incorporated and made a part of any resultant contract (see attached).
2. The contractor shall begin performance within 10 calendar days and complete it within 1130 calendar days after receipt of the full Notice to Proceed.
3. Performance and payment bonds will be required no later than 10 calendar days after contract award.
4. A bid bond will be required with submission of proposal.
5. A pre-proposal conference will be conducted on July 8, 2020 at 2:00 PM EST.
This will be a virtual meeting to discuss the statement of work before potential offerors visit the site. All disciplines necessary for the complete generation of the proposal package shall be present at this virtual meeting. Interested vendors shall submit their attendees names and email addresses to michele.appello@gsa.gov no later than Monday, July 6, 2020, in order to receive the invitation to the meeting.
6. Questions as a result of the pre-proposal conference or site visit shall be submitted in writing to michele.appello@gsa.gov, NO LATER THAN Friday, July 17, 2020, 4:00 p.m. EST. Answers to all questions received will be included in an amendment to the solicitation.
7. Offer acceptance is 120 calendar days after the date offers are due.
8. Liquidated damages for this project will be $1,501.00 per calendar day.
9. Offeror shall submit both a price proposal and a technical proposal according to the requirements in the solicitation. A bid sheet is provided in the solicitation.

Your proposal (technical and price) must be received by this office no later than Friday, August 14, 2020, 4:00 PM EST in order to be considered responsive. I. General Information
I.A. The Solicitation and Contract
(1) This Solicitation sets forth requirements for proposals for a Contract to construct the Project described in the Solicitation Documents. Proposals conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein. The Government will award the Contract to the selected Offeror, subject to the conditions set forth herein.
(2) Neither the Solicitation nor any part of an Offeror's proposal shall be part of the Contract except to the extent expressly incorporated therein by the Contracting Officer.
(3) The Offeror's proposal submitted in response to this Solicitation shall constitute a firm offer.
No contract shall be formed unless and until the Contracting Officer has countersigned the SF 1442 submitted by an Offeror, and delivered to the Contractor a copy of the SF 1442 with original signatures together with the Agreement reflecting the Offeror's proposed prices.

I.F. FAR 52.228-1 Bid Guarantee (Sep 96)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds—
(1) To unsuccessful bidders as soon as practicable after the opening of bids; and
(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.
(c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less.
(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed

7/7/2020 bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

(1) The clauses at FAR 52.236-2, Differing Site Conditions, and FAR 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, Offerors are urged and expected to inspect the site where the work will be performed.
(2) A formal in-person site visit will NOT be held. Interested offerors may visit and view the site at any time, as it is completely on the exterior of the Robert C. Weaver (HUD) federal building.

II.B. Proposal Format
Technical and Price Proposals shall be submitted electronically, via email, to the Contract
Specialist and the Contracting Officer. All offers shall include a detailed cost breakdown on the attached BID SPREADSHEET.
II.C. Price Proposal
(1) Contents
The Price Proposal shall consist of the SF 1442 and the Agreement, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the Agreement. Indicate the Base Contract Price, or if no such distinction is made, the Contract Price, in Block 17 of the SF 1442, which must be fully executed by the Offeror.
(2) Qualifications, Exclusions and Conditions
If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.
(3) Additional Proposal Requirements
Price proposal shall be submitted on the BID SPREADSHEET provided.
Offers not submitted on this form will be considered non-responsive.
Offers that do not include complete responses to all technical evaluation factors will be deemed non-responsive.
II.D. Technical Proposal
The Technical Proposal shall include the information requested below for the non-price factors described in Section VI.
Technical proposals will be evaluated independently of the price proposal. The Non-Price factors will be rated individually using a numerical rating scale (see forms attached and
Section 3.1.2.Duties of the SSEB). The numerical ratings will then be multiplied by a percentage weight representing the importance of each factor.
The resultant weighted scores will then be added to come up with the proposal's total technical score.
A consensus rating will be reached for ranking each proposal by all evaluators. In order to reach a proper mutuality of the panel, significant differences among the ratings for any offeror must be discussed and resolved based on the actual written content of the proposal in question.
The following non-price evaluation factors are listed in descending order of importance:

1) Experience, Weight: 35%
2) Key Personnel, Weight: 30%
3) Management Approach, Weight: 20%
4) Past Performance, Weight: 15%
1) FACTOR A: Experience (Weight 35%):
This factor considers the extent of the Offeror’s past experience as a firm in providing similar construction services.
The Offeror must demonstrate successful experience as a General Construction (GC)
Contractor or Masonry Subcontractor responsible for the construction of three (3) “similarly complex” projects substantially completed within the past eight (8) years from the date of solicitation. A minimum of two (2) of the project must have been Design/Build projects where the Offeror was the Design/Builder. Projects shall be considered “similarly complex” if they meet at least five (5) of the following characteristics:
1. Project involved exterior restoration of a comparably sized structure;
2. Project was performed on an occupied and functioning building;
3. Project included historic restoration and repair of a building listed or eligible to be listed on the National Register of Historic Buildings;
4. Project included masonry repairs;
5. Project included Hazardous Material abatement.
6. The total project construction cost at award of the construction contract(s) was at least $8 million.
7. Project was located in a prominent location with busy adjacent pedestrian access and possessed similar challenges in staging materials and site access.

For each project offered under this evaluation factor, the Offeror must include the information below:

Evaluation Criteria: This factor will evaluate the past experience of the firm to determine whether they have experience on three (3) “similarly complex” projects that were substantially completed within the last eight (8) years and meet at least five (5) of the above similar characteristics. Offerors will be rated more favorably for projects that are most similar in nature to the project defined in the scope of work.
Acceptability Standard: This factor will be evaluated based upon the Offeror’s written response to the RFP. However, the Government reserves the right to contact references under this evaluation factor to verify the scope of the project offered. If the Offeror materially misrepresents information relating to its experience, the Contracting Officer may reject the proposal.
Standard for Excellent:
The standard is met when the Offeror submits four (4) Similar Projects and at least two (2) of the projects meet 6 of the 7 similar project criteria. The Offeror must have been the
Design/Builder for at least 2 of the proposed projects. There are no weaknesses.
Standard for Good:
The standard is met when the Offeror submits either three (3) Similar projects where two (2) of the projects meets 6 of the 7 similar project criteria, or when the Offeror submits four (4)
Similar projects. The Offeror must have been the Design/Builder for at least 2 of the proposed projects. There are no significant weaknesses.
Standard for Acceptable:
The standard is met when the Offeror submits 3 similarly complex projects of which the Offeror was a Design/Builder for at least 2 of the proposed projects. There are no significant weaknesses and may contain minor/correctable weaknesses.
Standard for Unacceptable:
The response lacks essential information to substantiate the data presented to the extent that the criteria/requirements can only be met with major changes to the proposal. And/or the response contained one or more deficiencies.
2) FACTOR B: Key Personnel (Weight 30%)
Offerors shall submit a resume for each Key Personnel identified below. The resume shall not exceed two pages per person. Resumes should include the extent each key personnel worked together with the other proposed key personnel on similar projects, length of employment with the proposing firm, similar experience as defined in Factor A -
Experience; licenses; degrees; and applicable credentials which speak to the qualifications criteria for the positions:
1) Project Manager
2) Superintendent
3) Quality Control Manager
4) Structural Engineer
5) Historic Architect/Conservator
The Government will consider the extent to which the Offeror’s key personnel have worked together, as well as consider their previous education, credentials, project experience, training, and additional qualifications for the roles they are proposed to fill for the Project.
Submittal Required by Offeror:
The Offeror must provide a Resume that includes the following bulleted information below for each of the above stated Key Personnel and shall provide information that shows the proposed Key Personnel’s experience meets the minimum qualifications stated below.
Name and title
Similar project descriptions and roles the individual played on that project with sufficient information to determine that the projects meet the Similar Projects criteria as defined in Factor A. Experience.
Name of firm with which associated
Years of experience with this firm (in the key personnel’s field of expertise/discipline) and years of experience with other firms (in the key personnel’s field of expertise/ discipline)
Education degree(s), year, and institution
Active professional registration, year first registered, if applicable
Other experience and qualifications relevant to same/similar work required under this contract List of projects in which the individual has worked to include Name of project(s) and project location(s)
Resumes for each position are limited to two (2) pages.
Submit a matrix indicating staff members occupying the positions listed above have experience on the most relevant projects submitted in Evaluation Factor A.
The Government reserves the right to obtain and consider information from references other than those given by the Offeror.
Each resume shall include two (2) references. Include in the resume 1 to 2 sentences why this person is qualified and a “good fit” for the proposed position. Each resume shall include extent of availability to the project.
The Project Manager shall have all of the following:
a. Education: Graduation from an accredited undergraduate program with a Bachelor of Science Degree in Engineering, Architecture, Construction Management, or a similar field of expertise;
b. Project Experience: At least 7 years project management experience and experience on 2 similar projects as defined in Factor A. Include at least two sentences defining the roles & responsibilities of the proposed Project Manager for each similar project. Note: Appropriate experience may be substituted for education and credentials. Appropriate experience is 10 years of Project Management experience in lieu of the Education requirement.
c. Training: Certification of completion, within the last three (3) years, OSHA 30 HR Construction Safety & Health Course or equivalent training.
Additional Qualifications: The Offeror may provide any additional qualifications regarding this individual.
The Superintendent shall have all of the following:
a. Education: Graduation from an accredited undergraduate program with Bachelor of Science Degree in Engineering, Construction Management, a similar field of expertise, or a higher level trade specific technical certification; Note: Appropriate experience may be substituted for education and credentials.
b. Project Experience: At least 10 years field construction superintendent experience and experience on 2 similar projects as defined in Factor A.
Include at least two sentences defining the roles & responsibilities of the proposed Superintendent for each similar project. Note: Appropriate experience may be substituted for education and credentials. Appropriate experience is 15 years of Superintendent experience in lieu of the Education requirement.
c. Training: Certification of completion, within the last three (3) years, OSHA 30 HR Construction Safety & Health Course or equivalent training.
Additional Qualifications: The Offeror may provide any additional qualifications regarding this individual.
The Quality Control Manager shall have all of the following:
a. Education: Graduation from an accredited undergraduate program with a Bachelor of Architecture, Bachelor of Science Degree in Engineering, Construction Management, or a similar field of expertise;
b. Project Experience: At least 5 years Quality Control experience on at least two (2) similar projects as defined in Factor A. Include at least two sentences defining the roles & responsibilities of the proposed Quality Control Manager for each similar project. Note: Appropriate experience may be substituted for education and credentials; Appropriate experience is 10 years of Quality Control experience.
c. Training: Certification of completion, within the last (3) years, OSHA 30 HR Construction Safety & Health Course or equivalent training; Additional Qualifications: The Offeror may provide any additional qualifications regarding this individual.
d. Credentials: Further consideration will be given to Offerors whose Quality Control Manager is a registered Professional Architect (R.A.) and/or Professional Engineer (P.E.) or C.Q.M. for Contractors Course Certification;
The Structural Engineer shall have all of the following:
a. Education: Structural Engineering or Civil Engineering Bachelor degree with emphasis in the Structural Engineering field
b. Project Experience: At least 15 years of experience as a Structural Engineer on at least two similar as defined in Factor A, with 10 years of experience as the lead, licensed Structural Engineer. Include at least two sentences defining the roles & responsibilities of the proposed Structural Engineer for each similar project.
c. Credentials: Professional PE License in the District of Columbia
The Historic Architect/Conservator shall meet the Secretary of the Interior’s Professional
Qualifications Standards and have the following:
a. Education: Bachelor Degree in relevant field to Architecture, Engineering, and/or Construction
b. Project Experience: A minimum of 10 years full-time professional experience as a Historic Architect/Conservator working on the evaluation, documentation, and treatment of various building materials and conditions.
At least 10 years of experience as a Historic Architect/Conservator on at least two similar projects as defined in Factor A. Include at least two sentences defining the roles & responsibilities of the proposed Historic Architect/Conservator for each similar project.
c. Credentials: Further consideration will be given to Offerors whose Historic Architect/Conservator holds professional credentials and licenses.

Procedure for Evaluation:
The evaluators will assess the resumes. The Key Personnel will be evaluated for the requisite education, experience, and certifications to satisfactorily perform the functions required by the positions proposed. The more years of experience, relevant higher education, and relevant certifications, the more qualified the individual will be perceived to be for the position proposed.
Standard for Excellent:
The Project Manager has experience on three (3) similar projects as defined in Factor A.
The resume includes two sentences that demonstrate that the Project Manager held a
Project Manager role or conducted Project Manager tasks on those similar projects. The
Project Manager must have 10 years of Project Management experience. The Project
Manager holds a Bachelor’s degree from an accredited undergraduate program with a
Bachelor of Science Degree in Engineering, Architecture, Construction Management, or a similar field of expertise. In lieu of meeting the education component, the Project Manager must have at least 15 years of Project Management experience in lieu of the Education requirement. The Project Manager must have completed, within the last three (3) years, OSHA 30 HR Construction Safety & Health Course or equivalent training.
The Superintendent has experience on three (3) similar projects as defined in Factor A. The resume includes two sentences that demonstrate that the Superintendent held a
Superintendent role or conducted Superintendent tasks on those similar projects. The
Superintendent must have 15 years of field construction superintendent experience. The
Superintendent holds a Bachelor’s degree from an accredited undergraduate program with a
Bachelor of Science Degree in Engineering, Architecture, Construction Management, or a similar field of expertise. In lieu of meeting the education component, the Superintendent must have at least 20 years of Superintendent experience in lieu of the Education requirement. The Superintendent must have completed, within the last three (3) years, OSHA 30 HR Construction Safety & Health Course or equivalent training.
The Quality Control Manager has experience on two (2) similar projects as defined in
Factor A. The resume includes two sentences that demonstrate that the Quality Control
Manager held a Quality Control Manager role or conducted Quality Control Manager tasks on those similar projects. The Quality Control Manager must have 10 years of field Quality
Control Management experience. The Quality Control Manager holds a Bachelor’s degree from an accredited undergraduate program with a Bachelor of Science Degree in
Engineering, Architecture, Construction Management, or a similar field of expertise. In lieu of meeting the education component, the Quality Control Manager must have at least 15 years of Quality Control Management experience in lieu of the Education requirement. The
Quality Control Manager must have completed, within the last three (3) years, OSHA 30
HR Construction Safety & Health Course or equivalent training.
The Structural Engineer has experience on two (2) similar projects as defined in Factor A. The resume includes two sentences that define the Structural Engineer’s role on those similar projects. Architect/Conservator holds a professional license credential.
At least two (2) Key Personnel shall have worked together on two (2) projects submitted under Factor A, Experience.
Standard for Good:
This standard is met when:

Engineering, Architecture, Construction Management, or a similar field of expertise. In lieu of meeting the education component, the Quality Control Manager must have at least 10 years of Quality Control Management experience in lieu of the Education requirement. The
Quality Control Manager must have completed, within the last three (3) years, OSHA 30
HR Construction Safety & Health Course or equivalent training.
The Structural Engineer has experience on two (2) similar projects as defined in Factor A.
The resume includes two sentences that define the Structural Engineer’s role on those similar projects. The Structural Engineer must have 15 years of Structural Engineer experience, with at least 10 years as a licensed Structural Engineer. The Structural Engineer must hold a Structural Engineering or Civil Engineering Bachelor degree, and must hold a

At least two (2) Key Personnel shall have worked together on one (1) project submitted under
Factor A, Experience.

Manager must have completed, within the last three (3) years, OSHA 30 HR Construction
Safety & Health Course or equivalent training.

3) FACTOR C: Management Approach (Weight 20%)
The Management Approach is comprised of three items: (1) Organization Chart(s), (2)
Quality Control Plan, and (3) Risk Management Plan, each of which respond to the unique requirements of this project.
Submittal Required by Offeror:
1. Organization Chart (2 Pages) Provide a fully developed organization chart(s) for the GC Contractor team. The chart(s) must show how the Contractor is organized and must include at a minimum: Key
Personnel identified in Evaluation Factor II, organization of the Prime Contractor and major subcontractor functions. The chart(s) must show the relationships, roles, lines of authority and communications between organizations and key personnel. Limit of two (2)
11 x 17 pages.
2. Quality Control Plan (4 Pages) Provide a quality control plan tailored to the HUD GFR project. The plan must contain the
Offeror’s methodology for controlling quality, ensuring no damage or destruction occurs to the exterior façade, and ensuring all repairs will match historic in material, finish, color, dimensions and tooling. The quality control plan shall include a general description of the intended method of anchorage and construction. It should also provide details on how the method of construction will ensure adequate access to perform the repair work and inspections, while ensuring access to the building and overhead protection for pedestrians and property. Limit of four (4) pages.
3. Risk Management Plan (4 Pages) Provide a risk management plan for the project that explains how the various team members and subcontractors will work together, and the methodology and processes for managing project risks. The Risk Management Plan must address site logistics and constraints. The plan must identify risks to the project and strategies to mitigate each risk. Limit of four (4) pages.
Procedure for Evaluation:
The evaluators will review the Offeror’s plan to ensure that the proposed project organization is realistic and demonstrates a clear understanding for the scope and complexity of the project. The evaluators will review the Offeror’s plan to ensure each of the topics (i.e. Organization Plan, Quality Control Plan, and Risk Management Plan) are addressed with clarity and are tailored to the project scope as identified in the RFP. The evaluators will review the Offeror’s proposal to determine if the proposed organization is adequate for managing their subcontractors.
Standard for Excellent:
The standard is met when the Offeror submits a plan that demonstrates a clear understanding of the complexity of the work to be performed and the means to successfully complete a project of this magnitude under budgetary and time constraints. The Offeror must have addressed each of the topics in great detail in 1.
Organization Plan, 2. Quality Control Plan, and 3. Risk Management Plan with substantiation, detail, and preparedness. The Offeror must address all elements for each category described in each of the topics, providing details on how these elements will be applied to the HUD GFR project with a comprehensive, complete, and detailed approach that use industry-standard tools and methodologies in all areas. The Offeror identified risks associated with the HUD GFR project and proposed solutions that they would undertake in subjects related to the topics named in this Factor. The approach is responsive and highly effective, efficient, feasible, and practical. It contains several innovative and cost effective ideas. There are no weaknesses.
Standard for Good:
The standard is met when the Offeror submits a plan that demonstrates a clear understanding of the complexity of the work to be performed and the means to successfully complete a project of this magnitude under budgetary and time constraints. The Offeror must have addressed each of the topics in 1. Organization Plan, 2. Quality Control Plan, and 3. Risk Management Plan with substantiation and detail. The Offeror must address all elements for each category described in each of the topics, providing details on how these elements will be applied to the HUD GFR project with a comprehensive, complete, and detailed approach in all areas.
