PROJECT DESCRIPTION:
As defined in the Scope of Work, dated January 4, 2020, the work shall include, but not be limited to, design-build services for the Granite Façade Repairs of the NW, NE, and SE corners of the Robert C. Weaver (HUD) federal building.
This project is referred to as Phase 2. The project includes repairs to the remaining three granite façades of the Robert C. Weaver building including: Removing all stone panels and resetting them with a new anchoring system; structural and architectural concrete repairs;
complete repointing and re-sealing of the facade; miscellaneous granite panels crack repairs; kerf repairs; cleaning of the granite façade; installation of tie off anchors at each stair tower; repairs to the stair roof and flashing associated with the work as well as the use of scaffold and pedestrian protection and shoring on three corners.
Due to site limitations the stone panels will need to be transported off site to a secure facility until they can be repaired prior to being reinstalled on the building. To minimize disruption to the department of Housing and Urban Development and to work within site constraints, it is preferred that the work proceeds one corner at a time, although the contractor will be allowed to start erection of scaffold ahead of time to allow for a continuous work flow for the specialists attaching and removing the stone panels..
PURPOSE:
The purpose of this Pre-Proposal Conference is to afford the contractors and the Government representatives the opportunity to discuss and answer any questions or concerns you may have regarding the contract provisions and requirements for this project.

No oral statements made by a Government representative at this Pre-Proposal Meeting or at any Site Visit, nor any written record of such oral statements as may be made or furnished to the offeror will qualify or be deemed to have the effect of adding to, modifying, or otherwise varying from the written provisions of the Request for Proposal.
In the event the discussion or questions raised during a Site Visit or Pre-Proposal Meeting indicate a need to modify the Request for Proposal, an amendment to the solicitation will be issued in writing. Any amendment issued to the solicitation must be acknowledged in your response to the RFP.
In order to prevent unnecessary extension of the proposal due date, any questions you may have during, as well as following, this meeting must be submitted in writing by 4:00pm on Friday, Jul 17, 2020.
CONTRACTUAL PREVIEW:
a. CONTRACT TYPE: Firm-Fixed Price.
b. WAGE AND FRINGE BENEFITS: Contractors are to pay wage and fringe benefits according to the Davis-Bacon Act. The minimum wages and fringe benefits are set forth in the prevailing wage determination contained in the RFP. Offerors should not include in their proposal any price increases scheduled to take effect beyond the first year of performance.
c. PERIOD OF PERFORMANCE: The period of performance requires that the project shall be completed within 1130 calendar days of the issuance of the notice to proceed.
d. LIQUIDATED DAMAGES: $1,501/day
e. BONDING / INSURANCE REQUIREMENTS: After contract award and before the contract start date, the contractor must furnish the Contract Specialist with Payment and Performance Bonds, as well as a current Certificate of Insurance, listing the Government as an additional insured and meeting the requirements specified in this solicitation.
f. REQUEST FOR SENSITIVE BUT UNCLASSIFIED DOCUMENTS: This solicitation includes Sensitive But Unclassified (SBU) building information.
SBU documents provided under this RFP are intended for use by authorized users only. In support of this requirement, GSA requires offerors to exercise reasonable care when handling documents relating to SBU building information per the solicitation. The contractor and all subcontractors agree that they will abide by this agreement and will only disseminate Sensitive But Unclassified (SBU) building information to other authorized users under the conditions set forth above.
g. SUBCONTRACTING PLAN: A Small Business Subcontracting Plan, as required under FAR 52.219-9, is required to be submitted with offers.
