Delete in final version.] Retain this section if the project systems and equipment require an extensive formal training program for Government operating personnel, in excess of basic instructions for personnel as specified in Division 1 Section 017822 "Operation and Maintenance (O&M) Documentation." Coordinate that contractor/installer may be maintaining equipment for at least 1 to 3 years after Substantial Completion. Turnover to GSA’s O&M contractor may not happen till later. If so, provide training at the turnover date, not necessarily at Substantial Completion. This possibility is project specific and will require further editing by the project team. Coordinate with your Contracting Officers for the project and the O&M contractor and work with FMSP during the design phase if project team decides to delay turnover as noted above.
SECTION 018200 - DEMONSTRATION AND TRAINING
GENERAL
SUMMARY [GSA Team shall coordinate number of demonstration & training sessions with building operations & maintenance personnel (i.e. shift work requiring multiple training sessions).] This Section includes administrative and procedural requirements for instructing Government operation and maintenance (O&M) personnel, including the following:
Training to Government employees and its contracted O&M personnel must comply with the Federal Buildings Personnel Training Act (FBPTA) P.L.111-308. [GSA Team: review this law prior to completing the specifications; edit part A. accordingly.] Demonstration of operation, maintenance, and repair including preventive maintenance of systems, subsystems, and equipment.
Training in operation, maintenance, and repair including preventive maintenance of systems, subsystems, and equipment.
Demonstration and training video recordings. [Specify what is covered and for what purpose(s).] Related Requirements:
Retain subparagraphs below to cross-reference requirements Contractor might expect to find in this Section but are specified in other Sections.
Retain option in subparagraph below if Contractor is required to submit Project record and closeout documentation using COBIE.
Division 01 Section "Closeout Procedures" for preparation of Construction Operations Building information exchange (COBie) formatted closeout documentation including [transcripts and] digital video recordings of demonstration and training. http://www.buildingsmartalliance.org/index.php/projects/activeprojects/25 Divisions 02 through 49 Sections for specific requirements for demonstration and training for products in those Sections. [In their specific sections address proprietary systems (i.e. green roofs, wind generation, water recapture, photovoltaic, etc.) that have specific warranty & maintenance issues.] SUBMITTALS [Edit based on project scope and complexity.] Instruction Program: [Prior to training submit draft training materials for GSA review.] Submit outline of instructional program for demonstration and training, including a schedule of proposed dates, times, length of instruction time, instructors' names and credentials for each training module, and learning objective and outline for each training module.
At completion of training, submit complete training manuals for Government use.
Indicate proposed training modules demonstration and training video of on site training recordings for systems, equipment. In additional also include manufacturer-produced training videos on digital video discs (DVDs).
Video quality requirements to be specified by the contracting officer.
Acceptable content and technologies.
[Spec Writer: Specify latest and applicable requirements] Qualification Data: Contractor shall submit for approval facilitator and instructor qualifications that meet requirements identified in paragraph 1.3 Quality Control section below.
Attendance Record: For each training module, submit list of participants and length of instruction time.
Evaluations: For each participant and for each training module, submit results and documentation of performance-based test.
Retain the following paragraph if video media is required and edit to latest mediums.
Demonstration and Training on flash drive, CD (compact disc), or DVD (digital video disc). Submit [x] copies at end of each training module to the GSA Project Manager and Building Manager.
QUALITY CONTROL
Facilitator Qualifications: A firm or individual experienced in training or educating O&M personnel in a training program similar in content and extent to that required for this Project, and whose work has resulted in training or education with a record of successful learning performance.
Instructor Qualifications: A factory-authorized service representative, experienced in operational maintenance and repair procedures and training.
Pre-instruction Conference: The Contractor, facilitator and instructors shall conduct a conference at the Project site to review methods and procedures related to demonstration and training including, but not limited to, the following:
Edit the following.
Inspect and discuss locations and other facilities required for instruction.
Review and finalize instruction schedule and verify availability of educational materials, instructors' personnel, audiovisual equipment, and other facilities.
Review required content of instruction.
For instruction that must occur outside, review weather and forecasted weather conditions and procedures to follow if conditions are unfavorable.
COORDINATION
Coordinate instruction schedule with Government operations. Adjust schedule as required to minimize disrupting Government operations.
Coordinate instructors, including providing notification of dates, times, length of instruction time, and course content.
Coordinate content of training modules with content of approved emergency, operation, and maintenance manuals. Do not submit instruction program until operation and maintenance data has been reviewed and approved by the Government.
PRODUCTS
INSTRUCTION PROGRAM
Program Structure: Develop an instruction program that includes individual training modules for each building and related systems and for equipment not part of a system, as required by individual Specification Sections, and as follows:
Reference Material: Conduct training using final operation and maintenance data submittals. [Conduct training to include demonstration of operation and maintenance data within COBIE system.] Edit the following to suit project.
Training Modules: Develop a learning objective and teaching outline for each module. Include a description of specific skills and knowledge that participant is expected to master. For each module, include instruction for the following:
Basis of System Design, Operational Requirements, and Criteria: Include the following:
System, subsystem, and equipment descriptions.
Performance and design criteria if Contractor is delegated design responsibility.
Operating and repair standards.
Troubleshooting schematic Regulatory requirements.
Equipment function.
Operating characteristics.
Limiting conditions.
Performance curves.
Documentation: Review the following items in detail:
Emergency manuals.
Operations manuals.
Maintenance manuals.
Repair manuals Project Record Documents. Advise the government if they are not complete.
Identification systems.
Warranties and bonds.
Maintenance service agreements and similar continuing commitments.
Emergencies: Include the following, as applicable:
Instructions on meaning of warnings, trouble indications, and error messages.
Instructions on stopping.
Shutdown instructions for each type of emergency.
Operating instructions for conditions outside of normal operating limits.
Sequences for electric or electronic systems.
Special operating instructions and procedures.
Operations: Include the following, as applicable:
Startup procedures.
Equipment or system break-in procedures.
Routine and normal operating instructions.
Regulation and control procedures.
Control sequences.
Safety procedures.
Instructions on stopping.
Normal shutdown instructions.
Operating procedures for emergencies.
Operating procedures for system, subsystem, or equipment failure.
Seasonal and weekend operating instructions.
Required sequences for electric or electronic systems.
Special operating instructions and procedures.
Adjustments: Included but not limited to are the following:
Alignments.
Checking adjustments.
Noise and vibration adjustments.
Economy and efficiency adjustments.
Troubleshooting: Include the following:
Diagnostic instructions.
Test and inspection procedures.
Maintenance: Include the following:
Inspection procedures.
Types of cleaning agents to be used and methods of cleaning.
List of cleaning agents and methods of cleaning detrimental to product.
Procedures for routine cleaning Procedures for preventive maintenance.
Procedures for predictive maintenance.
Procedures for routine maintenance.
Instruction on use of special tools.
Repairs: Include the following:
Diagnosis instructions.
Repair instructions.
Disassembly; component removal, repair, and replacement; and reassembly instructions.
Instructions for identifying parts and components.
Review of spare parts needed for operation and maintenance.
EXECUTION
PREPARATION
Assemble educational materials necessary for instruction, including documentation and training. Assemble training modules into a combined training manual.
Set up instructional equipment at instruction location.
INSTRUCTION
Engage the facilitator to prepare instruction program and training modules, to coordinate instructors, and to coordinate between Contractor and the Government for number of participants, instruction times, and location.
Engage the instructors to instruct Government personnel to adjust, operate, and maintain systems, subsystems, and equipment not part of a system.
The Government will furnish Contractor with names and positions of participants.
Scheduling: Provide instruction at mutually agreed on times. For equipment that requires seasonal operation, provide similar instruction at start of each season.
Schedule training with the Government with at least 7 [__] days' advance notice.
Coordinate with any subject matter experts that the Government may provide.
Evaluation: At conclusion of each training module, assess and document each participant's mastery of module by use of an oral, written or demonstration performance-based test. Provide results to the Government.
Retain the following paragraph with subparagraphs if video (DVD, flash drive, etc. is required Delete part E if using 3.3 below..
Demonstration and Training video or other electronic media: Using a videographer, record each training module separately. Include classroom instructions and demonstrations, board diagrams, and other visual aids, but not student practice.
Record on high quality electronic media.
At beginning of each training module, record each chart containing learning objective and lesson outline.
Cleanup: Collect and remove used and leftover educational materials. Remove instructional equipment. Restore systems and equipment to condition existing before initial training use.
DEMONSTRATION AND TRAINING VIDEO RECORDINGS
Retain part A. if required.
General: Engage a videographer to record demonstration and training video recordings. Record each training module separately. Include classroom instructions and demonstrations, board diagrams, and other visual aids, but not student practice.
At beginning of each training module, record each chart containing learning objective and lesson outline.
Revise below to suit Project. GSA may have preferred format for file types based on equipment used by maintenance personnel.
Video: [Edit with latest video standards; format file type must be acceptable to GSA], on electronic media.
Electronic Media: Compact disc or DVD read-only format acceptable to GSA, with commercial-grade graphic label.
File Hierarchy: Organize folder structure and file locations according to Project Manual table of contents. Provide complete screen-based menu.
File Names: Utilize file names based upon name of equipment generally described in video segment, as identified in Project specifications.
Contractor and Installer Contact File: Using appropriate software, create a file for inclusion on the "Equipment Demonstration and Training" DVD that describes the following for each Contractor involved on the Project, arranged according to Project table of contents:
Name of Contractor/Installer.
Business Address.
Business Phone Number.
Point of Contact.
Email Address.
Recording: Mount camera on tripod before starting recording, unless otherwise necessary to adequately cover area of demonstration and training. Display continuous running time.
Film training session(s) in segments not to exceed 15 minutes.
Produce segments to present a single significant piece of equipment per segment.
Organize segments with multiple pieces of equipment to follow order of Project Manual table of contents.
Where a training session on a particular piece of equipment exceeds 15 minutes, stop filming and pause training session. Begin training session again upon commencement of new filming segment.
Light Levels: Verify equipment markings are clearly visible prior to recording. Furnish additional portable lighting as required.
Retain first two paragraphs below if required. Requirements may be more extensive than necessary for many projects. If GSA requires original video recording to be unmodified, retain first option in first paragraph below. Revise to suit Project.
Narration: Describe scenes on video recording by [audio narration by microphone while] [dubbing audio narration off-site after] video recording. Include description of items being viewed.
Transcript: Provide a transcript of the narration. Display images and running time captured from videotape opposite the corresponding narration segment.
Pre-Produced Video Recordings: Provide video recordings used as a component of training modules in same format as recordings of live training.
Retain paragraph below when Contractor is required to provide completed COBIE data files; coordinate with Division 01 Section "Closeout Procedures."
