Response given at Preproposal conference: When submitting your RFI, please also submit name(s) for access to the roof. We can provide photos of the existing roofs if HUD does not allow us to go on top. Response updated 7/25/20:

Photos of the roof have been provided in Amendment 001. Roof access is not available at this time..

Response given at Preproposal conference: The targeted award date is the end of the fiscal year, September 30, 2020. Ten days will be granted for the winning offeror to submit their bonds before NTP is issued. Each contractor may have a different phasing approach regarding the corners (i.e. demolition, etc.). The scope of work does not specify an approach so flexibility is permitted and thereby the construction start date is not specifically dictated.

Contract stipulates that noisy work to be done during between 7pm and 6am.

Was the drilling of stone anchors considered noisy work on Phase 1?

In general, no, but sometimes yes. Communication with HUD will be extremely important to alert them of the areas where potential noisy work is likely to occur and what can be done to remiediate the situation. GSA will facilitate this communication. The Offeror should assume all work can be done during regular hours, but if loud noise is generated the Government will request that limited activity move to off-hours or move to early morning activities. The Contractor will need to provide early notification to the GSA for potentially loud activities so that the GSA can coordinate with HUD. The Offeror should assume some amount of off-hour or early morning work on an as-needed basis.

Please let us know which construction activities were deemed to be noisy on

Phase 1 and had to be performed off hours.

Stone removal, stone reinstallation, roof work (drilling anchors) can potentially be noisy. These activities can be coordinated with end users (HUD) in advance so that they can be relocated to different areas, or telework. See comment #3.

Please confirm that Charcoal Black Granite as supplied by Cold spring Granite was the approved granite for stone replacements on phase.

Cold Spring was not used on Phase 1 as granite replacement wasn't utilized on phase 1. That is a potential supplier for Phase 2. Samples will be required to be submitted for matching the granite for this phase of the product.

6 Please confirm that photos of existing roof will be provided.

Yes. Photos were provided in Amendment 0001, which was posted to beta.SAM.gov on 7/17/2020

How can we arrange access to see the roof?

Is there an anticipated date for construction?

For salvaged stone removed from site, does it have to be stored in a bonded warehouse or can it be stored in an bonded/insured yard?

A bonded/insured yard is sufficient as long as the stones are protected from further damage.

Spec Section 020900.1.1.A.1 requires that preconstruction testing for lead based paint be performed. If lead base paint is found, will this be treated as an unforeseen site condition? Yes

9 Will Contractor be required to provide any trailer space for GSA? No

10 Will GSA require any testing to be performed on existing or new granite?

Petrographic analysis on granite was not needed. At this time, no testing on the existing granite is anticipated. Requirements for the new granite are included in the RFP.

11 Will a list of attendees be shared with everyone?

Yes. The attendee list is included in Amendment 0001, which was posted to beta.SAM.gov on 7/17/2020

Please reference page 15 of the solicitation “Factor A: Experience.”

Many projects of this type are not fully DB but have all the characteristics as listed. However, the exterior envelop, historic masonry and stone restoration and repair is specifically called out to be a “Delegated - Design/Build” for the general contractor to perform. Whereas the contractor must provide all survey investigation, engineering, design documents and restorative repair as with any

Design/Build project. Can this Design/Build project experience be used to meet the two (2) Design/Build projects?

Factor A: Experience must be addressed by projects where the Contractor was the D/B or CMc (CM at risk).

Please reference page 15 of the solicitation “Factor A: Experience.”

You require us to submit three projects that meet five of more of the following seven (7) characteristics:

1. Project involved exterior restoration of a comparably sized structure;

2. Project was performed on an occupied and functioning building;

3. Project included historic restoration and repair of a building listed or eligible to be listed on the National Register of Historic Buildings;

4. Project included masonry repairs;

5. Project included Hazardous Material abatement.

6. The total project construction cost at award of the construction contract(s) was at least $8 million.

7. Project was located in a prominent location with busy adjacent pedestrian access and possessed similar challenges in staging materials and site access.

You further require that “A minimum of two (2) of the projects must have been

Design/Build projects where the Offeror was the Design/Builder.”

You also specifically call for the envelope, historic masonry and stone restoration and repair to be “Delegated - Design/Build” for the general contractor to perform.

Can you please advise if projects with matching characteristics, a delegated-design responsibility for the envelope, historic masonry and stone restoration and repair components, but having a prime delivery vehicle of something other than

Design-Build (such as CMAR) can be considered as an equal for the two projects note above as requiring the Offeror to be the Design-Builder?

Yes, a CMc contract or a CM at risk will be an acceptable alternative to design building. A General Contractor contract will not be an acceptable alternative.

Reference page 37 of the Agreement. FAR Clause 52.236-1 which pertains to

Self-Performed Work is included by reference. If there is in fact a requirement for self-performed work on this project, what is the percentage. Will general conditions and general requirements costs count toward the percentage?

Per Section III. A. Contractor Responsibilities "(1) For the purposes of FAR

52.236-1, Performance of Work by the Contractor, the Contractor shall perform at least 15 percent of the Work".

Yes, General Conditions performed by the prime contractor count toward this percentage.

Are the GSA527 and Company Financials reuqired to be submitted with the proposal?

No. These documents are only required upon direct request from the Contracting

Officer, prior to award of the contract.

If the contractor elects to remove GSA maintained shoring on all three corners to install another shoring system, how long will GSA maintain the existing shoring after award of the project and how long will the contractor have to replace the shoring?

The Contractor would need to begin mobilizing the new subcontractor when NTP is given. The management plan should address this and the Government will take into account how long the Government will need to pay for and maintain existing shoring prior to the new Contractor taking over.

Bid spreadsheet provided with the solicitation package includes unit prices for masonry repairs. There are no quantities indicated on the bid spreadsheet. In the

SOW document, paragraph 6 on page 38 of 39 contains reference to Attachment

D which contains Section 012700 Unit Prices. Spec section 012700 contains unit quantities for each masonry repair item. Please confirm if those quantities should be used as a basis for the submitted unit prices on the bid spreadsheet?

Correct. A revised bid sheet is attached that incorporates the unit prices into the overall bid price.

Please confirm the work quantities stated in section 012700 as "Base Bid

Quantity" for each repair type should be included in the base bid, and as such the contractor should limit the total quantity of each specified repair to that quantity for the base bid on all three corners of the building? For example, no more than

40 dutchman repairs are to be included in the base bid for all three corners of the façade repair? Correct, the quantities are for all 3 building corners.

Unit Price No. 1 for dutchman repair does not designate a relative size for each dutchman. Relative size impacts price. What size in SF or CF should be considered in this unit price structure?

It will vary, but the Offerors can assume an average of 1.5SF per dutchman as a relative size.

Unit Price No. 2 for broken stone epoxy repair does not state if it assumes only one fracture is being repaired, or if multiple fractures are being repaired with epoxy per stone. How many fractures per stone should be considered in this unit price structure? The unit price is per fracture.

Unit Price No. 3 for mortar patch repair does not designate a relative size for each mortar patch repair. Relative size impacts price. What size in SF or CF should be considered in this unit price structure for mortar patch repair?

It will vary, but the Offerors can assume an average of 3" x 3" per mortar patch repair, as a relative size.

On the excel bid spreadsheet form is the offeror to complete lines 26-30 for masonry repairs respectively with the unit price or the total (extended) amount of the unit price included as designated in section 012700? Yes.

Bid spreadsheet contains line 12 CLIN 2b for ACM Abatement & Disposal. SOW document designates the D/B contractor is responsible to conduct an asbestos survey in design to determine extent of asbestos abatement requirements. On this basis, on what quantity should the D/B contractor base pricing for the ACM

Abatement & Disposal in CLIN 2b? The Offeror should assume that the caulk contains ACM.

Factor A in the technical proposal contains a requirement for experience with

Design/Build projects. Will experience with CMc design assist projects with GSA be considered similar to Design/Build? Yes. CMc or CM at risk will be acceptable substitutions.

25 Can the project superintendent and QC manager be the same person? No.

Firm's Performance Questionnaire cannot be located with the solicitation documents. Please confirm it is on Beta.Sam or will be provided?

The PAST PERFORMANCE QUESTIONNAIRE is attached to this amendment.

Note that the government also reserves the right to review PPIRS to evaluate overall past performance of the firm.

Is there a hazardous material survey completed for Phase I of the granite façade work? If so, can that be shared with the offerors? Refer to question #23.

Are there as-built drawings from the first phase of implementation (at the SW corner) of the granite façade work that indicate the extent of hidden conditions noted in the SOW (listed on pages 11 and 12 of 39) were encountered and how the details in the design package were revised to accommodate these conditions? If so, can that be shared with the offerors? No, the RFP describes all of the discovered conditions from Phase 1.

Drawings provided in the solicitation package entitled, "Robert C Weaver Federal

Building, Granite Façade Repairs" sheet G1.01 contain note #11 that indicates

D/B contractor will be offered limited space for staging. This contradicts other statements saying no space will be provided for staging outside of the work areas. Please confirm what space (how much and where) the D/B contractor will be permitted to occupy to operate this project? Certainly, space must be provided for scaffold and associated equipment, including deliveries of materials, equipment and supplies and loadout of granite following dismantle of each corner.

There is limited space that can be made available upon request. Limited space can be made available if necessary and if requested by the Contractor team. The

Contractor is to come up with a plan that minimizes taking up exterior

Government space. In your Management plan, please outline how you will work to utilize the space with as minimal impact as possible.

Please confirm the maximum thickness of the granite panels and the average thickness of the granite panels from Phase I work? The majority of the typical granite panels are an average of 3" +/-

The set includes Phase 2 drawings by McMullan Associates. Acknowledging a release of liability will be required, will GSA provide these drawings in Autocad (or similar format) as a live drawing file? Providing this file type is a requirement of this package (Section 3.2.3.2). Recreating elevations and some details in

AutoCad will take time and not provide significantly more information or changes to those included.

CAD files of the as-designed Phase 1 set can be provided to the successfull

Offeror upon request. The successful Offeror will be required to sign a waiver from the original author. These are Not Issued for Construction drawings. The

Contractor will be responsible as the D/B and Architect of Record.

Section 3.1.1 indicates an existing conditions survey is to be completed. It notes

“Concealed conditions are those which would require selective demolition to investigate.” It does not appear to require inspection openings or selective demolition as part of this survey. Please confirm this is accurate?

It is the Design/Builders responsibility to determine what activities will be performed in order to document and identify concealed conditions. Selective demolition is acceptable without damage to the existing material. This should be incorporated into the Offeror's management plan.

Will GSA please provide project records including RFIs, field sketches, quality control reports, construction progress reports (noted in the SOW 4.5 for this contract) during construction and implementation of the SW corner repairs? This information will not be provided.

Page 53 of the solicitation mentions a PLA pricing submission. Please confirm that we are not required to submit PLA and Non-PLA proposals. Confirmed. Not required.

Page 40 of the Agreement references a site conditions report. Are there any site condition reports available from the Phase 1 contract? See Attachment A.

36 Please consider extending the RFI deadline. The RFI deadline will not be extended.

37 Can you please issue the pricing schedule in excel? Yes. The Excel version will be provided as part of this amendment.

Is the contractor to input anything in the top three cells of the bid spreadsheet;

Data input, Calculated Amount, and GSA Fixed Amount?

No. These boxes serve as a legend to guide the Offerors through how to fill out the bid sheet.

Page 6 of the Agreement includes another Bid Spreadsheet that does not include the alternates and unit prices. Are we also to submit this bid spreadsheet in our price proposal? No. Offeroros shall use the Bid Spreadsheet issued with this Amendment.

There is a disclosure of lobbying form included with the RFP but not mentioned in the proposal sections. Please confirm this form should be submitted. The SFLLL is required to be submitted with the technical proposal.

The SOW references several project goals to reduce the duration, budget, and diverted waste. These goals are not mentioned in the proposal evaluation sections. How are these goals to be incorporated into our proposals.

These are overall objectives for the project. The Contractor can address these items in the Management Plan

The drawings reference asbestos in the sealant joints at the shelf angles. Are we also to assume ACM in the sealants adjacent to the concrete and precast? See response #23.

Is there any ACM in the roofing assembly or sealants? If so please provide assumed locations or quantities.

The roofing was installed in the 1960's where ACM was typical in the waterproofing.

The SOW states that we are required to maintain waterproofing but then also states that waterproofing is non-existent behind the stone. There is no requirement to install waterproofing on the concrete back-up and doesn't appear in any of the phase 1 details. Please clarify the extent of the waterproofing requirements. The building must remain watertight during construction.

The SOW states that we are to reseal joints in the concrete back-up but the joints to not appear on the drawings. Please identify the joints that are to be resealed and if the existing joints have ACM. See response #23.

The SOW requires patching of the concrete once the stone is removed, however, the concrete patching unit price is for architecturally exposed concrete. Please add patching of non-exposed concrete to the unit price requirements as this cannot be quantified at this time. All concrete patching shall use Unit Price No. 5

Section 011000 states that the roof anchors are part of the roofing alternate, however, the alternate does not reference the anchors. Please clarify if the roof anchors are in the base bid or alternate. Base bid.

Can Phase 1 RFI’s, COs and Submittals (stricken of any cost data) be made available to the bidders to better understand unforeseen conditions that were previously encountered? No. See responses to #33 and #28.

Can all Phase 1 field reports, photographs, and other documentation, etc. be made available to the bidders? No. See responses to #33 and #28.

If mortared joints are required, will GSA consider a properly designed and detailed shelf angle support system at each floor level with individual lateral anchors for each stone rather than the individually supported stone panel detailing (gravity and lateral anchors) that is shown in the Phase 1 drawings? No.

Can GSA share quantities of concrete repair scope encountered during Phase 1 to help us better understand extent of repair scope for future phases? No, utilize the quantities established in Spec 012700 Unit Prices.

Will the mortar mix / mortar analysis from Phase 1 be available to the awarded firm?

Yes, this information can be shared to the successful Offeror, but proposed mortar submittals and mock-ups will be required for approval.

Will the Phase 1 stone source (if any new stone/dutchmen are required) be made available to the awarded firm? We did not need any replacement stone during phase 1.

Has GSA performed a recent condition survey of the building roofs? If available, can a copy of the condition assessment report be provided for review by the bidders? A portion of the scope (e.g., tie-off anchors) will require discrete interventions in the existing roof assembly. Success of such discrete interventions is largely contingent upon the underlying condition of the roof itself. A condition survey has not been conducted.

Given the current in situ misalignment of stones and joints, in addition to what appears to be existing stones that are not dimensionally square, please confirm the aesthetic expectations of GSA historic relative to the tolerances of joint size and alignment, stone placement (plumb, level, square) and the potential need to cut stone panels, open/close joint widths post installation, dry set stones to confirm layout, move stones within an elevation to achieve those expectations.

The bidders will propose a plan of action to reinstall the stone panels to match the plane of the current granite walls as much as possible.

The RFP references existing stone kerfs that may or may not be resued for setting. If repairs to the existing kerfs on each stone are required, will they be tracked and paid on a unit price basis.

No the requirement to have new or different kerfs will be contingent on the successfull offeror design.

Please confirm if scaffold can be tied to the existing stone or substrate and the limits, if any, of penetrations per elevation for scaffold ties.

It is preferred that penetrations be avoided or minimized if no other option. The

SW corner had significant space constraints limiting the options. The other corners may allow a different system.

If penetrations are allowed, what is the expectation for the finished condition once the stones are reset and scaffold is removed. The repairs will need to match existing conditions.

Given the evolution of the Phase 1 project from partial removal/resetting of stones to full elevation, please confirm what existing conditions may be considered unforeseen.

Any existing conditions not described in this Scope of Work will be considered unforeseen.

The RFP references the need for as builts and dimensional documentation. Is this required on a stone by stone basis or for the elevation as a whole and to what extent do these dimensions need to be incorporated in the design documents.

The Contractor will be required to submit existing condition surveys separate from the as-builts elevations. Specific repairs to the stone panels must be documented in the as-builts as well.

To what extent can parking spaces be impacted or be made available to the contractor in the north and south lots for staging and storage.

HUD understands that their parking areas will be impacted by this work. The contractor is however expected to minimise the impact in term of extent and duration as much as possible. Please address in your plan.

The NW corner requires OH protection on the L’enfant Plaza property/driveway.

Have arrangements by GSA been made with L’enfant to allow that to occur or will the contractor be responsible for coordination/compensation to L’enfant.

No discussions have been had to date. Once a Contractor is selected, the

Government and Contractor will engage in necessary conversations with L'Enfant

Plaza. It was premature to have any conversations before knowing what was being proposed.

Are there any restrictions on the securing the curb lanes adjacent to the HUD property for laydown/staging.

The Government has no restrictions on those lanes. If the Contractor proposes utilizing that space, arrangements must be made by the Contractor. Please note some of the lanes have bus stops that will require arrangements with DC.

Are there any restrictions on vehicular or pedestrian traffic/access on each of the corners that will preclude the contractor securing the necessary area to work.

The Offerors shall develop a plan that allows for the work to be done and minimizes impacts to pedetrian traffic/access. Some impact is expected and the

Government will work with the Contractor to grant necessary approvals from

HUD, Child Care, and the L'Enfant property. The less the impact to these parties, the better. The Offerors Management Plan should address this. The sidewalks are DC property and overhead protection will require a permit.

65 Is there any area on property that will be available for contractor storage/staging.

There are limited areas that can be granted by HUD once a contractor is on-board. The goal is to minimize the impact on their parking

66 Are there any noise or other work restrictions on the project. Yes. See Spec sections 011400; 017000

Will power and water be available to the contractor, and if so, please clarify the type and location for each available utility.

Electrical is available from the building penthouse. Contractor can make a tie-in connection from there. Hose bibbs are available around the ground floor of the building

There are existing trees at the corners of the project that may impact the erection of scaffold or OH protection. Can the trees be trimmed or removed and if so, who is responsible

Trimming is preferable to removal. For trees on GSA property, the Contractor will need to submit a plan for tree removal for NEPA review.

The contractor is responsible for coordination with DC for any change to the trees on DC property.

Please confirm to what extent the QC, HP conservator/architect, A/E can serve in dual roles.

One person may serve in only 2 dual roles (QC and HP, HP and A/E, QC and

A/E). However, the Superintendent may not be the QC.

Please confirm the GSA team that will participate in the Phase 2 project relative to review of the D/B submittals ( specs, drawings, work plans, etc.) The GSA will participate in review of D/B submittals.

Reference SOW pg 17 2.4.3.3 Visual/Finishes: Please clarify if destructive testing is required for the development of the design documents and if so, are the stones required to be removed for said testing.

No. Petrographic analysis of the stone panels is not required. The Offeror should determine which tests may be required. Please indicate in your work plan.

There appears to be a concrete pad under the temporary shoring at the NW elevation. Is the contractor required to remove the pad and restore the area to its original condition. Yes

Reference Factor A and Factor B of the technical proposal. Under Key

Personnel, each person is required to have worked on either 2 or 3 similar projects as defined in Factor A. Is it GSA’s expectation that all five of the key personnel have worked on at least two of the referenced projects in Factor A? If so, this would be a very limiting constraint.

No. Each personnel should have worked on projects that meet the requirements of Factor A and that can be addressed through a few sentences describing each project that each personnel has on their resume. They do not all need to have worked on the projects specifically referenced or submitted for Factor A.

The key personnel section requires the contractor to list a QC Manager. In the

QC Specifications, most the spec has been deleted and there are notes that indicate that the QC Section will be provided as needed by the design/build contractor. Can you confirm the requirement to name a dedicated QC Manager?

Yes, the QC Manager is identified as a Key Personnel requirement in the

Solicitation requiring specific experience and credentials. The QC spec section will need to be completed by the D/B for submission to the Government as a part of the Scope of Work requirements. It is expected that the QC Manager will play a role in modifying that spec section.
