Delete in final version.] SECTION 013220 - PHOTOGRAPHIC DOCUMENTATION [Coordinate with ePM section 013000.]

1. GENERAL [Edit according to project specific needs as determined by the regional team. Ensure GSA has ownership and copyrights. See FAR 27.4 for more guidance.]

GENERAL

Revise or add requirements to the following paragraph, if necessary to suit the project demands.

Regular Construction Progress Photos. Contractor shall document on an [Team to edit] basis key components of the contract document.

Webcams [Team to edit if GSA or its CM does not provide or need this.] [Coordinate with A/E or contract as to who shall be required to provide this service.] Professional Project Completion Photos Photographer's Qualifications: Photographer shall have an established reputation as a photographer, shall have experience as a professional architectural photographer. Submit portfolio for review and approval by GSA.

[GSA Team: If appropriate require video: document construction installation for future operations and maintenance requirements during building operations. Work with A/E to identify equipment or systems to video during installation.]

SUBMITTALS

Add additional information to the following paragraphs, if required.

Qualification Data: Submit within [X] calendar days of the NTP to COR or CO photographer's list of completed projects with project names and addresses, and names and addresses of owners and architects.

Key Plan: Submit within [X] calendar days of the NTP to COR or CO key plan of Project site and building with notation of vantage points marked for location and direction of each [photograph] [video recording]. Indicate elevation or story of construction. Include same information as corresponding photographic documentation.

Digital Photographs Contractor shall submit and/or upload to ePM electronic files of each view to the GSA. Submit image files within [3] [__] calendar days of taking photographs.

Digital Camera: Minimum resolution of [X] [Use latest standard & insert number] minimum [10 or X] megapixels.

Format: Minimum [3600 by 2400] pixels, in unaltered original files, with same aspect ratio as the sensor, un-cropped, in folder named by date of photograph, accompanied by key plan file.

Identification: Provide the following information with each image description in file metadata tag:

Name of Project.

Project number.

Building/facility name.

Project region.

Name and contact information for photographer.

Name of Architect.

Name of CMa.

Name of Contractor.

Contract number.

Date photographs were taken.

Weather conditions.

Description of vantage point, indicating location, direction (by compass point), and elevation or story of construction.

Unique sequential identifier keyed to accompanying key plan.

Retain the following paragraph if Contractor is responsible for construction photographs. Delete the paragraph if the government provides the construction photographs. Revise number of prints if necessary to suit project.

Retain the following paragraph if construction videos are required. Team to decide quantity and type of videoes.

Team must decide within [X] calendar days of project completion when all photos are to be submitted to the Design Excellence Program in Central Office Design & Construction (ODC).

Construction Videos: Contractor shall upload to ePM one copy of each video to GSA within 7 [__] days of recording.

Identify each video with the same identification information stated under Digital Photographs.

Transcript: Photographer shall upload on ePM an electronic narrative for each video with each video submission to GSA. Include the same label information as provided on the corresponding video.

Web-Based Photographic Documentation: Submit time-lapse sequence video recordings [simultaneously with recording] [within [Insert number] days of recording]. Comment by MichaelASchiavone: Define further. Coordina te with NCR’s Shapour Ebadi on work on St. E’s.

Submit time-lapse sequence video recordings by posting to [ePM system] [Web-based photographic documentation service provider's Web site] [Insert posting location][ and monthly on digital video disc].

Provide the same identification information stated under Digital Photographs

USAGE RIGHTS

Comply with General Services Administration Acquisition Manual (GSAM) Clause 552.227-70, Government Rights (Unlimited). See the construction contract for more information.

PRODUCTS

PHOTOGRAPHIC MEDIA

Select english or metric dimensions in following subparagraphs, and revise if necessary to suit project. Add any other requirements, such as special mountings, etc.

Retain the following paragraph if digital images of the construction photographs are required by GSA.. Also consider requiring photos in a raw format.

0. Digital Images: JPEG format with minimum sensor size of [Edit accordingly: 10.0 [__] resolution minimum 3600 by 2400 megapixels or greater.] Retain the following paragraph with subparagraphs if construction videos are required. Revise if necessary to suit project.

Video Format: Standard definition DVDs or CDs.

Identification: Each copy shall have an applied label containing the same identification information stated under Digital Photographs [Delete if not required: ] Prints: Smooth surface matte color prints on commercial-grade stock Size: 8 by 10 inch (200 by 250 mm).

Retain one of the following two paragraphs for desired filing or mounting method. Select english or metric dimensions.

1 inch (25 mm) wide margin shall be provided and punched for standard 3-ring binder on left side for vertical shots and on top for horizontal shots.

Photographs shall be mounted on 8-1/2 by 11 inch (215 by 280 mm) hardboard.

Identification: Each photograph shall be labeled on the front in the bottom margin with the same identification information stated under Digital Photographs

EXECUTION

COOPERATION WITH PHOTOGRAPHER Comment by MichaelASchiavone: Coordinate with legal.

Contractor shall cooperate with the photographer's work, including providing auxiliary services as requested, access to the project site, and use of temporary lighting and other facilities.

Retain the following article if construction photographs are required.

CONSTRUCTION PHOTOGRAPHS

Retain the following paragraph with subparagraphs if project requires photographs to show pre-existing conditions Preconstruction Photographs: Before construction is started, photographer shall take photographs of the site and surrounding properties from different points of view selected by GSA. The contractor may choose to provide additional photographs.

Revise number of photographs, etc. in the following subparagraph if necessary to suit project.

Take not less than 10 [Edit accordingly [?] [X]] photographs to show the context of the work area both interior and exterior as required by the scope of services, of existing buildings and conditions adjacent to the project in sufficient detail to record the physical conditions at the start of construction.

Consider retaining the following subparagraph for a large site and multiple building project. Revise if necessary to suit project.

In addition, take not less than [one] [ ] birds-eye aerial photograph from a helicopter or low-flying airplane at an elevation to clearly show the full project site and nearby adjacent conditions.

Delete the following if the government is providing the photographs.

Construction Period Photographs: At intervals during construction, photographer shall take photographs of the project's progress from different points of view. Vantage points shall be selected by the photographer unless otherwise directed by GSA.

Edit the following subparagraphs. Revise if necessary to suit project.

Frequency: Take photographs [monthly] [weekly] coinciding with the cutoff date associated with each application for payment.

Revise number of photographs in following subparagraph if necessary to suit project.

Number: Take not less than [4] [__] photographs each time, to best show the status of construction and progress since taking previous photographs.

Consider retaining the following subparagraph for a large site and multiple building project. Revise if necessary to suit project.

In addition, take not less than one birds-eye aerial photograph monthly from a drone, helicopter or low-flying airplane at an elevation to clearly show the full project site and nearby adjacent conditions.

Special Photographs: In addition to periodic photographs, photographer shall take special photographs of subject matter and from vantage points selected by GSA Revise the following subparagraphs if necessary to suit project.

Frequency: Take special photographs at least [X] or 6 times during construction. Take at least [X] or 8 photographs each time, for a cumulative total of not less than [X] or 48 special photographs.

At the completion of the project, when requested by GSA and working with GSA representatives, provide [35] [ ] exterior and [20] [ ] interior photographs as directed.

Retain the following article if construction videos are required.

CONSTRUCTION VIDEOS [Update with latest video standards and differentiate between progress videos and operations & maintenance training videos.] Video: Camera shall be mounted on a tripod before starting recording, unless otherwise necessary to show area of construction. Continuous running time shall be displayed at all times. At the start of each video, weather conditions shall be recorded, including temperature reading at the project site.

Retain the following two subparagraphs if narration is required.

Narration: Describe scenes on video by dubbing audio narration offsite after video is recorded. Include description of items being viewed, events that have recently happened, and activities that are planned. Describe vantage point.

Transcript: Provide a electronic transcript of the narration. Include images and running time captured from video, displayed opposite the corresponding narration segment.

Add additional subparagraphs if required for the other procedures such as lighting levels and the absence or presence of people.

Retain the following paragraph if project requires video to show pre-existing conditions.

Preconstruction Video: Before construction is started, photographer shall record video of the site and surrounding properties from different points of view selected by GSA.

Construction Period Videos: At intervals during construction, photographer shall record video of the project's progress from different points of view. Vantage points shall be selected by the photographer unless otherwise directed by GSA.

Retain one of the two following subparagraphs. Revise if necessary to suit project.

Frequency: Record videos monthly coinciding with the cutoff date associated with each application for payment.

Frequency: Record videos weekly, with timing each month adjusted to coincide with the cutoff date associated with each application for payment.

Revise minimum recording time in following subparagraph as necessary to suit project.

Recording Time: Minimum recording time for each video session shall be one hour.

Retain the following paragraph when project circumstances justify extensive video requirements. Revise to suit project.

Time-Lapse Sequence Construction Video: Record video to best show status of construction and progress.

Revise the frame frequency time in the following subparagraph if necessary to suit the requirements.

Frequency: During each of the following construction phases, set up video recorder to automatically record one frame of video every five minutes, from the same vantage point each time, to create a time-lapse sequence as follows:

Revise phase description in the following sub-subparagraphs if necessary to suit project.

Commencement of the Work, through completion of subgrade construction.

Above-grade structural framing.

Exterior building enclosure.

Timer: Provide timer to automatically start and stop video recorder so that recording occurs only during daylight construction work hours.

Vantage Points: GSA's Representative will select vantage points.
