SECTION 017320 - SELECTIVE DEMOLITION

GENERAL

SUMMARY

This section includes the following:

Edit the following.

Demolition and removal of selected portions of an existing building.

Demolition and removal of selected site elements.

Repair procedures for selective demolition operations.

[GSA and its A/E shall consider if any demolition items of historical interest shall be turned over to the GSA to avoid the issues associated when the contractor sells these items on the open market. For example, the National Park Service had problems with a similar situation with their contractor selling demolition pieces of the Washington Monument on e-bay. If so, consult your regional legal counsel and contracting officer to provide specification language herein to prevent this from happening.] Definitions:

Remove: Detach items from existing construction and legally dispose of them.

Remove and Salvage or Recycling: Detach items from existing construction and deliver them to Government undamaged and ready for reuse or recycling Remove and Reinstall: Detach items from existing construction, prepare them for reuse, and reinstall them where indicated.

Existing to Remain: Existing items of construction that are not to be removed.

MATERIALS OWNERSHIP

Except for items or materials indicated to be salvaged, reinstalled or otherwise indicated to remain the Government's property, demolished materials shall become the Contractor's property and shall be removed from the site.

SUBMITTALS

Edit the following.

Qualification Data: List of demolition firm's completed projects with project addresses, and names and addresses of architects and owners.

Proposed dust-control measures.

Proposed noise-control measures.

Include and edit the following if government operations will be affected by selective demolition.

Schedule of Selective Demolition Activities: Indicate the following:

Detailed sequence of selective demolition work, with starting and ending dates for each activity.

Interruption of utility services.

Coordination for shutoff, capping, and continuation of utility services.

Use of elevator and stairs.

Locations of temporary partitions and means of egress.

Deletet the following s when selective demolition will not interfere with Government operations.

Procedures to ensure uninterrupted progress of Government's on-site operations.

Coordination of Government's continuing occupancy of portions of existing building and of Government's partial occupancy of completed Work.

Inventory: Items to be removed and salvaged.

Photographs or Videotape: Before work begins, submit sufficiently detailed digital photographs or videotapes showing existing conditions of adjoining construction [and site improvements], including finish surfaces, to record preexisting damage.

Retain the following if demolished materials contain hazardous wastes.

Landfill Records: Indicate receipt and acceptance of all wastes, hazardous and otherwise. In accordance with EPA regulations hazardous materials must disposed of at a landfill facility licensed to accept hazardous wastes.

Sustainabiity Requirements [Coordinate with section 018111 Sustainable Design Requirements.] Qualification Data: For certified refrigerant recover technician." And Statement of Refrigerant Recovery: Signed by the certified refrigerant technician responsible for recovering the refrigerant; stating that all refrigerant and used refrigerant oil that was present was recovered and that the recovery was performed according to EPA regulations. Include name and address of technician and date refrigerant and used refrigerant oil was recovered. Include the name of the person or facility that received the recovered refrigerant for reuse. If disposal occurred per RCRA regulations, provide copies of disposal/incineration documentation.

Completed Vendor Request for Shipping: For excess refrigerant to be prepared for pick-up by the DoD or its contractor."

QUALITY CONTROL

Retain the following paragraph if a specialist is required. Add any specific experience or unique qualifications required.

Demolition Firm Qualifications: Firm shall be a Specialist in demolition work of similar materials and extent to that indicated for this Project.

Regulatory Requirements: Comply with governing EPA notification regulations before starting selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.

Standards: Comply with NFPA 241 and ANSI A10.6.

If complexities necessitate a pre-demolition conference, add and edit the following..

Pre-Demolition Conference: Conduct conference at Project site to comply with requirements in Division 1 section "Project Management and Coordination." Review methods and procedures related to selective demolition including, but not limited to, the following:

Inspect and discuss condition of construction to be selectively demolished.

Review structural load limitations of existing structure.

Review and finalize demolition schedule and verify availability of materials, demolition personnel, equipment, and facilities needed to make progress and avoid delays.

Review requirements of work performed by other trades that rely on substrates exposed by demolition operations.

Review procedures when hazardous materials are encountered.

Refrigerant Recovery Technician Qualifications: Certified by an EPA-approved program.

PROJECT CONDITIONS

Edit the following to mitigate disturbance to occupied spaces.

Government will occupy portions of the building immediately adjacent [above and below] [__FILL IN ____] to selective demolition area.

Conduct selective demolition so Government operations will not be disrupted.

Provide GSA with not less than 72 [or X__] hours notice prior to activities that will affect Government operations.

Maintain access to existing walkways, corridors and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from authorities having jurisdiction.

Edit if the following is needed, add any requirements for coordination, notification or timing by the Government or the Contractor or both.

The Government will remove the existing items indicated on the Drawings.

Retain one of the two below paragraphs.

Hazardous Materials: It is not expected that hazardous materials will be encountered in the Work. If any material suspected of containing hazardous materials is encountered, do not disturb the material.

Immediately notify GSA.

At the Government’s sole discretion and only upon written direction from the Contracting Officer, hazardous materials will be removed by the Contractor. A change to the Contract price may be provided, subject to the applicable clauses of the Contract.

Hazardous Materials: Hazardous materials are present. A report on the presence of hazardous materials is included elsewhere in the Contract Documents. Examine the report to become aware of locations where hazardous materials are present.

Hazardous materials abatement is specified elsewhere in the Contract Documents.

Do not disturb hazardous materials or any material suspected of containing hazardous materials except under the procedures specified elsewhere in the Contract Documents.

On-site storage or sale of removed items or materials is not permitted.

Utility Service: Maintain existing utilities indicated to remain in service and protect them against damage during selective demolition operations.

Fire Protection: Maintain fire-protection services during selective demolition operations.

Retain the following article when existing special warranties apply.

WARRANTIES

Existing Special Warranties: Remove, replace, patch, and repair materials and surfaces cut or damaged during selective demolition, by methods and with materials that do not void existing warranties.

PRODUCTS

REPAIR MATERIALS

Where available and appropriate for use, provide repair materials that are identical to existing materials.

Where identical materials are unavailable or cannot be used for exposed surfaces, use materials that visually match existing adjacent surfaces to the fullest extent possible.

Use materials whose installed performance equal or surpasses that of existing materials.

Add paragraphs for any specific material requirements that are not specified elsewhere.

EXECUTION

EXAMINATION

Verify that utilities to be removed have been disconnected and capped.

Survey existing conditions and correlate with requirements indicated to determine extent of selective demolition required.

Inventory and record the before and after condition of items to be removed and reinstalled, and items to be removed and salvaged. Protect any removed items during demolition.

When encountering unanticipated mechanical, electrical or structural elements that conflict with the intended function or design, investigate and measure the nature and extent of the conflict. Promptly submit a written report to the Government’s contracting officer.

Survey the condition of the building to determine whether removing any element might result in a structural deficiency or unplanned collapse of any portion of the structure or adjacent structures during selective demolition. Report findings to the Government for determination.

Perform surveys as the selective demolition progresses to detect hazards resulting from the activities. Report findings to GSA for determination.

UTILITY SERVICES

Existing Utilities: Maintain services indicated to remain and protect them against damage during selective demolition operations.

Do not interrupt existing utilities serving occupied or operating facilities, except when authorized in writing by authorities having jurisdiction.

Provide temporary services during interruptions to existing utilities, as acceptable to governing authorities.

[Edit to reflect project specific requirements.] Provide at least 72 hours notice to GSA if shutdown of service is required during changeover.

Utility Requirements: Locate, identify, disconnect, and seal or cap off indicated utility services serving areas to be selectively demolished.

Retain one of the following subparagraphs that apply.

When applicable Government will arrange to shut off indicated utilities when requested by Contractor.

Arrange to shut off indicated utilities with utility companies.

Where utility services are required to be removed, relocated or abandoned, provide bypass connections to maintain continuity of service to other parts of the building before proceeding with selective demolition.

Cut off pipe or conduit in walls or partitions to be removed. Cap, valve or plug and seal the remaining portion of pipe or conduit after bypassing.

Do not start selective demolition work until utility disconnection and sealing have been completed and verified.

PREPARATION

Retain the following paragraph when hazardous materials are known or suspected to be encountered.

Hazardous Materials: Drain, purge or otherwise remove, collect and dispose of chemicals, gases, explosives, acids, flammables or other hazardous materials before proceeding with selective demolition operations. See section 15950 Safety & Health. Advise the Government immediately if suspected hazardous materials are encountered in the course of the Work.

Pest Control: If rodents and vermin are encountered, employ a certified, licensed exterminator to treat building and to control before and during selective demolition operations. Perform control operations lawfully, using environmentally safe materials.

Temporary Site Control: Remove debris and conduct demolition operations in a manner to ensure minimum interference with roads, streets, walks, walkways, corridors, and other adjacent occupied or used facilities.

Do not close or obstruct streets, walks, walkways, corridors, or other adjacent occupied or used facilities without permission from the Government and authorities having jurisdiction.

Provide alternate routes around closed or obstructed traffic ways if required by governing regulations.

Temporary Facilities: Conduct demolition operations in a manner to prevent injury to people and damage to adjacent building and facilities to remain. Provide for safe passage of people around selective demolition area.

Erect temporary protection, such as walks, fences, railings, canopies and covered passageways, where required by authorities having jurisdiction.

Protect existing site improvements, appurtenances and landscaping to remain.

Retain and edit the following: that apply to the project.

Provide temporary facilities for tree and plant protection in accordance with specification 015639.

Provide temporary weather protection, during interval between demolition and removal of existing construction, on exterior surfaces and new construction to prevent water leakage or damage to structure or interior areas.

Protect walls, ceilings, floors and other existing finish work that are to remain and are exposed during selective demolition operations.

Cover and protect furniture, furnishings and equipment that have not been removed.

Temporary Enclosures: Erect and maintain dustproof partitions and temporary enclosures to limit dust and dirt migration and to separate areas from fumes and noise.

Temporary Shoring: Provide and maintain shoring, bracing or other structural support to preserve stability and prevent movement, settlement or collapse of building to be selectively demolished. Strengthen or add new supports when required during the progress of selective demolition.

POLLUTION CONTROLS

Dust Control: Use temporary enclosures and other suitable methods complying with governing environmental protection regulations to limit the spread of dust and dirt.

Do not use water when it may damage existing construction or create hazardous or objectionable conditions, such as ice, flooding or pollution.

Wet mop floors to eliminate trackable dirt, and wipe down walls and doors of demolition enclosure.

Disposal: Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.

Remove debris from upper levels of building by chute, hoist, or other device that will convey debris to grade level.

Cleaning: Clean adjacent structures and site improvements of dust, dirt and debris caused by selective demolition operations. Return adjacent areas to condition existing before start of selective demolition.

SELECTIVE DEMOLITION

Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete selective demolition within limitations of governing regulations and as follows:

Proceed with selective demolition systematically. Conduct work in an order that avoids transporting removed items and debris through areas with completed selective demolition work, and that allows for removal of items before supports for those items are removed in another area.

Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage adjoining construction to remain. Use hand or small power tools designed for sawing or grinding, not for hammering and chopping, to minimize disturbance of adjacent surfaces. Temporarily cover openings to remain.

Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.

Before using cutting torches contractor must request a burning permit from the Government at least [fill in x hours] before performing the work. Clear work area of flammable materials. At concealed spaces, such as duct and pipe interiors, verify condition and contents of hidden space before starting flame-cutting operations. Maintain portable fire-suppression devices during flame-cutting operations, and maintain adequate ventilation when using cutting torches.

Remove decayed, vermin-infested and other hazardous or unsuitable materials, and promptly dispose of these materials off-site.

Lower removed structural framing members to ground by method suitable to avoid free fall and to prevent ground impact or dust generation.

Locate selective demolition equipment throughout the structure and remove debris and materials so as not to impose excessive loads on supporting walls, floors or framing.

Return elements of construction and surfaces to remain to condition existing before start of selective demolition operations.

Existing Facilities: Comply with building manager's regulations for using and protecting elevators, stairs, walkways, loading docks, building entries and other building facilities during selective demolition operations.

Repair and Storage of Salvaged Items and Items to be Reinstalled:

Repair: Clean and repair the materials and equipment to functional condition adequate for intended reuse. Paint damaged or deteriorated painted surfaces of equipment to match new equipment.

Storage: Store the materials and equipment in a secure dry area until final reinstallation or disposal.

Salvaged Items and Items to be Reinstalled:

Reinstallation: Where items are indicated to be removed and reinstalled, install the materials and equipment in locations indicated. Comply with installation requirements for new materials and equipment.

Delivery to Government: Where items are indicated to be removed and salvaged, transport the materials and equipment to the area on-site designated by the Government or indicated on the Drawings. Properly protect all salvaged items.

Protection of Salvaged Items: For items which must be reinstalled at the same removal site, mark each item indelibly in concealed fashion and codify a document such that the items can be placed back in to the place where they were removed. Pack or crate salvaged materials and equipment after removal. Identify contents of containers. Protect items from damage during transport and storage.

Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by GSA, items may be removed to a suitable, protected storage location during selective demolition and then cleaned and reinstalled in their original locations.

The following paragraphs are examples only. Add to, delete or revise to suit project.

Concrete and Masonry: Demolish concrete and masonry in small sections. At junctures with construction to remain, cut concrete and masonry using power-driven masonry saw or hand tools; do not use power-driven impact tools unless no damage will occur to materials to remain.

Concrete Slabs on Grade: Break up and remove concrete slabs on grade, unless otherwise shown to remain.

Resilient Floor Coverings: Remove floor coverings and adhesive, and prepare substrate for new floor covering, according to recommendations of the Resilient Floor Covering Institute (RFCI).

Roofing: Remove no more existing roofing than can be covered in one day by new roofing. Refer to applicable Division 7 Section for new roofing requirements.

Air-Conditioning Equipment: Remove equipment without releasing refrigerants.

Recycling: Provide separate bins or roll-offs for each material to be recycled onsite.

USED REFRIGERANT RECOVERY, RECLAMATION AND DISPOSAL [Per FMSP edit part 3.6 further to include Executive Order 13423 requirements that require us to give DOD the opportunity to capture used refrigerants for mission critical needs before disposing of them in some other manner. See below parts 3.6 E. and F. for guidance and edit them accordingly.] Recover means to remove refrigerant in any condition from an appliance without necessarily testing or processing it in any way. [Per GSA’s FMSP Recover is required—coordinate with latest laws and regulations and provide any additional project specific requirements herein.] Reclaim means to process refrigerant to at least the purity specified in the ARI Standard 700-2006, Specifications for Fluorocarbon Refrigerants (Appendix A to 40 CFR, Part 82, Subpart F), and to verify this purity using the analytical methodology prescribed in the ARI Standard 700-2006. [Per GSA’s FMSP Reclaim may not be required—coordinate with latest laws and regulations and provide any additional project specific requirements herein.] All refrigerant from the chiller[s] [and] [piping] shall be recovered by a qualified Refrigerant Recovery Technician prior to any demolition thereof. Recovery [and reclamation] shall be in accordance with in accordance with ARI Standard 700-2006, or latest edition, and Appendix A to 40 CFR, Part 82, Subpart F, dated July 24, 2003. The refrigerant shall be sealed in containers approved by the Interstate Commerce Commission (ICC) and the U.S. Department of Transportation (DOT) for this substance.

[Coordinate with your on site building manager and/or local regional FMSP SME.] All refrigerant shall be recovered and [turned over to GSA or its named representative] [disposed of in accordance with applicable EPA regulations and other codes.] The Contractor shall not salvage any refrigerant from any equipment removed on this project.

[Shipment to DOD? Consider adding a paragraph to describe the effort required from the contractor when shipment to DOD is anticipated. Consult with GSA’s PBS Central Office Environmental Division’s Program Expert’s Gina Noel and/or your local FMSP SME for appropriate language and latest request forms to be included herein and in your solicitation—coordinate with your Contracting Officer. The DoD mandate is specific ONLY to the refrigerants used/accepted by DoD. Currently, DoD accepts the following:

REFRIGERANTS: R-11;R-12;R-22;R-114;R-500;R-502 HALONS:1202;1211;1301;CriticalNeed for 2402; SOLVENTS: 1,1,1 Trichloroethane; CFC-113 Trichlortrifluoroethane Schedule Coordination. Note request for DoD pick-ups should be planned as not to interfere with the other aspects of the project. The process takes approximately 4 weeks, but can be completed in as few as 2 weeks].

USED REFRIGERANT OIL DISPOSAL

A. Recover means to remove in any condition from an appliance without necessarily testing or processing it in any way.

B. [Coordinate with your on site building manager.] All refrigerant oil shall be recovered and [turned over to GSA or its named representative] [disposed of in accordance with applicable EPA regulations and other codes.] This oil shall not be mixed with any other type of waste oil, grease or solvent.

PATCHING AND REPAIRS

The Government shall determine the acceptability of patch and repair work.

Promptly patch and repair holes and damaged surfaces caused to adjacent construction by selective demolition operations.

Repairs: Where repairs to existing surfaces are required, patch to produce surfaces suitable for new materials.

The following subparagraph is an example of substrate preparation. Add to, revise, or delete.

Completely fill holes and depressions in existing masonry walls to remain with an approved masonry patching material applied according to the manufacturer's written recommendations.

Finishes: Restore exposed finishes of patched areas and extend finish restoration into adjoining construction to remain in a manner that eliminates evidence of patching and refinishing.

Floor and Wall Surfaces: Patch and repair floor and wall surfaces in each space where demolished walls or partitions result in extending one finished area into another. Provide a flush and even surface of uniform color and appearance.

Closely match texture and finish of existing adjacent surface.

Patch with durable seams that are as invisible as possible. Comply with specified tolerances.

Where patching smooth painted surfaces, extend final paint coat over entire unbroken surface containing the patch after the patched surface has received primer and other specified undercoats. Painting shall be full panels to the point where material breaks or change of texture occur.

Remove existing floor and wall coverings and replace with new materials, if necessary to achieve uniform color and appearance.

Where feasible, inspect and test patched areas to demonstrate integrity of the installation.

Ceilings: Patch, repair or rehang existing ceilings as necessary to provide an even-plane surface of uniform appearance.

DISPOSAL OF DEMOLISHED MATERIALS [Coordinate with Sections 017419 Construction Waste Management & Disposal and 018111 Sustainable Design Requirements.] Promptly dispose of demolished materials. Do not allow demolished materials to accumulate on-site.

Dispose of any small refrigerant containing equipment (i.e. room air conditioners, water fountains, refrigerators, etc.) that was demolished with its charge intact in accordance with all Federal. State and local safe disposal requirements."

Retain and edit one of the following two paragraphs.

Do not burn demolished materials.

Burning of demolished materials will be permitted only at designated areas on Government property, providing required permits are obtained. Provide full-time monitoring for burning materials until fires are extinguished.

Retain and edit one of the following three paragraphs.

Disposal: Transport demolished materials and dispose of them at designated spoil areas on Government property.

Disposal: Transport demolished materials off Government property and legally dispose of them.

Disposal: Transport demolished materials to be recycled to a qualified recycling center for the specific material. Provide weight-ticket receipts for each load delivered.

If needed add a detailed selective demolition schedule below. It is usually preferable to show these requirements only on the drawings where location and extent can be best indicated but consider a schedule herein.
