About this file

This land quality report summarizes soil testing conducted for a new school construction project at the Shape International School in Belgium. Soil samples were taken from three lots totaling 3,000 cubic meters that will be excavated for the project. Laboratory analysis found that Lot 1 contains too many PAHs to be compatible with Types I-II land use but all lots are suitable for Types III-V use. The report includes details on the property ownership and history, investigation methodology, sample locations and results, and conclusions regarding appropriate land use and handling for each lot. Relevant plans and appendices provide additional information.

This federal contract opportunity is for construction of a new three-story, 5,500 square meter academic building for the Belgian School section of the Shape International Schools facility in Belgium. The project scope includes construction of classrooms, offices, support spaces, site work, utilities and infrastructure to replace the existing Belgian educational facilities. The design will be compatible with surrounding architecture using brick, metal panels and green roofs. The pre-bid site visit is scheduled for March 20th, 2024 and bids are due by March 8th, 2024. The construction value is estimated between $10-25 million. The Army European Command is the contracting agency.

1 Introduction ABETEC Architecten & ingenieurs NV has enlisted the services of Universoil SRL to produce a Soil Quality Report (RQT) in accordance with the Walloon Government Decree of 5 July 2018 on soil management and traceability, the successive decrees amending it and its reference guide (GRGT).

The planned works involve the construction of a school for the Belgian Shape School.

Excavations will involve soil in place, with an estimated total volume of 3,000 m³.

2.2 Technical aspects

The site investigated is located on Avenue d'Ankara at 7010 Shape within the school complex, see Table 7.

The project concerns an area of earthworks associated with the construction of the new Belgian school in Shape. A total of 3,000 m³ will be excavated, including :

2.3 Environmental aspects

2.3.1 Current situation

The site investigated consisted of a wasteland measuring 42 m by 105 m, located within the Shape school complex (Figure 1).

Figure 1: Location of the future Belgian Shape school

2.3.2 History of the site

The 1777 map (fig.2) shows that the area was occupied by heather and a roadway at the time, while the 1850 (fig.3) and 1865 (fig.4) maps show that the area already existed as military ground, as a camp or manoeuvring ground.

Orthophotoplans from 1971 (fig.5) show that a building is present on the site until 2019 (fig.6) when the building is demolished and the land is partly levelled.

2.3.3 Environmental information and existing studies

Land listed as lavender or peach in the Soil Condition Database (BDES) is considered suspect unless a Soil Survey Certificate (CCS) proves that there is no pollution and that the current situation is identical to that described on the CCS. Information relating to the SED and the suspicious nature of the land is shown in Table 9. The information contained in the ESDB is also shown in Plan 3. Soil from sites outside the Walloon Region must be analysed in the same way as soil from suspect sites.

3 Investigations

3.1 Definition of batches

Three lots were investigated, totalling 3,000 m³. Divided up according to the depths reached and the excavations planned at these locations. Divided up according to the following logic:

-Batch 1 of 0-0.3 m-ns1;

-Batch 2 of 0.3-1.5 m-ns;

-Batch 3 of 1.5-2.6 m-ns.

The location of the lots investigated can be seen on the land sorting plans (Plan 1a, b and c).

3.2 Description of types

A full description of the boreholes and the types encountered is given in Appendix 1, in the borehole profiles, and in the photographic report.

in Appendix 4.

The lithology present along the area investigated can be summarised as follows:

- From 0-0.3 m-ns: Sand of loose consistency, containing traces of masonry rubble and occasional traces of bricks and roots, dark brown.

- 0.3 - 1.5 m-ns: Loose sand, containing traces of masonry rubble and brick, dark brown to grey.

13/28

- From 1.5 to 2.6 m-ns: Loose sand, light brown to grey.

4 Interpretation of results

4.1 Comparison of chemical analyses with recovery criteria

A comparison of t h e analysis results with the valuation criteria is provided in Appendix 3. The laboratory certificates are attached in Appendix 2.

Batch 1 is incompatible with use types I to II because it contains too many PAHs.

Lots 2 and 3 are compatible with all types of use.

4.2 Asbestos

Not applicable

4.3 Invasive plants

No invasive plant species were observed in the areas investigated.

5.3 Walterre code

The Walterre code summarises the types of use compatible for each batch of land and the procedure applicable. The code consists of 2 mandatory numbers (ab) and a maximum of 3 optional suffixes. In practical terms, the code is of the ab_(air) type, including :

- The first number (a) indicates the applicable procedure

- The second number (b) indicates the compatible use on the receiving site

- The suffixes a, i and r are used to indicate that there are specific conditions of use relating to asbestos, native species or restrictions on the use of art 15.
