Adjacent existing constructions
Constructions in use or inhabited
- Damage to existing buildings
- The necessary security must be placed in order to avoid interaction with the existing constructions. A technical or human mistake during lifting of elements may not bring users of adjacent buildings in danger. Especially the glass structures in the proximity of the work zone must be taken into account. Even the smallest collision with the payload can cause a huge amount of flying broken glass.
- Options for protection : placement of walls of dust, special films, protection between the work zone and the glass, etc.
- Activities in the direct proximity of buildings that are still in use or inhabited :
• Please, provide a fully closed fence, at least 2m high, around the work zone.
• One person extra is needed in case of transport with trucks in order to watch surrounding traffic and pedestrians. He is in direct contact with the driver of the truck (eye contact, walkie-talkie, etc.).
• Lifting of elements over buildings in use may never happen.
Site traffic
- Hard or no passage
- Slow driving
- Danger of collision on site
- Danger of collision off site
- Signalisation (request of signed licence) :
• Intake of public property (e.g. sidewalk) : the contractor makes a site plan (MB 07/05/99) and lets it approved by the qualified instances to achieve the licence of signalisation. Both the plan and the licence must be present on site and the coordinator must get a copy of it.
• Only clear, clean, readable and intact signalisation, fences, barriers and signs are allowed to be used.

• Install extra sturdy vandal-proof fence (preferably fixed in ground).
- The workplace must always be left safely (outside of working hours) : close properly, store away machines, remove all possible risks and shield residual risks etc.
- Daily inspection of the site closure and site machinery. Disconnect power supply at the end of each day’s work. Machines are grouped.
- Signposting "Prohibited access" + listing of the risks & PPE (pictograms).
Working on or near public roads
- Collision with passing vehicles
- Vehicles that drive into the construction site
- The contractor is responsible for the making of a detailed signalisation plan for each phase. It must be approved by the qualified authority.
- The contractor must place the signalisation conform MB 07/05/1999, MB 11/10/1976, the general circular letter for site signalisation (part V, section 3 through 6) and SB 50, completed with the definitions in the specifications (Technical part, chapter X).
- Maintain all signalisations.
- Employees wear signalisation clothing (class depends on the circumstances).
- Workplaces, spaces and traffic routes must be lightened as much as possible with natural light. When this isn’t enough, there must be placed sufficient lighting.
- If necessary, mobile and shockproof light sources must be used.
- The colour of lighting can’t alternate or influence the observation of the signs.
- The installation of lighting is so placed that the type of lighting doesn’t cause a risk of accidents.
Other projects in the proximity (working or in the future)
- Risks due to interactions between the projects
- Preferably one health and safety coordinator for all projects.
- Consulting in advance, discuss the site plan and transport (horizontal and vertical).
- Solid separation between the projects.
- Limit the interaction to a minimum (e.g. start one project when the other is finished).
- Exchange of general health and safety plans.

Demolition works in a centre
Demolition works near adjacent buildings
- Forming of dust : breathing problems, obstruction of sight (danger for traffic)
- Buried by falling scrap
- Stability of adjacent buildings
- Temporary a construction site sufficiently large. Detour if necessary.
- Demolition in dry periods or with a lot of dust formation : cover with water during the activities.
- When during the activities danger due to instability occurs, immediate evacuation of the adjacent buildings.
- A site manager always keeps a general overview over his own people, the public property, the risk of falling objects, the use of PPE, the unexpected presence of asbestos, manoeuvres of cranes, trucks and all other risks. If necessary extra personnel needs to be used.
Fire
- Spreading fire
- Avoid flammable activities as much as possible.
- Request a fire licence in advance for flammable activities if necessary.
- Place proper fire extinguishers in the direct proximity of the activities.
Polluted soil
- Spread of polluted soil
- When polluted soils with a risk for the well-being and health of employees are detected : stop the activities and place a cover.
Specific environment bound factors :
• School
- Interaction with activities of present schools
- The ban on loading and unloading equipment and containers in the 700 area remains in force from 8 to 9am and from 3 to 4pm. Access by trucks (>2.8T) to the SHAPE site is prohibited from 7.30am to 9am from Monday to Friday.
- Exceptional transport (height, length, weight, etc.) must be coordinated and requested 10 days in advance.
- When a truck arrives on or leaves the site, the contractor will need to provide people to accompany the truck transports.
- The construction site must be closed with fencing at all times (fencing also needs to be closed during working hours). Children may not be able to enter the construction site.
- It is required to attach a privacy screen to the fences to prevent visibility on the construction site.

• Evacuation and escape routes must be remained. If it’s impossible, an alternative must be provided.
• Provide free passages in case of muddy terrain, e.g. wood, sand, concrete.
• The contractor is responsible for lighting on site, placed following the regulations. The contractor installs the general lighting and possible emergency lighting in consultation with the architect and the safety coordinator.
• Even when people leave the site, sufficient lighting needs to work for a safe passage on the public roads for residents and visitors.
• Keep sufficient work space (legally 80cm passage width).
TRAFFIC AND PARKING
• Loading and unloading of vehicles and other site traffic happens under sight of a member of the involved company.
• Provide sufficient parking zones for employees and management. The local and through traffic may not be hindered.
• Install waiting zones for trucks.
• Parking on public property happens in accordance to the local and general traffic regulations.
• The movement of the site vehicles is prohibited on public roads and remains subject to the traffic regulations.
• In application of art. 25, 4° of the Royal Decree of 25/01/01 concerning temporary or mobile construction sites and in accordance with the European Directive 71/127/EEC all commercial vehicles (+3.5 tons) carrying out work or deliveries on temporary or mobile construction sites will be equipped with a field of vision-improving system that reduces the 'blind spot' in the driver’s field of view to a minimum (via anti-tilt mirror or camera system).
DIVERSION OR USE OF PARTS OF THE PUBLIC ROAD
• Diversions are allowed but they will happen in consultation with the public servant and the district council.
• The diversion, the route for site traffic and the signalisation plan must be submitted to the authorized police service and the management for approval and after that submitted to the safety coordinator.

ARRANGEMENTS, ENVIRONMENTAL PERMISSION, DUTY TO REPORT
• The regulations of VLAREM are always applicable.
• Each contractor and subcontractor has the duty to be in order with reports and permissions according to the regulations of VLAREM I and II.
• Proof of reports, requests of permissions and permissions must be submitted to the safety coordinator for entry in the coordination log book.
3.2 EXCAVATION AND GROUND WORKS
• Excavations : where will cladding be placed and where will be excavated under the embankment (indicate zone that is excavated + embankment). The area immediately around the site must remain clear : no trees, shrubs, drainage, pipes, land survey and other obstacles so that there is sufficient space for the excavator to dig under the embankment.
After all, an excavation is much larger than the mapped out contours.
• Check in advance and make inquiries about underground pipes.
• Set a defined work area for the machine. Prohibit all work around the machine.
• Indicate danger zones prior to starting the excavation works.
• Access to pits is possible with adapted, safe equipment (ladder, stairs etc.).
• The pits must be sufficiently excavated to allow circulation (e.g. around the formwork).
• For excavations deeper than 1,2m the necessity of cladding should be considered in function of the type of soil and the circumstances.
• Regular monitoring of the stability of neighbouring buildings is necessary.
• Since 01/04/2004 the regulation for earthmoving is applicable. This regulation is written under chapter 10 of VLAREBO (Flemish Regulation regarding Soil Sanitation).
3.3 PRESENCE OF UNDERGROUND CABLES
• KLIP/KLIM application must be submitted during both the study phase and the execution phase.
Present cable and pipeline managers (purely informative; only provides information about who is potentially present and not about where the utility lines are located) :
ABETEC ARCHITECTEN & INGENIEURS NV P24/61
Present cable and pipeline managers
• Before the beginning of the ground-moving activities, information about all underground cables and pipelines must be requested from the pipeline managers (KLIP/KLIM application) and this for the entire site area (possibly in sync with the phases). Possession of the plans does not relieve the contractor from care because a plan does not guarantee the correct location of underground pipelines. On the basis of the information received, all cables and pipes must be manually retrieved in order to ascertain the location and depth.
