Scoreboard Replacement Project Specifications Summary

This document is a project specification and scope of work issued by the City of Milpitas, California, for the demolition and replacement of seven existing scoreboards across three municipal locations: Dixon Landing Park (3 scoreboards), Milpitas Sports Center (3 scoreboards), and Cardoza Park (1 scoreboard). The project requires complete removal of existing scoreboards, supporting structures, footings, and electrical connections, followed by installation of seven new Daktronics scoreboards (BA-2014 and BA-624 models) that will be purchased and provided by the City. The contractor is responsible for all demolition, site preparation, foundation installation, electrical work, equipment installation, and commissioning coordination. A mandatory pre-bid site walk meeting is required for all bidders, with attendance certification (Exhibit D) required for submission with the bid. The contractor must complete all work within 75 calendar days from the Notice to Proceed, with specific work restrictions at Milpitas Sports Center (Major/Minor fields available for work only after June 23, 2024). Work hours are limited to City staffed hours, typically Monday through Friday, 7:00 AM to 4:00 PM, with exceptions made for scheduling constraints.

The contractor must hold valid California C-45 and C-10 contractor licenses, with allowance for C-10 electrical work to be subcontracted. The contractor must perform at least 50 percent of the contract work with its own organization. The City will issue no-fee building permits (Permit Nos. B-BP24-0101, B-BP24-0102, B-BP24-0103) prior to work commencement. Bidders must submit detailed shop drawings for any deviations from provided plans, maintain project record documents, coordinate multiple inspections and testing requirements with the City Building Department, and cooperate with Daktronics for equipment commissioning at no additional cost to the City. The project requires coordination with multiple utilities, protection of existing infrastructure, preservation of turf and landscaping, installation of temporary construction fencing, and compliance with current California Building and Electrical Codes. Bidding items are specified individually for each location with unit prices required for removal, footing installation, scoreboard installation, and electrical connections, with the total bid price encompassing all mobilization, materials, equipment, labor, safety, traffic controls, and cleanup.
