B. QUESTIONS AND ANSWERS

1. Appendix J-1. In the reference to C.4.5 in this appendix the order volume is projected to grow from 8,244 orders in FY10 to 34,792 in option year 4. This indicates that order volume will more than triple by the end of the contract term; however, all other activities are not projected to increase, including equipment repair.

a) What accounts for the increase in order volume?

Answer: The State Department is anticipating the potential for a substantial increase in the volume of items procured and transported under this contract pending 1) the withdrawal of U.S. troops from Iraq and Afghanistan and 2) expanded DS requirements for other worldwide needs.

b) Should the projected workload of the repair center increase proportionality as well or does the Government expect the rate of repaired materials to decrease as order volume increases?

Answer: In the event this materializes the associated increase in the volume of items procured and transported under this contract would not be correlated to or have a corresponding increase in the volume if in-house equipment repair activities.

2. Appendix J-1. Will the Government provide projected workload call volume for Tier I/II/III in Appendix, J-1?

Answer: The Contractor is not be responsible for providing TIER I or TIER II help desk support, reference Paragraph C.4.13. The TIER III call volume has been added to Appendix J-1

3. Appendix J-1. PWS Paragraph No. C.4.3.12 , DS Lock Program, 1200 Containers Inspected, 1200 Combinations Inspected and Set, 1200 Core Shipments for base year and all subsequent years. QUESTION: Given the lower values from FY 2010, are the qualities of 1200 for these tasks the correct values? Are all 1200 container inspections to performed in Northern Virginia?

Answer: Yes all container inspections are performed in Northern Virginia. Appendix J-1 is hereby amended to reflect the updated quantities.

4. Section B, Paragraph B.1. Amendment One added the following sentence to the referenced RFP section: “The five year value of this contract is not expected to exceed $2,200,000,000.”Question: Can the government please explain the purpose for this change in contract ceiling and the impact on the work to be performed on the contract Answer: Reference the response to Question No. 1.

5. Section B, Paragraph B.2(b), L.16.2 and Exhibit A. Regarding the fixed, fully-loaded, hourly labor rates that are to be inserted by the offeror into Pricing Table 6, and the corresponding FTEs and hours provided by the Government, we assume that the fixed fully-loaded hourly labor rates required for CLIN X007 apply only to new, to-be-defined requirements and does not cover the labor cost necessary to support the RFP PWS and price requirements for CLINs X001, X002, X003, X004, X005, or X006. Will the Government please confirm if this assumption is correct? If this assumption is incorrect, will the Government please clarify the purpose of CLIN X007?

Answer: Yes, the fully burdened labor rates contained in CLIN X009 (formerly CLIN X007) apply only to new, to-be-defined requirements and does not cover the labor cost necessary to support the RFP PWS and price requirements for CLINs X001, X002, X003, X004, X005, X006, X007, or X008.

6. Section B, Paragraph B.5(d). The referenced solicitation provision describes a process for withholding a portion of the monthly payment of fixed fee if the Contracting Officer is not satisfied with the completion of the CLIN’s requirements. Question: Can the government elaborate on the calculation for how the fixed fee will be distributed on a monthly basis if the customer is not satisfied with performance? How will the Contracting Officer acknowledge that CLIN’s requirements for the month have been satisfied?

Answer: Pursuant to Section B.5(d), if the Contracting Officer is not satisfied with the Contractor’s monthly performance, the Contractor will receive a pro-rata share of the monthly amount of the negotiated fixed fee for the month’s requirements to which the Contracting Officer issued his satisfaction. The Contracting Officer will issue his satisfaction or lack thereof after consultation with the Contracting Officer’s Representative (COR) and other appropriate personnel

7. Section B, Paragraph B.7. The labor category table in the referenced solicitation section indicates that sub-CLIN X007D is for “Network Engineer.” Question: Because the Supply Chain Management solicitation does not include IT services, please identify the tasks associated with this T&M position.

Answer: The Network Engineer utilized in TDB is for Research and Development of Networkable systems, not for IT services. Reference Paragraph H.7.5

8. Section B, Paragraph B.7. How do labor categories coincide with the various task areas across the SOW? Are they split across multiple task areas, expected to participate in all task areas, or are each dedicated to a specific SOW area? SUGGESTED CHANGE: Provide task area-specific quantities for the LCATs under TDB, Logistics, and Repair Shop. Possibly even an org chart.

Answer: Section H, Paragraph H-7 titled, "Personnel Requirements." Paragraphs H.7.3; H.7.4; H.7.5; H.7.6, and H.7.7 have been amended to include the phrase, "Contractor personnel assigned to support TDB.." The positions annotated with the phrase are those specifically identified to the tasks enumerated in Section C, Paragraph C.4.3 titled "Technology Development."

Please see the revised CLIN structure in Section B.2 and Exhibit A-Pricing Tables. Offerors shall propose the types and quantities of RFP-specified labor categories for CLINs X001-X010 as follows:

a. For CLINs X001-X002 and X006-X007, offerors shall propose the types and quantities of RFP-specified labor categories that would be allocated directly and indirectly.

b. For CLINs X003-X005, X008, and X010, offerors shall propose the types and quantities of RFP-specified labor categories that would be allocated indirectly.

c. For CLIN X009, offerors shall propose in Pricing Table 6 the types and quantities of RFP-specified labor categories that the Government provided in Pricing Table 6.

9. Section B, Paragraph B.7 and Section H, Paragraph H.7.3. What is the function of the project coordinator? Specifically dedicated to logistics, or more broadly allocated?

Answer: Page 62, Section H, Paragraph H.7.3 is hereby deleted in its entirely. The remaining paragraphs have been renumbered accordingly.

10. Section B, Paragraph B.7 and Section H, Paragraph H.7.2. What is the SOW focus area of the project manager?

Answer: The Project Manager maybe specifically dedicated to logistics related projects or be more broadly allocated to day-to-day operational projects.

11. Section B, Paragraph B.7 and Section H, Paragraph H.7.12. What is the SOW focus area of the bench technicians?

Answer: Section H, Paragraph H.7.11 titled "Bench Technicians" are those positions specifically identified to the tasks enumerated in Section C, Paragraph C.4.9 titled "Equipment Repair."

12. Section B, Paragraph B.7; Section C. Paragraphs C.3.3 and C.4.1. .Logistics innovation and cost reduction are both mentioned in multiple places in the RFP, but no labor category seems dedicated to achieving cost reduction and supply chain improvements. Has the government considered adding labor categories to address cost optimization and innovation? Add 3 LCATs: 1) Logistics Technology and Innovation Specialist; 2) Logistics Cost Optimization Specialist, and a 3) Logistics Process Innovation Specialist.

Answer: The Government requires the successful contractor to incorporate logistical innovations and cost reductions measures through the organizational structure and program management of the resultant contract and not specifically through dedicated individuals assigned to that specific task.

Section L, Paragraph L.19.3 is hereby amended to include the following to the list of bulleted items, "The Offerors shall specifically address in the proposal how logistic innovation and cost reductions opportunities are going to be recognized and incorporated."

13. Section B, Paragraph B.7. Does the government expect contractors to address labor categories and levels of effort not listed that are applicable to the language around work scope? In other words, is the government expecting ROM estimates to "fill in the gaps" or should an offeror bid only the listed labor categories and level of effort provided in the pricing tables? SUGGESTED CHANGE: Depending on questions received and consideration of alignment between labor categories and work scope, add specific labor categories that correspond to any perceived gaps

Answer: Offerors shall submit cost proposals in accordance with the instructions provided in Section L and the corresponding Exhibit A-Pricing Tables and the positions enumerated under CLIN X009.

14. Section B, Paragraph B.8 states that travel costs shall be allocated to CLIN X008 (Other Supplies, yet this CLIN is also used for Other Supplies such as materials and ODCs. How shall an offeror calculate its markup dollars for CLIN X008 if it is subject to different indirect cost rates depending upon the composition of the cost elements covered by this CLIN? For example, an offeror may have indirect cost rates for travel that differ from its indirect cost rates for material, or ODC, or subcontracts.

Answer: Pursuant to Section L.16.2 (8) and (11), and Exhibit A-Pricing Tables 2 and 3, Offerors shall propose all indirect cost rate descriptions (e.g., Overhead and G&A) that would apply under the cost-plus-fixed-fee CLINs and the CLIN containing the materials portion of the time-and-materials arrangement. The indirect cost rates negotiated in Sections B.3 and B.4 shall be used, as applicable, during contract performance. However, for evaluation purposes for award of the contract, Offerors shall assume that the RFP-specified annual cost under CLIN X010 (formerly CLIN X008) (Other Supplies) in Pricing Table 7 represents services/maintenance agreements’ costs.

15. Section B, Paragraph B.2.a. This paragraph states that the contract is for non-commercial items, yet the equipment listed in Exhibit A-Pricing Tables.xls to be supplied under this contract is bought and sold in the commercial marketplace for both non-Governmental and Governmental purposes. Therefore, should this contract, or at least the equipment supply portion of this contract, be considered a contract for commercial items? Recommendation-Change the contract to include commercial items and commercial item practices for invoicing.

Answer: While the Government acknowledges that some aspects of the overall requirement are commercial, the Government considers the majority aspects to be non-commercial

16. In most cases PWS requirements map directly to a specific CLIN in Section B. However, PWS paragraphs 4.1 Supply Chain Mgmt, 4.2 CMMS, 4.4 Item Master List and 4.10 Perimeter X-Ray & Explosive Detection, do not map directly to a specific CLIN in Section B. What is the Government’s instruction regarding if and how these requirements are priced into Exhibit A Pricing Tables and RFP CLIN structure?

Answer: Please reference the revised CLIN structure in Section B.2, Section L.16.2, and the Exhibit A-Pricing Tables.

17. Section B, and Section C, Paragraphs C.4.1, C.4.2, C.4.4, C.4.10 and Exhibit A. The CLIN table does not include separate CLINs for equipment repair for known equipment and equipment repair for unknown equipment. Should we assume that the contract will be modified as each new reparable item is added to the catalog? We recommend providing a separate FFP CLIN for repair of known equipment and a CPFF CLIN for repair of unknown equipment to preclude contract modifications when future reparable equipment items are added to the catalog.

Answer: Equipment repair is a highly predictable requirement, thereby resulting solely in the establishment of a firm-fixed-price CLIN for this effort.

18. Section B, Paragraph B.2. It is not clear from this document where the costs for managing and handling GFE goods should be documented. Is it the Government’s intention for the offeror to capture these costs in X003 by including costs for GFE materials as an element in the firm-fixed-unit-cost for known equipment or should this fall under X007 (time) and X008 (space, materials)?

Answer: The costs for managing and handling Government-furnished property, as described in Section H.3, shall be allocated to CLIN X001 (Program Management). Please see the revised CLIN structure in Section B.2.

19. Section B, Paragraph B.7. Are labor categories for T&M tasks only?

Answer: The labor categories enumerated in Section B, and the corresponding labor category descriptions contained in Section H, Paragraph H.7 are for the generation of individual "orders" that may be placed for services not specifically identified with Section C, but are within the overall scope of the contract. In addition, the positions descriptions contained in Section H, Paragraph H.7 provide the minimum requirements for positions employed in day-to-day performance of the services as stated in Section C.

20. Section B, Paragraph B.2 b), and Section F, Paragraph F.3. Could the Government clarify the procurement process that will be used to order “other services and supplies” under CLINs X007 and X008?

Answer: At this time, the Government cannot confirm the specific ordering process(es) it will use for CLINs X009 (formerly CLIN X007) (Other Services) and X010 (formerly CLIN X008) (Other Supplies).

21. Section C, Paragraph C.2. The referenced solicitation section states, “FSE also provides logistics management and multi-layered maintenance support for installed technical security equipment.” Question: Can the government please define “multi-layer maintenance support?”

Answer: Page 18, Section C, Paragraph C.3.2 titled, "Organizational Structure-FSE" is hereby amended to delete the words "multi-layer."

22. Section C, Paragraph C.4.7.1. The referenced RFP section states that the government will provide bar-code and RFID labels but only specifies that bar-codes must be reported. Question: Is the offeror required to price RFID? If so, what is the scope of this requirement?

Answer: Yes, and such pricing shall be reflected in the proposed firm-fixed-unit-prices under CLIN X003 or in the applicable indirect cost pool allocated under CLIN X004. The Contractor shall be merely affixing either bar codes or RFID tags to products shipped. The bar-codes and RFID tags are Government-furnished items.

23. Section C, Paragraph C.4.9. Please provide the list of equipment requiring repair and the volume so that offerors can ensure the proper FTE level of support is provided for this requirement.

Answer: Exhibit H titled, "Equipment Repairs A002" is hereby added as a new exhibit

24. Section C, Paragraph C.4.9 and Section H, Paragraph 4.1. Will the Government provide the electronic and mechanical took kits necessary for equipment repair required in C.4.9?

Answer: No, the Government will not be providing the electronic and mechanical took kits necessary for equipment repair required in C.4.9. The contractor is required to provide all the necessary tools and equipment to repair items that enter the repair shop.

25. Section C, Paragraph C.4.4. The requirement states “Provide current pricing for all catalog items, with semi-annual updates”, yet “Exhibit A – Pricing Table.xlsx, worksheet “5. Firm-fixed-unit-prices” asks for “proposed firm-fixed unit prices” for contract base year and four option years. Will Offeror provide semi-annual updates or will there be a firm-fixed unit price established for base year and four option years?

Answer: Section C, Paragraph C.4.4 titled, "Item Master List." The fourth bullet has been revised to delete the phrase "with semi-annual up-dates."

26. Section C, Paragraph C.4.3.14. What level of support is required to support the special projects area? Which FTEs will support special projects? SUGGESTED CHANGE: Clarify or estimate # of hours per labor category to support special projects.

Answer: Exhibit J-1 Projected Workload Table is hereby amended to include the associated workload for Paragraph C.4.3.14 Special Projects.

27. Section C, Paragraph C.1. Does the Government intend to award all four separate contracts to the same awardee?

Answer: No, Reference Section H, Paragraph H.11.

28. Section C, Paragraph C.4.1. Are US Flag carriers required for material transportation? Suggested Change: Allow transportation on commercial terms or US Flag?

Answer: Cargo transportation services funded by the United States government are required by 49 U.S.C. 40118, commonly referred to as the “Fly America Act” to use United States air carrier service. One exception to this requirement is services provided under a bilateral or multilateral air transport agreement, to which the United States Government and the government of a foreign country are parties and which the Department of Transportation has determined meets the requirements of the Fly America Act. These agreements are known as “Airline Open Skies Agreements” and more information regarding these agreements is available at the United States Department of State website (www.state.gov/e/eeb/tra/).

29. Section C, Paragraphs C.2 and C.4.1. We understand that the Government’s goals include process improvement and cost reduction. Should those goals be included as a function under C4.1? Does the Government feel that driving cost reductions requires a team dedicated to performing that function, in cooperation with the team that is responsible for day-to-day operation of the supply chain? Suggest adding the following language, if resources are to be dedicated to supply chain innovation and cost reduction:

• Logistics Innovation and Cost Reduction – Drive continuous process improvement by constructing and managing a network optimization model and a thorough understanding of vendors’ practices. Conduct cross-functional initiatives and special projects to drive efficiencies in targeted areas.

Answer: Reference the response to Question 12.

30. Section C, Paragraph C.4.1. The SOW states “Process PO for shipment within seven business days from receipt, unless otherwise agreed to by the GTM (e.g., X-Ray machines, turnstiles etc).” Please define the meaning of this. It is unclear what Process PO for shipment means.

Answer: Processing a PO for Shipment means when the Contractor receives an approved purchase request in CMMS a shipment shall be made to the ordering activity within seven (7) business days. Page 35, Section C, Paragraph C.4.6 titled, "Order Fulfillment." The sixth bulleted item is hereby amended to read as follows, "Process PO for shipment within seven business days from receipt of an approved purchase request unless otherwise agreed to by the Government.

31. Section C, Paragraph C.4.4. States, “Provide current pricing for all catalog items, with semi-annual up-dates,” but Exhibit A, L.16.2 (41) indicates that equipment prices are annual. This has created a conflict as to why semi-annual updates are required for annualized firm-fixed priced items. Please clarify.

Answer: Reference the response to Question 25.

32. Section C, Paragraph C.4.9. Will the Government provide all existing repair and test equipment associated with the repair center?

Answer: Reference the response to Question 24.

33. Section C, Paragraph C.4.10. Will the Government provide a list of all fielded X-Ray and Explosive Detection systems and their current maintenance records to establish current equipment baselines?

Answer: At the time of contract award the Contractor will be provided full access to the Maximo CMMS Database and will be able to utilize all of the available data pertaining to the x-ray and explosive detection maintenance records.

34. Section C, Paragraph C.4.1. RFP states: " Implement service level agreements (SLAs) with customers to establish and document mutually-agreed product and delivery lead times." This conflicts with J-2 that states, "Purchase Orders are processed for shipment" within seven (7) business days from receipt" Recommend de-conflicting and providing instructions clarifying how the contractor will measure and report SLAs.

Answer: The timeframe associated in the Quality Assurance Surveillance Plan (QASP) is an Acceptable Quality Level (AQL). The SLA refer to in Section C.4.1 pertains to the advanced planning and coordination of future Technical Security Systems are required and Technical Security Upgrade (TSU) projects. The Contractor shall establish an SLA with the customer establishing future equipment requirements. When the order is actually placed in CMMS the Contractor would then have seven (7) days to ship the product. CMMS captures and reports the date and time the purchase request was assigned to the Contractor as well as t

35. Section C, Paragraph C.4.2. Please identify which Maximo software modules/components are being used or planned to be used during the contract.

Answer: All modules that are in the Maximo Asset Management Suite are either being used or are planned to be used at some point in the future at the discretion of the government.

36. Section C, Paragraph C.4.6. This section contains a table with priority levels and associated codes: 1 Low Routine Restock-Planned Installation; 2 Routine Restock; 3 Maintenance Urgent Restock; 4 Urgent Critical. However, it does not provide information about DoS expectations on how the contractor will handle these priorities within certain timeframes or other measures. For example, if the purchase order is "urgent" will the contractor be expected to expedite the order with 24 hours? 48 hours? Recommend DoS provide performance expectations for each priority level.

Answer: Paragraph C.4.6 titled, "Order Fulfillment." The first paragraph is hereby deleted in its entirety and a new first paragraph is substituted in lieu thereof.

37. Section C, Paragraph C.5. Could the Government clarify which CLIN the Transition fits under?

Answer: Please see the revised CLIN structure in Section B.2, Section L.16.2, and Exhibit A-Pricing Tables. Offerors shall propose their transition prices associated with phase-in under CLIN X007 (Transition: Phase-in). For evaluation purposes for award of the contract, offerors shall apply their proposed applicable ceiling indirect cost rates associated with the phase-out stage of transition under CLIN X008 (Transition: Phase-out).

38. Section C, Paragraph C.4.9. Is it the Government’s expectation that all non-warranty repairs are performed at the Contractor’s repair facility?

Answer: Yes the Contractor is expected to handle all non-warranty repairs at the Contractor's repair facility.

39. Section C, Paragraph C.4.9. The first paragraph states, “The Contractor shall use the SCM to acquire parts when required…” Will the Government pay for these parts through CLIN X003/ X004? We assume so based on H.3.2, please confirm. Recommendation adding Government pays for these parts through CLIN X003/X004

Answer: Yes, the Government will pay for these parts under CLINs X003 and X004. Paragraph C.4.9, Paragraph 1, fourth sentence currently states, " The Contractor shall utilize the SCM contract to acquire parts when required but is encouraged to cannibalize and salvage parts from items returned that were not repairable."

40. Section C, Paragraph C.4.9. In order to provide a Firm Fixed Price for CLIN 0006 historical information is required for a more accurate proposal by industry. Will the Government please provide the Work Order history for two years for the equipment repair function for the following information: •Brand and Model of Asset Returned •Date Asset was Received •Problem Code Reported (if available) •Disposition (Repaired, Scavenged, Excessed) •Date of Disposition •Labor Hours •Parts Used •Items Placed in Inventory. If Repaired or Scavenged (Assets, Full Assemblies, or Components). Recommendation - If this information is not available for offerors, recommend that the CLIN be modified to a T&M structure for the first year of the contract allowing the contractor to establish a historical basis for a firm fixed price structure. (This has the added advantage of establishing baseline price ranges for particular items to enhance the potential for realizing cost savings).

Answer: Reference the response to Question 23.

41. Section C, Paragraph C.4.10. Could the Government clarify which CLIN the Perimeter X-Ray and Explosive Detection Task fits under? In addition, will a new labor category be required under X007? If yes, can the Government describe the labor category?

Answer: Paragraph C.4.10. The second sentence starting with the phrase "The Contractor shall track...: is hereby deleted in its entirely. 47. Section C, Paragraph C.4.3.9. The Contractor will draft all new product bulletins in the format prescribed in the New Product Bulletin Template, Appendix J-14. QUESTION: Does the government have an estimate for the number of New Product Bulletins to be completed annually by TDB? If no, how many were requested annually of the existing incumbent?

Answer: Appendix J-1 is hereby amended to include the associated workload for New Product Bulletins.

48. Section C, Paragraph C.4.4. The Contractor shall use the Maximo Item Master List (IML) application in CMMS to create equipment records for approved items that are available for purchase…. Prior to the end of the contract base year, the Contractor shall update the complete catalog with product and/or item photographs. Currently 20% of the catalog items have photographs. QUESTION: How many CMMS data entry terminals are available for this work effort? Will additional ones be added if requested?

Answer: The Contractor shall be granted fifteen (15) remote access accounts and seven (7) on-site accounts for performing all worked within CMMS. There are no dedicated CMMS access accounts associated solely with the completion of this task.

49. Section C, Paragraph C.4.4. The Contractor is responsible for repairing products included in the catalog that are returned from overseas or domestic end-users…. The current repair facility processes approximately 140 items per month. QUESTION: Can the government provide metrics as to the average processing time for a single item and/or labor units in man hours for repair operations?

Answer: Appendix J-1 titled, "Projected Workload Table" is hereby amended to include the annual number of person hours associated with the repair operations as a new line item.. Reference the response to Question 23.

50. Section C, Paragraph C.4.1.1. The Contractor shall develop a survey that shall be distributed to all customers following the delivery and installation of the products or services ordered. QUESTION: Are there any metrics being collected on customer satisfaction now? If yes, will those metrics be available to the successful bidder to help assist in the development of the required survey?

Answer: Yes, the performance metrics for the incumbent contractor are currently being collected. No, that data will not be shared with the follow-on contractor.

51. Section C, Paragraph C.4.1.1. Do any of the items shipped contain ION or METAL Lithium Batteries?

Answer: None of the current items in the Maximo Item Master list container this type of battery that is prohibited in the pouch. The pouch regulations allow for this type of battery if it is a button or watch type battery.

52. Section C, Paragraph C.7.3. The GE itemizers listed Exhibit J-5, do they contain any elements that are considered “Hazardous Materials in transportation”?

Answer: Yes, the itemisers do contain hazardous materials. Material Safety Data Sheets for units currently employed will be provided to the successful contractor at the time of contract award.

54. Section C. Are Design Drawings and Specifications available for Items that are obsolete? General question. If items are obsolete, will pricing of equivalent items be allowed?

Answer: The CMMS Item Master List is not exclusive to items that the Contractor is required to providing unit pricing. Unit pricing for items marked "obsolete" are not required by the Offeror. Items marked in CMMS as "obsolete" remain in CMMS in order to permit the items return in the system for maintenance. Items marked as "obsolete" in CMMS already have equivalent items in the CMMS database for replacement.

55. Section C. Are Design Drawings and Specifications available for Items that the OEM is no longer available or Manufacturing? General question. If items are obsolete, will pricing of equivalent items be allowed?

Answer: Reference the response to Question 54.

56. Section C. Are the Design Drawings and Specifications available for Items that require Fabrication? For example, Item #2005 is for fabrication. How do we price this accordingly?

Answer: Items marked as "fabricated" originally resulted from requests for "need-quotes" and have been removed from the CMMS Item Master list contained in Exhibit A. New fabrication requests will be handled on a case-by-case basis. Designing Drawings and Specifications will be provided at the time of the request.

57. Section C. Are detailed Specifications available for electronic test equipment (i.e. Frequencies, inputs). Pricing may be affected by what specifications and test configurations are required for the electronic test equipment.

Answer: Repair shop equipment specifications for electronic test equipment will not be provide. Repair shop equipment specifications for specialized equipment will be provide after contract award. Reference a new Exhibit I titled, "TDB Test Equipment."

58. Section C. Are there requirements for Certificates of Conformance and Test result documentation?

Answer: The SCM Contractor is responsible for ensuring that products evaluated fully meet the specifications published by the manufacturer and the specifications required by the Department of State. A “Certificate” is not required, but TDB documentation (draft templates in Appendix J) must be completed during the entire process of product selection, evaluation, testing, etc.

If so what Items will it be required on?

Answer: All items selected for testing, evaluation, etc. must meet Department of State specifications.

General question; does anything that needs to be procured or fabricated require certification and test documentation with it? For example, “This Widget has been Certified to Perform to Industry Specification ANSI-1234. It has also passed the Underwriters Laboratory Test for sustaining high temperature operation.”

Answer: A product that is fabricated follows the same test and evaluation procedure as an item that is procured. All document and the full evaluation/testing process applies, as noted above. If the Department of State specification requires UL compliance, then a fabricated or procured item must be UL tested and passed.

59. Section C. Are Statements Of Work, Design Drawings and Specifications available for Installation line Items? For example Items #974 and #1111, see similar question above referencing Fabrication.

Answer: Reference response to Question 56.

60. Section C, Paragraph C.4.7.3. Are package requirements consolidated prior to shipping? If so what are average consolidated dimensions and weights of product shipped?

Answer: Because the pouch limit is 70 pounds per registered box, there is little to no package consolidation for the Diplomatic Pouch. For commercial air freight, the Department of State expects that materials will be consolidated to the extent that it minimizes volume, but insures that materials are well packaged and arrive at destination damage free and in working order. Likewise for commercial air freight, multiple orders that arrive at the contractors warehouse prior to shipment for the same destination, should be consolidated to the extent that they save the government on shipping cost and are shipped in a timely manner.

61. Section C, Paragraph C.4.7.3. Are any items greater than 63 inches in height? If so what are the weights and dimensions? Can these items be laid down for OCONUS transport?

Answer: In general any item may be laid down for shipment as long as the item’s manufacturer recommends this strategy for shipment. Bidders are expected to work with manufacturers, packaging experts and shipping companies to insure that any item shipped via commercial air or ocean freight arrives at the final destination free of damages and in working order. The successful Contractor shall be able to consult the Maximo Item Master List for items that may exceed this dimension.

62. Section C, Paragraph C.4.7.3. Are shipments received from vendor to contractor in manufacturer packaging? Is this packaging then used in the shipping boxes described in the standard size boxes?

Answer: Yes, shipments received are in the manufacturers packaging. In general, pouches receive very rough treatment once they are turned over to the freight forwarder and/or airlines. Most pouch bags contain multiple items, which lose their orientation because the bag itself may be turned over, dragged, dropped or otherwise handled in a very rough manner. The packaging of items, especially sensitive electronic items, must reflect very high packaging standards to insure that they arrive at the final destination free of damages and in working order. The types of packaging noted in the solicitation in C.4.7.3 are what the Department of State has found to have the greatest degree of success in utilizing the Diplomatic Pouch.

63. Section C, Paragraph C.4.8.1. Are any of the CONUS shipments shipped as “Diplomatic Pouch”? If so, are these to be shipped via exclusive use vehicle (EUV)?

Answer: The Diplomatic Pouch only ships to OCONUS destinations. CONUS shipments are generally sent via commercial means, such as UPS or FEDEX.

64. Section C. Please provide detailed description of expected price elements for Installation items (i.e. Permits, tax, travel, sight visits, underground utility locating, soil analysis

Answer: This question does not pertain to the subject Supply Chain Management solicitation.

65. Section C, Paragraph C.4.3.13. Due to extensive time differences between support request and support resources, and greater than one day solution paths (e.g. shipping a repair part to an OCONUS location) should the Government’s SLA for support response providing “…problem resolution within one business day…” be rewritten to say “…problem resolution engagement within one business day…”?

Answer: Appendix J-2 titled Quality Assurance Surveillance Plan (QASP). The performance standard associated with line item C.4.3.13 is hereby amended read as follows "Calls received from STAC are acknowledged within one (1) business day. Problem resolution engagement within one (1) business day and final business resolution within seven (7) business days of call acknowledgement."

66. Section C, Paragraph C.4.3.15. Should the requirement state “…complete the picture of the DS Lock Support program?

Answer: Section C, Paragraph C.4.3.15. The term "Lock & Leave Program" is hereby deleted in its entirety and the term "Lock Support Program" has been inserted in lieu thereof.

67. Section C, Paragraph C.4.7.2. The section references Appendix J-16 but the draft calls out Appendix J-8, which is correct?

Answer: Section C, Paragraph C.4.7.2 refers the Appendix J-16 titled Security Procedures for Consolidated Receiving Points. The reference is correct as stated. Your reference to a "draft" calling out Appendix J-8 is not understood. The solicitation posted on FEDBIZOPPS on July 1, 2011 is the official solicitation pending any amendments.

68. Section C, Paragraph C.4.3.5. Please clarify between C.4.3.5? (two products) and Appendix J-10 (three products) the minimum number of products that should be considered for product comparison.

Answer: The minimum number of products that should be considered for product comparison is ten. If ten products of this type cannot be found, the GTM or COR within TDB will set the minimum product number to be compared. Wording under C.4.3 states “All documentation templates referenced below represent the current requirements, however some of the templates may be in a draft or initial iteration and therefore are subject to updates and modifications.” The product comparison template in J-10 was in draft form at the time of SCM compilation and is therefore in error. From the list of products compared, the product comparison document will recommend at least two products for evaluation that meet our specifications, as stated in C.4.3.5. Appendix J-10 is hereby amended to reflect two products.

69. Section C, Paragraph C.4.3.4. The projected workload for developing NEW technical specifications was not specified. How should contractors price new and unquantifiable activities and deliverables?

Answer: Appendix J-1 titled, "Projected Workload Table" Paragraph C.4.3.4 is hereby amended to include a new line item depicting the projected workload associated with new TSS subcategories and technical specifications.

70. Section C, Paragraphs C.4.3.6 and C.4.3.7. Will the Government provide, as GFE, HW, SW, Test Equipment, Instrumentation, Supplies, and Facilities and ensure they are available and in place to conduct or support each system test in multiple locations?

Answer: The Government will provide all existing Test Equipment, HW, SW, instrumentation, and supplies as previously used for Project Evaluations and Pilot Project Plans. A list of the test equipment, instrumentation, supplies, and facilities shall be available at the time of award.

71. Section C, Paragraph C.4.6. Will the Government consider providing, as GFE, catalog inventory for new equipment/spares needed for just in time delivery?

Answer: No

72. Section C, Paragraph C.4.2. How many Government Maximo licenses are available for the contractors?

Answer: Fifty (50) Maximo licenses will be made available for the Contractor.

73. Section C, Paragraph C.4.9 and Appendix J-1. Could the Government clarify whether the 140 items per month/1680 items per year is the number of items successfully repaired and put back into inventory, or whether it is the number of items received by the repair facility? If the former, please provide the number of items received by the repair facility on a monthly basis.

Answer: It is number of items returned to inventory. Reference the response to Question 23.

74. Section C, Paragraph C.4.7.2. Deliverable C.4.7.2, Assembly and Testing Reports, in Section F requires that, “Product faults or obsolescence are reported to the COR/GTM within four (4) hours of discovery.” RFP Section C.4.7.2, Consolidated Receiving Point, does not include the tasks required to identify the information required in the deliverable. Question: Does this contract require routine pre-testing, burn-in, or pre-assembly of systems from components, prior to packaging and shipping from the CRP? If yes, which items are subject to this requirement?

Answer: Yes, this contract requires routine pre-testing, burn-in, programming or pre-assembly of systems from components, prior to packaging and shipping from the "warehouse" not from the CRP per se. The CRP is a space within the warehouse designated solely for pouch shipping (reference Appendix J-16). TSS includes but is not limited to turnstiles, bollards; high security alarm systems; cameras; vehicles barriers; gate arms; access control; intrusion detection equipment; servers and CPUs.

75. Section D, Paragraph D.4. The freight term specified “Freight on Board (FOB) Point: Destination”, does not comply with Incoterms® 2010 (the internationally recognized standards which are used worldwide in international and domestic contracts for the sale of goods). Question: Please confirm that the Incoterms to be used should be, “Ex Works [location of SCMS Contractor’s Warehouse] (EXW)” for shipments tended to the Diplomatic Pouch system or “Delivered Duty Paid [consignee’s location] (DDP)” for commercial air and ocean freight shipments.

Answer: Incoterms® 2010 are not applicable to this procurement.

76. Exhibit A, Pricing Table 6. If vendor quotes are returned as obsolete/non-existent, include installation costs for product, are drawings as opposed to actual product, or are labor services, should the Offeror propose $0.00 in Pricing Table 5 and annotate the reason? If not, please clarify how to handle the above pricing situations.”

Answer: Reference the response to Questions 54 and 56. If there are items on the Master List that would not cost anything, Offerors are not to propose prices for these items.

77. Exhibit A, Pricing Table 6. This list of items contains 6949 line items. After an initial review it appears that there are nearly 2000 duplicate part numbers. Of these duplicates, some appear as many as 27 times (302-6). More than 80 of the part number lines are missing information. Recommendation- Recommend that DoS provide clarification and missing information on Exhibit A and consider eliminating duplicate items.

Answer: Exhibit A-Pricing Table 5 (Firm-fixed-unit-prices) has been amended to remove duplicated and all…
