Surface Awareness Initiative 12/27/2023 Section D – Packaging and Marking
Packaging and Marking Preservation, Packaging, and Marking All deliveries under this contract must be preserved and packaged in accordance with the most economical and best commercial practices to assure arrival at the specified destination(s) of all content being received in undamaged condition and free from deterioration and damage to shipping, handling and storage hazards.
General Markings In addition to information provided with shipping instructions, all deliveries will be marked on the outside of the packaging with the following:
1. FAA contract number / Task Order
1. Contractor’s name and address
1. List of contents
1. Deliverable requirements as stated in either the SOW or appropriate CDRL
1. Name and routing symbol of the specific person to whom deliveries are addressed The shipments must also be marked in accordance with the current edition of Federal Standard 123, Marking for Commercial Shipment (Civil Agencies).
Packaging, Handling and Storage, Preservation, and Packing All components and equipment (except spares) must be individually preserved and packaged Level A and packed Level B IAW MIL-STD-2073-1D, Standard Practice for Military Packaging.
Spares, unless otherwise specified in the contract, must be individually packaged to the minimum requirements of the American Society for Testing and Materials (ASTM) D3951 Standard Practices for commercial packaging for shipment and storage for a minimum of one (1) year from the time of receipt at destination, unless it is shown that commercial packaging cannot provide adequate protection and preservation.
Common hardware items must be packaged in multiple unit pack quantities as normally supplied through retail trade channels or in standard commercial unit packed quantities comparable with the unit of issue (UI) or Quantity per Unit Pack (QUP). Factors and formulas establishing Quantity Packed and Interim Container Quantity of MIL-STD-2073-1D must be used as a guide in determining the quantity per container.
Kits must be preserved and packaged Level A and packed Level C, IAW Appendix E, Development of Packaging Requirements of Kits (Parts and Modifications), of MILSTD-2073-1D.
Shipping Documents The Contractor must enclose a packing list and either shipping Documents FAA Form 4500-1, Project Material Shipping Notice/Receiving Report or FAA Form 4650-12 with each shipment.
Electronic Delivery Unless otherwise specified in the contract, electronic delivery of all documents, such as offers, letters, or reports, is preferred. The Contracting Officer may direct the contractor to upload deliverables and/or correspondence to an FAA designated electronic site/system.
Marking As required by Section C.3.6, the FAA may require the Contractor to provide support to the FAA Logistics Center (FAALC) or to provide a combination of FAA/Contractor Depots.
Unless specifically exempted in the contract or solicitation, the following identification information must be marked using current standard of MIL-STD-129R, to include the following:
· FAA Contract Number,
· National Stock Number (NSN),
· Serial Number (if applicable),
· CAGE Code
· Nomenclature / Description
· Quantity and Unit of Issue
· Part Number, and
· Warranty Expiration Data (if applicable)
Labels must include the following specifications from MIL-STD-19R paragraphs:
· 5.1.1 - Identification Marking
· 5.4.1.1.1 - Identification Barcode Marking
· 5.13 – Hazmat Marking and Labeling Asset Identification The FAA Asset Identification Process and Procedure Guide 2D shall be used in all asset identification including barcoding, tagging, or identifying FAA personal property assets using FAA asset identification standards.
