INTRODUCTION

A safe and efficient National Airspace System (NAS) begins and ends on the airport surface. Air Traffic services that are provided by Air Traffic Controllers (ATC) in the sky, are also paramount on runways, taxiways, and other airport surface movement areas. The Surface Awareness Initiative (SAI) will deliver innovative, cost-effective technological solutions to airports without existing surface surveillance capabilities to expand ATC’s surface situational awareness.

SAI solutions will leverage Automatic Dependent Surveillance – Broadcast (ADS-B) as the source of aircraft position both on the surface and in airport arrival and departure corridors. These ‘targets’ will be displayed overtop an airport surface map that will, at a minimum, depict runways, taxiways, hold ramps, and other movement areas. In addition to aircraft targets, any vehicles that are equipped with ADS-B Out capabilities will also be displayed on the map.

Purpose The purpose of this Performance Work Statement (PWS) is to define the SAI effort. This PWS mandates the managerial, functional, and operational, hardware, software, testing, logistics, sustainment, and implementation requirements to be met by the solution.

Scope of Work The scope of work required under this PWS includes all elements necessary to provision a SAI solution at an aviation / air traffic control operational facility (i.e., Air Traffic Control Tower (ATCT)). Task areas described in this PWS include Program Management, Systems Engineering, Facility and Personal Security, System Safety, Service Operations, and Maintenance and Implementation.

Services provided under the SAI contract must include all the necessary personnel, equipment, training, materials, and engineering to deliver, operate, and maintain the required services.

The requirements within this scope of work may be updated on a periodic basis in accordance with Section H.

APPLICABLE DOCUMENTS

The Contractor must adhere to all policies and procedures established by the Government. Moreover, services provided under this contract must comply with the applicable orders, directives, standards, and policies (collectively referred to as “Applicable Documents”) listed in this section.

The Applicable Documents consist of Government documents as well as non-Government documents. The Contractor is responsible for reviewing all Applicable Documents, understanding their impact on the delivery of the required services, and complying with the applicable requirements. The most current version of each document at the time of contract award will be the applicable version at the beginning of contract performance. When, and if, updates are made during the contract period of performance, the Contractor will be allowed to assess the update for any effect on contract performance before it is incorporated into the contract.

ORDER OF PRECEDENCE BETWEEN THE PWS AND APPLICABLE Documents If the requirements of this PWS and the Applicable Documents referenced in PWS Section C.2.1 and Section C.2.2 are in conflict, the PWS takes precedence.

If the Contractor identifies a potential conflict between the PWS and the Applicable Documents, the Contractor must immediately advise the FAA Contracting Officer (CO) for resolution.

Availability of Documents Copies of FAA orders, directives, and policies may be obtained from the FAA CO identified in Section G.3 of this contract. Requests must clearly identify the title and/or number of the document.

GOVERNMENT-FURNISHED ITEMS AND RESPONSIBILITIES

Government-Furnished items This section identifies items that the Government will furnish to the Contractor to support the delivery of services provided by the Contractor.

Facility Access The Government will provide the Contractor with site access to Government facilities for installation of equipment and site surveys. Contractor personnel may be required to satisfy certain security requirements before they can be admitted to any Government facility, and the Contractor must ensure the relevant Contractor personnel can meet these security requirements.

Site Documentation The Government will provide the currently available Government site documentation (e.g., facility site drawings and building blueprints) to support the delivery of SAI services at Government facilities. The Contractor must maintain confidentiality of these documents in accordance with FAA Order 1600.75, Protecting Sensitive Unclassified Information (SUI).

The Contractor is responsible for obtaining all non-Government related airport site documentation, i.e., airport maps and airport infrastructure documentation.

Equipment Space The Government will provide space at Government provided service delivery locations for installation of Contractor-provided equipment. The availability of space for installation of Contractor-provided equipment, including commercial telecommunications service provider (a.k.a. “carrier”) equipment installed to support SAI services, will be determined by the Government on a case-by-case basis. The amount and type of space at facilities available for use in on-site maintenance activities, equipment storage, and related purposes will also be determined by the Government on a case-by-case basis.

Electrical Power and Grounding The Government will allow the use of existing electrical power sources by the Contractor to support the operation of Contractor-provided equipment. While the physical implementation of power systems may vary across sites in terms of manufacturers, models, and other factors, the available power sources will conform to the electrical standards specified in FAA-G-2100J.

At FAA ATCTs, the Government will connect Contractor-provided equipment requiring power.

Contractor provided equipment will only be allowed to connect to the non-essential and essential power buses; connection to the critical power bus is prohibited.

Equipment If required for administration network access, a single Government Furnished Equipment (GFE) computer per airport site will be provided for admin/mission support network access (for web applications only). The contractor will be responsible for any display(s) and cabling.

CONTRACTOR PROVIDED SERVICES

This section of the PWS identifies work activities that must be performed by the Contractor.

SURFACE situational awareness Services The Contractor must provide Surface Situational Awareness services in accordance with Attachment J.1 Minimum Requirements Document.

Technology and Manufacturing Readiness Technology Readiness Level (TRL) The SAI solutions must be at a minimum TRL of 8. TRL-8 is defined as a complete end-to-end solution, from ADS-B message reception to target display, which has been fully qualified through test and demonstration. The solution has been proven to work in its final form and under expected conditions. In almost all cases, TRL-8 represents the end of true system development. Examples include developmental testing and evaluation of the system. Supporting information includes manuals, specifications, drawings and operational testing procedures of a technical nature required to operate and maintain a product over its lifecycle.

Manufacturing Readiness Level (MRL) The SAI solutions must be at a minimum of MRL of 8. MRL-8 is defined as the manufacturing Pilot line capability has been demonstrated and ready to begin low-rate production. This means that:

· The detailed system design is complete and sufficiently stable to enter low-rate production.

· All materials, manpower, tooling, test equipment, and facilities are proven on the pilot line and are available to meet the planned production schedule.

· Known producibility risks and issues pose no significant challenges for production.

· Supplier qualification testing and first article inspections have been completed.

· The industrial base has been assessed and shows industrial capability is established to support low-rate production.

Commercial-Off-the-Shelf (COTS) Technology The Contractor must use Commercial Off-the-Shelf (COTS) technology, both hardware and software, to the maximum extent possible.

Support Services This section of the PWS identifies services that must be provided by the Contractor in support of Contractor-provided SAI services defined in PWS Paragraph C.4.1.

Program Management The Contractor must manage all Contractor resources, personnel, subcontractors, and activities involved in the delivery of the services ordered under this contract in a manner that results in the successful execution of this contract throughout the contract life cycle.

The Contractor must plan, organize, direct, and control all the activities necessary to meet the requirements of this contract. The Contractor must designate a Program Manager who has overall responsibility and accountability for contract execution performance and who serves as the Contractor’s primary point of contact for all work performed under this contract. The Program Manager must be prepared at all times to discuss the status of the program with the Government.

The Contractor must quickly respond to informal requests from Government points of contact via e-mail or verbally, as applicable, regarding the status of Contractor-provided services and any issues affecting the delivery of services ordered under this contract.

Meeting Support The Contractor must provide technical and/or Program Management support for remote meetings as requested by the Government. The Contractor must provide meeting minutes as requested by the Government.

The Contractor must support a remote post-award meeting within three (3) days after notice.

Integrated Master Schedule As defined in task orders, the Contractor must develop and maintain an Integrated Master Schedule (IMS) to plan, manage, and control all activities throughout the required reporting period. The Contractor’s IMS should include detailed tasks accounting for any development, installation, and validation required to ensure that services meet the SAI requirements.

The schedule must clearly depict the sequence of events from contract award through solution acceptance. Updates to the contractor’s IMS must be delivered as required.

CDRL SAI-PM01 Integrated Master Schedule (IMS)

Data Management The Contractor must establish a data management program to maintain, control, and track contractually required documentation and correspondence, design, test, production, operations and maintenance documentation, and other supporting documentation.

Risk Management The Contractor must identify risk items that could negatively impact contract performance and must notify the FAA CO in writing via email of the same within 5 days of identification of a risk item.

Configuration Management The Contractor must maintain a Configuration Management (CM) program that provides the processes for identifying, controlling, and maintaining all elements of the SAI Program. The Contractor’s CM program must also include processes and procedures for baseline identification, configuration control, audit and status accounting of software, interfaces, and business processes and documentation.

The Contractor’s CM program must ensure management of all proposed and implemented changes to hardware, software, firmware, processes and documentation, and service-related components of the service. This must include the following areas: maintaining current copies of all deliverable items, providing access to these items, and controlling the preparation and dissemination of changes to these items.

The Contractor must submit any proposed changes or modifications to SAI infrastructure, services, and operations that may impact any of the requirements defined in Attachment J.1 Minimum Requirements Document for Government approval prior to implementing any changes.

Systems Engineering The Contractor must provide engineering support that ensures that SAI meets the SAI functional and performance requirements across the life of the contract. In addition, for the life of the contract, the Contractor must provide engineering support, including, but not limited to, any design, development, integration, testing, and implementation of new capabilities as defined by the Government.

Training The Contractor must deliver end-usercadre training (train-the-trainer) for local Air Traffic personnelrepresentatives and familiarization training for Air Traffic Organization (ATO) Technical Operations personnel.

The Contractor must provide electronic and paper copies of all training materials. The Contractor must provide a User Manual.

Facility and Personal Security The Contractor must comply with facility and personal security requirements.

Facility Security At Government facilities, the Contractor must comply with site-specific physical security requirements, procedures, and processes established by the Government, in accordance with FAA Order 1600.69C, FAA Facility Security Management Program.

At Non-Government facilities where services are developed, housed, or operated, the Contractor must implement and maintain physical security measures, in accordance with FAA Order 1600.69C, FAA Facility Security Management Program, to ensure that security requirements are not compromised.

Personnel Security The Contractor must comply with the personnel security requirements as specified in FAA Order 1600.1F, Personnel Security Program; FAA Order 1600.75, Protecting Sensitive Unclassified Information (SUI); and FAA Order 1370.121B, FAA Information Security and Privacy: Policy.

The Contractor must ensure that all personnel who occupy positions designated to support this PWS are eligible and are appropriately cleared and granted access prior to occupying such a position, in accordance with AMS Policy 3.14.2.

System Safety As requested by the Government, the Contractor must provide data and documentation to support the Government’s system safety and hazard analyses.

As requested by the Government, the Contractor must participate in System Safety Panels conducted by the Government to assess changes/modifications to the SAI infrastructure and services.

Service Requalification Testing Throughout the life of the contract, if a modification to the service baseline is required that impacts any of the requirements defined in Attachment J-1 Minimum Requirements Document, the Contractor must perform a Service Requalification Test (SRQT) to verify service performance. The Contractor must deliver an SRQT Test Plan to be coordinated prior to testing. All formal tests must be executed using SRQT Procedures approved by the Government. The Contractor must deliver an SRQT Report after completion of testing.

Service Performance Monitoring The Contractor must perform Service Performance Monitoring (SPM) Tests after a SAI solution is made operational. SPM tests must verify the system continues to meet requirements on an ongoing basis. The results of the SPM Tests must be reported in the Technical Performance Measures Report.

Discrepancy Management The Contractor must track all discrepancies to the SAI hardware, software, firmware, or interface related to non-compliance with the SAI requirements, identified by either the Contractor (including subcontractors) or the Government, throughout the life of this contract.

The Contractor must propose a corrective action for each discrepancy and identify the proposed regression testing, or future modification(s) to the testing program, required to validate successful incorporation of the corrective action. The Contractor must coordinate all discrepancies and proposed corrective actions that impact any of the requirements defined in Attachment J.1 Minimum Requirements Document with the Government for approval prior to implementing the corrective action.

The Contractor must conduct all regression testing required to validate the corrective actions and ensure full compliance with SAI requirements. The Contractor must complete repairs or procedural changes prior to submission for formal regression testing.

The Contractor must update the configuration management baseline with all Government-approved modifications prior to the formal test event at which the corrective action is verified.

Discrepancy Database The Contractor must implement a discrepancy database to report, monitor, and resolve all hardware, software, firmware, interface, and documentation discrepancies identified during the program. The Contractor must ensure that the discrepancy database contains all discrepancies discovered by the Contractor, the Government, and any other SAI user. When requested by the Government, the Contractor must provide the discrepancy database.

Service Monitoring, Operations, and Maintenance The Contractor must monitor the solution to determine performance trends, forecast issues, and project the need for solution upgrades/modifications.

Customer Support Service The Contractor must establish and maintain a Customer Support Service function for the SAI solution.

Customer Support Communication The Contractor must provide a toll-free number to the FAA as an interface to the Contractor for required customer support service functions. The customer communication support must meet the following requirements:

A. All incoming calls must be answered by a Customer Support representative. Service must be provided 24 hours per day, every day of the year.

B. Hold: Once answered by a Customer Support representative, calls must not be placed on hold until the caller’s issue or request has been logged into the trouble ticket system and a trouble ticket number has been provided to the caller.

Trouble Ticket System The Contractor must provide a trouble ticket system for the capture and documentation of all SAI issues (Contractor or FAA identified), configuration changes, and technical assistance requests. The Contractor must maintain the trouble ticket database and provide to the Government upon request.

Notification of Service Outage or Service Impacting Events The Contractor must notify the FAA of all SAI service interruptions or degradations, infrastructure failures, and any planned or foreseen activity or event with the potential to interrupt or degrade the SAI solution within 30 minutes of occurrence.

Service Performance Metrics and Monitoring The Contractor must monitor, collect, analyze, and report performance measures and other information that may be reasonably requested by the Government. The Contractor must deliver a monthly Technical Performance Measures Report (TPMR) that includes the current month and historical trending of Technical Performance Measures (TPMs) in accordance with Attachment J.7, Technical Performance Measures.

The Government reserves the right to independently test and verify the data provided in the TPMR.

CDRL SAI-SM01 TECHNICAL PERFORMANCE MEASURE REPORT (TPMR)

Service Maintenance The Contractor must provide a Maintenance Plan that identifies the Contractor’s maintenance organization(s) and describes the approach, processes, and procedures to be used to successfully maintain the system components that provide the SAI solution. The plan must address the provisions for service continuity and service restoration. The plan must also describe the process for user/Government trouble reporting.

The Contractor must notify and coordinate scheduled and unscheduled maintenance with the Government.

CDRL SAI-SM02 Maintenance plan (MP)

Implementation The Contractor must perform all activities required to implement SAI solution into an operational environment including site specific implementation and facility planning activities, site survey, site design, site readiness and solution installation, integration, checkout, and test. The Contractor must coordinate all implementation activities with the Government Team. The Contractor must coordinate with the FAA Government Team and the FAA Government On-Site Representative (GOSR) concerning access or activities at operational FAA facilities. The Contractor must coordinate with non-FAA entities for access and or activities at non-FAA facilities.

The Contractor must provide all labor and installation material necessary to install this equipment. Installation material may include, at a minimum, the following:

· Racks, cabinets, ladder rack, cable trays, and mounting hardware for SAI equipment

· All cabling and wiring to any demarcation or interface points

· All power, ground cables, and connectors, as necessary, to connect to existing FAA electrical power panels and grounding buses

· Installation tools and test equipment

While at the ATCT, the Contractor must be accompanied by the Technical Officer RepresentationOn-site Representative (TOR) or their designated representative and must comply with applicable safety and security requirements, as identified by the Government.

The Contractor must ensure that there is minimal disruption to existing airport services during the installation of the SAI solution. Upon completion of installation activities, the Contractor must clean and dispose of all shipping crates, packing materials, scrap material, and related items not required for SAI operation, leaving facility in the state of cleanliness in which it was found.

Implementation Planning The Contractor must plan a turnkey approach for the implementation of the SAI solution into an operational environment.

The Contractor’s Program Manager must be responsible for the integration, control, and coordination of all implementation activities with FAA entities and non-FAA entities. The Contractor must provide supervision and direction of its personnel and subcontractors during site activities.

Design Site Survey The Contractor must conduct a Design Site Survey (DSS) for the designated airport site to obtain specific information required for implementation of the SAI solution.

The Contractor must conduct a DSS Readiness meeting at least ten (10) calendar days prior to the start of the DSS. At the conclusion of the meeting, the Contractor must submit meeting minutes documenting any remaining and new action items that need to be completed. The Contractor must not commence DSS activities until all actions are adjudicated and the Government has given approval to proceed.

At the DSS, the Contractor must work with the Government to determine site preparation and construction requirements for that specific site. These may include determining location of the SAI solution, identifying cable routing paths, identifying facility power buss connections, and whether grounding/bonding/lightning protection changes, electrical distribution modifications, telecommunications modifications, facility building modifications, and/or movement of equipment are required. The Contractor must coordinate with the appropriate facility manager and appropriate stakeholders for all proposed facility modifications, to ensure adherence to FAA orders and facility requirements.

During the DSS, the Contractor must work with the GOSR to identify the specific Coverage Volume required for target display in accordance with the operational needs of the local Air Traffic and Attachment J.1 Minimum Requirements Document.

The Contractor must coordinate with the Government concerning access to FAA operational facilities ten (10) calendar days prior to performing the required DSS. Granting access to FAA facilities and approval of dates for any DSS activities at the FAA facilities is the responsibility of the Government.

After the DSS for each site is complete, the Contractor must document actions to be performed, based on the information provided by the Government prior to the survey and the information gathered during the survey.

CDRL SAI-IM01 DESIGN SITE SURVEY rEPORT (dssr)

Site Design The Contractor must develop a Site-Specific Implementation Plan (SSIP) for government approval. The submissions must include a complete set of drawings, specifications, plans, and design for the accomplishment of all construction and site preparation activities.

CDRL SAI-IM02 sITE-sPECIFIC iMPLEMENTATION Plan (ssip)

Site Readiness The Contractor must conduct a site installation readiness meeting at least fourteen (14) calendar days prior to the start of equipment installation and check-out to ensure that the site is ready for site preparation. The Contractor must not commence installation and check-out activities until all site installation readiness meeting actions are adjudicated and the Government Team has given approval to proceed.

Site Implementation The Contractor must be responsible for all electrical, mechanical, and physical installation aspects for the SAI solution to include interfacing with the government-specified demarcation point(s). The Contractor must ensure SAI equipment located on or in an FAA facility is installed in accordance with the requirements of FAA-G-2100J Section 3.1.1.7 (Lightning and Surge Protection, Grounding, Bonding and Shielding [LPGBS]).

For operational facilities, the Contractor must ensure that the installation activities are coordinated with the Government prior to installation to minimize the impact on day-to-day operations at the designated site. The Government will coordinate the starting date with the site at least thirty (30) calendar days prior to installation at Government facilities start and notify the Contractor of the official start date.

The Contractor must provide all support equipment and tools required for the installation of the SAI solution.

After installation of the SAI solution, the Contractor must provide one copy of the red-lined facility drawings.

Service Acceptance Test The Contractor must conduct a Service Acceptance Test (SAT) that includes an end-to-end solution verification test to validate the SAI solution’s installation, operation and performance.

The Contractor must develop and deliver SAT Procedures for Government approval prior to SAT. The Government may require additional information and/or testing as identified during SAT. The Contractor must coordinate conduct of SAT with the Government.

The Contractor must deliver a SAT report after completion of testing.

Contractor Acceptance A Contractor Acceptance must be conducted on the SAI solution upon verification that the system has been successfully installed, tested, and shown to meet applicable contract requirements. The system must conform to all specifications and standards identified in the contract. The Contractor must also provide all documentation required under the contract.

The Contractor must notify the Government Team regarding its readiness to conduct the Contractor Acceptance. The Contractor must develop a Contractor Acceptance (CAC) checklist (CAC) in conjunction with the Government Team and use it during the inspection. The Contractor must document exceptions to the CAC in a punch-list. The punch-list, with any variances, must be approved and signed by the Government Team and the Contractor and must be included as part of the Acceptance Data Package (ADP). The Contractor must resolve all punch-list items to the satisfaction of the Government Team for the Government Team to approve the ADP.

Equipment Storage The Contractor must unload, care for, and protect from weather or other factors, all materials (e.g., Government-furnished equipment, Contractor-furnished equipment) delivered until completion and final acceptance by the Government Team. Additionally, all removed equipment must be protected in the same manner prior to disposition.

Damage to Site Damage to facility buildings or premises caused by the Contractor's activities must be repaired by the Contractor to original condition in a timeframe mutually agreed to between the Contractor and the Government. Damage and finish degradation of any building, electronic system, interior or exterior surface, and other installed equipment resulting from transportation and installation activities must be repaired or replaced by the Contractor.

Equipment Removal and Disposition If exercised by the Government, the Contractor must remove and dispose of designated Contractor SAI equipment at each site.

If directed to deliver equipment to a Government Team-designated facility, the Contractor must inventory, pack, and perform all activities associated with preparation for shipping, and ship to the Government Team-designated location.

OPTIONAL and Proposed work efforts

Enhanced Functionality The Contractors may identify enhanced functionality that the SAI solution meets beyond the functionality identified within this SIR. This functionality can include meeting the objectives contained within the SIR (for example, those identified within Attachment J.2 Strategic Plan or other SIR documents) or other additions to functionality that is identified by the Contractor.

Studies, Analyses, and other Items [As directed by the FAA], the Contractor must provide planning and execution of: engineering studies and analyses, system requirements definition; system requirements analysis; system engineering and analysis; system design; prototyping; system development; system integration; software design; software development; release and installation support; system testing; system upgrades/enhancements; hardware and/or software replacements/refresh; system deployment; transition planning and support; training; maintenance; logistics support; support and implementation of new feature requests; and lifecycle management.
