About this file

This document outlines a federal contract solicitation for the Surface Awareness Initiative. The solicitation seeks proposals to develop and provide services to accomplish requirements specified in the Minimum Requirements Document. Services include operations and management, base station equipment and connectivity, airport tower equipment and connectivity, and site planning and design. Pricing is required through the first five years of the contract in the form of fixed price contract line items for non-recurring and monthly recurring costs for each required service. Maximum annual escalation rates must also be proposed to bound prices for the remaining ten optional contract years. Enhanced functionality and optional activities will be ordered through additional fixed price and time and material contract line items. Proposals are due in accordance with Section L of the solicitation. The Department of Transportation Federal Aviation Administration Enroute Terminal Contracts is the contracting agency.

12/27 1/10/20243 Section B – Supplies or Services and Prices

Supplies or Services and Prices Services to Be Provided The Offeror must provide all resources (except as may be expressly stated in this contract as furnished by the Government) necessary to accomplish the requirements set forth in Section C of this contract and develop and provide the requirements within the Minimum Requirements Document, Attachment J-1 of this contract. All work under CLINs 001 and 002 must be accomplished using fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) contracting methods, as specified by the Government. These methods will provide for the acquisition of services, necessary labor, supplies, and other items as required by each CLIN or Task Order.

Definitions Terms and abbreviations used within Section B are defined as follows:

· CLIN – Contract Line Item Number

· CY – Contract year

· ICB – Individual Case Basis

· FFP – Firm fixed price

· LOE – Level of Effort

· N/A – Not Applicable

· MRC – Monthly Recurring Charge

· NRC – Nonrecurring Charge

· T&M – Time and Materials

· TBD – To be determined

· TBP – To be proposed Period of Performance The Base Period of Performance for an award off of this contract is one (1) year with fourteen (14) one-year options for each ordered airport. The first contract year spans from an award to the end of the calendar year of that award. Each subsequent contract year aligns with the calendar Year.

Established Contract Line Item Numbers (CLINs) The following subsections define the CLINs established for this contract.

Any equipment, material, facility, site preparation, labor effort, or service required for the delivery of services defined within this contract for which a price is not specifically identified in the price tables must be included in the price of another item.

The tables below include information regarding the specific CLINs. The information includes the specific subCLINs established, the description, the contract type, and the sections within the Statement of Work that are covered. There may be additional requirements in the SOW sections covered within the text of the section. Abbreviations have been utilized within the tables in order to keep table lengths minimized while providing a description for what the proposed content must encompass. For example, xx will denote the contract year in order to avoid listing all 15 years of the contract.

CLIN 01 Service CLINs (FFP) The complete required service as identified by the requirements within the SIR must be implemented and provideds by ordering the appropriate subCLINs under CLIN 001. The delivery of the service as defined by the FAA requirements within this SIR must not be dependent upon the establishment of any task orders or order of enhanced capability.

Service Operations and Management SubCLIN (FFP) The Service Operations and Management CLIN must account for all activity required to operate and manage the efforts within this contract. The price can vary by airport. The Service Operations and Management CLIN is price has a non-recurring component followed by a monthly recurring charge. The price may change for each contract year.

Maximum Escalation Prices have been requested for the first five years of the contract. Offerors must propose a maximum escalation that could applied to year 5 contract prices to bound prices for the last 10 optional periods of the contract. This escalation factor is applied to year 5 contract prices to bound year 6 prices. Subsequently, this escalation is applied to the bound on year 6 prices to bound year 7 prices. This process applies to all subsequent years of the maximum period of performance.
