GENERAL REQUIREMENTS
1.1 SAFETY REQUIREMENTS
Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
To prepare the VA campus for EHRM Upgrades, main campus of Robert J. Dole VA Medical Campus will require a near-complete re-cabling of the main hospital and associated buildings.
This project will include all materials and labor to replace all telecommunications cable, outlets, and associated equipment for buildings in this project at the Robert J. Dole VA Medical Campus.
Multiple buildings on campus include Buildings B1, B1A, B1B, B1C, B2, B3, B4, B5, B5B, B6, B7, B11, B12, B13, B16, B19, B20, B21, B26, B29, B34, B59, B60, B61, and B62. The scope also includes replacement of all fiber optic cabling, conduit and providing new conduit, fiber and manholes serving the buildings' Telecommunications Rooms (TR) in accordance with the drawings and specifications. Project includes replacing the existing multi-mode fiber service to each building with new OM4-10GB fiber,. New fiber shall be separate homeruns to Building Demarcation room from each building and existing daisy chains will be removed. For all new conduit routes under this contract, a redundant, spare conduit shall be installed parallel with each new route. All OM4-10GB fiber from exterior buildings will run to fiber demarcation room in Building 34 before bridging up to corresponding fiber cans in the B19 server room. OM4 fiber will be split between cores. Campus Area Network (CAN) fiber connections will be unbroken (non-bridged/spliced) homeruns back to the main fiber distribution panel (FDP). Fiber connections at building should not be run through additional buildings unless pass-through or mesh; no “daisy chaining” of fiber will be allowed and all fiber optic cable will terminate in LC connectors.

For the Internet Service Provider (ISP) fiber WAN connection, contractor shall install new conduit and manholes as shown to route redundant ISP WAN fiber to the new demarcation room in B34.
ISP shall pull fiber for this WAN connection, contractor shall provide the infrastructure (conduit and pull boxes/manholes). Contractor shall coordinate with ISP for conduit requirements and access requirements. New site fiber pedestal to occur a minimum of 20’-0” from existing provider entrance to meet redundant route requirements and shall maintain minimum 20’-0” separation on the route to new location. A minimum of two (2) 4” conduit will be required for this entire route.
Specific conduit to be as required by service provider.
Un-terminated "future capacity" cables are not permitted. All installed cables shall be terminated at each end and documentation, labeling, and (where applicable) test results provided. This applies to all permanently installed cable types. Building fiber will be smoke-rated OM4-10GB. In addition to replacing all of the communications cabling and additional 15% capacity shall be provided as shown on the drawings and specifications. All Copper replacement will be CAT 6A.
Any conduit used will be marked appropriately with “low-voltage/data” at regular intervals to be visible in interstitial spaces with minimal effort. Existing conduit drops in-wall shall be retained and reused; contractor shall not exceed conduit fill percentage code requirements with the new cable drops. CAT6A cabling installed for end user devices (terminated at wall plates) will follow the red/blue/yellow standards as outlined in Specification 27 15 00. The facility has a required 1 Gbe connectivity to desktops, and other EUD, and this will include the replacement of wall jacks at EUDs to become CAT6A compliant. All in-building copper cabling will be terminated and labeled in accordance with the drawings and specifications and will be terminated to CAT6A modular jacks capable of accepting and functioning with other modular (i.e.: RJ11) plugs without damage to the jack. CAT 6A color coding shall be provided for all patch cables and all primary cable to each EUD, as follows:
For every TR in the SOW, Contractor shall provide and install new patch panels conforming to EIA/ECA 310-3 dimensions and suitable for mounting in standard equipment racks, with (48) RJ45 jacks aligned in two horizontal rows per patch panel and labeled in accordance with the drawings and specifications. Contractor shall also supply and label all new CAT6A patch cables for every device in the telecom room, at the end user device, and at regular 4’ intervals along the entire cable length in accordance with 27 15 00.
Each TR shall also be provided with new two-post racks with minimum 40% spare capacity for future expansion. All racks and patch panels will be labeled in accordance with the Drawings and Specification 27 15 00. Contractor shall provide and install and utilize a series of welded cabling support structures (“ladder racks”) around the perimeter of the telecom room to support the

01 00 00 - 3 weight of the cable. No wireless access points will be replaced and will be protected-in-place, only the cabling will be replaced. All cabling for wireless access points will be labeled in accordance with the specifications and shall be purple in color. This replacement process will require a temporarily located rack adjacent to the existing rack. Contractor shall replace existing circuits one-for-one and locate on new patch panels on the new rack and provide interim longer-length patch cables to existing devices/switches. Existing equipment to remain will then be relocated to the new rack and the new rack shall be mounted in its final permanent location.
All existing analog phone cable devices and terminations etc. Shall Remain operational at all times and shall be retained and reused. Protect in place in existing location.
The project scope also includes addition of new Computer Room Air-Conditioning split systems with temperature and humidity monitoring station for all locations, as well as the addition of new dedicated electrical panels, transformers, and circuits.
Project scope also includes providing new PACS devices, card readers, control panels, power supplies and associated electrical and low voltage service.
All construction is to be performed in one phase during normal working hours as much as feasible. Off-hours premium time is included for noise abatement and utility shutdowns only.
Shutdowns shall be limited to 8 hours maximum and scheduled for minimal interference with hospital operations. Any item(s) to be salvaged by the owner are to be removed by the owner from the site before construction begins. Contractor to provide dumpsters for disposal of construction debris and materials. The construction contractor will be required to submit construction waste debris reports to include weight of construction waste, weight of any recycled materials and the cost for removing construction waste. The construction contractor shall comply with VA and Medical Center guidance to ensure infection controls during the construction.
1. Normal Working Hours are 0700 to 1600, Monday to Friday.
2. For working outside these hours requires prior written approval from the COR. Due to the work site location, it is anticipated that some off-hours work will be required to perform this project work to manage noise and vibration impacts to Veterans Patients and Medical Staff performing care.
B. Contractor shall perform work in accordance with requirements of “ASHE Construction in a Healthcare Facility”. http://www.ashe.org/education/hcc/index.shtml
C. Contractor shall adhere to all requirements documented in the “VA Telecommunications and Special Telecommunications Systems Design Manual”, “CFM/OIT Design Guide Templates for Critical Telecommunications Spaces in Clinical And Non-Clinical Environments ”, “OIT Infrastructure Standards for Telecommunications Spaces” and the “VA Physical Security and Resiliency Design Manual”. Deviation from VA standards is not allowable.
D. Contractor shall execute electrical, communications and security systems installations in accordance with TIA, VA and BICSI installation standards. The telecommunications contractor shall be a BICSI licensed Contractor with a minimum of five (5) years’ experience installing and servicing systems of similar scope and complexity. The Contractor shall provide four (4) current references from clients with systems of similar scope and complexity which became operational in the past three (3) years. At least three (3) of the references shall be utilizing the same system components, in a similar configuration as the proposed system. The references must include a current point of contact, company or agency name, address, telephone number, complete system description, date of completion, and approximate cost of the project. The owner reserves the option to visit the reference sites, with the site owner’s permission and representative, to verify the quality of installation and the references’ level of satisfaction with the system. The Contractor shall provide copies of system manufacturer certification for all technicians. The Contractor shall provide proof project superintendent with BICSI Certified Commercial Installer Level 1, Level 2, or Technician to provide oversight of the project. Cable installer must have on staff a Registered Communication Distribution Designer (RCDD) certified by Building Industry Consulting Service International (BICSI). 01 00 00 - 4 project to oversee all telecommunications and security scope and shall provide consistent oversight of the project cabling throughout design, layout, installation, termination and testing.
E. Visits to the site by Bidders may be made only during the Pre-Bid meeting.
F. Offices of Triple C – The A&E Group with offices at 4625 Lindell Blvd, 2nd Floor #2064, St. Louis, MO, 63108, as Architect-Engineers, will render certain technical services during construction.
Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
G. All testing shall be by certified testing laboratories subcontracted by the Contract. The Government shall not be required to contract testing for any trade.
H. All employees of general contractor and subcontractors shall comply with VA IT security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
I. All employees of general contractor and subcontractors shall have successfully passed VA IT background checks or be escorted to work on Government networks. VA Engineering IT staff are not available to continuously escort and monitor Contractor activities.
J. The Government does not provide courtesy, pre-inspections of area during the construction. The Contractor shall request progress inspections and communicate requests for inspections at least one week in advance.
K. Contractor shall appoint and pay for a third-party individual, company or firm to act as the Commissioning Agent. The Commissioning Agent is the designated person, company, or entity that plans, schedules, and coordinates the commissioning team to implement the commissioning process. See 01 91 00 for more details. Third-Party commissioning is in addition to Government/AE Construction Period Services.
L. Comprehensive 3rd party inspections, testing and written reports for all Divisions (paid by the General Contractor). Contractor shall employ third party inspection consultants to perform all inspections required by this contract. The VA has no inspection capability. Any reference to VA inspections shall be by a third-party inspector qualified to perform the work. Credentials shall be supplied to the VA/AE as required by this contract. All inspections, testing, certifications, and permits are to be paid for by the General Contractor. The VA will not pay for or perform any required inspections. VA inspections are for VA use only, when performed, and do not reduce the inspection burden on the Contractor. Third party inspection services must be submitted for acceptance by the VA after award. Submission to include resumes of inspectors, with alternates, projected days on site, qualifications of inspectors showing similar projects, related portfolio, and description of communication protocol with Owner. Minimum qualifications for each Division’s inspector are identified in 01 45 00 “Experience Matrix”. Third-Party inspections are in addition to, and independent of, to the General Contractor’s primary Quality Control Manager and associated protocol or Government/AE Construction Period Services.
M. Contractor shall notify VA COR minimum (7) days in advance of each third-party inspection to allow coordination with VA personnel.
N. Contractor to provide secure FTP site dedicated for this project for the duration of the contract.
Contractor will provide VA access to the site. Contractor will keep this site current and will use it for all submittals, RFIs, change documents, Record Drawing, electronic file management, and communication logs for the duration of the contract.
O. Contractor to provide Infection Control Plan as required by Memorandum 111-40, Subj:
VHA Directive 7715 Safety and Health During Construction dated April 6, 2017. Submit to COR for approval prior to the start of work.
P. Prior to commencing work, general contractor shall provide proof that a OSHA designated “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present. CP will have authority letter.
Q. General Contractor’s Superintendent assigned to this project shall not be assigned to any other project and shall only have duties on one project at a time. See 01 35 26 SAFETY REQUIREMENTS for more information on roles and responsibilities for General Contractor’s staff. Superintendent may wear two hats with dual responsibilities as QCM or SSHO. Superintendent may not fill all three roles.

R. Per VA Directive 1085, smoking, vaping and smokeless tobacco are prohibited on the grounds of VA facilities, including in vehicles. This Directive applies to all Prime Contractor and Subcontractor employees.
S. Pricing Proposal transparency requirements: this project requires pricing proposals to include breakdown pricing for the General Contractor and all subcontractors. All price proposals, including subcontractor pricing must include a breakdown of pricing per the format included with this specification. Third-party inspections must be included as a line item in the price proposal.
See example at the end of GENERAL REQUIREMENTS section. Each building shall be bid as complete, stand-alone project. See STATEMENT OF BID ITEMS.
T. Refer to specifications for installation requirements for each Division. Refer to drawings for estimated quantities and schematic layouts/locations. Contractor to provide a complete, commissioned, functioning product. The VA is not required to inspect or install any portion of this project. Contractor bears all installation and testing costs. Contractor to provide all testing reports prior to the start of commissioning. This project requires phased commissioning and turnover by building. This project may require limited night and weekend work during utility changeover, however all cable replacements will occur during normal business hours, using the phasing plans provided to maintain continuous network service. Renovation also includes requirements for Testing and Balancing the HVAC for the existing and new systems configuration.
1.3 STATEMENT OF BID ITEM(S)
ITEM I, General Construction:
Contract documents, drawings, and specifications, indicate the scope of work. This project provides the new construction, renovation, and infrastructure required to provide new CAT 6A telecommunications cable, outlets, and associated equipment for all buildings in this project at the Robert J. Dole VA Medical Campus at 5500 E Kellogg, Wichita, Kansas 67218. The scope also includes replacement of all fiber optic cabling serving the Telecommunication Rooms (TR) and building data outlets in accordance with the drawings and specifications . The purpose of this project is to address deficiencies associated with communications cabling Telecommunications Rooms (TR) located within multiple buildings on campus. Buildings include: B1,B1A, B1B, B1C, B2, B3, B4, B5, B5B, B6, B7, B11, B12, B13, B16, B19, B20, B21, B26, B29, B34, B59, B60, B61, and B62. Construction addresses deficiencies including: new electrical service, new dedicated mechanical units, new UPS, new grounding and bonding conditions within each TR, new racks and cable management equipment within the TR and new cable tray for each building as shown on the plans.
Provide new equipment rack(s) furnished with both horizontal and vertical cable managers, vertical bonding bars, UPS, patch panel and an optical fiber termination shelf. All telecommunications equipment and cabling shall be tested, approved, and accepted by the VA prior to connecting to active, ongoing operations. Any modifications required to existing systems (HVAC, smoke detectors, fire alarm, fire sprinklers, lights, other devices, etc..) are the responsibility of the Contractor. The VA will not assist with any modification.
ITEM II, Electrical, Communications and Security Systems Work:
Includes all labor, material, equipment and supervision to perform the required electrical and telecommunications construction work on this project including materials and construction equipment to provide new telecommunications Cat 6A cable throughout, new outlets, and new racks, patch panels, UPS, fiber panels and associated equipment for all buildings. Project also includes the complete cabling of all site multimode fiber distribution to each building. Conduit and manholes shall also be provided for redundant ISP WAN connections (ISP to provide fiber and terminations).
Provide materials to install and wire four additional 120 volt 20 amp duplex receptacles and two
(2) new 208V 3P NEMA 30 amp twist lock receptacles to serve new equipment racks. Provide

01 00 00 - 6 new electrical panels, transformers, circuit breakers and distribution to serve the new receptacles.
Contractor shall perform 30-day load monitoring prior to providing the new circuit to confirm available capacity. All the new circuits shall be wired to the emergency power sources indicated.
For communications functions, provide cable trays, equipment racks with vertical/horizontal wire management. Replace of all fiber optic lines serving the TRs. Provide network drops in each TR.
Provide a new digital, wall mounted CCTV (Closed Circuit Television) camera in each TR, camera shall comply with Campus standards (Basis of Design Wisenet XNP-6320: IP addressable network camera, POE+, PTZ, motion sensor, auto-tracking, dome with wall mount.
Integrate camera into existing VMS. provide controllability through existing IT network). Provide Physical Security Access Control (PACS) for all the TR doors (including controllers and power supplies), coordinate with the door hardware specification for additional requirements. The existing fire alarm system will be modified by relocating and/or adding compatible smoke detectors to the existing building fire alarm system.
For all TR in all buildings, provide a dedicated bonding system for the TRs. The bonding systems will include a secondary bonding bar in each TR and the bonding of equipment located in each TR to the new bonding bar.
Contractor shall provide a 30-day load test on panels indicated on the one-line for each Building.
This test is required by NEC 220.87 for verification that no loads have been added since the design level survey. Contractor shall provide load monitoring data to the COR/AE. New electrical panels and electrical service branch circuits are specified by the scope of work and shall be furnished by the contractor. Load monitoring shall also be performed on all panels upstream of the new branch circuit panels.
ITEM III, Mechanical, Plumbing and Fire Protection Work:
Work includes all labor, material, equipment, and supervision to perform the required Mechanical, Plumbing and Fire Protection construction work on this project including new dedicated split system Computer Room Air Conditioner (CRAC), condensate pumps and drains, reconfiguring and certifying existing wet pipe fire protection system, and providing dedicated clean-agent fire suppression systems for Buildings without existing wet-pipe service. New CRAC Work includes:
(1) installation of the indoor unit above the cable tray at the entrance of the TR; (2) installation of the associated condensing unit on the building roof or site with housekeeping pads; (3) installation of a new thermostat in each IT TR; (4) installation of an integrated condensate pump, trap and drain line; and (5) installation/routing refrigerant and control lines between the indoor and outdoor units, providing refrigerant piping supports, roof penetration, curb and hood and wall penetrations. Refrigerant routing, structural supports, and penetrations shall be field verified and coordinated with the VA. Contractor shall submit coordination drawings for approval showing the proposed routing, supports and penetrations prior to beginning any work. Provide space temperature sensor, space humidity sensor, auxiliary drain pan moisture sensor (not float switch) and supply air temperature sensors on all CRAC units connect these to the central Engineering Control Center (ECC) system for trending and alarm purposes via BACNet with the manufacturer provided BACnet converter. All new split systems shall be addressable and controllable via the existing ECC. The central ECC system shall monitor space conditions and unit status and shall alert the boiler plant operator and HVAC shop whenever temperature or humidity are out of tolerance; when water is in the HVAC secondary drain pan; and when any supply air temperature does not match what is required by room conditions. Contractor shall submit coordination drawings prior to commencing work showing new and existing systems and all provisions for coordinating existing utilities.
Provide Fire/Smoke damper for each TR to match wall rating. Dampers shall be installed on existing duct serving existing diffusers and return grilles. Coordinate with existing conditions and submit coordination drawings in accordance with 23 05 11. Assume (2) 10” round dampers per TR, power supply, and controls.

For fire suppression, contractor shall reconfigure and/or provide additional sprinkler heads to the existing building automatic sprinkler system as shown on the drawings. TR spaces in Buildings 6, 7, 13, and 21 shall be provided with dedicated clean-agent fire suppression systems as shown on the drawings. Contractor shall coordinate sprinkler coverage requirements with all temporary ICRA barriers to ensure all areas are properly protected during construction. For all telecommunications rooms (TR), the contractor is responsible for providing a new fire extinguisher cabinet with a Type 2A:10B:C fire extinguisher located no greater than 75 feet away from the new tr. Contractor to coordinate the new location with the COR. Contractor shall bid a new FEC for each TR in the Scope of Work. See specification 10 44 13.
All new and existing systems within the Scope of Work shall be commissioned (or recommissioned) for each building per Specification 01 91 00.
The work shall be performed in (25) buildings and site work across the entire campus fiber distribution network. The work for each Contracting Line Item Number (CLIN) shall be completed as follows:
1. CLIN 01: All work as identified by the drawings and specifications for Building 1, 1A, 1B, 1C.
2. CLIN 02: All work as identified by the drawings and specifications for Building 2.
3. CLIN 03: All work as identified by the drawings and specifications for Building 3.
4. CLIN 04: All work as identified by the drawings and specifications for Building 4.
5. CLIN 05: All work as identified by the drawings and specifications for Building 5, 5b.
6. CLIN 06: All work as identified by the drawings and specifications for Building 6.
7. CLIN 07: All work as identified by the drawings and specifications for Building 7.
8. CLIN 08: All work as identified by the drawings and specifications for Building 11.
9. CLIN 09: All work as identified by the drawings and specifications for Building 12.
10. CLIN 10: All work as identified by the drawings and specifications for Building 13.

The work for all (21) buildings and site work shall be completed in a maximum of 425 days. This will require working on multiple buildings simultaneously with multiple crews to achieve the overall construction period duration for the entire project. The entire project must be completed and commissioned prior to the “Go-Live” date for the Cerner software. The station has identified the follow sequence of buildings in terms of priority to be completed.
1. Group 1 (Most Critical) – Buildings 1 & 1B, 3, 5 & 5B, 26, 29, 34, 60, 62
2. Group 2 – Buildings 2, 4, 7, 19, 59, 61
3. Group 3 (Least Critical) – Buildings 6, 11, 12, 13, 16, 20, 21
Based on the approved schedule by the VA COR (and based on approved Project Schedule and Phasing plan submittals), multiple buildings shall be renovated simultaneously to meet

Construction Schedule requirements. However, any required shutdowns shall be limited to one at a time to minimize the impact on Facility Operations.
The expected construction period duration for each building includes all pre-construction activity and post-construction testing, third-party inspections, and commissioning. Contractor shall submit a comprehensive schedule of work in compliance with 01 32 16.15 PROJECT SCHEDULES (SMALL PROJECTS DESIGN/BID/BUILD). Contractor shall submit and obtain approval for all project submittals prior to beginning physical construction. Contractor to perform Commissioning of all new systems and existing systems impacted by the project according to requirements in sections: 01 91 00 – GENERAL COMMISSIONING REQUIREMENTS; 23 08 00
– COMMISSIONING OF HVAC SYSTEMS; 26 08 00 – COMMISSIONING OF ELECTRICAL
SYSTEMS; 27 08 00 – COMMISSIONING OF COMMUNICATIONS SYSTEMS and 28 08 00 – COMMISSIONING OF ELECTRONIC SAFETY AND SECURITY SYSTEMS. A detailed commissioning plan is required to ensure that all devices are calibrated, programmed, and all graphic displays are accurate and approved by applicable VA staff. Each Building shall be commissioned and accepted by the VA prior to commissioning the next building.

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.
1.5 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:
1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.

2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B. Security Procedures:
1. General Contractor and all Subcontractor personnel shall follow current badging procedures on the VA Campus. Superintendent, Foreman and Site Supervisor must have badges. Other personnel shall have picture badges from the General Contractor with Name, Trade, Company and Project.
2. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.
3. Before starting work the General Contractor shall give one week’s notice to the Contracting Officer’s Representative so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section. All employees of general contractor and subcontractors shall have successfully passed background checks required to work on Government networks.
4. No photography of VA premises is allowed without written permission of the Contracting Officer.
5. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer.
6. Contractor shall secure all spaces at the end of each day.
7. Ceiling tiles must be in place at the end of each working day to provide smoke barrier.
8. VA Engineering or IT staff are not available to continuously escort and monitor Contractor activities. Escorts will be determined by the VA at the time of procurement.
C. Key Control:
1. Contractor will be issued VA Keys and will require a signature confirming that they received the key(s) listed on signature form. General Contractor is responsible for returning these keys upon separation of project or at any time the VA requests. Lost or misplaced keys are to be reported to VA COR immediately and additional costs to replace keys and all cores associated with that key series will be calculated at that time with the VA Locksmith Shop and charged to the contractor.
2. The General Contractor may not duplicate Government issued keys.
3. The General Contractor shall provide duplicate keys and lock combinations to the
Contracting officers representative (COR) for the purpose of security inspections of every area of project including tool boxes and parked machines and take any emergency action.
4. The General Contractor shall turn over all permanent lock cylinders to the VA locksmith for permanent installation. See Section 08 71 00, DOOR HARDWARE and coordinate.
D. Document Control:
1. Before starting any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of “sensitive information”.
2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”. Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the Contracting Officer upon request.
4. These security documents shall not be removed or transmitted from the project site without the written approval of Contracting Officer.
5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.

6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.
7. All electronic information shall be stored in specified location following VA standards and procedures using an Engineering Document Management Software (EDMS).
a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system.
b. “Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.
E. Motor Vehicle Restrictions
1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.
2. A limited number of (2 to 5) permits shall be issued for General Contractor and its employees for parking in designated areas only.
1.6 OPERATIONS AND STORAGE AREAS
A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the Contracting Officer, the buildings and utilities may be abandoned and need not be removed.
C. The Contractor shall, under regulations prescribed by the Contracting Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.

D. Working space and space available for storing materials shall be as determined by the COR.
1. Exterior Working space are to be fully maintained to include securing fencing, providing fabric screening on fencing, controlling dust through application of water as required, protecting the site with the use of rock, gravel material to control dust and erosion.
E. Workmen are subject to rules of Medical Center applicable to their conduct. Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times.
F. Execute work so as to interfere as little as possible with normal functioning of Medical as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by COR where required by limited working space.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of Veterans Affairs in quantities sufficient for not more than two work-days. Provide unobstructed access to Medical Center areas required to remain in operation.
3. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements.

G. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR. All such actions shall be coordinated with the COR or Utility Company involved:
1. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Contractor.
H. Phasing: The Medical Center must maintain its operation 24 hours a day 7 days a week.
Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:
1. To insure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such dates to insure accomplishment of this work in successive phases mutually agreeable to Medical Center Director, COR and Contractor.
Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be…
