Project 589A7-21-700 EHRM Infrastructure Upgrades

The purpose of this amendment is to publish answers to contractor questions and provide a copy of the presentation which was presented during the pre-bid site visit. Updated documents and clarifications are attached.

Bidders shall acknowledge all amendments per the requirements of the solicitation.

The solicitaion due date of 02-04-2022 has not changed.

1. B1 plan sheet G-000 lists that 15% extra cable capacity is to be provided as shown on drawings and specifications, however B1 plan sheet G-000 requires 20% allowance for new data ports. Please confirm if we are to provide 15% or 20% allowance.

a. Contractor is to carry 20% extra for data ports and 15% for cabling. These will be tracked throughout construction.

2. Please confirm that the VA intends to award ALL of 22 CLIN sheet items as a lump sum contract.

a. Confirmed.

3. The solicitation Factor 6 Price Proposal section lists that document P09 01 00 00 Appendix

A – Bid Form Template must be used. This document has not been provided in the solicitation.

Please confirm that we are to use document “S02+01+00+00+Appendix+A+- +Bid+Form+Template” which was provided with the solicitation documents.

a. Revised bid sheet attached.

4. B1 plan sheet G-000 lists that cabling does not have to be in conduit unless it touches the interstitial floor. Is this correct?

a. Follow Specification 27 05 33 – Raceways and Boxes for Communications

Systems. This specification is correct and details execution and installation requirements.

5. Please confirm that the VA will provide the required number of escorts to finish all work (including multiple areas concurrently) within the contract completion time of 425 days.

a. At a minimum 2 escorts will be provided for access into secure IT data spaces.

There will be spaces throughout the hospital where escorts will not be required for the full duration of work.

6. Please confirm that the provided plans are all “issued for construction”.

a. Confirmed.

7. Please provide a project laydown area location.

a. Laydown location will be provided for a single CONEX. Small laydowns area(s) will be also provided for buildouts and will need to be coordinated with COR.

8. G-010 Fire extinguishers note 2 says that FEC cabinets and extinguishers are required to be provided within 75’ of new TR rooms (typical on all plans) This is not shown on the architectural plans.

a. Contractor shall bid (1) FEC for each Telecommunication Room (TR). Final locations will be field coordinated with VA.

9. The Attachment “A” Bid Form Template does not include all the Divisions/scopes that are listed in the specifications. How are these scope items to be included on the bid form?

a. See revised Bid Form attached.

10. The Attachment “A” Bid Form Template does not match the description of Item 3 clarification of the bid items in the specification. Please clarify how we are to fill out the column for ‘FP” and for Mech.

a. See revised Bid form attached.

11. The plan set mentions deducted bid alternates, however the Attachment “A” Bid Form Template as well as the specification statement of bid items do not mention bid alternates. Please advise.

A: All deductive alternates within building drawing sets are to be ignored for this project. All buildings and the Site are be bid as separate CLINs per the Bid Form.

12. The Attachment “A” Bid Form Template is not useable in its current form. Without modification, the form will not produce a total for each row or column. For example, Column L (line total 10) does not include cells L12, L13 and L14 in the total, Column L (line total 10) has a formula on each line that calculates column K (Mech), J (FP), G (material cost total) but does not include lines D (unit of measure), E (qty), F (unit), H (GC), I (elec/tech). In addition, part 1.2 of the solicitation says “The bid format is attached: P09 01 00 00 Appendix A - Bid Form Template. This is the only bid format which will be accepted. Any change or deviation to the bid template will result in the immediate rejection of the bid.” Please confirm that each contractor can modify the form to provide the result requested by the VA.

a. Please see attached updated Bid Form.

13. Is the sample UCI breakout sheet listed on part 1.2 of the solicitation, required to be completed in addition to the attachment “A” bid form as lump sum for total project?

a. Confirmed. Overall Lump Sum totals from Appendix A spreadsheet shall be copied to UCI breakout sheet.

14. Page 10 of the solicitation says See 01 00 00 Appendix A “Sample Bid Form” for format.

Bids will not be reviewed if they are not formatted per the attached template in Appendix A. This conflicts with part 1.2 of the solicitation that says “The bid format is attached: P09 01 00 00 Appendix A - Bid Form Template. This is the only bid format which will be accepted. Any change or deviation to the bid template will result in the immediate rejection of the bid.” Please advise which is correct.

a. Please see the attached updated bid-form template.

15. Please confirm that the contractor is not required to coordinate or install any Cerner or VA provided equipment as part of this contract.

a. Coordination will be required. Cerner equipment will be installed by others.

Cerner installed equipment is excluded from this design.

16. Please specify any of the buildings or areas that will be unoccupied at the time of construction.

a. This is an active campus and contractor shall plan for all buildings in the scope of work to be occupied at the time of construction.

17. Please confirm that all the existing cabling that is to be replaced, will be required to be completely removed.

a. Confirmed. Existing cable shall be removed by the Contractor after new cable is installed.

18. Please confirm that the VA will be responsible for removal and reinstallation of personal items where new cable drops are required.

a. Contractor is responsible for coordinating with existing furnishings, equipment and room fittings.

19. Will the VA provide any onsite storage?

a. No VA storage will be provided. As noted in #7.

20. Will the VA require the contractor to meter and pay for utilities used by the contractor as part of this solicitation?

a. No.

21. Is a professional photography including an indexing and navigation system using AUTOCAD required for this solicitation per section 01 00 00 1.20, or will the contractor be allowed to perform this task “in-house” to provide digital images of the project to the

VA?

a. In-house photographer is allowable provided image files and organization meet all specification requirements. Indexing and navigation system will be required by Specification 01 00 00.

22. Contractor is currently working on another VA campus on an EHRM Infrastructure project with the same A/E team. Please confirm the following requirements will be enforced on this project: Contractor will be required to engage a third-party with a RCDD license to perform regular inspections of the telecommunication and security scopes of work

a. Confirmed. Third-Party RCDD inspections requirements will be enforced.

23. Contractor is currently working on another VA campus on an EHRM Infrastructure project with the same A/E team. Please confirm the following requirements will be enforced on this project: Contractor will be required to engage one or more third-party engineers/inspectors to inspect the electrical, communications, mechanical, safety, and security systems in each building. This third party will be required to confirm that the work is performed in accordance with the requirements contained in the Solicitation Documents, including manufacturer recommendations. These third-party engineers/inspectors will be required to provide written reports.

a. Confirmed. Third-Party inspections for all divisions will be required.

24. Contractor is currently working on another VA campus on an EHRM Infrastructure project with the same A/E team. Please confirm the following requirements will be enforced on this project: Contractor will be responsible for engaging and compensating the Commissioning Agent in connection with this project

a. Confirmed. A Third-Party CxA engaged by the General Contractor will be required.

25. Contractor is currently working on another VA campus on an EHRM Infrastructure project with the same A/E team. Please confirm the following requirements will be enforced on this project: The Commissioning Agent must be an independent third-party from the contractor

a. Confirmed. CxA shall be an independent third-party.

26. T Contractor is currently working on another VA campus on an EHRM Infrastructure project with the same A/E team. Please confirm the following requirements will be enforced on this project: the Commission Agent will be responsible for, among other things, developing and implementing the commissioning requirements found in the specifications for this project

a. Confirmed. CxA shall be responsible for all requirements indicated in Specification 01 91 00.

27. Contractor is currently working on another VA campus on an EHRM Infrastructure project with the same A/E team. Please confirm the following requirements will be enforced on this project: Failure of the Contractor to engage and compensate the individuals referenced above will be considered a violation of the contract requirements.

a. Confirmed. Independent third-party inspections and independent third-party commissioning are contractual requirements.

28. Normally trade contractors exclude overtime, night (two shift), or weekend work, unless specifically required by the Solicitation Documents. Here, the Solicitation Documents state “it is anticipated that some off-hours work will be required to perform this project work to manage noise and vibration impacts…”. Please identify the buildings where the VA anticipates requiring off-hour work due to noise or vibration impacts. If the VA is unable to identify the buildings, please specify a number of man-hours which each contractor can carry as an allowance for off-hour work.

a. Contractor shall estimate the amount of off-hours work required and include in bid. Work that is loud or causing vibration in Building 34 (surgery) will need to be off-hour work. Work that is loud or causing vibration in the inpatient areas (Building 1) will need to be completed during day hours. Other parts of the hospital can be coordinated with the COR. However, there may be isolated instances of off-hour work depending on the patient load at the time of the work.

The VA anticipates off-hour work in these patient care areas to be minimal, less than 5%. Patient care occurs in all buildings except 6, 10, 11, 12, 13, 16, 20, and 61.

29. Please provide a campus wide hazardous materials study. It is referenced in spec section 02 82 11 part 1.1.2 but has not been provided.

a. VA to provide latest hazardous materials report. Attached.

30. Contractor is responsible for Asbestos Containing Materials (ACM) removal and mitigation where it occurs inside area of work. There will be no cost to the Government for any removal, testing, oversight or clearance of ACM. Traditional and Glovebag Abatement methods as stipulated in Specification Sections02 82 11 and 02 82 13.13, are the only allowable methods of abatement. No alternate abatement methods will be considered. Contractor is unable to price traditional and glovebag abatement with out specific quantities provided by the VA. So that bids are fair and equal, please provide abatement quantities for estimating purposes.

a. Areas that require abatement are indicated on the Drawings and in the most recent hazardous materials survey report. Coordinate with VA for most current report. Attached.

31. Contractor has the tools to take progress photographs during construction. The cost to retain a professional photographer for the full duration of this project is likely in excess of $50,000. Please confirm whether the VA will require the successful contractor to hire a third party photographer for this project?

a. In-house photographer is allowable provided image files and organization meet all specification requirements. Indexing and navigation system will be required by Specification 01 00 00. As noted in #21.

32. To index / bookmark in Autocad will require the retention of a third party who is the necessary licensing to perform this function. The cost to have all photographs indexed/bookmarked through Autocad is likely in excess $20,000. Please confirm whether the VA will require the successful contractor to index / bookmark photographs in Autocad.

a. AutoCAD indexing/bookmarking of photographs is required. Confirmed.

33. Will the VA consider allowing a minimum of 1 project valued at $10 ML or more with a max of 5 projects?

a. NO, the VA will not consider this.

34. Is every person who will enter an IT Closet required to go through the VA background check procedures?

a. Please follow Specification 01 00 00 Part 1.2.I. “All employees of general contractor and subcontractors shall have successfully passed VA IT background checks or be escorted to work on Government networks. VA Engineering IT staff are not available to continuously escort and monitor Contractor activities.”

Confirmed. Escorts will be required for access into secure IT space unless the contractor has been badged and have passed the necessary background check.

This type of background check is not typical even for non-IT VA staff. This level of background checks are considerable in time and effort but there are a few contractors who have this level of clearance.

35. If a person passes the VA background check, will they be permitted to enter and work in the IT Closets without an escort?

a. Please follow Specification 01 00 00 Part 1.2.I. “All employees of general contractor and subcontractors shall have successfully passed VA IT background checks or be escorted to work on Government networks. VA Engineering IT staff are not available to continuously escort and monitor Contractor activities.” As noted in #34.

36. Factor 5 is a proposed safety plan. Is the VA requesting that we submit an actual safety plan specific to this project or just a sample?

a. Bidders shall submit a project specific safety plan as indicated.

37. What is the elevation from floor to deck for B1 telecom room 150 shown on sheet B1 A401?

a. Estimate floor to deck height of 12’ – 0”.

38. What is the height of the existing walls shown on sheet B1 A401 detail B7?

a. Estimate ceiling/partition height of 8’ – 6”.

39. What do we use to bid the quantity of data drops needed per each location?

a. Example Building 34 sheet T-001 telecommunications symbols show 4 data drops per location. Or do we go off the T-700 sheets which shows different quantities?

A2: See response to question #11.

40. Are the fibers to be home run from each closet on each floor back to Building 34 then into Building 19?

a. Example Building 34 sheet T-603 note 20 shows 72f(3x24) coming into the building. Do we terminate all 72 on the ground level and then extend from there 24 strands to level 1 and level 2 or do all three closet fibers go all the way back to building 19?

A2: All fibers go all the way back to B19. B34 connectivity is a future project. This project prepares the site for that project.

41. Building 1 sheet T-101B note 14 shows an area under construction. Is this area part of this contract and if so how many data drops are required?

a. Yes, cable and Work Area Outlets in this region shall be replaced. Estimate (50) WAO and (200) data circuits in this region.

42. Can we use Panduit cable and connectivity on this project?

a. Cable shall comply with Specification 27 15 00.

43. Are ICRA containment carts needed for this project? If so what areas are required?

a. Coordinate ICRA requirements with VA. ICRA requirements per the attached

“Infection_Control_Risk_Assessment_for_Hospital_Construction_and_Renovatio n1”

44. What are the covid protocols for this project?

a. COVID Safety Requirements as listed on Sheet G-011, typical each building and COVID requirements are contained in a previous amendment. Also, contractors will be required to wear surgical faces masks. Cloth face covers or cloth masks are not acceptable. Contractors will be required to go through daily screenings before beginning work. Screening is offered at Buildings 29, 60, and 62.

45. Do the 4 post data racks need to be fully enclosed with doors and side panels or just standard open frame racks?

a. Basis of Design 4-post racks are Ortronics Mighty Mo. 20, 45 RU, White. Please see Specifications 27 11 00 and 27 15 00 for additional requirements.

46. Please confirm if TR racks are to be 2 post or 4 post type? Spec section 01 00 00 1.2 says Each TR shall also be provided with new two-post racks with minimum 40% spare capacity for future expansion.

a. 4-post racks shall be used. Basis of Design 4-post racks are Ortronics Mighty Mo. 20, 45 RU, White. Please see Specifications 27 11 00 and 27 15 00 for additional requirements.

A2: All racks for this project shall be 4 post racks.

47. Spec section 01 00 00 1.2 (S) states “Third-party inspections must be included as a line item in the price proposal.” Please clarify where on the CLIN sheets this pricing is to be listed.

a. Independent Third-Party Inspections shall be included under 01 45 00 Quality Control.

48. Spec section 01 00 00 1.2 (T) states “Refer to specifications for installation requirements for each Division. Refer to drawings for estimated quantities and schematic layouts/locations. Contractor to provide a complete, commissioned, functioning product. The VA is not required to inspect or install any portion of this project. Contractor bears all installation and testing costs. Contractor to provide all testing reports prior to the start of commissioning. This project requires phased commissioning and turnover by building. This project may require limited night and weekend work during utility change over, however all cable replacements will occur during normal business hours, using the phasing plans provided to maintain continuous network service. Renovation also includes requirements for Testing and Balancing the HVAC for the existing and new systems configuration.” It does not appear that an overall phasing plan has been provided. Please provide an overall phasing plan for this project.

a. Building priority Groups have been provided in Specification 01 00 00 Part 1.3. Group 1 shall be performed first followed by Group 2 and then Group 3. Contractor is responsible for preparing and submitting proposed schedule and phasing to accomplish this overall priority grouping. Confirmed. Building priority provided by the VA but phasing shall be provided by the Contractor.

49. Spec 01 00 00 1.3 says “Contractor shall perform 30-day load monitoring prior to providing the new circuit to confirm available capacity.” Please confirm that any circuiting changes identified by load testing will be treated as a change of condition if they deviate from the electrical plans that have been provided with the solicitation.

a. Provide 30-day load monitoring for all equipment indicated by Key Note on Electrical One-Line diagrams for each building.

50. Spec 01 00 00 1.3 says” Provide a new digital, wall mounted CCTV (Closed Circuit Television) camera in each TR, camera shall comply with Campus standards (Basis of Design Wisenet XNP- 6320: IP addressable network camera, POE+, PTZ, motion sensor, auto-tracking, dome with wall mount. a. Contractor is responsible for integrating into existing network and providing a turn-key solution. If the contractor uses a Software House camera, there should not be a need for a more licenses. The existing system is built around Software House hardware and software.

51. Spec 01 00 00 1.3 says” Contractor shall provide a 30-day load test on panels indicated on the one-line for each Building. This test is required by NEC 220.87 for verification that no loads have been added since the design level survey. Contractor shall provide load monitoring data to the COR/AE. New electrical panels and electrical service branch circuits are specified by the scope of work and shall be furnished by the contractor. Load monitoring shall also be performed on all panels upstream of the new branch circuit panels.” Please confirm that only the panels that have a note callout for load study on the one line drawings are required to have a study performed. If other panels are required, please provide a complete list of affected electrical panels.

52. The scope of work page 7 of 78 and Specification 27 05 11 – 20 regarding the RCDD requirements contradict themselves. In the Scope of Work, it states that the RCDD must be on site throughout the length of the project but the specification states that the RCDD shall provide consistent oversight of the project cabling throughout design, layout, installation, termination and test. Which one is correct?

a. Both requirements will be enforced. There isn’t a contradiction. The RCDD must be onsite for the length of the project and provide oversight as noted.
