Justification and Approval for
Other Than Full and Open Competition
Contracting Activity:
Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) The proposed procurement, , is for the 631-21-700 EHRM Infrastructure Upgrades construction project at the Edward P. Boland campus of the Central Western Massachusetts VA Medical Center (VAMC).
Nature and/or Description of the Action Being Processed:
This justification is to support the 631-21-700 EHRM Infrastructure Upgrades construction project at the Edward P. Boland campus of the CWM VAMC that will be awarded as a firm-fixed price contract. This justification is for other than full and open competition for the procurement of certain construction materials. The use of a particular brand name for the items listed below accommodates standardization of these items throughout the facility.

3. Description of Supplies/Services Required to Meet the Agency’s Needs:
This procurement is for the EHRM Infrastructure Upgrades construction project at the Edward P. Boland VAMC. The scope includes everything necessary to upgrade the facility infrastructure to support the new EHRM system in accordance with VA OEHRM Site Infrastructure Requirements. There are five brand name products or services listed for which the VA is not able to accept equal or alternate items. The value of these items is listed below and the VAAR construction magnitude for the entire project is
a. Fire Alarm Panel Software Northeast Integrated Systems (NEI) ROM Value:
Unique Qualifications: Northeast Integrated Systems (NEI) is the sole supplier of service and support for programming the fire alarm software on campus at the Edward P. Boland VAMC in Leeds, Massachusetts. NEI Systems has a warranty covering the fire alarm system and another programmer would void the warranty of the system for the campus. This warranty includes the fire alarm panels and device software for each building on campus.
b. Electronic Security - Surveillance System Salient CompleteView VMS Platform Surveillance System; Salient PowerPlus, PowerPro, PowerUltra NVRs Value:
Unique Qualifications: Salient Security System is the only product that allows for a single security control system for the Edward P. Boland VAMC. Salient Systems is the campus-wide building security surveillance system. The equipment to be installed will be monitored and controlled by VA Police on an existing Salient system. New Network Video Recorders (NVRs) will be installed and tied into the existing system, to be monitored and controlled by VA’s Police Department. However, the devices themselves can be from multiple manufacturers and of various models. The chosen devices must be integrate-able with the Salient CompleteView System (there is a large list on the system website).
c. Electronic Security - Physical Access Control System (PACS) Salient PremiSys Value:
Unique Qualifications: Salient PremiSys is the system that allows a single integrated security platform to combine access control with the Salient CompleteView surveillance system for the Edward P. Boland VAMC.
Salient PremiSys is the campus-wide building access control system. The equipment to be installed will be monitored and controlled by VA Police on an existing PremiSys system. New panels and necessary controllers will be installed and tied into the existing system, to be monitored and controlled by VA’s Police Department.
However, the devices themselves can be from multiple manufacturers and of various models. The chosen devices must be integrate-able with the Salient PremiSys System (there is a large list on the system website).
d. Building Automation and HVAC Control System Johnson Controls Metasys Building Automation and HVAC Control System Value:
Unique Qualifications: The Johnson Controls Metasys Building Automation and HVAC Control System is the only product that allows for a single Building Management Systems (controls HVAC, lighting, and utility metering) for the Edward P. Boland VAMC. Johnson Controls Metasys control system is the campus-wide building and HVAC control system. The equipment to be installed will be monitored and controlled by Johnson Controls Metasys Building Automation and HVAC Control System. New Johnson Controls compatible panels and necessary controllers will be installed and tied into the existing system, to be monitored and controlled by VA’s HVAC Maintenance Department.
e. Door Hardware Best Locks 7-pin small faced interchangeable core system Value:
Unique Qualifications: The primary contractor and its subcontractors to receive award for 631-21-700
EHRM Infrastructure Upgrades - CWM are to purchase Best Locksets compatible with existing lock system (Keyway F) that services over 3,500 doors and locks on campus and the CBOCs and tie into the physical security plan and key control security hierarchy for the campus.
4. Statutory Authority Permitting Other than Full and Open Competition:

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
These items have been standardized throughout the Edward P. Boland VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. The specific impact for not using the brand name products or services is listed below:
a. Fire Alarm Panel Programming Northeast Integrated Systems Impact: Services provided include incorporating any changes to fire alarm devices, added/deleted devices, alarms, signalization, and changes to zones into existing program in the campus fire alarm systems. The program was developed, written, and installed by NEI and is currently under warranty. The NEI program is integral to the life safety systems of the Central Western Massachusetts VA Medical Center campus.
b. Electronic Security – Surveillance System Salient CompleteView VMS Platform Surveillance System; Salient PowerPlus, PowerPro, PowerUltra NVRs Impact: The surveillance system is active throughout Edward P. Boland VAMC campus working 24/7, allowing for monitoring of critical campus locations. Installation of a system that interfaces properly with the existing system will ensure continuity of security to mitigate security threats and unauthorized access inside facilities and outside on hospital grounds and parking lots, exterior entry doors, room entry areas, including integration with the visitor and staff Access Control Systems. This is particularly important on this Electronic Health Record Management as a health information data breach would be devastating. Salient is the current campus-wide product installed for a single security control system for the Edward P. Boland VAMC campus. The equipment to be installed will be monitored and controlled by VA Police on an existing Salient Security system.
An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. Additional systems to monitor would likely also have a staffing impact requiring additional positions. Additionally, installation of components that match the existing building automation system minimizes maintenance costs and bench stock requirements. It is necessary to match the existing system to ensure there are no interface problems or impacts to patient safety and familiarity of the product to the staff and maintenance personnel. This is the only way to ensure complete compatibility and that the campus will not have two security systems on the Edward P. Boland VAMC campus.
c. Electronic Security – Physical Access Control System Salient PremiSys Impact: The access control system is active throughout Edward P. Boland VAMC campus working 24x7, allowing for entry to space pending the credentials on the PIV card. Installation of a system that interfaces properly with the existing system will ensure continuity of security to mitigate security threats and unauthorized access inside facilities and outside on hospital grounds and parking lots, exterior entry doors, room entry areas, including visitor and staff Access Control Systems, integration with the surveillance system, and more. This is particularly important on this Electronic Health Record Management as a health information data breach would be devastating. Salient is the current campus-wide product installed for a single security control system for the Edward P. Boland VAMC campus. The equipment to be installed will be monitored and controlled by VA Police on an existing Salient Security system. An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. This is the only way to ensure complete compatibility and that the campus will not have two security systems on the Edward P. Boland VAMC campus.
d. Building Automation and HVAC Control System Johnson Controls Metasys Building Automation and HVAC Control System
Impact: This product, the Johnson Controls Metasys Building Automation, Metering and HVAC Control System, is the only product that allows for a single HVAC control system and Metering for the Edward P. Boland VAMC Campus. Johnson Controls Metasys control system is the campus-wide building and HVAC control system.
An incompatible system may require installation of new “front-end” and remote workstations as well as new software and programming. Multiple systems would result in slower response times, additional staffing/positions and additional service contracts to ensure updated and maintained systems. Additionally, installation of components that match the existing building automation system minimizes maintenance costs and bench stock requirements. It is necessary to match the existing system to ensure there are no interface problems, impacts to patient safety and familiarity of the product to the staff and maintenance personnel. This is the only way to ensure complete compatibility and that the campus will not have two HVAC control systems on the Edward P. Boland VAMC campus.
e. Door Hardware Best Locks 7-pin small faced interchangeable core system Unique Qualifications: Best brand locksets are used on the Central Western Massachusetts VA Medical
Center doors as part of the physical security plan and key control security hierarchy for the campus. Our campus uses three lock keyway F of which has tools and training specific to it. The cost of the installed lockset cylinder is estimated at per door hardware set regardless of the brand. Currently, the tools, spares, and servicing equipment as well as the training for the campus locksmith is not required as a part of the contract. However, should another manufacturer or brand of lockset be used the cost of tools and training could exceed depending on the complexity of the lockset. This is due to each specific lock manufacturer having their own toolsets, equipment, and training. Furthermore, the existing key hierarchy allows fewer keys to be made for each VA employee on campus. Multiple key sets could lead to slower response times in an emergency as keys are being reviewed to be signed out. For each new manufacturer, additional administrative tracking of keys and fabrication of keys would have to be made rather than keying in the standard hierarchy already established.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
In accordance with the Competition in Contracting Act (CICA), the components listed above are identified as brand name; however, the overall procurement will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. This Justification for Other Than Full and Open Competition will be posted to Contract Opportunities with the solicitation.
7. Determination by the Contracting Officer (CO) that the Anticipated Cost to the Government will be Fair and Reasonable:
The Government estimate was prepared and provided by the Contracting Officer’s Representative (COR).
The anticipated price to the Government for the items requested to be brand name is approximately (ROM)
The items for which brand name approval is being requested are subsequent components to the overall construction project. This procurement will be competed and based on competition; the CO will make a determination of fair and reasonable pricing prior to award.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
The market research for the equipment was conducted and prepared by the COR and shared with the CO for further review. The CO was in concurrence with information provided that supported the brand name items.
Approval of the items as brand name only is critical for the overall efficiency of the completed project and the Edward P. Boland VAMC, as a whole.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition:
New components must be able to tie into an existing and operational system including the use of software.
At this time, there are no competing vendors who can integrate devices into these systems but the prooprieter. Within the integrated systems (a,b,c,and d) there are multiple manufacturers that can but used
