PROJECT NAME: EHRM Infrastructure Upgrades – Central Western Massachusetts
TECHNICAL QUESTIONS (CONT.) AND VA RESPONSE TRACKING SHEET

69. For Qualifications, will ongoing work be considered for Past Experience?
Yes.
70. The General note No. 7 that all abandoned that interfered with new work and all abandoned on the interior mentioned at the site visit; could an allowance be given for this unknown quantity?
Except as noted on the drawings and in the Building 1 Basement, an allowance of 200LF of Plumbing, 200 LF of Ductwork, 200 LF of Steam and 1000 LF of Electrical conduit can be estimated for the effort.
71. Please confirm the CQC System manager does need to have an RCDD certification. This is an extremely unusual requirement and seems to be very unrealistic for prime contractors in the requested project roles. Typically, the VA requires on EHRM projects that the cable installer must have on staff a Registered communication Distribution Designer (RCDD) certified by Building Industry Consulting Service International (BICSI).
The VA is open to reviewing the subcontractor or third-party substitution for the CQC/RCDD and MEP coordinator, if they meet all other requirements.
72. Drawing GC001 provides a phasing plan. Does this phasing plan apply only to the site work? Does this phasing plan also apply to the work in each of the buildings?
The architectural phasing of work is that the data center is to be built first prior to the TR renovation work. The TR additions should be prioritized over the interior renovations;
however, the VA will work with the contractor as it applies to the TR phasing. Ultimately the Data Center must be complete and the site work substantially complete before VA acceptance for activation. The architectural phasing is not necessarily dependent on the site work.
73. Building 1 sits within 2 phases on the project. Please confirm if the work in Building 1 is to occur during a specific phase or if it is to take place in multiple phases.
Building 1 work for the site work is as per the civil phasing. The architectural and renovation work does not need to be split among phases.
74. Drawing 1C-EP101- The receptacles indicated are 120/208 L21-20R (2 pole,three wire). The feed is 2 #12.
The CBs are single pole. Is the receptacle incorrect, or is the fed/CB incorrect?
This should also include a 3 pole 20A breaker not a single pole. All L21-20R should be 4#12, 1#12G.
This applies to all L21-20R no just on this drawing.
75. 1c-ep101- “existing 1C-TS 1200A transfer switch. Provide metering and communication modules”. Please clarify this scope of work.
Metering Panel and Communications Module are existing.
76. 1c-ep101- Indicates a TE cabinet. To the best of our knowledge, there is no telecom plan for building 1c?
Please advise.
Please refer to drawings 0-T010, 0-T011, and 0- T035 for info on TE work in 1C.

77. 1EA-EP101- Indicates a WP TE cabinet. Is there a specification for the weatherproof cabinet?
Refer to B01-T201C for the correct location of this TE, it will not require weather proofing.
78. B01-t101A building 1WA demo plan indicates a scope of work to relocate conduit to be mounted to the face of the adjacent building. Please define this scope of work or give an allowance to cover the predicted scope.
In B01-T101A there is no scope for 1WA.
Disregard detail for 1WA.
79. 1WA-EP101 indicates a new panel E1 WA-EB. The one line, 01-ep601, does not show a new panel. Please clarify this scope of work.
E1-WA-EB is an existing panel.
80. 1EA-EP101 indicates a relocated panel 1EA-A/C. From where is it relocated?
The relocation note is incorrect. That panel is existing.
81. Please confirm our understanding that all work and materials described in non-electrical specifications or shown on non-electrical drawings, without also being described in the electrical specifications is for coordination purposes only and shall not be part of the electrical contractor’s bid for this project.
General Contractor owns the entire contract and is responsible for coordination.
82. Please confirm that “or equal” products are understood to be acceptable for all products specified unless specifically stated otherwise within the applicable specification section.

83. Please confirm who is responsible for refueling the generators once all load test have been completed and accepted by the government?
Per 26 32 13, 3.2.L &N, contractor is responsible for filling with fuel and other items upon completion of testing.
