About this file
This is a Scope of Work document for the Ohio Division of Wildlife's roof installation project at the Highlandtown Wildlife Area Shop/Office Building in Salineville, Ohio. The project encompasses a comprehensive roof replacement for a 4,400 square foot building (100 feet long by 22 feet wide), requiring complete removal of the existing roof and installation of a new roofing system using Owens Corning materials. The scope of work includes removal of the current roof, inspection and replacement of damaged wood, installation of ice and water shield, new drip edge, synthetic underlayment, dimensional shingles with storm nail technology for high wind resistance, ridge vents, and new boot flashing. The final shingle color will be determined after contract award. Site visits are strongly encouraged and must be coordinated through Bryan Kay at 330-679-2201. The bid submission deadline is July 22, 2025, with a mandatory project completion deadline of October 31, 2025. The contract will be awarded to the lowest responsive and responsible bidder based on a low lot total calculation.
The contractor will be responsible for all debris removal and cannot utilize the facility's dumpster. Invoicing will be processed through Ohio Shared Services. Bidders must submit a signed Standard Affirmation & Disclosure Form and complete an Independent Contractor/Worker Acknowledgment form with the Ohio Public Employees Retirement System. Contractors must confirm they will not provide offshore services, maintain current business licenses, and comply with Ohio ethics laws and state contracting regulations. The contract opportunity does not contain specific set-aside designations for disadvantaged enterprises, though Ohio contracting documents suggest preferences for Minority Business Enterprises (MBE) and Executive Diversity, Growth and Equity (EDGE) vendors. The successful bidder will be required to complete a final inspection with a Division of Wildlife employee to confirm contract compliance.
