About this file
This is a Sole Source Determination and Justification document prepared by the Oregon Military Department's AGI-Support Branch, dated August 7, 2025, and approved by Designated Procurement Officer Adam Giblin. The document justifies a sole source procurement for parts and components required to upgrade 22 existing Patriot Products bullet traps at the Camp Rilea Training Center Shoot House to meet current Army operational standards for 5.56mm EPR ammunition. The upgrade components include the BT3048-MG Upgrade kit, replacement impact plates with ballistic mass, upgrade support quadrants, and upgrade frag collection trays. The procurement is authorized under Oregon Revised Statute 279B.075 and Oregon Administrative Rule 125-247-0275, with an estimated total contract value of $57,046.00. The Oregon Military Department intends to issue purchase orders directly to Patriot Products LLC for the necessary parts, components, and repair services.
Patriot Products LLC has been determined as the sole source supplier because the company maintains proprietary rights to all components required for upgrading the existing bullet traps, and these parts are not interchangeable with other manufacturers' equipment. Patriot Products does not authorize any distributors and will not guarantee equipment functionality or accept liability for damages if non-proprietary components are used. The justification emphasizes that utilizing and upgrading the existing Patriot Products infrastructure results in significant cost savings compared to obtaining competitive bids for an entirely new system, thereby serving as responsible stewardship of taxpayer funds. The procurement is not available through DAS statewide price agreements, inmate labor, surplus programs, or Oregon Forward Program contractors.
