About this file

This is Addendum #3 to an Invitation to Bid issued by the Oregon Department of Corrections Purchasing Section for the OSP IT Room Dual Agent Fire Suppression project (S-29100-00014586) located at Oregon State Penitentiary in Salem. The addendum modifies the original bid specifications and establishes revised deadlines for bid-related submissions and the bid opening. The deadline for solicitation protests, requests for changes, requests for clarification, and requests for brand name/product substitution has been extended from October 29, 2025, at 2:00 PM (Pacific) to November 5, 2025, at 2:00 PM (Pacific). The bid opening date has been rescheduled from November 12, 2025, to November 19, 2025, at 2:00 PM (Pacific). The project description name has been updated from "OSP IT Room Dual Agent Fire Suppression Phase 1" to "OSP IT Room Dual Agent Fire Suppression." Contractors must sign and return the addendum by the bid closing date and time, with failure to do so potentially resulting in bid rejection.

The addendum provides critical clarifications and revisions regarding project execution requirements. Contractors are permitted to use EMT conduit instead of rigid conduit. The Class A Tools list, which identifies tools subject to maximum control and accountability at Oregon State Penitentiary, has been clarified and includes 35 specific items ranging from food service knives to fence stretchers that require controlled handling per DOC Policy 40.1.19. Liquidated damages have been increased from $900 to $1,125 per calendar day to reflect the addition of one project security escort previously noted in Addendum 1. General Condition B.6 requires that the contractor maintain on-site superintendence whenever work is being performed, including when only subcontractors are working. Fire alarm connections remain required in buildings with existing fire alarm systems per City of Salem requirements. The two IDF rooms in D-Block and E-Block housing units were intentionally excluded from the bid documents and are not part of this project scope.
