About this file

The RFQ/D is restricted to AE NEXT Pool 4 contractors and seeks to identify the three most highly qualified firms for a Firm Fixed Price Task Order with an estimated award in September 2026 and a Period of Performance of 28 months. The planned services include: (1) full-time on-site Quality Assurance Construction Inspection Services with review and development of draft Government responses to construction submittals and Requests-For-Information; (2) Scheduling Services documenting earned value completion and validating the Construction Contractor's Contract Progress, Status, and Management Report; (3) Title II Architect and Engineer Professional Support Services; and (4) Title II Cost Estimating Services. Responses are due by 4:00 PM Central Standard Time on July 13, 2026, and must be sent to Contracting Officer Samuel L. Mendez (samuel.mendez@us.af.mil) and Contract Specialist Dalam Siewert (dalam.siewert.1@us.af.mil).
Evaluation will be based on: (1) confirmed adequate capacity to perform the work; (2) Specialized Experience demonstrated through SF-330 project profiles from the past five years on similar complexity DoD installations, including Relocatable Facilities, Building Renovation and Systems Upgrades, Hurricane Shelter Upgrades, or Elevator Repairs; (3) Professional Qualifications evidenced through staffing plans and key personnel resumes meeting SOW minimum qualifications; and (4) Knowledge of Locality, with priority given to prior experience at Keesler AFB and within Mississippi. Offerors may optionally submit SF-330 supplements, propose alternative approaches to the Draft SOW, and request clarifications, though the Government is not obligated to adopt any proposed changes. Funds are not currently available; the Government reserves the right to cancel the evaluation and has no obligation to reimburse offeror costs.

FROM:
772d Enterprise Sourcing Squadron/PKA 2261 Hughes Ste 163 Lackland AFB, TX 78236‑9861
SUBJECT: AE NEXT Request for Qualifications and Discussions (RFQ/D) for Title II Services for Repair Jones Hall B6902 at Keesler AFB, MS; Project Number MAHG121033.
1. This RFQ/D requests information on the capabilities and experience necessary to manage and execute a Title II Task Order for the Government’s planned project, Repair Jones Hall B6902 at Keesler AFB, MS, and is only applicable to AE NEXT Pool 4 contractors. The Government intends to award a Firm Fixed Price Task Order to the most highly qualified A-E firm from the AE NEXT Pool 4 Suite of contractors in accordance with FAR 16.505(b)(1) and in IAW the Statement of Work (SOW) dated 07 Apr 2026. If your firm is selected as one of the three (3) most highly qualified firms for this requirement, it will be considered based on demonstrated qualifications to perform the services of this planned task order and, when appropriate, any additional Title II services. This RFQ/D will assess the capabilities and experience necessary for all services required for the execution of this task order.
2. In accordance with FAR 36.6, including FAR 36.602‑1, FAR 36.602-3(c) DFARS 236.602‑1, and PGI 236.602‑1(a)(4), the Government will apply the Primary Selection Criteria identified in these regulations.
This RFQ/D also constitutes discussions with the most highly qualified firms to understand each offeror’s concept for task order delivery and to evaluate the relative utility of alternative methods of furnishing the required services. Offeror responses to this RFQ/D will form the basis of the task order selection decision, and the Government’s selection will be based on the capabilities and experience related to efforts necessary to manage and execute the required Title II services for the Jones Hall project at Keesler AFB, MS. Proposal preparation instructions and the proposal due date will be provided in the task order Request for Proposal (RFP) issued to the most highly qualified offeror.
Notices to Offerors:
(1) This RFQ/D is a request for information and not to be confused with a request for quote or request for proposal (RFP). This RFQ/D is strictly used by the Government to conduct evaluations to determine the most highly qualified offerors for this Task Order.
(2) Funds are not presently available for this effort. No award will be made until funds are available.
The Government reserves the right to cancel this evaluation/solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
(3) If a fair and reasonable negotiated price and adequate technical services cannot be attained with the most highly qualified offeror for this task order and/or follow-on services for this project requirement, DEPARTMENT OF THE AIR FORCE
AIR FORCE INSTALLATION CONTRACTING CENTER
then an RFP letter may be sent to the next most highly qualified offeror, limited to the three most highly qualified offerors. Alternatively, the services may be re-solicited.
3. Planned Services:
a. Quality Assurance Construction Inspection Services – Perform full-time on-site surveillance throughout construction. Review and develop draft responses for all construction submittals for Government use (e.g., shop drawings, product data, testing data, etc.) including the construction schedule. Review and develop draft Government responses for the Construction Contractor’s submitted Requests-For-Information (RFIs), confirming accuracy of the RFI information based on current site conditions.
b. Scheduling Services – Document earned value completion of construction scope through on-site surveillance. Review and validate the Construction Contractor’s Contract Progress, Status, and Management Report (CPSMR), including validating earned value progress, schedule, and submittal register status aligning with Title II inspection and Quality Assurance oversight. Review all TIA submittals and proposed Period of Performance (PoP) changes to ensure compliance with specification requirements.
c. Title II, Architect and Engineer Professional Support Services.
d. Title II, Cost Estimating Services – Refer to the Draft Statement of Work (SOW) for a summary of the Government’s planned construction project and the Title I services planned for this task order.
4. General Response Requirements:
If interested in pursuing this opportunity, please provide the requested information as instructed below.
Response to this Request for Qualifications and Discussions is not limited in length or page count.
If not interested in pursuing this opportunity, please respond with confirmation in writing as instructed in Section 7 below.
Interested offerors are requested to submit the supplementary information specified below, which will be reviewed alongside the most current SF 330 on file. All firms are considered equal in past performance based on their placement in the AE NEXT Pool 4. Offerors must confirm their available capacity to perform the requirements of this RFQ/D to remain eligible for consideration. The remaining criteria, in order of importance, are: Specialized Experience, Professional Qualifications, and Knowledge of Locality.
5. Evaluation Criteria:
5.1 Capacity:
Confirm, in writing, that the offeror has both adequate capacity to perform this work under this task order and interest in being considered for this evaluation. The planned award for this Title II task order is approximately September 2026, and the Government’s estimated Period of Performance (PoP) is 28 months. All Offerors that do not provide confirmation of available capacity to complete the requirements of this RFQ/D will not be considered for this Task Order
5.2 Specialized Experience:
The Government will evaluate the offerors’ Specialized Experience and Technical Competence solely based on review of the project profiles available in the SF-330s on file for each Offeror, including any SF-330 updates or supplements to SF-330s. In response to this RFQ/D, the offeror may choose to update the SF-330 on file by sending an SF-330 supplement in addition to the RFQ/D response. Such supplements will be considered in this evaluation. Submission of an SF-330 supplement is OPTIONAL and not required for consideration in this evaluation. The SF-330 supplement is not limited in length and will be made a permanent addendum to the SF-330 on file, to be used in future evaluations.
Note to Offerors: SF-330 supplements or annual updates received by the Government, including those SF-330 updates received in response to a separate RFQ/D, may not yet be available for evaluation for this task order, particularly SF-330 supplement/updates sent less than 15 business days prior to the due date of this RFQ/D. To ensure availability for evaluation, previously sent SF-330 supplements/updates may be resubmitted but must be marked COPY in the file title.
For the purpose of this task order evaluation, the Government will evaluate the SF-330s for project profiles demonstrating similar complexity and scope to this requirement, within the last five (5) years, for Title II Task Order Services on a CONUS DoD Installation, as described in the following list:
i. Relocatable Facilities (RLF): Install, maintain, and remove Relocatable Facilities, including all required site preparation and final site restoration.
ii. Building Renovation and Systems Upgrades: Perform all standard renovation work, including civil/site improvements, exterior envelope repairs, structural upgrades, HVAC and plumbing replacement, fire protection system replacement, and telecommunications system replacement.
iii. Hurricane Shelter Upgrades: Provide upgrades to meet ICC 500 and FEMA-361 hurricane shelter requirements.
iv. Elevator Repairs: Repair the existing elevator to restore full functionality and compliance.
5.3 Professional Qualifications:
Submit a staffing plan for the Task Order key personnel planned for staffing this task order, to include resumes, as would be submitted in the proposal for this effort. Demonstrate Key Personnel meeting the minimum qualifications outlined in the SOW; otherwise provide a narrative describing requested revisions to the planned minimum qualifications. The Offeror may choose, but is not required, to identify a staffing approach beyond the minimum requirements of the SOW. If proposing additional personnel for the task order, provide a narrative explanation clarifying the proposed approach and/or justifying more advanced qualifications than required by the SOW. The Government will not be obligated to concur with or adopt any of the proposed changes. Response to an RFP must address the requirements as written in the final RFP. Key personnel with Title II Services experience on projects identified as highly relevant in Section 9.5.4 (SPECIALIZED EXPERIENCE), completed within the past five years, will receive higher consideration during the selection of the most highly qualified offeror.
5.4 Knowledge of Locality:
Provide narrative demonstration of adequate knowledge of locality at the project location. Such demonstration may include listing projects concluded within the last five (5) years performed within that locality and/or a narrative description demonstrating knowledge of the unique requirements of that locality. More consideration will be given to project experience criteria listed in descending order of importance, with more consideration given to a greater breadth/number of relevant projects submitted:
i. Project oversight experience at Keesler AFB, MS.
ii. Project oversight experience within the local area (i.e., within the state in which the project is being performed).
6. Offeror’s Proposed Approach:
The Draft SOW provided with this RFQ/D describes the Government’s plan to execute this task order;
however, the intent is to afford the Offeror the opportunity for feedback regarding this plan. Offeror may describe the planned services, including but not limited to: any recommendations for modifications to the Draft SOW, concepts for task order delivery, including any alternative methods of furnishing the required services for this task order, and requests for clarification of the task order requirements, including information conveyed in the Draft SOW. Inclusion of this narrative is not mandatory if the Offeror’s planned approach would not deviate from the SOW and the Offeror has no requests for clarification. The Government will not be obligated to concur with or adopt any of the proposed changes. Response to an RFP must address the requirements as written in the final RFP. The information provided in this RFQ/D will not supersede that in the RFP. The Government may not elect to respond to all Offeror questions.
7. Submission Instructions:
Contractors shall indicate their interest in competing for this requirement through RFQ/D response as outlined above. Deliver via email no later than 4:00 PM (Central Standard Time), 13 July 2026. If the offeror does not intend to further pursue this opportunity, such notification is also requested. For files larger than 3MB, please send an email, per offeror, to the Contract Specialist, Dalam Siewert, requesting a DoD Safe drop-off at least 5 business days prior to the suspense due date, in response to this requirement. Emailed submissions are acceptable and must be sent to the Contracting Officer Samuel L.
Mendez at: samuel.mendez@us.af.mil and Contract Specialist, Dalam Siewert at:
dalam.siewert.1@us.af.mil.
8. Final Notice to Offerors:
RFQ/D responses received after the date/time specified will not be considered. Offerors that do not respond to this RFQ/D prior to the date/time specified will not be considered.
