C.2.2.7 Review Construction Documentation Review all of the documentation and/or correspondence submitted by the Construction Contractor, including but not limited to RFIs, construction submittals, contractor payment requests, schedules, and claims.
C.2.2.7.1 Construction RFIs The On-Site Inspector(s) reviews all of the RFIs submitted by the Construction Contractor. Review each in a timely manner, in no less than three (3) business days from receipt of the RFI. Confirm that the RFI accurately characterizes the conditions described, identify whether those conditions deviate from the contract requirements, and assess whether the proposed means and methods, if any, impact the project.
Validate differing site conditions when they are claimed as so. When the RFI identifies potential cost and/or schedule impact, advise whether the justification for the impact is warranted, and make recommendations to the Government on disposition of those findings.
C.2.2.7.2 Construction Submittals For each construction submittal review, validate that the submission is in compliance with the contract requirements. Review all submittals for completeness, technical accuracy, and compliance with contract specifications. Identify when submittals include variations from the 100% design documents, including those not explicitly identified within the submittal. Provide recommendations to the Government for approval or disapproval of the submittal with supporting comments describing necessary submittal revisions or open issues related to the submittal. Provide response to submittals within five (5) business days.
Upon receipt of material submittals and shop drawings, check documents for completeness and compliance with contract requirements. Ensure timely coordination of selections (color, style, finish, etc.)
through the CO/COR and ensure accurate reflection on shop drawing submittals. Mark the appropriate action taken on each submittal and deliver to the COR/CO with completed AF Form 3000.
Monitor required submittal register delivery dates and identify late, overdue, and critical submittals to the COR. Assist the COR in ensuring the Government’s response is timely. Coordinate review of submittals with technical reach back, DOR and project stakeholders, when applicable and requested by the COR.
Ensure submittals comply with the Buy American Act, where applicable. Recommend approval or disapproval accordingly on AF Form 3000, and submit to the COR. Ensure the Construction Contractor’s submittal register is current and accurate.
C.2.2.7.3 Construction Contractor’s Schedule Review the Construction Contractor’s schedule to evaluate whether scheduled activity sequencing and durations are feasible and consistent with project construction observations. Ensure the schedule accurately depicts degree of work completed, consistent with the Payment/Inspection Meeting determinations. Evaluate for compliance with UFGS 01 32 01.00 10, PROJECT SCHEDULE, and provide analysis of delays and unforeseen impacts to the schedule. Identify and report delays to scheduled work start and out-of-sequence work. Confirm occurrence of unusually adverse weather and the impact to critical path weather-sensitive activities to report excusable delays.
C.2.2.7.4 Construction Contractor’s Payment Requests
Review all requests for payment, conduct specified payment/inspection meetings, and recommend payment or rejection of progress payments to the COR.
C.2.2.7.4.1 Payment/Inspection Meetings
To expedite the payment process, establish a schedule for payment/inspection meetings, to be held in person at the worksite, to be attended by the Construction Contractor’s project manager and the designated on-site inspector(s). The intent of the payment meetings is to come to an agreement concerning the percentage of work completed, based on inspection and verified with the schedule, to support the amount of the payment request. Sign the approved progress report produced by the Construction Contractor. Contractor will forward signed report to the Government with the associated progress payment request.
C.2.2.7.4.2 Progress Payment Recommendations
Each month, validate earned value is accurately represented in progress payment requests based on the approved progress report produced in the payment/inspection meeting. Review the progress payment request, including: confirming the extent of acceptable in-place work; determining the amount of installed and non-installed and stored materials; keeping track of the current contract amount as may be changed by contract modification; keeping records of prior payments; and if required, recommending a reduction in amount to be submitted for payment in the event that the Construction Contractor is not in compliance with the terms and conditions of the contract. Do not assume that the Construction Contractor’s invoice for payment is a valid amount to recommend for payment. The recommendations must concluded via independent analysis. The Government will only make payment for satisfactory, in-place work; the CO will not pay for in-place work that is not compliant with the minimum contract standards.
C.2.2.7.5 Construction Contractor Claims
Review claims submitted by the Construction Contractor, including Requests for Equitable Adjustment, and render any assistance that the Air Force may require, including supporting information necessary to resolve the dispute. Prepare written supporting documents, as requested by the COR/CO to support resolution of Claims and/or Terminations.
C.2.5.6 Time Extension Requests
Confirm requests for time extension; include justification of delays that consume all available project float and extend the projected finish date. Analyze requests for time extensions for compliance with UFGS 01 32 01.00 10, Section 3.8 REQUESTS FOR TIME EXTENSIONS, 3.8.2, Time Impact Analysis. Review the baseline schedule, critical path, and the cause(s) for delay. Confirm events that impacted schedule activities was the responsibility of the Government and identify effects of multiple impacts and concurrency of delay. Review and evaluation of schedule impacts is to be forwarded to the COR for processing.
C.3 Architect and Engineer Professional Support Services Provide professional support by registered/licensed Architects and Engineers required to provide construction phase design services, including review of construction submittals, RFIs, and revisions of drawings where necessary to address unforeseen site conditions.
