About this file

This Scope of Work document establishes the requirements for the Orange County Transportation Authority's (OCTA) procurement of paint supplies under RFQ 250175. OCTA seeks qualified vendors to supply paint products on an as-needed basis for its base facilities group at two locations: the Garden Grove facility (11790 Cardinal Circle, Garden Grove, CA 92843) and the Santa Ana facility (4301 W. MacArthur Blvd., Santa Ana, CA 92704). The contract has a two-year initial term with a one-year option term, and pricing for the option year will be escalated based on the producer price index (PPI). Bid quantities listed on the Price Summary Sheet are estimates only and do not guarantee minimum or maximum usage. Product delivery must occur within five business days of the original order date, with delivery hours available daily from 7:00 a.m. to 4:00 p.m. The vendor must demonstrate adequate inventory and the ability to fulfill orders within reasonable requested lead times.

The vendor must supply all items listed on the Price Summary Sheet at agreed-upon prices and provide monthly purchase reports to OCTA in Excel format within forty-eight hours of request. For miscellaneous items not listed on the Price Summary Sheet, the vendor must obtain written approval from OCTA and provide quotes including list price and discounts; items exceeding $500 in unit price require documentation verifying the discount or markup through supplier catalogs or vendor invoices. All products must comply with EPA and OSHA safety standards, and vendors must provide Safety Data Sheets for each product upon delivery. Invoices must be submitted via email or mail and include the purchase order number, base location, order date, and itemized details. OCTA reserves the right to reject items with excessive markups not aligned with fair and reasonable market prices. The total budget is $50,000 for the two-year term, and approved equals are not accepted.
