This Scope of Work document outlines the paint supply requirements for the Orange County Transportation Authority (OCTA), a California state and local transportation agency. OCTA seeks qualified vendors to supply paint supplies on an as-needed basis for its base facilities group at two delivery locations: the Garden Grove facility (11790 Cardinal Circle, Garden Grove, CA 92843) and the Santa Ana facility (4301 W. MacArthur Blvd., Santa Ana, CA 92704). The contract term is two (2) years with no guaranteed minimum or maximum usage volumes. Products must be delivered within five (5) business days of order placement during standard delivery hours of 7:00 a.m. to 4:00 p.m. daily. All products must match those listed on the Price Summary Sheet submitted with RFQ 250175, and approved equals will not be accepted. The vendor must maintain adequate inventory levels to meet requested lead times and provide monthly purchase reports to OCTA in Excel format within forty-eight (48) hours of request.

The budget for this procurement is $50,000.00 for the two-year contract period. Pricing shall be determined on a lump sum basis, with award made to the lowest responsive and responsible firm. All line items in the Pricing Proposal must be bid; firms that do not bid all line items will be deemed non-responsive and ineligible for award. Vendors must provide Safety Data Sheets (SDS) for each product upon delivery and ensure compliance with EPA and OSHA standards for industrial use. For miscellaneous items exceeding $500 per unit, vendors must provide documentation verifying pricing, including supplier catalogs or invoices detailing actual costs. OCTA reserves the right to reject items with excessive markups that are not in line with fair and reasonable market prices. Invoices must include the contract or purchase order number, base location, order date, and itemized details, submitted via email to VendorInvoices@octa.net or by mail to OCTA's Accounts Payable office. Vendors must also provide technical support for product use and application as needed.
