About this file
This email correspondence pertains to insurance requirements for Request REQ_R000477, a Paint Supplies contract opportunity issued by the Orange County Transportation Authority (OCTA) in California. The exchange between Edwin Byrne, an insurance professional, and Carolyn Baltazar, Senior Buyer for Contracts Administration and Materials Management, focuses on approval and clarification of insurance template language for the contract. The correspondence indicates that the insurance requirements have been approved, with Byrne recommending revisions to the additional insured endorsement section to reduce contractor confusion. The suggested revised language specifies that proof of coverage must be provided via certificate of insurance and applicable additional insured endorsements within ten calendar days from the effective date of the agreement and prior to commencement of work, designating the Authority, its officers, directors, employees, and agents as additional insureds on Commercial General Liability and Automobile Liability policies using ISO CG 20 10 and CG 20 37 equivalents for Commercial General Liability and CA 20 48 equivalents for Automobile Liability.
The Paint Supplies RFQ carries a budget of $50,000 for a two-year term with award to the lowest responsive and responsible firm on a lump-sum basis. Written questions or clarifications must be submitted by 4:00 p.m. on January 30, 2026, with the Authority responding via written addendum by February 3, 2026. All firms must bid on all line items to be considered responsive, and the successful contractor must comply with all applicable Equal Employment Opportunity Laws and Regulations. Additionally, by submitting a quote, all firms certify they are not subject to Ukraine/Russia-related economic sanctions and agree to comply with all economic sanctions imposed by state or federal government, with approved equals not accepted.

No I have not but it should be clearer as this is an area of confusion by contractors and staƯ the way it is currently written. You can choose to use the old wording until this is formally adopted by CAMM.

Hi Carolyn:
The requirements are approved. Given my experience with additional insured endorsement questions from contractors, I would suggest revising the wording in that section as follows, Proof of such coverage shall be provided in the form of a certificate of insurance and applicable additional insured endorsements designating the Authority, its officers, directors, employees, and agents as additional insureds on Commercial General Liability and Automobile Liability. Additional insured status shall be provided by endorsement equivalent to ISO CG 20 10 and CG 20 37 for Commercial General Liability and CA 20 48, or their equivalents, for Automobile Liability, as required by contract. Proof of insurance must be received by the Authority within ten (10) calendar days from the effective date of the Agreement and prior to commencement of any work. Such insurance shall be primary and non-contributory to any insurance or self-insurance maintained by the Authority, as evidenced by endorsement. The Authority reserves the right to request certified copies of, or review, all related insurance policies in response to a related loss.
