About this file

This is a Scope of Work Verification Form for the Orange County Transportation Authority (OCTA) in California, related to a Request for Quotes (RFQ) for employee headshot services. OCTA is seeking quotes from qualified firms to provide professional headshots for 450 employees over a two-month contract term, with performance required through December 31, 2025. The verification form establishes the procedural requirements and certification standards that must accompany the Scope of Work submission, ensuring that the procurement process is conducted transparently and without bias toward any specific vendor or brand.

The budget allocated for this effort is $10,000. The Scope of Work Verification Form requires that either the Project Manager independently certifies that the SOW was prepared to invite fair competition without brand name references or unreasonable restrictions, or alternatively certifies that any brand name specifications included are justified as "impractical or uneconomical" to describe otherwise, with salient characteristics clearly identified for "or equal" evaluation purposes. The form must be signed by both the Project Manager and either the Department Manager, Director, or Executive Director. This verification process ensures compliance with Federal Transit Administration regulations and procurement best practices designed to promote competitive bidding and operational efficiency.

FA-CAMM-071.docm (03/16/18) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
