About this file

This is a Solicitation/Contract/Order for Commercial Items (Standard Form 1449) issued by the United States Embassy Buenos Aires for artwork moves, storage, and reinstallation services.

The primary requirement is a firm fixed-price purchase order for safely removing specified artwork from embassy walls, storing items properly in crates by level, maintaining items in storage during required periods, and transporting and reinstalling items as directed by the Contracting Officer Representative (COR). The contract period is one year from award with four one-year options available. The solicitation is unrestricted (open competition) and was issued June 26, 2026, with an offer due date of July 3, 2026 at noon. The COR contact is Arch. Marcela Clerico Mosina. Prices must be submitted in USD but will be converted to Argentine pesos using the Embassy's exchange rate at invoice submission. Value Added Tax (VAT) is priced separately as a line item, with local law determining the applicable percentage. The Performance Work Statement specifies phased removal of cultural heritage assets and other significant objects from multiple floors (Groups A through H totaling 48 paintings/objects plus 52 small portraits), temporary storage in contractor facilities with supplemental monthly fees available, and return transportation and installation on dates to be confirmed by the COR. Work must comply with local preservation regulations, U.S. Secretary of Interior Standards for Preservation, and American Institute for Conservation's Code of Ethics. The contractor must maintain 24/7 technical support, obtain general liability insurance approved by the Embassy, and designate an English-speaking project manager. Evaluation will be based on lowest price among acceptable, responsible offerors, with assessment of contractor responsibility per FAR 9.1 requirements.

I. PERFORMANCE WORK STATEMENT

A. The purpose of this firm fixed price purchase order is for safely removing the specified artwork from walls, storing these items properly in crates per level and keeping them in storage during the time required by the embassy in the company’s facilities.

(COR) in accordance with Attachment A.

B. The contract will be for a one-year period from the date of the contract award, with four-year options.

QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)

This plan provides an effective method to promote satisfactory contractor performance. The

QASP provides a method for the Contracting Officer's Representative (COR) to monitor

Contractor performance, advise the Contractor of unsatisfactory performance, and notify the

Contracting Officer of continued unsatisfactory performance. The Contractor, not the

Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.

Performance Objective Scope of Work

Paragraphs Performance Threshold

Services.

Performs all services set forth in the scope of work.

ALL ____

All required services are performed and no more than one (1) customer complaint is received per month.

1. SURVEILLANCE. The COR will receive and document all complaints from

Government personnel regarding the services provided. If appropriate, the COR will send the complaints to the Contractor for corrective action.

2. STANDARD. The performance standard is that the Government receives no more than one (1) customer complaint per month. The COR shall notify the Contracting Officer of the complaints so that the Contracting Officer may take appropriate action to enforce the inspection clause (FAR 52.212.4, Contract Terms and Conditions - Commercial Products and Commercial Services (NOV 2023), if any of the services exceed the standard.

3. PROCEDURES.

(a) If any Government personnel observe unacceptable services, either incomplete work or required services not being performed they should immediately contact the COR.

(b) The COR will complete appropriate documentation to record the complaint.

(c) If the COR determines the complaint is invalid, the COR will advise the complainant. The COR will retain the annotated copy of the written complaint for his/her files.

(d) If the COR determines the complaint is valid, the COR will inform the

Contractor and give the Contractor additional time to correct the defect, if additional time is available. The COR shall determine how much time is reasonable.

(e) The COR shall, as a minimum, orally notify the Contractor of any valid complaints.

(f) If the Contractor disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the Contractor will notify the COR. The

COR will review the matter to determine the validity of the complaint.

(g) The COR will consider complaints as resolved unless notified otherwise by the complainant.

(h) Repeat customer complaints are not permitted for any services. If a repeat customer complaint is received for the same deficiency during the service period, the

COR will contact the Contracting Officer for appropriate action under the Inspection clause.

II. PRICING

This is a firm fixed price contract payable entirely in pesos. Prices for all Contract Line-Item Numbers (CLIN) can be expressed in USD and will be transformed into Pesos with the exchange rate provided by the Embassy at the time the invoice is submitted for payment. No additional sums will be payable for any escalation in the cost of materials, equipment or labor, or because of the Contractor's failure to properly estimate or accurately predict the cost or difficulty of achieving the results required.

III. VALUE ADDED TAX

https://www.acquisition.gov/far/52.212-4

(b)Contractor Cybersecurity Supply Chain Risk Management Responsibilities. The Contractor shall take all prudent actions and comply with all Government direction (as identified in paragraph (c)) to regularly identify, assess, monitor, and mitigate cybersecurity supply chain risks when providing covered articles or services affecting covered articles to the Government. The Contractor shall maintain artifacts that document its compliance with this paragraph and shall provide these artifacts to the Government within 48 hours of request.

(c) Supporting Government Cybersecurity Supply Chain Risk Assessments. The Government may perform a cybersecurity supply chain risk assessment at any time during contract administration to identity, assess, and monitor the cyber risks of the Contractor’s supply chain.

The Contractor agrees that the Government may, at its own discretion, perform on-site assessments to collect information for the cybersecurity supply chain risk assessment. In performing the cybersecurity supply chain risk assessment, the Government may review any information provided by the Contractor, along with any other information available to the Government from public, unclassified, classified, or any other sources. For indefinite delivery contract vehicles, this self-attestation must be provided for all critical software available for ordering on the contract vehicle when the software is modified during the contract vehicle’s ordering period of performance by a major version change. The Contractor shall either (i) post the new attestation in a publicly available internet location within 15 days of the major version change and provide the COR, or Contracting Officer if a COR is not appointed, with the internet link or

(ii) shall contact the COR, or Contracting Officer if a COR is not appointed, and request the agency’s current software self-attestation form and submit it to the Government within 15 days of the major version change. The self-attestation form will contain the following elements: (i) the software producer's name; (ii) a description of which product or products the statement refers to including the number of the major version change; and (iii) a statement attesting that the software producer follows secure development practices and tasks consistent with NIST Guidance.
